152 INTERNATIONAL SCHOOL SPORT FEDERATION (ISF) AND ORGANISING COMMITTEE 7 12 DECEMBER 2009 GYMNASIADE 2009 The Executive Committee (EC) of the International School Sport Federation (ISF) entrusted the organisation of the 14 th Gymnasiade to Doha, Qatar. 1. INVITATION All national school sport organisations, hereafter called NSO, which are full, associate or temporary members of ISF and the members of the ISF EC, the members of the ISF Technical Commissions concerned, are invited to participate in the Doha Gymnasiade 2009. The members of the ISF Executive Committee and the International Sports Federations concerned are invited to attend the Doha Gymnasiade 2009. 2. COMPOSITION OF TEAMS AND RULES FOR PARTICIPATION 2.1. TOTAL NUMBER OF PARTICIPANTS The quota of participants for the Gymnasiade has been set by the ISF. 2.2. ENTRIES Each country may enter one national boys team and/or one national girls team in the following sports: Athletics, Swimming and Gymnastics (Artistic and Rhythmic). It is not compulsory to take part in all sports. All participants must be officially nominated by the country s National Organisation responsible for school sport.

153 2.3. SELECTION OF PARTICIPANTS All competitors must have been enrolled at a school since the beginning of the school year 2009/2010. Students must be attending schools providing a general education (General Rules of Competition (GRC 7.3). The following are not entitled to participate (GRC 7.7): a. Pupils of a vocational school - i.e. young people attending a vocational school in addition to their vocational training; b. School teams in schools giving sports training without any general education; c. Afternoon sports schools (schools taking pupils from different schools in the afternoon for instruction in sports); d. Teams set up in companies, universities or other institutions. 2.4. AGE CATEGORIES Only competitors born in 1992, 1993, 1994 or 1995 may compete. Only competitors for Girls Artistic and Rhytmic Gymnastic (WAG and RG) born in 1993, 1994, 1995 or 1996 may compete. Older or younger competitors will not be accepted. 2.5. DATE OF BIRTH VERIFICATION The verification of the athletes dates of birth will be the responsibility of the ISF and Organising Committee who will appoint a Control Commission which will verify each participant s age upon their accreditation. 2.6. DELEGATION SIZE Maximum delegation size is 142 persons (excluding the demonstration sports), comprising: Each country must appoint one Head of Delegation. The Head of Delegation should be the sole representative of his delegation in communication with the Organising Committee, Technical Commission and ISF. He/she may not combine the functions of Head of Delegation and Coach.

154 Each country may appoint: 1 assistant to the Head of Delegation if the delegation consists of athletes and swimmers or athletes and gymnasts or gymnasts and swimmers. 2nd assistant to the Head of Delegation if the delegation consists of athletes and swimmers and gymnasts. 1 doctor if the delegation comprises at least 60 persons. 1 physiotherapist if the delegation comprises at least 60 persons. 2nd physiotherapist if the delegation is complete (maximum size). The persons above the quota have to pay the full-board. Any other additional persons will not be considered part of the official delegation and will not be accreditated by the OC. The maximum numbers for each sport programme and the number of accompanying staff, excluding the above mentioned persons, is as follows: ATHLETICS: maximum number of athletes : 72 maximum number of coaches : 8 as follows: from 1 to 9 athletes = 1 coach from 10 to 18 athletes = 2 coaches from 19 to 27 athletes = 3 coaches from 28 to 36 athletes = 4 coaches from 37 to 45 athletes = 5 coaches from 46 to 54 athletes = 6 coaches from 55 to 64 athletes = 7 coaches from 65 to 72 athletes = 8 coaches But from 2 athletes of differing genders up to 18 athletes = 2 coaches.

