Bolivia have played in six FIFA final competitions, including the inaugural World Cup in 1930, the 1950 FIFA World Cup and the 1994 FIFA World Cup, when they narrowly lost the opening match to defending champions Germany. They won the Copa América, South America s continental championship, in 1963 and finished runners-up in 1997, which ensured that they qualified for the FIFA Confederations Cup 1999 in Mexico. At this clash of continental champions, they drew with Egypt and Saudi Arabia before being defeated by hosts and eventual winners Mexico. Their only previous appearances in FIFA youth events came in the U-17 World Cup in 1985 and 1987, when they were eliminated after the group stage. One of Bolivia s most famous players is arguably Erwin Platini Sanchez, who scored his country s only World Cup goal to date (against Spain in 1994) and is the current coach of the senior national team. Bolivia met one of their group opponents, Haiti, in a senior international friendly in La Paz in 2000, thrashing them 9-2. Bolivia have 33,000 youth footballers, the most of all countries participating in the boys tournament, more than double the number of their closest rivals, Haiti (with 16,000). FIFA has donated a total of USD 800,000 towards two Goal projects that have focused on building and extending a centre of excellence in Vinto, Cochabamba. In addition, FIFA has provided the Bolivian Football Association with USD 167,000 as part of the FAP, 6% of which has been used for youth football. The only FIFA youth event in which a Haitian team has competed was the U-17 World Cup in Korea Republic in 2007, when they earned a respectable 1-1 draw against France. Some famous players on the world football scene have Haitian roots such as former American forward Joe Gaetjens, whose winner at the 1950 World Cup sent England home, as well as Jozy Altidore and Jean Beausejour, who starred for the USA and Chile respectively at the 2010 FIFA World Cup. Haiti met one of their group opponents, Bolivia, in a senior international friendly in La Paz last year, going down 9-2. Of all the teams participating in the boys tournament, Haiti have the highest proportion of female footballers in relation to the total number of registered players in their country (75,000 of a total of 450,000 registered players). FIFA has organised various development courses as well as a number of youth and educational programmes to boost football in Haiti. The country s first Goal project, the national training centre in Croix-des-Bouquets, a suburb of the capital city of Port-au-Prince, was opened in 2002. Two further Goal projects have focused on extending the technical centre and installing a football turf pitch at the national football academy in Port-au-Prince. Therefore, Montenegro is Europe s youngest association and the latest addition to the FIFA family, to which they were affiliated in 2007. They have never played in a FIFA final competition. The senior national team has already recorded some very respectable results against bigger teams, most notably wins over Norway in 2008 and Wales in 2009 as well as two draws against the Republic of Ireland. Their successes have led to a meteoric rise in the FIFA/Coca-Cola World Ranking, as they climbed from 199 th in June 2007 to 64 th in May 2010. Montenegro s U-17 side played in the European qualifying competition for the FIFA U-17 World Cup Nigeria 2009. There is a famous face at the head of the Football Association of Montenegro: Dejan Savicevic, who won the UEFA Champions League with Red Star Belgrade in 1991 and again with AC Milan in 1994, in addition to four league titles with Red Star and another three with Milan. Montenegro has just over 5,000 registered footballers, a figure that equates to nearly 1% of the whole population. After joining FIFA, the Football Association of Montenegro requested new headquarters with the appropriate facilities. FIFA granted their request in 2007 by agreeing to expand the national stadium in Podgorica. In 2008, a second Goal project led to the construction of a technical centre in the vicinity of the association s headquarters. In 1984, they hosted the Asian Cup but saw their men s team eliminated in the first round. Their only participation in a continental final competition dates back to 2001, when their senior national women s team took part in the Asian Women s Championship in Chinese Taipei. However, Singapore have been playing at international level for almost 60 years, with friendlies starting in 1953 ahead of the Asian Games in 1954. Singaporean youth teams played in the qualifying competitions for both the FIFA U-20 World Cup Egypt 2009 and the FIFA U-17 World Cup Nigeria 2009. The Jalan Besar stadium has been used frequently by various representative sides of Singapore, including for World Cup qualifying matches. In Singapore, 4.2% of the population are registered footballers. This is the second lowest figure among all countries participating in the boys tournament. Both of the FIFA Goal projects that have been awarded to Singapore so far have concentrated on installing football turf pitches. One of these pitches is at the Jalan Besar stadium, which will host the Youth Olympic Football Tournaments in 2010, and the other 2-star pitch is located close to the stadium. Their first international activities date back to the year of affiliation. Soon after Vanuatu entered their first FIFA World Cup qualifying competition (for 1994). In 2007, after a series of wins in the early stages of World Cup qualifying in Oceania, their senior national team soared to 131 st in the FIFA/Coca-Cola World Ranking. Vanuatu are regular participants in OFC and FIFA qualifying competitions at various age levels in both men s and women s football. In terms of the number of registered footballers in comparison to the total population, Vanuatu are ahead of all other countries participating in the boys tournament. 12.5% is an above-average figure, but it can also be attributed to the low population in Vanuatu. Vanuatu has received two Goal projects so far, with FIFA s financial support amounting to USD 800,000, which has helped to build a technical centre with four pitches in Teouma, Port-Vila, as well as install a football turf pitch in the main stadium in Port-Vila. The technical centre brings together talented young players from the more than 83 islands and nine regional associations while also focusing on youth development work. Their only previous qualification for a FIFA final competition came in 1989 when they played in the FIFA Futsal World Cup in the Netherlands, finishing 14 th. In April 1995, the senior national team was ranked 40 th in the FIFA/Coca-Cola World Ranking and they were one of the top ten teams in their confederation. They dropped out of the top 100 at the end of 2008. The most famous player to don the shirt of The Warriors is Peter Ndlovu, who is also the most-capped player and the national team s all-time leading goalscorer. He was on the books of English clubs for some 13 years until 2004. Zimbabwe s women s team played in the African Women s Championship in 2002 and again in 2004, when they won a match against South Africa, their best achievement to date. The men s team competed in the Africa Cup of Nations in the same year and also in 2006, winning one match on both occasions. Zimbabwean youth teams played in the qualifying competitions for both the FIFA U-20 World Cup Egypt 2009 and the FIFA U-17 World Cup Nigeria 2009. Zimbabwe boasts the largest population of all the countries participating in the boys tournament as well as the greatest number of registered players (650,000). When it comes to the number of women s footballers, however, Zimbabwe (29,000) does not even have half as many as Bolivia (74,000) or Haiti (75,000). As the Zimbabwe Football Association has had its own headquarters since 1982, the two Goal projects to date have focused on financing and developing education for grassroots coaches. Furthermore, the remaining funds have been used to build a training centre in Harare. A total of USD 800,000 has been invested through the Goal Programme, whereas a further USD 65,000 has been provided through the FAP, 7% of which has been invested in youth football. No Chilean team has ever qualified for the final of a FIFA competition but Chile have qualified for the semi-finals on several occasions, most notably at the FIFA World Cup in their own country in 1962 and the Olympic Football Tournament in Sydney in 2000, when they won the bronze medal. At the 2010 FIFA World Cup, Chile made it to the round of 16 before being eliminated by mighty neighbours Brazil. Chile s senior national women s team has been involved in the preliminary competition of every FIFA Women s World Cup since the first edition in 1991 without ever making it to the final competition. Recent successes include draws with China PR and Argentina and a narrow 2-1 loss to Denmark. At youth level, Chile have played in all U-17 and U-20 qualifying tournaments for the respective FIFA final events since 2006. They were narrowly defeated by England, New Zealand and Nigeria at the FIFA U-20 Women s World Cup 2008 on home soil. Chile came fourth at the recent South American U-20 Women s Championship 2010. In the U-17 South American Women s Championship earlier this year, they qualified for the final against Brazil and clinched a place at the FIFA U-17 Women s World Cup 2010, where they will meet YOFT group opponents Trinidad and Tobago. In Chile, 15.7% of the population are registered footballers, which is the highest percentage among all countries participating in the girls tournament. Furthermore, Chile boasts the most youth footballers 326,500 more than twice the number of second-placed Iran (160,000). The two Chilean Goal projects to date have focused on investing in regional infrastructure for the first time. A total of 12 provincial villages and their clubs have benefitted from new pitches, stands, floodlights and dressing rooms. This ambitious project has been supported by Goal (USD 800,000) and FAP funds (USD 210,000), but primarily by the association itself. Furthermore, FIFA is supporting the reconstruction of the legendary Estadio el Morro in Talcahuano, which was devastated by the earthquake in February 2010. Last updated: 21.07.2010 9/15

The tiny West African country, the smallest in the whole tournament both in terms of size and the population they are representing, is currently 70 th in the FIFA/Coca-Cola Women s World Ranking. The men s team is 141 st in the FIFA/Coca-Cola World Ranking. Equatorial Guinea youth teams have yet to participate in qualifying events for CAF or FIFA final competitions. Representative sides of the Equatorial Guinean Football Association have played some 70 matches since its affiliation to FIFA in 1986. Only one of these matches was played outside Africa against a non-african opponent: in June 2009 the senior national team lost a friendly match to Estonia in Tallinn. Equatorial Guinea has the lowest population of all the countries taking part in the girls tournament. The Africans also have the lowest number of youth footballers (600). A total of USD 800,000 has been provided for two Goal projects, focusing on two technical centres in Malabo and Bata. In addition to new pitches, accommodation, offices and a small restaurant, there are also plans to build a football school that will work on discovering and developing youngsters into national heroes. The senior national team has played in three World Cups (1978, 1998, 2006), whereas the Olympic team has featured in three Olympic Football Tournaments, finishing sixth in Montreal 1976. On top of that, Iran have been regular participants in the other disciplines in the FIFA calendar: they finished fourth in the FIFA Futsal World Cup in 1992 and they have recently participated in three FIFA Beach Soccer World Cups. The U-17 men s team played in last year s FIFA U-17 World Cup in Nigeria and finished ninth, the best-ever finish of an Iranian youth team in their four appearances in FIFA final competitions. Their U-20 team also finished ninth (just missing out on the quarter-finals) in the inaugural FIFA U-20 World Cup in Tunisia in 1977. Iran have been competing in women s football since 2005 when the senior national team started with a series of friendlies followed by the qualifying competition for the Asian Women s Championship 2008. The preliminary competition for the FIFA U-20 Women s World Cup Germany 2010 was the first FIFA qualifying event to feature a women s team from Iran. Iran also participated in the qualifiers for the FIFA Women s World Cup Germany 2011. Their recent activities have for the first time led Iran s women to venues outside their region to Bangkok, Kuala Lumpur and Ho Chi Minh City. In terms of surface area, Iran is the biggest country taking part in the girls tournament, but it is only second with regard to population size. Conversely, with only 2.7% of the population registered as footballers, Iran has the lowest number in this regard. Iran have already received three Goal projects. As the association has always shown a keen interest in developing youth football all across the country, an academy has been built in Tehran, complete with its own football turf pitch. A subsequent project approved the construction of association headquarters. Iran has received a total of USD 1,200,000 through the three Goal projects as well as FAP funds of USD 100,000. The senior national women s team played their first friendly against Australia as early as 1989 before entering the preliminary competition for the first FIFA Women s World Cup in China PR in 1991. Papua New Guinea s women s teams have participated in six Oceania Women s Cup competitions, with their second place in 2007 (behind New Zealand) arguably counting as their best-ever achievement. Papua New Guinea s women s teams have a positive record against their Oceanian opponents (Tonga, Fiji, Solomon Islands, Cook Islands and American Samoa). The last team involved in qualifying was the U-17 women in the Oceania qualifiers for the FIFA U-17 Women s World Cup in Trinidad and Tobago in September 2010. With the exception of a senior national team friendly tournament in Kuala Lumpur, Malaysia in the mid-1980s, no Papua New Guinean side has ever played outside the Oceania Football Confederation. 3.3% of the Papua New Guinean population are registered footballers, which is the second-lowest figure. 8,000 of the nearly 197,000 players are female. Although football is very popular with boys and girls in Papua New Guinea, the country s location and the lack of intact roads make it difficult to coordinate football activities. A vital step was taken in 2001, however, with the approval of construction work on association headquarters and a training centre with two pitches in Lae. This sports complex offers training and development facilities for all football categories in a central location. A second Goal project approved the construction of a regional technical centre in Kimbe, West New Britain that will primarily focus on developing young players through structured development programmes. In 2001, they held the FIFA U-17 World Cup, and in September 2010 they will host the equivalent women s competition. The island nation in the Caribbean has played in four FIFA men s youth competitions, the last time one year ago in Egypt at the FIFA U-20 World Cup. They have never progressed to the second stage. The highlight in the history of Trinidad and Tobago football was no doubt their participation in the 2006 FIFA World Cup Germany, when their senior national team met Sweden, England and Ecuador, earning a draw against the