I. GENERAL INFORMATION Papua New Guinea Swimming Inc. (PNGSI) hereby notifies and invites all affiliated Federations of Oceania Swimming Association to participate in the 12 th OCEANIA SWIMMING CHAMPIONSHIPS from the 25-30 June 2018 in Port Moresby. Athletes will contest swimming (4 days), synchronize (3 days) and open water (2 days). 1. HOST, PLACE AND DATE OF COMPETITIONS The hosts for these Championships, Port Moresby and the Papua New Guinea Swimming Federation, have established an Organising Committee (PNG 2018 Oceania), which shall be in charge of the preparation and organisation of the competitions. COMPETITION VENUES Pool & Synchronised Swimming Competitions Newly built complex in 2015, the Taurama Aquatic Centre will host the Pool events and Synchronised Swimming at the 2018 Oceania Championships. The Taurama Aquatic Centre features Main pool (50m) consisting of 10 lanes built by Myrtha that is 2m deep Warm up pool (25m) consisting of 10 lanes built by Mrytha Seating capacity catering for 2000 people Marshalling room and recording room Change rooms and bathrooms VIP rooms Sports Shop and a Café 2018 Oceania Championships Page 6

Open Water Competition The Open Water Competition will be held in the Fairfax Harbour, located in the heart of Port Moresby. During the months of June/July, the harbour is well protected from the south easterly winds and is deep regardless of the tide and the time of the event. 2018 Oceania Championships Page 7

8. COMPETITION RULES Swimming (Pool Competition) The competition will be conducted under the rules of FINA as set out in the current FINA Handbook, with the exception of the following: For the 2018 Oceania Swimming Championships the following restrictions apply to all Federations in relation to the number of competitors in each event: 1. Federations can enter unlimited swimmers per event. However, only two swimmers per Federation can medal regardless of placings in individual events. 2. Where 18 or more competitors compete (swim) in the heats A & B finals will be held. 3. Federations may have 3 swimmers in the A & B finals with no more than 2 swimmers in any one final. E.g. If federations have 2 swimmers in the A final then only 1 swimmer is eligible for the B final. If only one swimmer in the A final then there can be two in the B final. 4. A & B finals will be for 50m, 100m & 200m events only where numbers dictate. 5. 400m events (where not straight finals) will have A finals only with no more than two per federation competing. 6. 800m & 1500m events will be swum as timed finals with the fastest heat swum in the finals session. 7. Where less than 18 swimmers compete in the heats then only two swimmers per federation can advance to the final. 8. In events with less than 8 entries these become straight finals and all swimmers can compete. However, only two swimmers per Federation can medal regardless of placings. 9. Swimmers in events that are straight finals due to less than 8 entries will have the option to swim the event as an exhibition swim in the heats session. The results of such exhibition swims will have no bearing on the seeding or participation in the final to be swum in the finals session. 10. Federations may enter up to two relay teams per relay event, but only one relay team per Federation can medal. Smaller Federations are encouraged to combine and enter teams. Such combined teams would compete on an exhibition only basis and would not be eligible for medal placings. Open Water Swimming This competition will be conducted under the rules of FINA as set out in the current FINA Handbook, with the exception of the following: For the 2018 Oceania Open Water Championships, the following restrictions apply to all Federations in relation to the number of competitors in each event: 1. No more than 3 competitors per Federation per event. 2018 Oceania Championships Page 9

Synchronised Swimming The event shall be run under FINA Rules, with the following exceptions: 1. There shall be no age limit for the Free Combination. 2. A Free Combination may have from 6 10 competitors. 3. There shall be no penalties if a Junior Team has less than 8 competitors. 4. There is no lower age limit for Junior Team, i.e. athletes may be aged 18 and Under as at December 31 in the year of competition. 5. For Junior Duet one athlete entered may be aged 14 as at December 31 in the year of the competition. 6. For 13-14-15 Duet one athlete entered may be aged 12 as at December 31 in the year of the competition. Entries: Two entries per country per event, with all entries being eligible for medals FINA Rule GR 2 shall apply. Attention is drawn to Rules GR 2.5 and GR 2.6. Officials: Each Federation will provide two suitably qualified Judges. The Synchro Team Manager from each Federation, or other Team personnel may, if required be requested to act as a Deck Official, so should ideally have relevant experience particularly in the areas of Technical Assistant, scoring, timekeeping or announcing. Draws for Order of Appearance For the purpose of the Order of Appearance Draws, the Open / Senior, Junior and 13 14 15 Sections shall be considered as separate competitions. The order of draws shall be: Open / Senior Routines Free Combination, Duet, Solo Junior Routines Team, Duet, Solo 13 14 15 Routines Duet, Solo The order of draws shall be according to FINA Rule SS 13.6. FINA Rule SS 13.6.2 regarding exemption from Start Number One shall apply, as far as possible, according to entry levels. In the Open / Senior section, when a Federation draws Start Number One in a Free Combination or Technical Routine, this Federation will be exempted from Start Number One Duet or Solo. In the Junior section, when a Federation draws Start Number One in Team, this Federation will be exempted from Start Number One in Duet or Solo. In the 13 14 15 section, when a Federation draws Start Number One in Duet, this Federation will be exempted from Start Number One in Solo. 2018 Oceania Championships Page 10

9. ISLAND S MEDAL QUALIFYING TIMES The introduction of the Island s Medal for the Pool Swimming Competition will be awarded to the Pacific Island Countries outside of the overall 3 fastest place winners. To be awarded the Island s Medal, the below times must be achieved and will be given to the next 3 fastest. However, only two swimmers per Federation can medal regardless of placings in individual events. II. TEAM INFORMATION 1. ARRIVAL AIRPORT Arrival into Papua New Guinea will be through Port Moresby s Airport, Jacksons International Airport. The following flights are available into Port Moresby: Brisbane & Cairns, Australia daily flights on Qantas, Virgin and Air Niugini; Manila, Philippines four times a week on Air Niugini; Honiara, Solomon Islands three times a week on Air Niugini; Nadi, Fiji twice weekly on Air Niugini; Chuuk & Pohnpei, FSM twice weekly on Air Niugini; Port Vila, Vanuatu once a week on Air Niugini; PNG Swimming are negotiating special airfare deals with Air Niugini and Qantas for all participants and will pass on information to teams early in 2017. 2018 Oceania Championships Page 12

2. VISA PROCEDURE A Tourist visa is available on arrival for stays of up to 30 days (including the date of arrival and departure). The visa is issued free of charge on arrival at the point of entry into the country. In order to obtain a visa on arrival you must: Hold a passport valid at least six months on entry with at least two blank visa pages Hold proof of onward/return flights Hold proof of sufficient funds Hold all documents required for the next destination 3. GROUND TRANSPORTATION PNG Swimming will arrange airport transfers to the official hotels for those using the official accommodation and shuttle buses to and from official accommodation and venues. 4. 6. ACCOMMODATION Official Team Accommodation There are two options for accommodation for the teams. Option 1 The Stanley Hotel & Suites Recently open in October 2016, the 5 star Stanley Hotel & Suites boasts 429 luxury rooms, with superb dining, a first class pool deck and gym. The hotel is connected to Moresby s only shopping complex, Vision City Mega Mall, giving direct access also to the Premier Nightclub, specialty restaurants and Cinema. The hotel is situated in Waigani and is 8.5km (15 mins) from the Taurama Aquatic Centre and 4.3km (6 mins) from Jacksons International Airport. Option 2 Holiday Inn Express Hotel The Holiday Inn Express Hotel is a 199 modern room hotel which opened in 2015. Featuring free wifi throughout the hotel, a choice of firm or soft pillows, a gym with a fully equipped weights room, two squash courts and an outdoor pool. The hotel is situated in Waigani and is 7.1km (12 mins) from the Taurama Aquatic Centre and 5.4km (9 mins) from Jacksons International Airport. III. TECHNICAL MEET OFFICIALS 1. NOMINATIONS Nominations for Technical Officials will be called for at a later date. Starters and Referees will come from the current FINA Officials List in the respective discipline. PNGSI look forward to hosting officials from other federations within Oceania for this Championship. Individuals who are serving as Team Officials (coaches, managers, chaperons, etc.) cannot serve as Technical Meet Officials. 2. 4. ACCOMMODATION Technical Official Hotel Lamana Hotel The Lamana Hotel provides 120 modern accommodation suites. The hotel offers some of the best nightlife options in Port Moresby and a 10 Pin Bowling Alley. The hotel is situated in Waigani and is 7.5km (15 mins) from the Taurama Aquatic Centre and 5.8km (10 mins) from Jacksons International Airport. EXPENSES OF ACCOMMODATION AND FOOD Accommodation & three meals per day for the number of days of competition plus one day prior, will be provided for all Technical Directors & invited International Starters/Referees selected by OSA. 6. TRAVEL & TRANSPORTATION Airfares Travel expenses shall be the responsibility of each Technical Official. Ground transportation All transfers from Jackson International Airport to hotel and shuttles to Pool and Open Water Competition venues will be organized and provided by PNGSI. 7. UNIFORM All Technical Officials will be provided with Technical Official polos and hat for the Championships. For Swimming, black knee length skirts/shorts/long black pants and black joggers will be the responsibility of the Technical Official to supply. For Synchronised Swimming, white knee length skirts/shorts and white joggers will be the responsibility of the Technical Official to supply. IV. TOURISM Papua New Guinea is the land of the unexpected. With almost 800 spoken languages and 600 different tribes throughout the country, cultures and traditions vary greatly between people of different areas and regions. The raw beauty and the unspoiled islands and beaches in the coastal areas will have you returning again and again. Papua New Guinea is a land full of breath-taking scenery, unique cultures and incredible bio-diversity, both on land and in our seas. 1. PORT MORESBY The capital of Papua New Guinea, Port Moresby, is ever growing becoming a vibrant cosmopolitan city. Port Moresby Nature Park has more than 150 animals on display including tree kangaroos, cassowaries, wallabies, birds of paradise, reptiles and more. The Nature Park is perfect for those that won't get the opportunity to explore all of PNG's vast regions. Open seven days a week from 8am to 4pm. Bomana War Cemetery is the final resting ground for thousands of Australian and Allied soldiers of World War II. It s a serene yet sobering place. National Museum & Art Gallery houses displays and exhibitions throughout the year on the flora, fauna, culture, geography and history of PNG. Crystal Rapids 40kms from Port Moresby, Crystal Rapids is a popular picnic and swimming location. There is a deep pool at the foot of a waterfall and clear swimming area. 2018 Oceania Championships Page 19

Fishermans Island is a 30 minute boat ride from Port Moresby and is a popular swimming and snorkeling spot. Water temperatures remain between 26 and 28 degrees all year round. Adventure Park Just a 20 minute drive from Port Moresby, Adventure Park offers a Wildlife Sanctuary containing a beautiful array of the country s natural icons from Bird of Paradise, saltwater crocodiles and so much more. 2. REGIONAL Tufi Only a short 1hr flight from Port Moresby, Tufi is a popular destination for a holiday in PNG. Activities include diving, fishing, bush and nature walks, snorkeling, paddle boards, hobby cats, canoeing, traditional outrigger safaris, kayaking, trekking, bird watching, beach BBQ and great cultural interaction in the village. Experience and participate in cultural everyday activities like sago-making, net weaving and spear manufacturing, tapa printing, face and body tattooing. Kavieng As a surf destination, PNG is relatively new to surfers, however areas like Kavieng are quickly gaining popularity in the surfing scene. Rabaul/Kokopo Rabaul and Kokopo are the two main destinations of East New Britain. As a tourist destination, Rabaul is popular for its volcanoes, scuba diving and for snorkelling sites, spectacular harbour and other scenery, World War II history, flora and fauna, and the fascinating and colourful cultural life of the Tolai people. 2018 Oceania Championships Page 24
