To: C/c: From: EUROPEAN FEDERATIONS AFFILIATED RINK-HOCKEY CLUBS EUROPEAN INTERNATIONAL REFEREES CERS PRESIDENT CERS-RH PRESIDENT Date: 2016, November 02 Subject: REFEREEING OF THE EUROPEAN CLUB COMPETITIONS APPOINTMENTS, TRAVEL ORGANIZATION AND PAYMENTS Dear Sirs: During the previous sporting season and also in the beginning of the current season there were several very unpleasant situations, not only with regard to the organization of travel of the designated referees for some matches of the European competitions, but also in what concerns the regularization of the payments to which they relate. Consequently, the CERS RINK-HOCKEY (CERS-RH) decided to formally establish what are the correct procedures to meet these specific issues, clarifying responsibilities and powers in order to avoid the repetition of new problems and ensure the functional normality that is necessary for the good name and prestige our sport. Therefore, I request your best attention and the strict compliance with the provisions set out below. 1. REFEREES DESIGNATION - AVAILABILITY OF THE REFEREES AND INFORMATION TO BE ENSURED TO THE CLUBS 1.1. All the international European Referees in activity must refer to CERS-RH by the deadline of 30 September of each year an information relating to the dates on which they will be not available for designation. 1.2. The appointment of referees for all the European club competitions is the CERS-RH solely responsibility, which with the due anticipation will insure the sending of the respective information, not only for each one of the club teams involved (and their affiliated Federations), but also for each one of the designated Referees. 1.3. The following additional procedures will also need to be provided: 1.3.1. CERS-RH will ensure the submission of the documents relating to the formal designation of the referees in question, namely: a) RECEIPT - REFEREEING FEES BY MATCH (see Annex 1), which must be returned, after duly signed and in accordance with the conditions set out in paragraph 3.2.3. a) of this Communication. b) RECEIPT ADDITIONAL REFEREEING EXPENSES (see Annex 2), which when there are additional costs to present will also have to be returned, after duly signed and in accordance with the conditions set out paragraph 3.2.3. b) of this Communication. 1.3.2. Once is known the appointment of referees, is the sole responsibility of the match organizing club that is the Club which plays as the "home team" (or considered as such) the realization of all procedures as set out in the following paragraph which are required for insuring the presence in the match of the two referees that were appointed by CERS-RH. 2. ORGANISATION OF TRAVEL, TRANSPORT, STAYS AND MEALS OF THE APPOINTED REFEREES 2.1. ORGANISING CLUB OBLIGATIONS Except for the Final 4 of each European club competition, the organization, reservation and payment of travel, transportation, accommodation and meals of the designated referees for each game is the responsibility of the visited Club", which in the period between the day of arrival and the day of the departure, in accordance with regulations in force is required to ensure: The payment to the CERS-RH of a refereeing fee of 200.00 per each designated Referee, which implies a total of 400.00 per match, which must be settled before the competition it has begun. The booking and payment of the travel costs, meals and accommodation - hotel with a good "ranking" including and the transportation of Referees (round trip) between the airport of arrival and hotel accommodation, as well as between that hotel and the venue of the game. The full repayment to the CERS-RH based on the issuance of the related invoice for all the justified additional expenses, which have been regularized to the designated Referee(s) for the game in question. 2.2. ORGANIZATION OF THE TRAVELS OF THE REFEREES PROPOSALS TO BE PRESENTED BY THE ORGANISING CLUB The organizing club will always have to send an email (see in Annex 3 the respective addresses) to each one of the designated referees c/c to Mr Lluis Ferrer, VP Competitions from CERS-RH (vp.competitions@cers-rinkhockey.eu) with the travel plan proposed for the game in question, where must be included: 2.2.1. In all travels lower than 600 km (round trip), could be included the option of making the trip in the car's vehicle (s) owned by the Referee (s) with the payment of 0.30 per km travelled bearing in mind that in this particular situation, must be observed the following: a) The referee(s) traveling by car will have to refer to the CERS-RH a note of additional costs, where will be broken the additional costs incurred (travelled kilometres and, if it is the case, the tolls and meals), accompanied by the respective supporting documents; b) O CERS-RH will reimburse the Referee (s) in respect of all the justified and approved additional expenses; c) The club responsible for such expenses will have to repay to CERS-RH, on the basis of an issued invoice, corresponding to the all the additional costs involved. 2.2.2. Having in mind the trips of the Referee(s) that must be done by train and/or by plane, the organizing club will have to submit proposals where are provided the following: a) In what concerns the coming trip, it must be presented two different alternatives: Travel on the day before the game; Travel on the day of the match, arriving with an advance of at least 6 (six) hours before of the commencement of the game b) In what concerns the returning trip, it must be proposed for the day following the day of the match. 2.3. APPROVAL OF THE TRAVEL PLAN FOR THE DESIGNATED REFEREES Upon receipt of the email sent by the organizing club, the Referees will ensure the sending of an email with the appropriate response c/c to Mr Lluis Ferrer, VP Competitions from CERS-RH (vp.competitions@cers-rinkhockey.eu) informing its acceptance or refusal in respect of the proposed travel plans. 