Scandinavians and suffering two 2-0 losses against the other two opponents. The 2006 World Cup team was captained by the country s biggest-ever football star: Dwight Yorke played for top clubs in England for almost 20 years, including ten at Aston Villa and four at Manchester United. Competitive women s football has a long tradition in Trinidad and Tobago, dating back to the beginnings of the FIFA Women s World Cup in 1991 when the women s team participated in the preliminary competition. The association has taken part in all qualifying competitions ever since. Just as they will in Singapore, Trinidad and Tobago will meet Chile at the FIFA U-17 Women s World Cup 2010 on home soil. Trinidad and Tobago s YOFT side will be the first Trinidad and Tobago women s team to play outside of North and Central America. Trinidad and Tobago (6.9%) are second only to Chile (15.7%) in terms of the number of players in relation to the size of the total population. This relatively high figure pays testimony to the popularity of football in this country, which is small in terms of population and size. Two Goal projects have resulted in the construction of a national futsal centre and the installation of an additional football turf pitch in Macoya, Tunapuna. In the women s game, Turkey are making rapid progress and are already on the threshold of the top 50 of the FIFA/Coca-Cola Women s World Ranking. The women s national team played their first friendly match in 1995 and have participated in qualifiers for the UEFA Women s Championship and the FIFA Women s World Cup ever since. The same holds true for youth competitions. Turkey s women have yet to qualify for a final competition at any age level. 14 wins in 57 competitive matches (25%) most of them in the last ten years pay testimony to the progress of women s football in the largest country in the girls tournament. The Youth Olympic Football Tournaments will mark the first time that a Turkish women s team has met opponents from other continents. Turkey s senior national team has qualified regularly for the European Championship since 1996 and they shot to fame in 2002 when they made it to the semi-finals of the 2002 FIFA World Cup Korea/Japan, only to be stopped by eventual world champions Brazil. Centre forward Hakan Sukur scored the fastest goal in World Cup history when he found the back of the net after only 11 seconds against hosts Korea Republic. With a population of almost 78 million people, Turkey is the biggest country in the girls tournament. The association also boasts the most registered female footballers (350,000). In 2009, the Goal Bureau approved the Turkish Football Association s project to purchase technical equipment for the existing technical centre in Istanbul. Regulations - Youth Olympic Football Tournaments Singapore 2010 PLAYERS LIST The final list to be submitted by the participating associations comprises 18 players. Only the 18 players on the final list will be permitted to take part in the final competition. Only the numbers 1 to 18 may be allocated to these players, with number 1 being reserved exclusively for one of the goalkeepers. COMPETITION FORMAT The final competition of both the boys and girls tournaments shall be played in a league system group stage followed by semi-finals, a play-off for fifth place, a play-off for third place and the final match. After the completion of the group stage, if a match is level at the end of normal playing time, kicks from the penalty mark shall be used to determine the winner. The six teams participating in the boys and girls tournaments will be divided into two groups of three teams. The FIFA Organising Committee will divide the teams into groups by drawing lots in public. The system of play will be the league system, each team playing one match against each of the other teams in the same group, with three points for a win, one point for a draw and none for a defeat. TECHNICAL RULES FOR THE FINAL COMPETITIONS Group stage The ranking of each team in each group will be determined as follows: a) greatest number of points obtained in all group matches; b) goal difference in all group matches; c) greatest number of goals scored in all group matches. If two or more teams are equal on the basis of the above three criteria, their rankings will be determined as follows: d) greatest number of points obtained in the group matches between the teams concerned; e) goal difference resulting from the group matches between the teams concerned; f) greater number of goals scored in all group matches between the teams concerned; g) drawing of lots by the FIFA Organising Committee. Semi-final stage The top two teams from the girls' groups will contest the respective semi-finals as follows: Winner A v. Runner-up B Winner B v. Runner-up A The top two teams from the boys groups will contest the boys semi-finals as follows: Winner C v. Runner-up D Winner D v. Runner-up C Final, play-off for third place, play-off for fifth place The winners of the semi-finals will qualify for the respective final match. The losers of the semi-finals will qualify for the respective play-off for third place. The two teams finishing third in the groups will qualify for the respective play-off for fifth place.
