1. Vision A Safe and Effective Road Network for all Road users. 2. Mission To create a safer road environment for road users by improving every aspect of safety in order to support sustainable growth and continued social and economic development of the country. 3. Scope (i) (ii) Widen the scope of road safety with the active and coordinated efforts of all stakeholders. Improve road infrastructure, competence of drivers, road user education, and standards of vehicles. 4. Goals Effective Institutional Structure and Finance Effective and Coordinated Management of Road Safety; Safe Roads for all Road Users; Disciplined Road Users; Competent Drivers; Roadworthy Vehicles; An Adequate Post Accident Care System Objectives The Government of Sri Lanka (GOSL) with the active participation of key stakeholders (i.e. Department of Motor Traffic, Department of Police, Road Development Authority, Ministry of Provincial Councils, Local Authorities, Academia and Civil Society) has formulated the National Road Safety Strategic Plan with action programs for target objectives. These objectives have been formulated after considering a) Plan of the National Road Safety Secretariat (NRSS) b) Proceedings of the Workshop on Road Safety, October 2003 c) Deliberation of the Implementation Committee for Road Safety, October 2003 The main objectives of the road safety strategic plan are based on the goals of the stakeholders and findings of a trend analysis and current accident data analysis. 1 Reform the road safety Management to make it more effective, efficient Proactive & Participatory to meet the current needs of society; 2 Establishment and management of an accident data base to provide necessary inputs to implementing and executive agencies to assure road safety of users; 3 Create an effective legislative framework for improvement of road discipline;

4 Implement road standards to meet the safety requirements of all users; 5 Educate all road users towards a culture of Road Safety, 6 Develop a post accident care system for the benefit of all accident victims and property; 6 Strategies Effective Institutional Structure and Finance I. National Road Safety Secretariat to function under the Ministry of Transport, Highways and Civil aviation as the coordination unit for road safety activities. This unit to comprise the following staff; a. Coordinator for NRSS b. Accounting person; and c. Secretary for secretarial work II Establishment a road safety fund as per clause number 213B of the Motor Traffic (Amendment) Act, No.5 of 1998 Effective and Coordinated Management of Road Safety I. Enactment of Required Legislation. II. Effective Enforcement of the Legislation III. Ensure Continuous & Adequate Availability of Funds IV. Establishment of a Road Safety Information System for Coordination and Evaluation. V. Establishment of Road Safety Research and Development Programs; VI. Continuous Training of Road Safety Personnel. Safe Roads for all Road Users; I. Improve the safety aspects of road design standards for new roads and effect improvements to existing roads; II. Carry out Safety Audits and remedial actions for all existing roads to ensure minimum safety standards; III. Provide parking facilities at strategic locations. IV. Parking Management Disciplined Road Users; I. Educational programs at schools; II. Public awareness campaigns; Competent Drivers; I. Improved Standards for Training of Drivers and riders; II. Improved Drivers and Riders testing; III. Improve driving/riding skills. Roadworthiness of Vehicles; I. Improve the standards for registration of vehicles;

II. Establish an effective inspection program for the inspection of roadworthiness of vehicles. An Adequate Post Accident Care System; I. Introduce a suitable post accident medical care system II. Improve the system of Insurance and compensation payments for accident damage.

7. Plan Strategic plan of the road safety for the nation has been translated in to the following action projects, and have been prioritized accordingly. All action projects herein are planned to be implemented during the next four years, i.e. 2004-2007. The required resources have been identified for each action program in terms of the human resources, equipment, and civil works. Road Safety Program Goal-01: Effective and coordinated Management of Road Safety Strategy -01: Enactment of Required Legislation Equipment Civil Works 1. Continuous Program to make amendments to the Motor Traffic Act and its regulation as and when required. 2. Provide prosecuting owners of vehicles, who allows person to drive without valid driving license 3. Implement measures to eliminate jay-walking 4. Implement measures to eliminate hazards caused by animals. 5. Implement measures to eliminate hazards caused of obstruction road side particularly pedestrian area. 6. Implement measures to prevent the damages to the roads. 7. Implement measures to prevent for those building owners who have converted their parking facilities for other purposes. 8. Enhance penalties.for traffic offences ( comes with MTA amendment)

Road Safety Program Goal-01: Effective and Coordinated Management of Road Safety Strategy 02: Effective Enforcement of the Legislation 1. Suspend Driving License and move for Warrants when offenders evade summons to courts. 2. Immediate Communication to Commissioner of Motor Traffic all suspensions of DL by Courts 3. Introduce an electronic driver absconders register with access to all Police Divisions 4. Organize island wide apprehension operations of absconders. 5. Introduce electronic monitoring of fatal accidents through a register at traffic headquarters. 6. Monitor the daily updating of the Divisional Traffic Minor Offence Report at Police Station Level. 7. Interaction with local authorities and community based organizations to clear road obstructions/hazards 8. Establishment of 40 Traffic Courts/Tribunals island wide with computers linked network. 9. Introduce incentive scheme for traffic police based on performance/ reduction of accidents. 10. Train & deploy 20 Traffic Surveillance units to introduce island wide Selected Traffic Enforcement Programs (STEPs) with covering media publicity and educational impacts. Select and train 800 computer applications personnel from cadre presently available. They are to be placed in divisions island wide Equipment Civil Works 600 PCs at 2 per police station and 300 printers with servers networked by modems and link with Traffic courts 0.4 Mn 0.04 Mn Magistrate & staff for 40 courts 80 computers 0.06 Mn For buildings 2 Mn 370 Traffic Persons 20 cars mounted with laser speed detectors, 80 MCC fitted with laser speed detectors 11. Installation of devices using modern technology to detect traffic offenders as a pilot project (e.g. speed camera, red light cameras). Training for 10 officers for respective agencies 1 Mn 4 speed cameras 4 red-light cameras.08 Mn 12. Improve detection techniques and eliminate alleged corruption by deploying traffic officers in groups for all special operations by operating as teams for special operations.

