YOUTH SOCCER ARTICLE I Statement of Purpose SECTION A PURPOSE Provide a recreational soccer program for the children of Hernando by way of encouraging all participants, coaches and parents to: Learn the fundamentals of soccer Ensure the safety of all players Provide recreational enjoyment and physical activity for the children Work hard at their sport. Demonstrate what it means to play fair. Win or lose with grace and dignity. Give something back to their communities SECTION B PHILOSOPHY The philosophy of the Hernando Parks & Recreation Department is to instill a positive attitude, sportsmanship, basic fundamentals, confidence, and high moral standards. Our Youth Sport Program develops the physical, psychological, and social aspects of youth. Our program emphasizes participation, fun, sportsmanship, and downplays a competitive approach to sports. Participants, parents, and coaches are expected to support this philosophy. SECTION A AGES ARTICLE II League Requirements Players will be placed in leagues by ages: Under 6 Boys and Girls Under 8 Boys and Girls Under 10 Boys and Girls Under 12 Boys and Girls Under 15 Boys and Girls Note: Players are eligible to play if they have turned 4 by August 1 st of the fall season. SECTION B REGISTRATION All boys/girls must register with the City of Hernando in order to participate. Dates will be announced in advance each year. The registration will include: 1. Proof of birth date (birth certificate) 2. Completed and signed registration form 3. Full payment SECTION C COACHES
C1 C2 The City of Hernando Parks & Recreation shall appoint one head coach. The head coach may choose up to two assistants. All coaches must be certified by the National Youth Sport Coaches Association (NYSCA). The City of Hernando Parks & Recreation offers these certification classes before the season begins. All coaching personnel should be of unquestionable character. The City of Hernando Parks & Recreation also mandates a background check on all volunteer positions. A soccer coach should be sure of his/her behavior at all times and set a good example for the children in his/her charge. He/she should always remember to abide by the NYSCA standards. U6 Only: One coach may be present on the field for each team. This coach is there to help in teaching the game and teaching the rules to the players. C3 Coaches/assistant coaches must be on the job prior to the starting practice time and one (1) coach/assistant must remain until all their participants have left. No child shall be left unattended. C4 Coaches must encourage their parents and fans to pick up trash after themselves and dispose of it accordingly. SECTION D PLAYER PARTICIPATION D1 D2 D3 D4 D5 MUST PLAY RULE: Every player must play at least half of the game. Any team found having players not play the required time will result in forfeiture of the game. Note: The only exception to the Must Play rule is for disciplinary reasons. Should a player consistently miss practice without an acceptable reason, a coach may bypass the Must Play rule for one game. School functions are not acceptable disciplinary reasons. If continuing offences occur by the player that requires a second bypass of the Must Play rule, then a meeting with the coach and your program coordinator must occur before the game. Also, if during a game a player does not wish to continue play, then the Must Play rule will be waived. Coaches must inform official scorekeeper (referee) of any players not playing for disciplinary reasons. Before the game, coaches are encouraged to talk to one another to clarify any decision they have made to reduce the playing time of any of their players. This should result in the coaches understanding why certain players may not be playing the required time, reducing any potential conflict. Player substitutions should only be made at any time for injuries otherwise at the quarters and half-time. Not enough players to play a game: Substitute players from other teams to field a team to play must only come from our recreation league and be your current age division or younger to qualify as a substitute player. Substitute player must be the same level of player or lower as the missing player. ARTICLE III Rules of the Game (Under 6)

If certain players continually use physical contact (pushing, pulling, etc.) to win possession of the ball, keep possession of the ball, or keep other players from scoring then they should be penalized. Deliberately kicking or tripping an opponent is punishable by a free kick. However, unintentional kicks and trips may be ignored if the act does not interfere unduly with the outcome of the play. (Remember these young children can and will trip over their own feet.) Players who are wild or uncontrolled should always be punished by awarding a free kick and time should be taken out at the moment to warn and instruct them. Players should only be penalized for deliberate cases of handball obvious to the referee. For example, players who use their hands to protect themselves from being hit by the ball should not be punished. SECTION B FIELD OF PLAY B1 B2 All fields will be short sided soccer fields adjusted according to age. The field shall be rectangular, and not measuring more than 25 yards by 30 yards maximum size. Markings: Half line, center spot, 4 yards radius Center circle, and corner arches SECTION C EQUIPMENT C1 C2 C3 Each coach will be issued a #3 soccer practice and game ball Shin guards are mandatory Soft cleated soccer shoes or similar SECTION D TIE GAMES D1 No matter the score, a game is finished after the 8 minute quarters are over. SECTION E THE GAME E1 A game is played between two teams consisting of Four (4) players each with NO GOAL KEEPER.

