11. INDIVIDUAL REPORTS President s Report As discussed at the last meeting, John Curtis has handed out a planning committee proforma. John is yet to determine a venue for the meeting and will discuss this with the individuals concerned to arrange a centralised venue. Subjects for discussion will include Development of a 3 year plan Consideration of joint competitions Proposals for publications Surveys of fishing clubs Upgrade of the AAAWA website Participation in national competitions John commented at the last meeting that he would like to be advised if anyone is coming in as visitors. Although he was not advised, he notes that there are two visitors present. He asked once again that visitors email and advise that they will be coming in order to comply with meeting protocols. He encourages visitors but requires prior notice. Estuary, Rock and Beach Report Russell Bunce reported on the Beach and Rock Championships held at Cheynes Beach on the recent March long weekend with approx. 140 competitors. Weather was good, fishing was reasonable. Weigh-in commenced at 4 pm and the last presentation was at 6 pm. It ran smoothly. A new system operated where juniors ran the record sheets and another member called the figures to Jason, so he just had to enter them. The system worked well, weigh-in went well and only a few bags were disqualified for incorrect fish. A good weekend. George Holman recorded a vote of thanks for the way in which Jason and Russell had run the event, with thanks to the helpers. John Curtis also received feedback on the success of the event and noted that some good weights were achieved which were close to state records. Jason Pember was the men s champion. Well done to all organisers and participants from a number of clubs. Terry Fuller confirmed that the Rock and Beach results are on the AAAWA website. Boating Report Pat recorded that all was proceeding for the State Boat Championships on 26 th March. Dry Casting Report Shields are all done. There will be a meeting at George Holman s on Monday 28 th at 8 pm. Those going away need to bring $100 deposit and their t-shirt sizes. George requested that AAAWA fund the entry fees and t-shirts, in accordance with a precedent sent many years ago. Notices of motions for the National AGM must be done by the April meeting at the latest. Photos have been done for the booklet as a record of trophies. Entry forms for the State Dry Casting competition will also be organised and distributed by June/July. George Holman encouraged Boating, Rock & Beach fishers to participate in the national convention at SW Rocks. Minutes of the AAAWA Delegates Meeting 15 th March 2011 Page 4

Recfishwest report for AAAWA Delegates Meeting 15 March 2011 Commonwealth Marine Parks campaign A decision from the Commonwealth government about bioregional marine planning in the South-West is expected by the end of March or early April. Recfishwest undertook a media campaign on Friday 18 February to add balance to the marine park debate. Some high profile sports stars and a fishing clinic at Matilda Bay were part of this targeted campaign. The media release and associated event generated considerable media attention. Media coverage on radio, television and print significantly raised the public profile of the issue. This received coverage on: Channels Ten and Nine, Packages on WIN and GWN TV news, A great article in Saturday's West, A live interview with Paul Murray on 6PR's morning show. ABC radio news story in 12 noon bulletin and throughout afternoon. Busselton Dunsborough Times article Bunbury Newspaper article Article in The Australian Newspaper Article in Sunday Times a couple of weeks ago. RFW has received some good feedback from Recfishwest members and strong support for their position on this issue. Simplification of recreational fishing rules and possession limits Delegates may have seen the report in the Sunday Times about this, which said:- WA's Department of Fisheries chief executive Stuart Smith has admitted the state's recreational fishing rules are a tangled web and has promised sweeping changes within the year. He said bag limits and catch sizes varied wildly across WA and he planned to bring in uniform rules, cutting red tape and the minefield of regulations.he said the overhaul would also crack down on fishermen who fill up a freezer" and plunder fish stocks. Fisheries officers are preparing a discussion paper on cutting the red tape and it will be put out for public comment within months. RFW has been aware of this for some time. This is potentially a very divisive issue, which could turn into a no win situation. This topic and how to interact with the Dept of Fisheries has been the cause of considerable difficulties between me and the RFW paid staff. My background includes the interactions with these same Dept of Fisheries people over the 2003 introduction of the current rules. See the Submissions page http://www.aaawa.iinet.net.au/submissionsmain.html on the AAAWA website. I have concerns that the consultation will not be what is expected or required. Separately, the Department is proposing to tighten up on transporting fish from the Abrolhos Islands, saying:- At present a person may accumulate up to their possession limit of finfish while staying at the Abrolhos Islands. Under current legislation, they may also transport fish back to the mainland unaccompanied if consigned through a "courier business" such as a carrier boat or commercial aircraft. In such cases the person may then commence accumulating their possession limit of finfish once again. I am therefore seeking RFW s comments on a proposal to require all persons wanting to transport recreationally caught finfish (within their possession limit) from the Abrolhos Islands to personally accompany those consignments. RFW has agreed to this proposal for the Abrolhos and suggested that similar provisions should apply State wide. Recfishwest website Delegates may recall my report given at the September Delegates meeting, saying:- The Recfishwest website http://www.recfishwest.org.au/ has been completely rearranged under a contract issued by Recfishwest staff to a local web developer and with content provided by RFW staff. The contract relied on and left many decisions to the web developer. There have been long delays and there are still many items which are not complete, do not work consistently or need considerable further development or rework. My several years involvement with Minutes of the AAAWA Delegates Meeting 15 th March 2011 Page 5