2.3.1. When the Referees don t agree with the proposed travel plan, they should always indicate in their response what is the alternative plan they considerer to be more convenient for them. 2.3.2. When an agreement it was not initially reached, the organizing club must contact Mr Lluis Ferrer, VP Competitions from CERS-RH (telephone: +34 646 083 190), in order that he can try to find a solution for the problem. 2.3.3. When an agreement is achieved, the organizing club must ensure the submission of the corresponding tickets to the Referees. 2.3.4. If, in the end, no agreement is possible between the organizing club and the Referees, CERS-RH will ensure all their travel arrangements, invoicing all the related costs to the organizer Club, in order it immediately provides the required reimbursement. 2.4. EVENTUAL COMPANION IN THE TRAVELS SCHEDULED FOR THE APPOINTED REFEREES Whenever an appointed Referee want to include the presence of any companion (family and/or friend) on her/his travels for one particular match, all the procedures set out in the following points must be followed. 2.4.1. In any competition under the CERS-RH jurisdiction, the Referees are not allowed to include any companion on their travels for the matches, except when - for this purpose - are prior and specifically authorized by CERS-RH. 2.4.2. When the Referees want to travel with any companion they must always ensure the sending to CERS-RH through an email to be addressed to its President, Fernando Graça (president@cers-rinkhockey.eu) the following information and requests: a) To request the CERS-RH authorization for the inclusion of companion(s), stating the travel plan and the accommodation that has been agreed with the organizing club and stating its commitment to ensure the reservation, purchase and payment of the ticket of their companion(s); b) To request - if appropriate - the CERS-RH diligences before the organising club, aiming to make the change (and payment) of the booking of their accommodation, ensuring that CERS-RH will be later reimbursed by the Referee(s) of all the related additional costs. 2.4.3. With the exception that is established in paragraph 2.3. of this Communication, it is not allowed to the organizing clubs to promote (or to accept) any contacts with the Referees assigned to the match. 2.4.4. It is the sole responsibility of the CERS-RH the conduct of any approach to the organizing club of the game, leading to any change in the conditions already agreed for the travels of the Referee(s) in question, bearing in mind that: a) On the one hand, it is CERS-RH the responsible for any payment of the additional costs that this option might entail; b) On the other hand, the Referee(s) in question will be responsible for the repayment to CERS- RH of all the additional costs that are inherent to this option. 3. PAYMENTS TO BE MADE BY CERS-RH TO THE APPOINTED REFEREES Any payment to be made to the Main Referees (Referee 1 + Referee 2) of each match of any European competition will only be made by CERS-RH after being fully complied with the provisions set out in the following points. 3.1. EXCLUSIVE RESPONSABILITY OF CERS-RH 3.1.1. CERS-RH will always exclusively provide any payment or reimbursement of expenses to the European International Referees. 3.1.2. Clubs are not allowed - in any case - to make any payments to the Referees, whose infractions always involving either the Club and the Referees - will be the subjected to a specific participation to the CERS Justice and Disciplinary Commission. 3.1.3. When the organizing club does not assume, in whole or in part, the obligations set out in paragraph 2.1 of this Communication for example, absence of transportation from the airport to the Hotel, failure to pay one or more meals, etc. - the corresponding additional costs will be borne by each of the designated referees, after being registered in the correspondent receipt, in accordance with the provisions of paragraph 3.2.3. b) of this Communication. 3.1.4. In any case, the organising clubs will have to ensure the immediate payment to CERS-RH of all its invoices, which will be issued after the match in question. 3.2. DOCUMENTATION TO BE SENT TO CERS-RH BY THE REFEREES OF EACH MATCH 3.2.1. The Referee 1 of each match is bound to get possession of the original of the corresponding official documents, namely: The MATCH REPORT ; The CONFIDENTIAL REFEREEING REPORT, whenever necessary; The MATCH CONTROL ; The TEAM 1-LICENCES CONTROL ; and The TEAM 2-LICENCES CONTROL 3.2.2. The Referee 1 of each match is also obliged to ensure, with the possible urgency, the following: a) The sending to Mr Cesare Ariatti, VP Communication of CERS-RH, the following information and documents: THE FINAL RESULT OF THE MATCH (to be sent by SMS - phone: +39 335 585 8582) BOLETIM OFICIAL DE JOGO DIGITALIZADO to be sent by email to: vp.communication@cers-rinkhockey.eu) b) The delivery or sending (*) to CERS-RH of the original official documents referred in the previous paragraph 3.2.1. 3.2.3. Each one of the Main Referees of the match will have to ensure the delivery or sending (*) to CERS-RH of the following documents: a) RECEIPT REFEREEING FEES BY MATCH, after duly signed; b) RECEIPT ADDITIONAL REFEREEING EXPENSES, where appropriate, after duly signed and that will have to be accompanied - if necessary by the originals of the supporting the expenses claimed. (*) IMPORTANT NOTE: The sending of official documents of match and/or receipts and expense vouchers of the designated Referees will always be made by mail to the CERS-RH President, to the following address: CERS-RH PRESIDENT Dr. Fernando A. S. Graça R. Pinho Leal, 18 piso 6 4150-620 PORTO Portugal 3.3. DEADLINES FOR THE SENDING OF THE DOCUMENTATION BY THE REFEREES - PENALTY IN BREACH OF DEADLINES 3.3.1. The delivery or sending by the Referees of each match of all the documentation referred to in paragraph 3.2 of this Communication should be ensured within 5 working days after the date of the match in question. 3.3.2. Failure to respect the deadline established in the previous paragraph, will imply for the faulty Referees the impossibility of appointment to any game in any of the European competitions, until the documentation in question is delivered or sent to CERS-RH.