Note: Ball must go outside the circle on a kick-off. No goal can be made from kick-off. Kick-off is an indirect kick. A second player from either team (other than the original kicker) must touch the ball intentionally or unintentionally before going in to the goal in order to be considered a score. If the ball does go into the goal before being touched a second time, the opposing team should take a goal kick. Note: Player taking the kick, whether kick-off, kick-in, corner, goal kick, or free kick, gets one kick only to get the ball to his players. Another player from either team must touch ball before kicking player can kick the ball again. If kick is done incorrectly, the player should repeat the kick until kick is done correctly. The whole ball must cross the line between the goal posts and under the cross bar, provided it has not been thrown, carried, pushed, or intentionally propelled by hand or arm. The restraining box is to prevent goal tending. A defensive player is not allowed in the restraining box or until an aggressive play is made on the goal beyond half field line. If a player is in the box the referee/coach needs to instruct the defender to move up. No penalty is issued. Note: The exception for restraining box is for corner kicks and free-kicks, defensive players are then allowed in the box. Ball in and out of play/restarts: a. Out of bounds: Ball is not out of bounds until the whole ball crosses the boundary line. If ball is on the line, the ball is still in play. No practice or games will be allowed on Wednesday, Sunday or any time that will interfere with a school sponsored activity. No practices are allowed anywhere other than city property. Furthermore, unless scrimmaging with another team, you must practice on your assigned field. No additions will be allowed after the registration deadline provided by the Parks and Recreation office. Note: A special exception may be made in the event that a team has an insufficient number of players. SECTION I PROHIBITED EQUIPMENT I1 I2 I3 Jewelry. This includes post earrings. Any equipment, in the opinion of the referee (coaches), that will endanger or confuse players. This includes, but is not limited to; casts, braces, and head decorations. Metal-spiked shoes or cleats. ARTICLE III Rules of the Game (Under 15) SECTION A PLAYERS
A2 A3 A5 A6 Each team roster shall have a maximum of 12 players and a minimum of 10 players. Pushing, pulling, slapping, punching, body-checking, pinching, and all such physical contact is against the rules. However, unintentional bumping and collisions will happen, and should not be penalized. Pushing calls should be limited. Warnings and instructions of corrected manner of play should be issued before a foul call is made. If certain players continually use physical contact (pushing, pulling, etc.) to win possession of the ball, keep possession of the ball, or keep other players from scoring then they should be penalized. Deliberately kicking or tripping an opponent is punishable by a free kick. However, unintentional kicks and trips may be ignored if the act does not interfere unduly with the outcome of the play. (Remember these young children can and will trip over their own feet.) Players who are wild or uncontrolled should always be punished by awarding a free kick and time should be taken out at the moment to warn and instruct them. Players should only be penalized for deliberate cases of handball obvious to the referee. For example, players who use their hands to protect themselves from being hit by the ball should not be punished. SECTION B FIELD OF PLAY B1 B2 All fields will be short sided soccer fields adjusted according to age. The field shall be rectangular, and not measuring more 55 yards by 80 yards maximum size. Markings: Half line, center spot, 4 yards radius Center circle, and corner arches SECTION C EQUIPMENT C1 C2 C3 Each coach will be issued a #5 soccer practice and game ball Shin guards are mandatory Soft cleated soccer shoes or similar SECTION D TIE GAMES D1 In the event of a tie game, a two (2) minute overtime will be played with the first team scoring a goal winning and ending the game. If the game is still tied after the overtime, the game is called as a tie. SECTION E THE GAME E1 A game is played between two teams consisting of Eight (8) players each with a goal keeper.