13. Improve detection of drunk driving with Alco meters. 200 Alco meters, 40,000 breathalyzers with required training for Police 0.35 Mn 14. Increase Island wide traffic law enforcement 100 Laser and 60 Radar Speed guns. 300police motorcycles 4 Mn

Road Safety Program Goal-01: Effective and Coordinated Management of Road Safety Strategy -03: Ensure Continuous & Adequate Availability of Funds Equipment Civil Works 1 Implement road safety fund with immediate effect 2. Provide 5% allocation designated for road safety in all capital expenditure road projects and rehabilitation projects 3. Increase allocations for safety related improvements for all road agencies to make up at least 20% of maintenance expenditure.

Road Safety Program Goal-01: Effective and Coordinated Management of Road Safety Strategy -04: Establishment of a Road Safety Information System for Coordination & Evaluation Equipment Civil Works 1. Establish Computers with central networking between all points of Road Safety Management & Administration (Police, DMT, NRSS, RDA, and Provincial Councils). 2. Develop Software for recording of road safety related data and for analysis of same. 3. Initiate a process of collecting and reporting road hazards to the relevant road authorities. 4. Introduction of a Centralized Link through networking and the establishment of a central and common master data base at the National Road Safety Secretariat Training additional 475 personnel in computer applications at HQs and Divisional/ Provincial Offices of all agencies 1.5 Mn Specialized training for 10 trainers of programmers & analysts Include in training Additional 200 PCs for all other agencies other than the Police at Divisional level with servers networked by Modems to Police Network and own HQs.01 Mn Software with installation, training and service agreement for 5 years. 0.1 Mn PC with e-mail at traffic HQ for people to communicate and to pass such data to RDA Networking and Database management System to be procured along with 800 PCS identified earlier(ref. Equipment, strategy-02, goal-01)

Creation of a Fund for R& D in Road Safety and a mechanism for out sourcing research initiatives to universities and research agencies on competitive funding basis. 2. Allocations to RDA and Police for Pilot Projects such as new designs, testing of equipment and road furniture with enhanced safety features. Road Safety Program Goal-01: Effective and Coordinated Management of Road Safety Strategy -06: Continuous Training of Road Safety Personnel Equipment Civil Works 1. Design, formulate and out source long-term training program of road safety personnel at different levels, to technical institutions, and local universities and institutes of higher learning, with appropriate levels of quality and quantity of output desired. This to be fee-levying sustainable program after four years. This program to include local and foreign training for 20 personnel from institutions selected to provide training and a further 10 officers from the stakeholder organizations who will coordinate training within the respective organizations. 1 Foreign Consultant Man Month 0.02 Mn Teaching Aids Multi Media Computers 0.04 Mn 2. Provide specialized short-term training to (a) 40 Senior Police Officers and 80 Junior Officers engaged in Road Safety Management and (b) 5 Senior EMVs and 5 Junior EMVs from the DMT Office who qualify by present degree of involvement and responsibility. 3. Ensure all stakeholder organizations designate adequate numbers of officers at each level for dedicated road safety work and provide continuous funding for their training after Year 1. 4. Inculcate self-esteem and professional standards in traffic police officers by providing continuous training. Preparation of specifications and documentation for Installation and maintenance of traffic signs and lane markings on National highways by the private sector in lieu of advertising rights. 2. Preparation of driving/rider training manuals in all three languages One local consultant and 02 translators for 02 man months

Road Safety Program Goal-04: Competent Drivers Strategy -02: Improved Drivers and Riders Testing 1. Increase cadre of Examiners of Motor vehicles in the Dept. of Motor Traffic and to provide local training for 30 officers and foreign training for 5 officers. 2. Introduction of computer aided driver testing and installation at DMT and District Secretariats. Equipment Civil Works 200-computers & Driver Testing Software 3. Goal-05: Roadworthiness of Vehicles Road Safety Program Strategy 02: Establish an Effective Inspection Program for the Inspection of Roadworthiness of Vehicle Equipment Civil Works 1. TA for develop standards and procedures for scrapping of vehicles and re-registering of condemned vehicles. 2. Preparation of specifications for vehicle fitness certificates and quality assurance certificates and thereby improve testing standards. 3. Preparation of specification and procedures for the registration of garages and certification of mechanics. 4. Vehicle owners/drivers awareness program for driving, vehicle maintenance and road rules. 5. Regularize joint inspection programs with DMT to check the certification of fitness of vehicles by private garages. 6. Strengthen the island wide roadside inspection program by procuring 1 mobile unit. 1 foreign man month and 2 local man months for TA 1 mobile awareness unit equipped with a Vedio camera, Multimedia Unit, lap top computer, Digital Camera, Photograph display projector and training (NDF) 75 decelaro meters, 2- complete mobile inspection units with all the portable equipment listed 7.
