2030 General Plan INTRODUCTION AND AUTHORITY The Circulatin Element is required by the Gvernment Cde [Sectin 65302(b)], which states that the Circulatin Element must include the general lcatin and extent f existing and prpsed majr thrughfares, transprtatin rute, terminals, and facilities, all crrelated with the land use element f the plan. The Circulatin Element f the Lmpc General Plan addresses brad issues f physical mbility - hw gds and peple mve abut int, ut f, and within the cmmunity. Meeting the City s transprtatin needs is ne f the mst pervasive issues f the General Plan, and is related t land use, cmmunity design, air quality, energy cnsumptin, public health and City infrastructure. Mrever, circulatin issues are nt simply lcal cncerns, but require crdinatin with reginal, state, and federal agencies, as well as adjacent cmmunities. The verall intent f the Circulatin Element is t achieve and maintain a balanced, safe, and prblem-free transprtatin system that: Prvides easy and cnvenient access t all areas f the cmmunity Imprves present traffic flws while maintaining Lmpc's rural, small twn sense f place Prtects majr envirnmental features Reduces dependence n single ccupant autmbile travel by prviding a high level f pedestrian, bicycle, and public transit travel pprtunities Cnsiders the mvement f peple and vehicles in the design and peratin f transprtatin systems Recgnizes the special mbility needs f senirs, yuth, and persns with disabilities Preserves a sense f cmfrt and well-being thrughut the cmmunity by minimizing the intrusiveness f cmmercial/business park and reginal traffic n neighbrhd streets and quality f life Perfrmance Objectives and Planned Imprvements The City shall maintain intersectin traffic levels f service (LOS) at LOS C r better thrughut the City, with the exceptin f intersectins mnitred in accrdance with the Cngestin Management Prgram (CMP) administered by the Santa Barbara Cunty Assciatin f Gvernments (SBCAG). CMP intersectins shall maintain a LOS in accrdance with the mst recent CMP standards (at LOS D r better), when it can be demnstrated that all feasible mitigatin measures have been applied t the prject and LOS C, with said mitigatin, cannt be achieved. The standards are based n the actual functin f these radways. The CMP intersectin standard reflects the fact that these intersectins are subject t reginal influences beynd Lmpc s cntrl. 1

Lmpc will cntinue t require new develpments t mitigate their traffic impacts, either thrugh cnstructin f circulatin imprvements, reductin in demand fr vehicular travel, r payment f mitigatin fees, which are t be based n the prjected csts fr planned system imprvements and each new develpment s prprtinal share f the ttal traffic affecting the lcatin where the imprvement in planned. Planned imprvements will be necessary t mitigate traffic impacts assciated with prpsed develpments s that an acceptable level f service can be maintained. The mitigatin requirement will cntinue t be prprtinal t the impact created by each new develpment and will recgnize a fee credit t develpers wh cnstruct prtins f ultimate capacity enhancement imprvements. Specific gals, plicies, implementatin measures, and definitins f the Circulatin Element cmprise the balance f this element. 2

GOALS AND POLICIES Gal 1 Maximize the efficiency, quality, and safety f a multi-mdal circulatin system which prvides fr the mvement f peple, gds, and services t serve the internal circulatin needs f the City, while als addressing thrugh-travel needs. The City shall nly allw develpment in areas where adequate multi-mdal circulatin facilities and/r services, as defined in Plicy 1.2, will be available at the time f develpment. The City shall maximize mvement f thrugh-traffic n expressways and arterials by encuraging efficient utilizatin f existing radway capacity, and when necessary prviding additinal transprtatin capacity. Fr arterials, cnsideratin shall als be given t planned r future pedestrian and bicyclist facilities s that vehicular imprvements are nt at the expense f facilities and safety f these ther mdes f transprtatin. The City shall cntinue t require private radways t be cnstructed and maintained t City standards. The City shall vacate r reduce under-utilized rights-f-way, where apprpriate, while retaining access t utilities. The City shall require an adequate supply f private and public ff-street parking t meet the needs f residents and visitrs t the City [refer t Sectin 8851 f the Lmpc Zning Ordinance (Schedule f Off-Street Parking Requirements)]. The City shall ensure that develpers f new cmmercial and mixed use areas prvide adequate and cnvenient pedestrian access ways and bike ways int adjacent residential neighbrhds. The City shall cntrl access alng expressways and arterials by limiting the number f intersectins and driveways entering and exiting these high traffic radways and by 3

requiring that any develpment f new private driveways alng such radways des nt intrduce significant traffic cnflicts. Plicy 1.11 Plicy 1.12 T avid the creatin f new traffic flw hazards, the City SHALL require that future rads and imprvements t existing rads be designed t minimize cnflicting traffic mvements such as verlapping use f turn lanes, curbside parking, and frequent stps. The City shall ensure that appraches t intersectin crsswalks and all adjacent street crners are illuminated by requiring all new cmmercial, entertainment, schl and ther pedestrian generating uses t prvide lighting fr pedestrians, fr review and cnsideratin by the City as part f the develpment review prcess. The City shuld encurage the prvisin f high-visibility signage, crsswalks and curb ramps alng majr access rutes t all schls. Fr newly prpsed schls, the City shall wrk with the schl district t ensure the prvisin f cmplete sidewalks, highvisibility signage and crsswalks, curb ramps and marked bike paths as part f develpment. As part f the develpment review prcess, the City shall require a system f sidewalks and multi-mdal transprtatin pathways fr all new develpment t prvide a safe envirnment fr pedestrians and prmte pedestrian and bicycle use. The City shall cnsider the extent f vehicular thrugh-traffic n lcal streets in new residential neighbrhds and shuld encurage the minimizatin f such thrugh-traffic. 4

The City shall prvide and maintain a safe and cnvenient circulatin system that encurages bicycle travel. The City shall encurage prgrams and strategies including site design features that prvide fr ridesharing and transit use. The City shall prvide safe and cnvenient transit service which strives t meet the needs f the transprtatin-disadvantaged including yung, elderly, disabled, and lw-incme individuals. Such transit service shuld prvide frequent, reliable and efficient service, with service hurs that meet the needs f riders t maintain and increase the viability f public transit as an alternative t driving fr Lmpc residents and cmmuting wrkers. The City shuld encurage lcal transprtatin services t accmmdate the needs f bicycle cmmuters. The City shall encurage reginal transprtatin services t accmmdate the needs f bicyclists, cmmuters and ridesharing. The City shall facilitate the prvisin f lckers and secure enclsed lng term parking areas fr bicycles at apprpriate places thrughut the City and at multi-mdal statins t extend the range f the bicycle cmmuter. The City shall cntinue t supprt transit including the COLT bus system and shall wrk cperatively with apprpriate jurisdictins and agencies t encurage the augmentatin f radway and transit facilities, which address lcal and reginal travel needs. The City shall require, during the develpment review prcess, the dedicatin f land and/r cnstructin f apprpriate facilities t ensure a safe and efficient public transprtatin system. The City shuld encurage effrts by lcal emplyers t ffer telecmmuting and ther wrk schedule mdificatins which reduce vehicular use. The City shuld require develpers t prvide bus shelters in high-usage lcatins, fr example, in multi-family develpments and within cmmercial areas. The City shall cnsider the need fr bus shelters and ther transit facilities in City-spnsred redevelpment prjects. The City shall require the cnstructin f bus turnuts adjacent t new develpments in lcatins which imprve transit service, safety, and efficiency. 11

The City shuld maintain, and enhance where feasible, existing street trees, and shall encurage placement f new street trees in a manner that des nt blck pedestrian traffic r impair visibility f crss traffic in street frntage imprvement prjects. The fllwing shall apply in the Old Twn Specific Plan Area: The City shuld supprt new pedestrian crsswalks that incrprate features (fr example, pavers r stamped, stained cncrete) that enhance the aesthetics f the streetscape and pedestrian experience, while increasing visibility f the crsswalk and pedestrian safety. Lighting and signage fr pedestrian crssings shall be prvided by decrative fixtures as set frth in the applicable design guidelines. The City shall encurage design f n-street parking in existing areas and new develpment t include decrative cmpnents that imprve the appearance f the streetscape. The City shall require adherence t high aesthetic standards fr n-street parking in the H-Street Crridr Infill and the Ocean Avenue Crridr Infill area in accrdance with applicable design guidelines. [Plicies 1.1, 2.3 and 3.1] The City shall amend the Zning Ordinance t require the prvisin f adequate bicycle facilities in develpment prjects. [Plicies 1.1, 1.2, 1.3, 3.2 and 3.4] As part f the develpment review prcess, the City shall integrate bicycle lanes r separate bikeways int street prjects lcated alng planned bicycle rutes. [Plicies 1.1, 1.2, 1.3 and 3.2] The City shall cntinue effrts t develp a pedestrian and bicycle trail system which cnnects majr park and wildlife areas within the Lmpc Valley. Segments cmpleted and designated fr future develpment are depicted n Figure C-3 and n trails maps cntained in the Parks and Recreatin Element. [Plicies 3.1 and 3.2] The City shall encurage Federal, state, and reginal agencies t widen Rbinsn Bridge n SR 246. The City shall encurage the assurance f safe bicycle and pedestrian use as part f the widening Prject [Plicies 1.1, 1.2, 1.4, 2.3, 3.1 and 3.4] The City shall amend the Zning Ordinance t allw park and ride facilities. [Plicies 1.1, 3.2 and 3.4] The City shall review, and update as necessary, the Standard Requirements fr the Design and Cnstructin f Subdivisins and Special Develpments regarding imprvements in the public right-f-way (e.g. rads, bikeways, and sidewalks). [Plicies 1.1, 1.2, 1.4, 2.3 and 4.3 The City shall limit n-street parking where feasible n certain radways which are designated as bicycle rutes in rder t create new bicycle lanes and encurage bicycle travel. [Plicies 1.1, 1.2 and 3.2] The City shall pursue funding frm Federal, state, and reginal agencies fr the develpment f park-and-ride lts near majr arterial radways in the sutheast and nrthern areas f the City. [Plicies 1.1, 3.4 and 3.5] The City shall ensure that safe and cnvenient pedestrian and bicycle access is prvided t the Allan Hancck Cllege site. [Plicies 1.1, 1.2, 1.3, 1.4, 3.1 and 3.2]. The City shall examine and, if necessary, amend the Develpment Impact Fee Reslutins t ensure that transprtatin imprvement necessitated by prjects generating additinal peak-hur trips are prvided and imprvements t bicycle lanes are funded. [Plicies 2.3, 3.2 and 3.4] 13

The City shall maintain and update as necessary a Bikeway Master Plan. This Master Plan shall include a discussin f strategies t encurage bicycle use, increase bike lane cnnectivity thrughut the city and specify the lcatins f bicycle amenities which wuld facilitate bicycle use. T accmmdate the prjected buildut traffic demands, Central Avenue shall be widened t its full planned width frm O Street t V Street t allw fr the required intersectin imprvements. The City shall assess traffic mitigatin fees that are charged t new develpment t determine if these are adequate t help prvide radway, bikeway, and pedestrian imprvements necessitated by such develpment. If deemed insufficient, the City shuld revise the traffic mitigatin fee structure t prvide fr such imprvements. The City shall require a Transprtatin Demand Management Plan as part f a prject prpsal fr all new, r expanding, nn-residential discretinary prjects ver 100,000 square feet. The plan shall be active thrughut the life f the prject. The plan shall be site specific fr the prpsed develpment, including: An analysis f the expected travel behavir f emplyees and visitrs t the site. A descriptin f the existing transprtatin/circulatin system in the prject vicinity. A descriptin f all feasible strategies that wuld be incrprated int the prject t supprt n-site trip reductin effrts.