the development of and adding new content of the RFW website has now ended. I have resigned from the position of Chairman of the RFW Communications and Membership Committee for 2009/2010 Six months have now gone by since the revised website was placed online, with little real change or improvement. Having a professional website is a critical part of communications with the fishing and other public. I have provided detailed written summaries of the major problems, including:- about 2/3 of hits or attempts to access material from the RFW site fails to find the file, and the number of failed hits is about 5 times the number of pages successfully displayed; the single search box does not work for most browsers, only works for Internet Explorer 8; Google and other search engines cannot see many of the pages, and so cannot list them when people search; virtually all links used in all fishing forums and documents in the past several years are now dead, due to changes in the link naming for the equivalent pages, if they exist on the new site, and most don t. The only link which has remained unchanged is the home page. Worse, when such a dead link is clicked, a very unhelpful screen was displayed, leaving it up to the user to work out what to do next. Faced with this, most users will simply abandon their attempt to access the linked material. In just the last day or so, these dead links have been redirected to the Home page, but with problems with the site search this is still a very unacceptable outcome. A requirement was the ability to run comprehensive polls with multiple questions and graded responses with options of free form comments, and comprehensive presentation of the results. Instead the poll on the home page has only a single simplistic Yes/No question, does not have a link to any background information relevant to the question, the voting results are not visible except to the computers and browser on which someone has actually voted, a person who has voted can vote again using another browser on the same computer, and/or can clear the cookie and vote again using the same browser, only one poll can run at a time, (apparently), and there is no link in the poll box to the results of earlier polls. The important Marine Parks page has been scrambled since early December, and has not been restored from a backup, or rewritten. Recfishwest support for fish frame donation program The Department of Fisheries has recently ramped up its fish frame collection program. Recfishwest has received a letter requesting support and assistance in promoting this program. Fish frame donation is utilised in developing 'fishery independent' analysis of fish stock status. The Department of Fisheries would like Recfishwest to take up a greater role in the program and form a partnership to deliver a more united front to the fishing public. Young Future Leaders. Recfishwest held the Young Future Leaders in Recreational Fishing project in early March 2011 at the Abrolhos Islands. It was designed to give younger Western Australians a voice and opportunity to be involved in maintaining the quality of our State s recreational fishing future, and according to reports, the participants are exceptional young people and the course was a great success. Business Arising from RFW Report John Curtis commented that he has used the Recfishwest website in the last week to seek information and could not find what he wanted. He suggested that AAAWA write and express their concerns with the website. If people cannot get information from the website they have to phone, thereby taking up time and resources unnecessarily. Paul Frzop queried whether the RFW website should revert to its previous format, but John Curtis pointed out that they simply need to correct the problems they currently have. It was moved by George Holman and seconded by John Crompton that a letter be sent to RFW expressing the AAAWA concerns over the state of the RFW website. Motion carried. Terry Fuller will provide John Curtis with reports he has prepared and sent to RFW which demonstrate some of the problems. Action: J Curtis will prepare a letter to RFW for presentation at the April meeting. Recording Officer Report Chris Bunce s application for a Shovel Nose Shark record was not officially identified although it was passed for ratification. It was moved by Ian Cook and seconded by Peter Pekaar that delegates temporarily rescind the record. Motion carried. Terry Fuller commented that the above motion means that he will have to change the information on the website, additional work for himself. He asked Ian to explain the 50+ changed records listed in his correspondence to John Curtis. Terry commented that there were no changes to the details. Ian Cook responded that there were approx.. 16 changes to be made which were very minor and had little impact on the details in the record chart. John Curtis expressed his concern that some records are from 1985 and have not been issued with a certificate. There were big holes in the record book and these have now been filled. He is concerned that un-issued certificates go back more than 10 years and issuing these could be a costly exercise. Another option is to scan and print them. There are only about 100 certificates left and these will need to be replaced at some stage. There are also instances where a record has been made and then replaced by another record, where neither record has been issued with a certificate, although both are entitled to a certificate. Terry suggested attempts be made to contact the record holders and if that fails, no certificate should be issued. Competitions Officer Report Paul Frzop asked subcommittee chairs that his email address be included in competition mail-outs. 12. GENERAL BUSINESS George Holman: Re South West Rocks National Championships and attendances. Notices of Motion for National AGM to be in by April Meeting. Russell Bunce: FAAC members have asked him to express disappointment regarding the Beach & Rock event at Cheynes Beach regarding the briefing being cancelled. It leads to the question that because the subcommittee had a gun held to their head, clubs will take precedence on their field days instead of state competitions and how can you ever have a briefing for a competition ever again? Clubs can refuse to fish in competitions because they don t want to go to briefings. Terry Fuller doesn t agree that a gun was held to anyone s head. He suggested to Jason that many participants were camping and it was a trek to the briefing. He maintained that many people camping would not want to go to the briefing and would probably not fish if it was compulsory. It was merely a statement of fact as to what people would probably decide. Russell questioned why bother holding events at such venues if clubs aren t willing to go along with the guidelines. Terry commented that it was the decision of individual members, not clubs. Clubs cannot force their members to participate in events. Discussion followed and Russell Bunce believed that pressure placed put on Jason Pember and himself was unreasonable. Minutes of the AAAWA Delegates Meeting 15 th March 2011 Page 7

John Curtis stated that this decision was made in order to prevent people from staking out positions prior to the start of the event. He will take the comments on board and discuss the matter further at a subcommittee level. Paul Frzop advised that on 16 th April Hillarys Yacht Club are having the Harbour Classic. He urged people generating or replying to emails to use an appropriate heading in their emails which is relevant to the subject matter.