155 ARTISTIC GYMNASTICS: maximum number of gymnasts: 10 maximum number of coaches: 2 maximum number of judges: 4 as follows: 5 boys 1 coach 2 judges (*) 5 girls 1 coach 2 judges (*) (*) Gymnasiade 2009 OC, through the Sports Federations is responsible for the appointment of National Referees, Judges and other Technical Officials, whose competence must be guaranteed and confirmed by the Competition Manager. All Technical officials need to be FIG brevet holders. The Referees must be approved by the ISF Technical Delegate. In accordance with ISF rules, failure to provide a minimum of one judge for each discipline will lead to a fine of 907 EUR per judge payable to the organiser prior the competitions. The ratio is as follows: If participating with a full team (minimum of three gymnasts) in Boys's and/or Girls's artistic gymnastics, the country is entitled to bring two judges (in each discipline) of high standing and holders of a FIG brevet. If participating with individual (less than 3) gymnasts in Boys's and/or Girls's artistic gymnastics, the country is entitled to bring one judge of high standing, who is a holder of a FIG brevet. RHYTHMIC GYMNASTICS: maximum number of gymnasts: 10 maximum number of coaches: 2 maximum number of judges: 1 as follows: Group competition: 5 gymnasts (+ 1 reserve) 1 coach Individual Competition: 4 individual gymnasts 1 coach +1 judge (*) (*) Gymnasiade 2009 OC through the Sports Federations is responsible for the appointment of National Referees, Judges and other Technical Officials, whose competence must be guaranteed and confirmed by the Competition Manager. 156 SWIMMING: maximum number of swimmers: 24 maximum number of coaches: 3 as follows: from 1 to 8 swimmers from 9 to 16 swimmers from 17 to 24 swimmers = 1 coach = 2 coaches = 3 coaches But from 2 swimmers of differing genders up to 16 athletes = 2 coaches. 3. TECHNICAL RULES 3.1 The competition will be run according to current ISF and International Sports Federations rules under the direction of the ISF Technical Commissions (TC). Detailed rules and regulations will be sent with Bulletin 2 and Bulletin 3 following initial registration. 3.2 EVENTS ATHLETICS Programme: Girls: 100m, 200m, 400m, 1000m, 3000m, 100m Hurdles (84.0cm), 400m Hurdles (76.2cm), 2000m Steeplechase, High Jump, Long Jump, Triple Jump, Pole Vault Shot Put (4kg), Discus (1kg), Javelin (600g), Hammer (4kg) Medley Relay (100 x 200 x 300 x 400 m) Boys: 100m, 200m, 400m, 1000m, 2000m Steeplechase, 3000m, 110m Hurdles (91,4cm), 400m Hurdles (84.0cm), High Jump, Long Jump, Triple Jump, Pole Vault Shot Put (5kg), Discus (1.5 kg), Javelin Throw (700g), Hammer (5kg), Medley Relay (100 x 200 x 300 x 400m) Each country may enter 2 competitors in each event and 1 team in each relay. Each athlete may compete in 2 events plus 1 relay, except when he/she is competing in a track event over 200m. In that case only 1 track event may be entered plus 1 relay.

157 RHYTHMIC GYMNASTICS Programme: Each country is authorised to enter a team in the following contests : a) Group exercise: composition of a team = 5 gymnasts (5 ribbons) + 1 authorised substitute b) Individual contest: 4 gymnasts (ball, clubs, ribbon, rope) ARTISTIC GYMNASTICS The programme (boys & girls) is subdivided into three competition days: a) First day: Team Final: A team shall provide for not more than 4 gymnasts to compete on any single piece of apparatus and the 3 highest scores will be taken into account for the team total. Individual All-Around Final: Only gymnasts who perform on all the apparatus are eligible to be ranked for Individual All-Around Final with a maximum of 2 gymnasts per country. Individual Qualifications for Apparatus Finals. b) Second and Third day: Individual Apparatus Finals On each apparatus, the eight gymnasts (with a maximum of two per country) who have obtained the highest total scores on such apparatus, in the course of qualifications, perform an exercise (which on vault means two vaults) on the apparatus in question. The gymnasts of countries presenting less than 3 gymnasts are authorised to take part in the All-Around competition and Individual Apparatus Finals. SWIMMING The programme will include the following events for boys and girls: Freestyle 50m / 100m / 200m / 400m / 4 x 100m Backstroke 50m/ 100m / 200m Breaststroke 50m/ 100m / 200m Butterfly 50m/ 100m / 200m Medley 200m / 400m / 4 x 100m

158 Each country may enter two swimmers in individual events and one team in each relay event. There is no limit of the number of events per swimmer. 3.3 The composition and the level of difficulty of the exercises must be organised according to the regulations laid down in the International Federation Rules of Competition as valid in the year of competition, except for any deviation mentioned in the invitation letter and the directives. 4. DEMONSTRATION SPORTS will be expanding the number of Sports involved in this prestigious event. There will be demonstrations in the following sports in addition to the three staple sports of the event of Athletics, Swimming and Gymnastics: Fencing, Diving and Trampoline. 1. Trampoline Individual Boys and Girls 2. Diving 3m Springboard and Platform Group A + B Boys and Girls 3. Fencing Épée and Foil Individual Boys and Girls A minimum of 10 countries should submit applications with no more than two athletes for their country per discipline. This might be: - 2 boys Or - 2 girls Or - 1 boy and 1 girl One coach per discipline might be accreditated. All athletes in demonstration sports must be born in 1992, 1993, 1994 or 1995. The demonstration consists of a Qualifying Round and a Final. Qualifying Round: The Qualifying Round is the basis for qualification to the following Finals. Finals: These Competitions determine the winner. If there are less than 10 countries the respective event will be cancelled.

159 5. DOPING Dope testing (for use of banned substances) will take place during the competition according to current law/procedures applicable in the State of Qatar. If selected for testing a competitor may be accompanied by an adult. If a competitor is following a course of medical treatment he/she must obtain certification to that effect and inform the organisers immediately upon arrival. 6. REGISTRATION DEADLINES 6.1. DEADLINES The First, Definitive and Nominative registrations must be completed by entering the composition of the delegation as follows: Entry Forms by country: 20 FEBRUARY 2009 Entry Forms by number: 31 MARCH 2009 Entry Forms by name : 30 SEPTEMBER 2009

All changes to the programme will be published and all participants will be informed.

1511 8. TRAVEL Travel to Doha International Airport, Qatar is to be arranged and financed by each participating country. Local transport is taken care of by the Organising Committee. 9. FEES AND INSURANCE 9.1 In return for the entry fees which are fixed by the ISF Executive Committee, the Organising Committee will be responsible for board and lodging of participants for the duration of the event, for the competition, cultural programme and for all transport in connection with the official programme (arrival, departure, sports and cultural programmes). 9.2 In accordance with the rules laid down by the ISF, payment is to be made to the organisers of the Gymnasiade 2009 of 42 EUR per person per night for a maximum of 142 persons (excluding the demonstration sports). An additional ISF levy of 25 EUR per delegation member will be collected at the time of registration. The total amount per person is therefore 319 EUR (42EUR x 7 nights + 25 EUR). In addition, each delegation with 1 or 2 teams has to pay a forfeit amount of 319 EUR for the referees accommodation. If the distance between Doha and the capital of a participating country exceeds 5000 kilometres the delegation may extend its stay by arriving one day earlier or leaving one day later for a daily fee of 42 EUR per night (Jet-lag day). Any arrivals prior to or later than the official dates or less then 5000 kilometres will be fully invoiced to the countries. 9.3 For two supplementary adults the regulation will be announced in bulletin 2 and the country concerned should contact the OC directly. 9.4 The organisation of an extended stay for the delegation (prior or after the event) is a matter for the country concerned. It shall not be the responsibility of the Organising Committee. The country concerned may contact the OC in order for any further assistance. 9.5 Each country is required to provide insurance for each member of its delegation. At a minimum the insurance is to cover civil liability, material damage and medical costs.

1512 10. DEPOSIT 10.1 Along with the entry, each country must pay a deposit of 84 EUR per person as confirmation of their entry. The deposit must be sent as a single payment for the whole delegation by the organisation responsible for school sport. Payments made by individual schools will not be accepted. The sum of the deposit will be deducted from the total cost of participation. This deposit is non-refundable in the event of non-participation, unless in the case of unusual or unforeseen circumstances. The latter instance will require the approval of the ISF Steering Committee. 10.2 The ISF Secretariat is responsible for registering all deposits before 30 th April 2009. 10.3 The deposit is to be paid to the following account: Payee: Name of bank: Address : ISF, Leopold II laan 184 B, Brussels / Belgium Fortis Bank Pastoor Coplaan 202, 2070 Burcht, Belgium IBAN : BE03 0015 2130 7984 BIC (Swift Code): Reference: GEBABEBB Doha Gymnasiade 2009 + name of participating country. 10.4 The balance in cash in EUR is to be paid on arrival in Doha. (Bank and credit cards will not be accepted) or may be paid in EUR to the organisers bank account as published in the third bulletin by 15 June 2009. 10.5 All bank charges (for both deposit and balance) are to be met by participating countries.

COMMITMENTS TO BE HONOURED BY DELEGATIONS 12.1 Each participant is required to be present throughout the duration of the event. 12.2 Each participant is also obliged to take part in all of the non-sport activities. 12.3 Each team undertakes to compete against all other participating teams. 12.4 Each competitor undertakes to compete against all other competitor. 12.5 The absence of any member of a participating team from any part of the entire sports programme, opening-, prize-giving- and closing ceremonies and socio-cultural programme will result in the team being excluded from the results.
