Opening word The President, Marcel Paul Raymond, welcomes everyone attending the meeting. As the Secretary-Treasurer had to miss the meeting for personal reasons beyond her control, the President will conduct the business items that she was supposed to manage on the agenda. Before beginning the session, a video clip summarizing our accomplishments of 2016 is presented.

Adoption of the Notice of meeting The Notice of the meeting was mailed out on March 16, 2017, to all member clubs. The President asks if it can be approved as published without having to read it completely. On a proposal made by Michel Bolduc (Fontainebleau), seconded by Denise Mazerolle (Castor), the Notice of meeting is unanimously adopted as submitted. Confirmation of quorum By-law 2.10 QUORUM 2.10.1 The presence of fifteen (15) delegates of Club-Members is required to constitute a quorum at any annual or special general meeting. The President confirms that the by-laws are respected. Twenty-five (25) Club Delegates are in attendance and the meeting is duly constituted. Presentation of guests Marcel Paul Raymond introduces the past Presidents who are in attendance: Charlie Beaulieu (2007-2011) Fédération québécoise de golf and 2 nd Vice- President of Golf Canada; André Burgoyne (2005) Golf Québec (first President of the new Golf Québec: amalgamation of the QGA with the CLGA Québec Branch); Marc Tremblay (2011-2013) Golf Québec (before and after the merge that led to the creation of the Québec Golf Federation). He also introduces the members of the Industry Standing Committee Ève Gaudet, Marc Gélinas, and Louis-Philippe Desjardins (ACGQ) and Christian Pilon (QSA) as well as Frédéric St-Germain and Gary Lagden representing the PGA of Canada. Approval of the agenda The agenda was published on March 16, 2017, and made available for download on our website. On a proposal made by par Patrice Forcier (Vallée du Richelieu), seconded by Christian Pilon (Mount Bruno), the agenda is unanimously approved. Approval of the minutes of the Annual General Meeting held on April 17, 2016 The minutes were published on March 16, 2017, and made available for download on our website. Marcel Paul Raymond asks if we can approve them as published without having to read them completely. On a proposal made by Marc Gélinas (Rosemère), seconded by Ève Gaudet (Montcalm), the minutes are unanimously approved. Page 2

Approval of by-laws amendments Proposed changes were sent out to all member clubs with the March 16, 2017, package. Basically, we have reviewed the Board of Directors slate to take into consideration the facts that the ATGQ was renamed ACGQ after merging with the Association des directeurs généraux de clubs de golf du Québec. As well, we have updated the name of the professional association represented by our directors, the PGA of Canada, reflecting the new structure that was implemented after the AGP du Québec filled for bankruptcy. Finally, we have modified the deadline of the Nominating Committee to submit their report to the Secretary-Treasurer of the Federation with the names of eligible candidates that will compose the Board of Directors. Instead of submitting their report no later than a specific date, on December 15 of each year, they will be required to submit it no later than sixty (60) days before the Annual General Meeting. For this purpose, the President of the Federation must advise the Chairman of the Nominating Committee of the date of the next Annual General Meeting, in writing, no later than November 30 of the previous year. On a proposal made by Martin Ducharme (Domaine Château Bromont), seconded by Bernard Vaillancourt (Le Blainvillier), the proposed by-laws amendments are unanimously approved. Presentation of the financial statements as of November 30, 2016 The report was published on March 16, 2017, and made available for download on our website. A printed copy was also distributed to all participants upon their arrival at the Annual General Meeting. As the Secretary-Treasurer is absent, our Executive Director, Jean-Pierre Beaulieu, confirms that our expenses are in link with the four pillars of sports development: introduction (20%), recreation (18%), competition (28%), and excellence (24%). Once again this year, only 10% of our resources were spent on administration. Our sound management of the Federation s funds puts Sports Development in our top priorities. Good cash flow enabled us to end the fiscal year with a loss of $36,973 compared to the budget that was planning for a loss of $54,225. We have experienced a 3.7% decrease of our global revenue, which includes a significant decrease of revenue coming from the Ministère de l Éducation et de l Enseignement supérieur (MEES) that has postponed payment of the Programme de soutien aux fédérations sportives du Québec (PSFSQ). In addition, we did not host any international event in Québec in 2016 and, as such, we did not qualify for the Programme de soutien aux événements sportifs internationaux (PSESI). However, the Placements Sports program paid amounts that had been in arrears. The salary increase is justified by the hiring of someone to supervise the Golf-études program and by the salary of the Regional Director that is subsidized by Golf Canada. The general increase of management expenses is due to the increase of our marketing Page 3

