VMTP 2025 Needs Assessment Safety The VTrans2040 Vision document highlights safety as one of the Commonwealth s key transportation goals and sets objectives for reducing motorized and non-motorized fatalities and severe injuries. Specifically, the goal seeks to: Improve safety for all users by reducing fatalities and severe injuries as a result of traffic crashes. Safety improvements can be made by addressing geometric deficiencies in existing roadways, reducing conflict points at intersections and improving user awareness and education. The VMTP expands on the VTrans2040 efforts by identifying some of the Commonwealth s most pressing safety needs. This safety assessment is statewide, in nature, and while it does not offer specific recommendations, it does highlight crash trends and discusses modal conflicts. The assessment also identifies intersections and segments that have Potential for Safety Improvement (), as defined by the Virginia Department of Transportation (VDOT). These locations are expected to play a vital role in the HB 2 project development and evaluation process. 1. CRASH TRENDS AND MODAL CONFLICTS The Virginia Highway Safety Office (VAHSO) of the Department of Motor Vehicles manages the state s highway safety traffic records, which include millions of traffic crash records. The data are collected, stored and analyzed in the Traffic Records Electronic Data System (TREDS) by the Traffic Records Management, Reporting and Analysis Division of the DMV. TREDS data are shared with safety partners at Virginia State Police, local police, and VDOT. VDOT uses the Roadway Network System (RNS) geospatial databases to link TREDS crashes, traffic volumes, and roadway inventory attribute information. In addition, the VAHSO publishes annual crash reports that are helpful in understanding statewide modal crash trends and the economic implications of these crashes. All Roadway, injuries, and fatalities have all declined since 2004, while vehicular mileage has remained relatively stable. The DMV estimates that Virginia roadway death rates, expressed as a function of fatalities per 100 million miles of vehicle travel, have been steadily decreasing and are at an 11-year low (Figure 1). U.S. death rates have followed a similar pattern, but have increased since 2010. While the number of roadway deaths and injuries declined 24.0% and 19.0%, respectively, during this period, serious injuries declined by 68.0% (Figure 2). P a g e 1

Economic Impacts The DMV s 2014 Virginia Facts report highlights the annual economic implications of crashes. As shown in Table 1, Virginia crashes contribute to an average of $3.4 billion in economic losses per year. Commercial Motor Vehicles The Virginia DMV defines Commercial Motor Vehicles (CMV) as: A single vehicle with a gross vehicle weight rating (GVWR) of 26,001 pounds or more A combination of vehicles with a gross combination weight rating (GCWR) of 26,001 pounds or more if the vehicle(s) being towed has a GVWR of more than 10,000 pounds A vehicle that carries 16 or more passengers, including the driver Any size vehicle that transports hazardous materials and that requires federal placarding While CMV crash trend data are not available prior to 2008, CMV crashes, injuries, and fatalities have all been trending upward since 2009. There were 4,883 CMV crashes in 2014, an increase of 21.4% since 2008. CMV crashes accounted for 100 fatalities in 2014 (14.3% of all roadway crash fatalities), significantly higher than the average (6.7%) since 2007. Motorcycles There were over 25,000 motorcycle-related crashes from 2004 to 2014. While motorcycle crashes represented a relatively small share of all crashes (1.7%) during the eleven-year period, they accounted for nearly 10.0% of all fatalities. Motorcycle crashes, fatalities, and injuries peaked in 2007 in what was an uncharacteristically dangerous year for motorcyclists. The data and associated reports do not suggest a specific cause for the alarming increase in motorcyclist fatalities (80.0% over the previous year). Pedestrians There were over 900 pedestrian fatalities since 2004, accounting for 10.0% of all roadway crash fatalities. However, in recent years the number and percentage is increasing to 15.0% in 2014. According to the VDOT RNS data, approximately 10.0% of all motor vehicle/pedestrian crashes in 2014 occurred when the pedestrian was walking in the roadway where sidewalks were not present. Figure 6 maps the locations of all pedestrian-related crashes from 2010 to 2014. On average, there were 23,550 daily vehicles on roadways where pedestrian fatalities occurred. According to the VDOT RNS data, approximately 71.0% of the state s pedestrian crash fatalities occurred in dark conditions, the majority of which were on non-lighted roadways. P a g e 6

Figure 6: Pedestrian Fatalities and Injuries Source: Data retrieved from VDOT RNS Bicycles Bicycle crashes have remained fairly constant over the last decade, with a marginal increase in recent years. On average, there were 12 bicycle-related fatalities and 800 injuries per year, accounting for approximately 1.3% of all roadway fatalities and injuries. Figure 7 maps the locations of all bicycle-related crashes from 2010 to 2014. The highest crash concentrations are located in the higher density areas of the state, particularly in the Northern Virginia, Richmond, and Hampton Roads regions. Meanwhile, the Northern Virginia (16.3%), Richmond (14.3%), and Hampton Roads (40.8%) VDOT districts accounted for 71.4% all bicycle-related fatalities from 2010 to 2014. On average, there were 16,800 daily vehicles on roadways where bicycle-related fatalities occurred. Approximately 40.0% of all bicycle-related crash fatalities occurred in dark conditions. P a g e 7

The crashes contributed to $2.9 million in motor vehicle damage. The trains involved in the crashes were averaging 25 miles per hour, with speeds as high as 79 miles per hour. One in three crashes involving injuries or fatalities occurred on private roads/at private crossings. Figure 8 shows motor vehicle and pedestrian-train crash locations from 2004 to 2014. occurred throughout the state, with high concentrations south of Richmond (including one fatality) and in the Norfolk-area. While crashes were infrequent on the CSX line between Richmond and Hampton Roads, there were three fatalities along the segment during 2010 and 2011, two of which were located at private crossings. HIGH NEEDS AREAS: SCORES Using the latest Highway Safety Manual (HSM) methods, VDOT recently conducted a roadway network screening process to identify intersections and segments with Potential for Safety Improvement (). The results of this screening, summarized below, will ultimately be used in the HB 2 project evaluation process. The maps (below) and tables (Appendix A) identify the top 100 intersections and miles (of highway segments) by VDOT District. These identified locations can serve as a useful resource for localities as they prepare and develop future project submittals for funding. Potential for Safety Improvements () The is a relatively new highway safety method that compares the average predicted number of crashes to the observed or expected number of crashes on a roadway segment or at an intersection. The observed crashes are based on short-term crash counts (for example: a 3-year period) and are modified using the Empirical Bayes statistical methods to account for yearly variation. Meanwhile, the predicted crashes are from functions (statistical equations) that reflect the average number of crashes P a g e 9

for a given traffic volume and roadway type (example: arterials and freeways). Segments or intersections with more observed crashes than the predicted average have values greater than zero. Thus, there is potential to reduce crashes down to the average for that roadway or intersection type and traffic volumes. The method may be applied to total crashes or the subset of fatal and injury crashes at a location. The combination of and crash frequency (threshold) is also beneficial for defining systemic safety improvements. VDOT uses the scoring to identify the greatest roadway safety needs in each district, typically focusing on approximately 100 roadway miles (of highway segments) and 100 intersections per district. These top 100 are locations with above average crashes (not necessarily the highest frequency of crashes) and are shown on the following statewide maps (Figure 9 and Figure 10) and listed in the district-level tables in Appendix A. Projects providing improvements that include locations are deemed to be addressing Virginia s safety needs. While intersection values are developed based on crashes within 250 feet of cross-streets, potential intersection project improvements may extend beyond that influence area. Further, several intersections along a roadway corridor may be identified and targeted for improvements. The expected extent of the improvements should be defined so that all affected crashes may be used to determine benefits at each intersection. values for segments are based on crashes associated with VDOT s roadway inventory segments, which may be very short (0.1 mile). Given the randomness of fatal and serious injury crashes, the segments serve as a good starting point for identifying key locations deserving investigation for improvements, but do not necessarily limit the extent of projects. To address safety and congestion issues, proposed project limits may be much longer or include more than one segment along a roadway corridor. P a g e 11

Additionally, VDOT Districts, jurisdictions and regional planning organizations may have also identified locations with safety needs based on recent crash analysis or assessment of the roadway design elements (substandard geometry or elimination of conflicting traffic movements). Project locations with a documented safety or geometric concern, such as those locations identified in a Regional Long Range Plan, Roadway Safety Assessment, corridor or project planning, scoping or design reports, will also be considered to address a safety need for screening purposes. Documents providing information on the crash analysis or roadway risk assessment must be provided (as a Planning Study category) to support the assertion of safety needs. The safety needs identified will be compared to the proposed improvements during the project screening. HB2 safety factor evaluations will be conducted based on fatal and serious injury crashes within the proposed project limits. Note: safety needs are only considered for projects submitted through the District Grant Program and only localities are permitted to submit safety projects under this program. P a g e 12
