Technical Delegate REPORT 300m LAPUA EUROPEAN CUP FINAL 2014- Winterthur (SUI) 1. Date: 09 nd to 12 th October, 2014. 2. Location: Winterthur (SUI) 3. Entries: 11 Countries with 46 Competitors (17 Women/29 Men) In 92 Starts, plus 10 starts (4 Women/ 6 Men) in the Super Final 4. Conduct of the competitions: All events were conducted in an excellent manner under the management of Mr. August Wyss President of the Organising Committee, and his Competition Director Heinz Bollinger who should be congratulated on the very good organisation. A great help in the organisation was also Mr. Konrad Jäggi, ESC Sub Committee Chairman. A special thank you goes to all the Range Officials, who had good knowledge and runs the Competition without any mistake. The Transport from the Hotels to the Shooting Range and back was well organised without any complaints, the time to the hotel was about 7 minutes. The food service was okay in a little restaurant on the range, all athletes and officials liked it. Coffee and drinks were all the time available on the shooting range. The ESC TD opened on behalf of Mr. Lisin the Competition with a short welcome speech. In the technical meeting all necessary info was given, also we informed the athletes that all targets have been tested, Doping controls procedure and post competition controls. The award ceremony took place every day, after the Competition has finished on time. The 300m Cup Committee had a Meeting with Nations about the Competitions 2014 and for the new season 2015, (extra report from the 300m Sub Committee Chairman). On Saturday morning a welcome coffee was organised at the restaurant with guests, sponsors and politicians were invited for the competition. On Saturday evening the banquet was organised at the Shooting Range and at the last day BBQ was offered by the Suisse Federation for all athletes, officials. 1
Prize money from the main sponsor: 3 Positions men (3x40) Standard Rifle men (3x20) 60 prone men 3 Positions women (3x20) 60 prone women 300m Lapua European Cup Final 2014 1 st place 2.400, 00 in cash 2 nd place 800, 00 in cash 3 rd place 800, 00 (voucher for Lapua products) The total prize money for the Final 2014 was 20.000,00, sponsored by Lapua. Trophy For each event, the first ranking athlete received a Marmora trophy offered by ESC 300m Sub committee. 5. Range facilities: Sius Ascor Targets Model SA 9003 were installed. The system worked with the newest programme (941). During the whole Competition one technician from Sius service was present. The cooperation between SIUS, staff and jury members was very excellent. 24 targets at the middle of the range were used, NR. 21 44, and 21 40-41- 44 as spare targets. The shooting Centre was in an excellent condition. We changed the 50m wind flags to 53m, because on 50m the athletes could not see them, 100 and 200m flags were according the ISSF rules. The colour of the wind flags were white, it was a good contrast to the field. All information and results was posted, no modification to the schedule. The spectators could see the results any time, (two scoreboards on the range, and one in the entrance), behind each athlete there was a register keeper and this was very good. 6. Final events: Men: 60 shots prone 3 Positions men (3x40) Standard Rifle (3x20) Women: 60 shots prone 3 Positions women (3x20) 2
7. Super Final: A Show Final in prone position was organised with the 2 first winners of all five events. Prize money according to the rank was given to each one of the 10 participants (total 1400 euros). 8. European Records: No new record (ER) in the 300m rifle three position women was recognized from Eva ROESKEN (GER), with a score of 589,and another equal record (EER) in the event 300m rifle three positions men from Cyrill GRAFF (FRA), with a score of 1179. 9. Disqualification: At 3x20 Standard rifle men event, Peter SIDI (HUN) was disqualified after re-checking, the weight of rifle was 5505 grams, the EQ officer told us, he had no filter in his rear sight on the control a day before, and during the competition was a filter fixed. The athlete made a protest, but it was denied. The rule is clear and the EQ Jury Chairman gives a red card to the athlete. The athlete was not accepting the decision and went to the jury of appeal, and her also the decision was clear, and upheld the DSQ. 10. Technical Report: The Equipment Control was very well prepared with all the instruments needed. ESC flag was raised at the shooting entrance; LAPUA advertisements were placed on the victory podium and at the shooting range. All targets were tested with 5 shots each with no problems at all during the whole Competition. All front faces and rubber were completely new, so for the competition the targets were in an excellent condition. Also the backside of the targets was completely new, the rubber from the measuring chamber was moved after training and new for the competition, and new bullet catchers were installed. On standing and kneeling position the athletes shoot on the floor, in prone the platform was used. A very good system with Velcro fixing for changing the backing targets was used, one set of targets were available for each event. In each event, Three (3) athletes (by random) were selected for post competition control, one failed (SIDI), see extra report from the EQ jury chairman. All triggers were re checked in the event Standard Rifle 3x20 after the competition, no one failed. All events started on time. The juries were present all the time in all positions and on the range as well. 3
The security handling of rifles was according the rule. 11. Doping Control: The Doping Control was very well organised by Swiss Olympic, all the time two (2) members were present. A drawing by lot was done for two athletes in each event, and in additional the record winners were tested. 12. Emergency: A Doctor was in stand by position, and would be at the shooting range in 3 minutes (phone call). Equipment Control: Technical Details: 300m Lapua European Cup Final 2014 The EQ Control room was in the foyer in the shooting hall, this was well prepared, and excellent connected to the 300m Ranch All the necessary EQ Control instruments, for Rifle and Equipment were prepared and controlled with the ISSF Testing Set All athletes have accommodated your rifle to control and no objections were given. The equipment has been checked carefully by the staff of the EQ Safety flags were no problem. Most athletes have a safety leash from plastic, also had the EQ some safety leash as reserve Caps and blenders for Rifle were controlled on the Range, and the advertisement was well. A part of the industry was also very close to the EQ section, that was very helpfull. Were conducted 45 control Rifle, Men 17 control Rifle Women Total 62 control Rifle Re Inspection: There were 3 athletes per event to EQ post controlled. 1 DQS the gun was too heavy at the EQ-Control 2 days before, the gun has 5499gr. Classifications Report to Mr., Technical Delegate for the 300m Lapua European Cup Final 2014 from 9 th to 12 th October at the shooting range Ohrbühl in Winterthur, Switzerland. Classifications Jury Members Chairman: Wolfgang Hess, GER Member: Konrad Jäggi, SUI Member: Walter Oesch, SUI The back target and target control on the 300m line become through the TD, Chairman Rifle Jury, Classification Officer and local Staffs realized. All the targets are new one and on the latest stand and there were nothing to complaint. The targets become accordingly fired through the Swiss-Team around Marcel Ochsner and checked from the classification jury members Mr. Wolfgang Hess, GER and Mr. Konrad Jäggi, SUI. Mr. Werner Homberger, SUI, was the technical member for the SIUS electronic targets. There were no problem and the competition run very well. The communication between the information desk and the rifle jury to the Classification office was very quick. Procedure to provide the result to the main board: Blue result page: preliminary results Red result page: final results After checking the signed printer strip the preliminary results were not later than 5 until 7 minutes on the main board. Also was one classifications jury member as long as the protest time (10 minutes) at the board maybe for a protest. After 10 minutes the red result page (final results) were posted. 12
There was one protest. After the recheck from of the Standard Rifle from the Shooter, Sidi Peter, HUN he must be disqualified, because his rifle was to heavy 4 gram. Also we had one discussion in the 300m standard competition about a cross shot from a sighting target to a target whose shooter had still finished his competition. The competition target was on STOP. No. B5532 The Jury of Appeal as follows: - Gianni Santoro Chairman; - Werner HIRT Member; - August WISS Member was involved only once in the final of the European Cup 300 meters. and precisely: Day 12 octber following a protest by the athlete Peter SIDI as shown in (Annex No. 1) During the post-competition control (art.6.7.9.1) the weapon used for the race 3x20 standard was heavier than allowed. The athlete SIDI not agree with the decisions of the jury composed of: - Walther OESCH Chairman Control Equipment; - Gabrielle HARTMANN Chairwomen Rifle jury. Requests for decision by jury of appeal (Annex No. 2) The Jury of Appeal, after thorough and careful control, has decided, on the basis of correct recognition art.6.7.9.4 about weight control. The decision in Annex 3. The athlete Peter SIDI said they could not honor the "protest fee in compettion" (50 ) and "Appeal protest" (100 ) because it was not in possession of the amount specified..