budget which led the creation of a 30-second television ad aired as a Public Service Announcement. The operating costs increase is in link with taking over the Golf-études program management. As required by our Auditors, this financial report was approved by our Board of Directors. Appointment of the Federation s Auditors, Petrie Raymond The President asks if the candidacy of Petrie Raymond is accepted as Auditors for the 2017 fiscal year. On a proposal made by Marc Gélinas (Rosemère), seconded by Raymonde Michaud (Rivière-du-Loup), the appointment of Petrie Raymond is unanimously approved. Approve and confirm the Acts and Proceedings of the Board of Directors since the last Annual General Meeting Marcel Paul Raymond invites all participants to take time to read the Annual Report in which our 2016 achievements are well explained. It also explains that our expenses are based on the four pillars of sports development: introduction, recreation, competition and, excellence. On a proposal made by Denis Loiselle (St-Anicet), seconded by Christian Pilon (Mount Bruno), the Acts and Proceedings of the Board of Directors are unanimously approved. Nominating Committee report Marcel Paul Raymond confirms that the report was mailed out to all member clubs on March 16, 2017. It was also made available for download on our website. On a proposal made by Roch Couture (Glendale), seconded by Martine Ouellette (Stoneham), the Nominating Committee report is unanimously adopted as published. In addition, we are nominating the following members on the Nominating Committee for 2018: Marc Tremblay, ex-officio of the Québec Golf Federation (Nominating Committee Chairman) Raymond Carpentier, member of the Association des clubs de golf du Québec Éric Lamarre, member of the PGA of Canada Nancy Spineti Delle Donne, past Director of the Québec Golf Federation Marcel Paul Raymond, ex-officio of the Québec Golf Federation On a proposal made by Claire Beaubien (North Hatley), seconded by Édouard Rivard (Royal Québec), the proposed members of the Nominating Committee are unanimously appointed. Presentation of the new Board of Directors Marcel Paul Raymond introduces the new President, Robert Bissonnette and presents him with a presidential pin. A member of the Rivermead Golf Club, Robert Bissonnette combines over 25 years of volunteer experience on various Board of Directors, including those of Golf Québec, the Ottawa Valley Golf Association (OVGA), and his own home club where he was President in 2006. Still active with the OVGA, he was the regional Secretary-Treasurer from 2008 to 2010 and regional President in 2012 and 2013. He joined the Golf Québec Board of Directors in 2011. First as Secretary-Treasurer, he eventually became Vice-President of the corporation. He also acted as Regional Representative of the OVGA and was Chairman of the provincial Finance and Investments Committee. Robert Bissonnette has had a career as a professional accountant in the aerospace sector and currently is a financial consultant to crown corporations and non-profit organizations. He lives in Ottawa with his wife Laurie and they have two married sons, Sorrel and René. Page 5

Robert Bissonnette thanks his predecessor, Marcel Paul Raymond, and present him with a gift in recognition of his dedicated work accomplished on behalf of Golf Québec. Marcel Paul Raymond was a member of the Board of Directors since 2010. He also was the Sport Development Committee Chairman in 2009. A member of Le Blainvillier since the opening of the club in 1991, he was appointed as Club President in 2002 and 2006 and was the General Manager in 2009. Among others, he contributed to implementing the Provincial Training Facility at Le Blainvillier. Mr. Raymond was Chairman of the organizing committee for the 2009 Canadian Amateur Men s Championship held at Le Blainvillier and was a member of the organizing committee for the 2012 Canadian Senior Men s Championship held at Griffon des Sources. Following a thirty-year career at Hydro-Québec, the Golf Québec outgoing President strongly believes that sport development can be done at all levels, from grassroots to elite. His dream is that, one day, golf will be present in every school, park, day camp and that future golfers will benefit from the best conditions helping them reach the highest spheres of our sport or to make golf the sport of a lifetime. Robert Bissonnette introduces the 2017 Board of Directors members and welcomes more specifically those who will be joining the Board for the first time. Jean Durocher Jean Durocher is a member at Balmoral, in the Montréal region. Through his career, he has acquired solid expertise in media management and has worked in the radio, magazine, television, newspapers, and electronic media industry. Since 2012, he is President of JDCOM inc., a consulting firm, in which he works with various corporations to support them in their search for new revenues and to coach their sales teams. He is joining the Golf Québec Board of Director as a member in good standing of a member club. Louise Patry Louise Patry is a lawyer, partner in the Davies Ward Phillips & Vineberg firm, and has practised law for 35 years. She is a member of the Beaconsfield Golf Club where she is on the Board of Directors. She is joining the Golf Québec Board of Director as a member in good standing of a member club and will be appointed at Secretary of the Federation s Board. François Gagnon François Gagnon is a member of Ste-Flore and a Golf Mauricie volunteer since 2014. In 2015, he was appointed to the Golf Québec Regional Association Council as representative of the Mauricie region. This year, he is joining the Golf Québec Board of Director as a Regional Representative. Patrice Forcier Patrice Forcier is General Manager at Club de golf de la Vallée du Richelieu. This year, he is joining the Golf Québec Board of Director as a Representative of the newly formed Association des clubs de golf du Québec (ACGQ) in which he is the Vice-President. Page 6

Gary Lagden Gary Lagden is Head Professional of Le Blainvillier and has been a member of the PGA of Canada for 23 years. He is joining the Golf Québec Board of Director as a Representative of the PGA of Canada. Frédéric St-Germain Frédéric St-Germain is the Operation Director of Clublink at Le Fontainebleau. He is joining the Golf Québec Board of Director as a Representative of the PGA of Canada of which he is a member and for which he acts as an evaluator/trainer of the PACE program. The other Board members whose mandates are currently ongoing and those who accepted to renew their mandates for two more years are: Lynn Bellocq, Vice-President of the Federation s Board of Director, a member in good standing of a member club Martin Ducharme, representative of the ACGQ Denis Loiselle, Treasurer of the Federation s Board of Director, representative of the Regional Association Council Marcel Paul Raymond, ex-officio of the Federation s Board of Director Édouard Rivard, a member in good standing of a member club Bernard Vaillancourt, a member in good standing of a member club Appointment of signing officers President Vice-President Treasurer Executive Director Robert Bissonnette Lynn Bellocq Denis Loiselle Jean-Pierre Beaulieu On a proposal made by Nicole Loiseau (Hillsdale), seconded by Denise Mazerolle (Castor), the appointment of signing officers is unanimously adopted. Presentation to outgoing Directors Robert Bissonnette thanks the 2016 outgoing directors and presents them with an engraved plater in recognition for their accomplishments. They are: Amongst directors who were members in good standing of a member club: Marc Tremblay 8 years (Golf Québec President from 2011 to 2013), Marie-Pier Mailhot 2 years (Chairperson of the Golf Québec Marketing Committee in 2016). Amongst those who were representing the Regional Association Council: Louis Aubin 2 years (Chairman of the Regional Association Council in 2015 and 2016). Amongst those who were representing the ACGQ: Ève Gaudet 5 years (President of the former ATGQ). Amongst those who were representing the PGA of Canada: Rémi Bouchard 5 years (President of the former AGP du Québec), Daniel Langevin 5 years (a member of the Page 7

Board of the former AGP du Québec, Golf Québec Provincial Coach for the Montréal structure, Golf-études, and Canada Games). Special presentations Golfers of the Year Our 2016 Golfers of the Year and their performances are introduced. They are presented with a plaque. Robert Bissonnette thanks everyone for attending our AGM and invites them to stay in the hall after the meeting where a cocktail will be served. He thanks our host club, Le Fontainebleau, for their warm welcome.
