UNIVERSITY BICYCLE CODE UNIVERSITY OF ILLINOIS AT URBANA-CHAMPAIGN EFFECTIVE MAY 1, 1989 This Code applies to all students who are regularly enrolled in the University; to all University staff and faculty; to all employees of University related agencies officed or located on the campus; and to all other persons who use or park a bicycle on the campus; whether or not they are associated with the University. These regulations are now in effect and are administered by the University Division of Campus Parking in cooperation with the U of I Police Department. CHAPTER 1 DEFINITIONS AND DESIGNATIONS 1.1 Short Title. This set of regulations shall be known as the University of Bicycle Code and may hereafter be referred to by that designation. 1.2 Legislative Body. The power to change, modify, or amend this code shall be vested in the Office of the Vice Chancellor for Administrative Affairs subject to approval by the Chancellor. 1.3 Administrating Agency. The University Division of Campus Parking, in cooperation with the U of I Police Department, is vested with the powers, duties, and jurisdiction to administer and enforce the University Bicycle Code. 1.4 Definitions of Words and Phrases. The following words and phrases, when used in this Code, shall have the meanings respectively ascribed to them in this chapter, except when the context clearly requires otherwise. 1.5 Bicycle. Means every device propelled by human power upon which any person may ride, and supported by either two tandem wheels or three wheels, one of which is 16 inches or more in diameter. 1.6 Bicycle Lane. Means that portion of the bicycle path strictly used for bicycle travel over which a single line of bicycle traffic traveling in the same direction will pass. If a bicycle path includes two or more bicycle lanes, then the term bicycle lane shall refer to any such bicycle lane separately, but not all such bicycle lanes collectively. 1.7 Bicycle Path. Means the entire width between the boundary lines of every traveled way maintained for the exclusive use of bicycles. 1.8 Campus. Means and includes all property, wheresoever situated in the Urbana-Champaign area, owned, rented, or controlled by the University of Illinois. 1.9 Code. When unmodified, means the University Bicycle Code. 1.10 Operator. Means every person who operates or is in actual physical control of a bicycle upon the campus. 1.11 Park. Means the standing of a bicycle whether occupied or not, otherwise then temporarily for the purpose of and while actually engaged in loading or unloading merchandise or passengers. 1.12 Pathway. Means any way other than a traveled way.

1.13 School Day. Means a day or a fraction of a day on which academic classes are officially in session, Monday through Friday. 1.14 State. When unmodified, means State of Illinois. 1.15 Stop. When required, means complete cessation from motion. 1.16 Traveled Way. Means any way, area, or region where vehicles or bicycles are permitted to be operated or parked. 1.17 University. Means the University of Illinois at Urbana-Champaign. CHAPTER 2 REGISTRATION OF BICYCLES 2.1 Registration. (a) All bicycles which are operated or parked on the campus must be registered with the Division of Campus Parking of the University within one school day. Bicycles on which ownership is changed must be re-registered by the new owner within one school day. (b) If the owners are unavailable, then the persons having custody of the bicycle may register it for the owners upon a satisfactory showing that they have the owners consent to do so. 2.2 Registration Sticker. (a) At the time of registration, each registrant shall be furnished an identification card and a numbered registration sticker. The registration sticker is nontransferable (either between persons or bicycles) and shall be affixed only to the bicycle for which it was assigned and shall be affixed (1) with the sticker s own adhesive, (2) with the numerals upright, and (3) to the forward half of the rear upright frame bar which supports the seat. (b) If a registration sticker becomes damaged or broken, or if the owner acquires a new bicycle, then the owner must acquire a replacement sticker from the Division of Campus Parking within one school day after the cause necessitating the replacement has occurred. 2.3 Effective Period. Such registration should be effective from the day registration is completed for as long as the bicycle is under the same ownership. 2.4 Fee. There is no fee for registering a bicycle and obtaining a registration sticker. 2.5 Application Form. The application for registration shall be on a form provided by the University of and shall include: (a) Name, Social Security Number, address, campus phone number of owner. (b) Registrant s relationship with the University. (c) Make, color, serial number of bicycle. (d) Other pertinent information. CHAPTER 3 EQUIPMENT REQUIRED 3.1 Unsafe Bicycles Prohibited. No person shall operate or park on the campus a bicycle which is in such an unsafe condition as to endanger any person or property, or which is not equipped as required by this Code, or the equipment of which fails to meet with or is not adjusted to prescribed standards.

3.2 Warning Devices. Every bicycle shall be equipped with a horn or bell in good working order and capable of emitting sound audible under normal conditions for a distance of not less than 100 feet, but no warning device shall emit an unreasonably loud or harsh sound, whistle, or siren. 3.3 Brake. The rear wheel of every bicycle shall be equipped with a brake which shall enable the operator to make the braked wheel skid on dry, clean, level pavement. 3.4 Lighting Equipment. Every bicycle, when operated on the campus during the period from sunset to sunrise, shall be equipped with and have operating: (a) at the front, a lamp which shall emit a white light visible from a distance of at least 500 feet in front of such bicycle, and (b) at the rear, a red reflector at least 2 inches in diameter which, under normal atmospheric conditions at night, shall be capable reflecting the head-lamp beams of an approaching motor vehicle, for all distances of approach from 50 feet to 500 feet, back to the operator of such approaching motor vehicle; or (c) at the rear, a lamp which shall emit a red light visible, under normal atmospheric conditions at night, from a point 500 feet directly to the rear of such bicycle. CHAPTER 4 OPERATION OF BICYCLE 4.1 Required Obedience to Traffic Laws. Every person operating a bicycle shall do so in obedience to (a) traffic control devices and rules of the road applicable to motor vehicles under Illinois State Laws, and (b) to the regulations included in this Code. 4.2 Where Permitted to Operate. Bicycles shall be operated only a on a vehicular traveled way or in an area where automobiles are permitted or on a bicycle path; except that if a bicycle path is parallel to and adjacent to another vehicular traveled way, then a bicycle shall be operated only on the bicycle path. 4.3 Operator Riding Requirements. A person propelling a bicycle shall at all times have at least one hand in contact with the handlebars and keep his feet in contact with the pedals and shall ride only while either sitting astride and upon the permanent and regular seat, or while standing. 4.4 Passenger Riding Requirements. No bicycle shall be used to carry more persons at one time than the number for which it is designed and equipped. 4.5 Carrying Objects. The hands and feet of the operator of a bicycle shall at all times be free for the operation of the bicycle, and no bicycle shall be so loaded as to obstruct the operator s clear view of the road (both forward and backward) or interfere with his operation of the bicycle. CHAPTER 5 OPERATION ON BICYCLE PATHS 5.1 Rules Applicable to Bicycle Paths. Rules of the road applicable to automobiles on the highways shall apply to bicyles operated on bicycle paths in the same manner as they apply to automobiles operated on the highways, unless such application is clearly inappropriate or this Code explicitly requires a different course of conduct.

5.2 Traffic Control Devices on Bicycle Paths. Traffic control devices on bicycle paths shall be in conformance with this Code and an operator of a bicycle is required to obey the mandate of these devices at all times. 5.3 Control Signals on Parallel Roadway. Traffic signals, yield signs, or stop signs facing the roadway which runs parallel to a bicycle path shall apply also to the operators of bicycles on such parallel bicycle path, if such path leads into or crosses the area or cross street for which such traffic signal, yield sign, or stop sign was erected to protect. 5.4 Bicycles to Operate on the Right. (a) Upon all bicycle paths a bicycle shall be operated only upon those bicycle lanes which are to the right of the center line, except: (1) when overtaking and passing another bicycle proceeding in the same direction; or (2) when passing an obstruction; or (3) when on a bicycle path designated and so posted by sign, as a one-way path. (b) Upon a bicycle path where the bicycle lanes are separated by a median strip, a bicycle shall be operated only on those bicycle lanes which are to the right of such median strip. 5.5 Yielding to Pedestrians. Whenever a bicycle path crosses a pathway used for pedestrian travel, the operator of a bicycle shall yield the right-of-way to any pedestrian using such pathway. 5.6 Crossing Yellow Line Prohibited. No person shall operate a bicycle on or across any yellow line. 5.7 Crossing Median Strip Prohibited. No person shall operate a bicycle on or across any median strip. CHAPTER 6 BICYCLE PATH CONTROL DEVICES 6.1 Devices to Be Uniform. