Prspect Park Baseball Assciatin PEE WEE DIVISION RULES Revised January, 2011 The games in the Pee Wee Divisin f Prspect Park Baseball Assciatin are being played fr instructin and fun. The emphasis is n teamwrk, n ding yur best and n gd sprtsmanship. These rules f play are intended t guide the teams, t teach the players the fundamentals f the game and avid disputes. Umpiring will be dne by an lder player within ur prgram and wh has learned the rules. Shuld there be any questins regarding the rules r umpiring judgment it will be reslved by the tw Team Managers acting cperatively with the umpire. RAINOUTS: Every attempt must be made t play games as scheduled. It is difficult t predict spring weather even an hur in advance. When there is dubt, teams shuld meet and by mutual agreement, pstpne a game nly at the last mment. The PPBA Rainut Htline # is 888-473- 6864 N Umpire / Time Outs: In the event the paid umpire is late r is absent, the ppsing managers will tgether agree and designate the game's umpire(s). Only the umpire can call time ut. All players and caches n each team must line up at hme plate after each game t exchange handshakes. General Rules: Official Baseball Rules Apply: All games are played under the "Official Baseball Rules" as adpted by the prfessinal baseball playing rules cmmittee," unless specifically mdified in these rules. There are 3 uts t an inning, a caught fly ball is an ut and a runner tagged while ff base is an ut. The nly exceptins will be thse utlined in these rules f play. Frfeiture - A team failing t field at least 7 players at game time shall frfeit. There is n grace perid. A three inning game will then be played by dividing all available players. The purpse f this rule is tw-fld. The players wh cme shuld have the pprtunity t play. The players wh d nt cme must realize there is a cnsequence fr nt supprting their teammates and cming t all games. Game Time Length: Games shall be six innings r 110 minutes frm the scheduled start time, whichever cmes first, and regardless f the scre. N inning will be started during the last 20 minutes f a game. If the game ends with the scre tied the team that has recrded the mst ttal uts in the game will be declared the winner. If n uts r the same number f uts were recrded then the game ends in a tie. The umpire shall infrm the head caches when an inning is the last. Exchange Batting Orders: Managers must exchange a written batting rder befre each game. Playing Time fr Players: All players must play in every game they attend. N player shuld sit ut mre than ne defensive inning in a rw. Fd r Drink n Field: N fd is permitted n the bench r the playing field at anytime during the game. N smking r drinking f alchlic beverages is allwed by anyne assciated with the game. Fur Run Rule: N team may scre mre than fur runs in their ffensive half f their inning If the team at bat scres fur runs in a single inning, its half f the inning will end regardless f the scre r the number f uts. Team Size; Defensive Psitining: A maximum f ll members f each team will play a defensive psitin each inning. There will be TWO players psitined next t the pitcher (n either side) and a maximum f six infielders. All thers will play in the utfield and nt bunched tgether. A cach serves as catcher. Players shuld be rtated thrughut the game t allw them t play mre than ne psitin. Outfield: All utfielders must be clearly in the utfield. T ensure this utfielders must psitined at least 10 feet beynd infield base line. PLEASE REFER TO THE PEEWEE DEFENSIVE SET-UP CHART ON THE LAST PAGE OF THESE RULES FOR GUIDANCE Infield: 6 players maximum are allwed in the infield. This includes the defensive pitching psitin. Tw players are allwed at the pitching psitin. Defensive Pitcher: The defensive pitcher psitin is played t teach the imprtance f pitcher as a fielder. The psitin is nt t allw a free raming infielder. The defensive pitcher must play 1) Clse t the mund -- n clser t hme plate than the pitching rubber. 2) On either side within 3 feet f the pitcher. 3) Nt in the space between the pitcher and the first r third base line. If the defensive pitcher des nt respect these bundaries and makes a play that results in a base runner being tagged r thrwn ut, the runner will be called safe and allwed t advance t the base being taken. This rule is in frce t allw well hit balls t be put int play. Batting: All participating players at a game must bat in rder each time the rder is gne thrugh, whether the player has played a defensive psitin in that inning r nt. If a batter is ut f rder he r she is replaced by the prper batter wh assumes the cunt f the first batter. If the batter cmpletes the at bat the prper batter shuld fllw immediately after which the prper rder is resumed. A batter wh is unable t bat because f injury will be remved frm the game and the batting rder will resume. A batter which is unwilling t bat will be called ut. The determinatin f which batters are unwilling and which are unable will be made by the umpire. Latecmers must be placed at the bttm f the batting rder. Thrwing the Bat: Thrwing f the bat is nt permitted. Thrwing f the bat is nt permitted. If a bat is thrwn the fllwing rules apply: 1st time - warning; 2nd time - frfeit f next at bat; 3rd time - remval frm the game. Caches N excessive caching is allwed during the game. Caches shuld be in unifrm. Children may be reminded f prper techniques, hwever, that shuld nt cause the game t be delayed. All teams shuld have a bench cach t keep the line-up in rder, t keep scre and t have the players ready t bat. Caches are expected t have the line-up handy s that games may be played expeditiusly. Caches Psitining: During a team s ffensive half f an inning, three (3) caches are permitted n the field in ful territry. (1st base, 3rd base, and ne ther site). One cach is permitted n the field (in fair territry) during a team s defensive half f an inning prvided the cach is nt in the way f the ffensive caches. N cach is permitted t tuch any player n the field. Caches in the Dugut and n the Playing Field: Only players, caches and screkeepers (ttaling 4 adults) are t represent each team and ccupy the dugut and prper caching psitins n the field. Caches shuld be in unifrm. Relatives, friends, and ther visitrs must watch the game frm ut f bunds. Defensive caches - One defensive cach is allwed n the field behind Secnd Base during play. Defensive caches are allwed t psitin their players fr up t tw minutes prir t the start f play. Tuching a player - Caches may nt physically assist players n the field r tuch the ball while the ball is in play. If a cach r parent tuches a base runner with the ball in play, that base runner is autmatically ut. Base paths must be kept clear. Ful lines shuld be kept clear. Parents shuld be at least 10 frm the ful lines. Players Unifrm Required: All players must be in full unifrm in rder t play. The unifrm cnsist f a team cap & team jersey. Players must run nt and ff f the field. Player Eligibility: Only players wh will be Six years-ld r yunger n April 30 th f the current year shall be eligible t play. Lineup cards must be exchanged befre the game, which must cntain the full name and shirt number f each player in rder f hw they will bat. Hwever, every team member must play at least 3 ut f the first 4 innings in the field. If mre than 14 team members are present, then each player must play at least 2 f the first 4 innings. N player shuld sit ut mre than ne defensive inning in a rw. It is the respnsibility f the caches, nt the umpires, t track cmpliance with this rule. Official Equipment The fficial ball is the INCREDIBALL (Material cvered). Team Duties: The hme team, when applicable, supplies the bases and bth teams shall supply ne game ball t the umpire. Only wden bats may be used. Metal bats are nt permitted. N metal cleats are permitted t be used by a player. Rubber sled athletic shes with r withut rubber cleats are permitted. Prtective Equipment Required: All batters and base runners must wear prtective helmets. Base Distances: Bases shall be 40 feet apart. DIVISION RULES Pitching Distances: The pitching shall be 20 feet distance frm the back pint f hme plate t the frnt f the pitching plate fr cach and player pitchers. N Balks; Bunting; Leading; Stealing; Drpped 3rd Strike; Infield Fly Rule: There are n balks, bunting, leading, stealing, drpped third strike r infield fly rules. Pitching: Pitching will be dne underhand by a persn designated by the manager f the team that is atbat. A batted ball that hits r is tuched by the pitcher is a ful ball. Pitchers must avid tuching a batted ball r interfering with the fielding f the batted ball. An Adult Catcher is prvided by the team at bat. N Balls and Strikes: N balls and strikes will be called and there will be n strikeuts. Each batter is given 7 swings and a maximum f 10 pitches t put the ball in play by hitting it. If n ball is hit int fair play during the 7 swings r 10 pitches then the batters turn at bat is ver and the next batter cmes t bat. An ut is nt recrded. Dead Ball / Advancing Bases / Out f Bunds & Grund Rules: When the batter puts the ball int play, by hitting it at least 10 feet int fair territry, the end f the play is when the ball has been fielded and a thrw r ther play has been made. Fr example: Batted balls hit t the utfield: Play is ver and the ball is dead nce a ball thrwn twards the infield. Batted balls that remain in the infield: Play is ver and the ball is dead nce the infielder when an infielder fields the ball and thrws t any base r tags a runner. Under this sectin, nce the ball is dead, Base runners may nly advance t the base they have started twards when the play ended, as lng as he/she was at least halfway t that base at the time the ball became dead. Otherwise the base runner must return t the prir base withut risk f being put ut. N new bases may be taken. Base runners shuld als knw that they are nt guaranteed t advance t the base, and that they may be put ut anytime the ball is live and they are ff the base. If a base runner n third base passes half way t hme in a nn-frced situatin, he r she cannt return t third. A frce ut at hme plate can be made either by a fielder with the ball tuching hme plate r by a thrwn ball that is catchable by the adult catcher befre the runner crsses the plate. A catchable thrw is ne that is nt mre than 8 ff f the grund nr mre than 5 n either side f the plate. Frce uts at first, secnd, r third bases require that the base be tagged by a fielder hlding the ball. Blcking f the base path - A player, withut the ball in his r her pssessin has n right t blck the pathway f a runner attempting t scre. The base line belngs t the runner and the defensive player shuld be there nly when he r she is fielding a ball r already has the ball in his r her hands. Any blcking f the base path will result in the ffensive player being allwed t advance t the base as safe regardless if a play is made. Mvement f the Base: If a base mves ut f psitin, the base runner that arrives at that base shall nt be tagged ut as lng as the base runner is standing at r near where the base shuld have been and was nt attempting t advance t the next base.
