PUYALLUP PARKS & RECREATION YOUTH BASEBALL RULES ADMINISTRATION 1. This program is sponsored by Puyallup Parks & Recreation Department. Scheduling is provided by the City of Puyallup Parks & Recreation Department. 2. The Puyallup Parks & Recreation youth baseball/softball rules will supersede all other rules. Where interpretation of baseball league rules are unclear, Official Baseball rules will apply. PRE-GAME AND GAME GUIDELINES 1. Games will be rescheduled only by the Puyallup Parks & Recreation Department. This rule will not be waived except in the case of an extreme emergency. 2. In case of BAD WEATHER, the coach should call the Youth Sports Rain-Out Line after 4:00 p.m. at (253) 841-5519 or www.teamsideline.com/puyallup to determine if the games will be played. We do not call you. 3. The winning team is responsible for calling or emailing me the score at 253.435.3656 or deon@ci.puyallup.wa.us. 4. A ten minute grace period will be allowed before a forfeit will be declared, if it is the only game scheduled on that field for that evening. There will be no grace period for the second game of the evening on one field. 5. PRE-GAME A. Home team will take the 3rd base side of the field. B. Visiting team will take the 1st base side of the field. PROTESTS 1. Player eligibility will be the only protestable item. 2. A written report setting forth all facts of the protest must be filed by 5:00 p.m. of the next business day after the completion of the game being protested. A $25.00 protest fee must accompany the written protest. The fee will be returned if the protest is upheld. 3. The protesting manager/coach must at the time of the protest: (A) Notify the head umpire, the opposing coaches and the official scorekeeper that the game is being played under protest. (B) Insure that both the official home team scorebook and any other scorebook are matched as to the exact situation (batter, runner, outs, players in the game, etc.) at the time the protest occurred. (C) The umpire should announce to the crowd that the game is being played under protest. (D) The protest shall be ruled upon by the Sports Committee. 4. The sports committee must rule and report their findings within two business days after receipt of notice. The report may be verbal followed by a letter within five working days. 5. The sports committee findings will be final.

GAME CONDUCT AND DISCIPLINARY ACTION 1. Any coach, player or spectator found guilty of drinking, use of tobacco or drugs, or swearing while on the playing field or in the presence of the players will be subject to immediate suspension by the umpire or sports committee. 2. Any team, coach, player or spectator who is abusive toward other coaches, participants, umpires, or assigned recreation personnel before, during or after a game shall be subject to immediate suspension. Any player, coach or spectator that strikes an umpire, spectator, player or league official, before, during or after a game, will be suspended from all recreation programs for life. 3. A player, coach or spectator ejected from a game will be subject to review by the sports committee who may impose additional restrictions if warranted. Any player or coach ejected from a game for conduct violations will be restricted from participating in their next scheduled game. A spectator ejected from a game for conduct violations will be restricted from attending their next scheduled game. 4. Any player or coach participating in a game from which he/she has been suspended will result in a forfeit of that game, and additional disciplinary action. 5. Any coach who removes his team from the playing field prior to the completion of a game, or who causes a game to be forfeited because of his conduct toward the umpire shall be subject to immediate suspension. 6. If for some reason it becomes necessary to consider the dismissal of a player for disciplinary reasons the coach must submit in writing a letter detailing the reasons to the league office for their review. The coaches, parents and player will be notified of the results. 7. A player may be disciplined and kept out of a game. The coach must first notify the league office of the disciplinary action as well as the umpire and opposing coach. The parents and player should also be informed in advance of game time of the disciplinary action and the reasons for the action. 8. A player may be removed from a game for misconduct. The coach must notify the umpire and the opposing team immediately at the time of the removal. The player's name and the reason for the disciplinary action should be recorded in the scorebook. 9. A coach, player, spectator or umpire is subject to review at any time for violations and/or abuse of league rules. 10. CHATTERING: A no chattering rule will be in place for all leagues. Players in the field may not chatter while a player is at bat. Cheers may done from the dugout, by the team batting, as long the cheers are positive and are not negative against the opposing team. MINORS AND MAJORS 1. Teams must provide acceptable equipment as directed by league. Equipment required includes: NCOSAE approved batting helmets for all offensive players batting, running, or in the batter's circle. In addition, catchers must wear a catcher's helmet, face mask, throat guard, shin guards, and chest protector. 2. Steel cleated shoes will not be allowed. 3. Conventional uniforms or T-Shirts and hats may be worn.

4. All jerseys or T-shirts must be numbered. 5. All male catchers must wear a cup and supporter. It is recommended that all male players wear a supporter. 6. Game balls will be provided by the home team. 7. Baserunners are not allowed to "take out" a defensive player who has possession of the ball. A "No Contact" rule will be enforced. Runner must make an effort to avoid fielder. If there is a close play at a base, the runner must slide OR avoid. Penalty: Runner will be out. A deliberate act to take a player out will result in automatic ejection from the game. The catcher does have the right to block home plate if he is in possession of the ball or in the act of receiving the ball. 8. Head first slides will not be allowed and player will be called out. Play will resume at the point of infraction, I.E. runners may not advance. 9. All players present at the game will be listed in the batting order (everyone bats) and must play a minimum of 2 defensive innings. A player can not sit for consecutive innings on defense. 10. There will be no intentional walks allowed. 11. Stealing is permitted; however, the runner may not leave the base until the ball crosses the plate. A. In the Minor league, runners CAN steal home on a pass ball and on an errant throw to the pitcher. B. In the Major league, the ball is live until the pitcher is on or within six feet of the rubber, or no runners are attempting to advance to the next base. 12. No new inning will start after 1 hour and 40 minutes. 13. Basepaths will be 60 feet. Pitching distance will be 46 feet. 14. There will be a six run per inning limit. An eight run rule will be in effect in the 6 th inning. The half inning is over when the 6 th run crosses the plate. Both home and visiting teams will have an eight run limit in the 6 th inning. In the sixth inning only, all runs crossing the plate before the ball is dead will count even if it is more than eight runs. 15. Unlimited substitutions will be allowed on defense except for the pitcher. 16. Length of games will be six innings. 17. If the home team is ahead by 10 runs after 3 1/2 innings, the game will be called due to the 10 run rule. If the visiting team is ahead by 10 runs after 4 complete innings, the game will be called due to the 10 run rule. If the home team is ahead by 8 runs after 4 1/2 innings, the game will be called due to the 8 run rule. If the visiting team is ahead by 8 runs after 5 complete innings, the game will be called due to the 8 run rule.

18. PITCHING LIMITATIONS: A. A pitcher, regardless of age, may pitch six (6) innings per calendar week. 1. If a pitcher delivers one (1) pitch in an inning that pitcher will be charged for one inning pitched. B. The calendar week is Monday through Sunday. C. Rest Period between games: If a player pitches 61 or more pitches in a day, three (3) calendar days of rest must be observed. If a player pitches 41-60 pitches in a day, two (2) calendar days of rest must be observed. If a player pitches 21-40 pitches in a day, one (1) calendar days of rest must be observed. If a player pitches 1-20 pitches in a day, no (0) calendar day of rest must be observed. C. A pitcher can throw a maximum of 75 pitches in one game. The only exception is if the 75 pitch count limit is reached during an at bat. The pitcher will be allowed to finish the at bat even though it might be more than 75 pitches. 75 pitches is equivalent to 6 innings. D. Games in which an ineligible pitcher has been used shall be declared a forfeit and the coach will be suspended for one game. E. The pitch count for each pitcher needs to be report to me at (253) 435-3656 or deon@ci.puyallup.wa.us by 5:00pm the next business day. Each team is responsible for reporting the pitch count. G. Minors Only after four balls on a batter, the offensive teams coach will come out and pitch to the batter. The batters strike count remains the same and the coach gets a maximum of three pitches for the batter to put the ball in play. (For example: If the player has two strikes and swings and misses at the first pitch from the coach, the batter would be out). The defensive pitcher can take a position behind or next to the coach. The coach must throw over-hand. The coach will pitch from about 40 feet or two steps in front of the pitching mound. If a batted ball strikes a coach pitcher the ball is dead and the pitch does not count. There will be no stealing while the coach is pitching to his own team. Clarification of Pitching Rule. A. The starting pitcher may be removed from pitching one time during the game and re-enter as a pitcher, provided the pitcher remained in the game as a defensive player. If the starting pitcher is removed from the game and does not remain on the field as a defensive player, he may not re-enter the game as a pitcher. B. Conference rule - On the 2nd charged conference with a pitcher in the same inning, the pitcher must be removed as a pitcher. On and after the 4 th charged conference of the game, the pitcher must be removed as a pitcher.

C. Four warm-up pitches will be allowed between innings. The number of warm-up pitches between innings can be cut down if the umpire feels the fielding team is not hustling. New pitchers will be allowed seven warm-up pitches. 19. A dropped pitch on the 3rd strike is still an out in both the minor and major leagues. 20. Infield fly rule will be in effect for the minor & major league. 21. There is no stalling allowed by a team in attempt to run out the clock. If the umpire feels a team is intentionally stalling, he will use his/her discretion to speed up the pace of the game. 22. The batter must keep at least one foot in the batter in between pitches unless time has been called, a foul ball or pass ball. Each batter will be allowed one time-out per at bat (maximum 15 seconds).
