CARLISLE PARKS AND REC 2013 FALL KICKBALL RULES Rosters 1. Rosters must be submitted to B.J. Cashman, Recreation Assistant, in the Stuart Community Center by Friday, August 30, 2013. Final rosters will close (no more additions can be made after) October 25, 2013. 2. To be legal, all players must be at least 18 years old to play, and sign their name on one roster only. No more than 15 players per roster (unless more players are needed for injuries). 3. All players must sign the roster BEFORE they play in a game. 4. Use of an illegal player could result in game forfeit(s). 5. Players must play in 1 regular season games to be eligible for playoffs. 6. All NON-residents (of the Carlisle Borough) must pay the $15 non-resident fee BEFORE their first game. General League Rules 1. Close call will be decided by Paper-Rock-Scissors by the two players. 2. No alcoholic beverages are allowed on Mooreland Athletic or LeTort Athletic Fields. 3. Athletic shoes are required. Rubber cleats are allowed, but no metal cleats.
4. Games will be 7 innings in length, or 55 minutes whichever comes first. Mercy rule: 10 runs or more after a FULL 4 innings. 5. Follow the general rules of baseball. 6. Disputes not settled by the captains will be settled by the league coordinator on site. 7. The home team will be responsible for putting kickball(s), bases, and scorebook in the green box after the last game. The combination lock is #24-26-17 @ Mooreland Field only. 8. The HOME TEAM is responsible for putting the bases back in the green box when doing so, please use the orange base plugs to cover the pegs. We play softball on the LeTort Field 9. Playoffs: A double-elimination tournament will conclude the season you will play by the regular season rules. 10. IF ANY PLAYER DELIBERATELY CAUSES CONTACT WITH AN OPPOSING PLAYER THEY WILL BE EJECTED FROM THE GAME. 11. Substitutions are allowed but a player can only enter, or re-enter, from the same spot in the line-up. The player going in and the player coming out in the substitution must be of the same sex. Offense 1. Batters (or kickers) must make contact with the ball on or behind home plate. If the player kicks the ball in front of home plate, then the defense may choose the result of the play or a do-over kick where the player gets one foul on the count. 2. Four fouls = strikeout. A swing and miss with two strikes is a strikeout. A ball that is kicked off of oneself while in the act of kicking is considered a foul ball.
3. There is no strike zone; however, the ball should be rolled within a foot of home plate at a reasonable speed. If a pitcher does not comply with this rule that team will be asked to replace the pitcher with someone else. Second offense will result in a forfeit of the game. 4. There are no walks. This includes intentional walks. 5. All players must kick in a continuous batting order lineup cards will be issued at the beginning of the game. Batting orders must consist of a male-female-male-female or viceversa lineup for the FIRST 8 spots. At no point in the lineup should there be more than 3 consecutive kickers of the same sex. A line-up ending in two of the same sex and then having a lead off kicker of the same sex is considered a LEGAL lineup. Late players may be added to the END of the line up ONLY within the first 3 INNINGS. 6. Kickers running to first base must use the safety base (orange bag) at all times to avoid collisions, when there is a play at first base. Kickers going for extra bases can use the white 1 st base while rounding the bases. 7. There are no leads. A base runner cannot leave the base until the ball is kicked. 8. A pinch runner may be used ONLY if the player, who reached base safely, is injured. We are playing this game for fun AND exercise. The pinch runner must be the first available player (of the same sex) prior to the injured runner in the kicking order (lineup). Defensive 1. A team needs at least 8 players, four males + four females, to start the game. If the team does not get 8 players within 10
min. of the start time of the game that game will be considered a forfeit. After a forfeit, teams are still encouraged to play a scrimmage game. Please make sure that all bases and kick balls get back in the box when you re done with the scrimmage. 2. A team may choose on e of the four defensive field arrangements. 8 players- 4 from each sex 9 players- 5 from one sex, 4 from the opposite 10 players- 5 players from each 11 players- 6 players from one sex, 5 from the opposite NO more than 11 players on DEFENSE at one time. 3. You do not need to have the same number of players on defense as your opponent has. Not all players have to field. 4. Fielders must stay behind the pitcher s rubber and cones until the ball is kicked. Except the catcher, he/she must have one foot ON the home cone until the ball is kicked. The home cone will be located 6 feet behind and 3 feet to the right of home plate (when looking at home plate from the pitcher s rubber). The pitcher should have one foot on/near the pitcher s rubber until the ball is kicked as well. (See attached diagram for placement of cones). 5. Outs are recorded by strike outs, caught fly balls, force outs, or bean balls. Bean balls must hit the runner on the shoulder or below. All head/neck shots will be called safe. 6. There is no infield fly rule. THERE ARE NO INTENTIONAL DROPS If it happens we will replay the kick. 7. Foul/fair balls are called foul or fair by the catcher. 8. The base runner has the right to the base paths unless the fielder is making a play on the ball. If a fielder is making a play on the ball, it is the responsibility of the runner to avoid contact. If a fielder IS NOT making a play on the ball, the fielder cannot block the base path or base. If a fielder
intentionally blocks the base, all base runners will advance one base and any runner that was out due to being blocked by the fielder, will be called safe. 9. When pitching and catching, please use good sportsmanship and common sense. KICKBALL is played to have fun!
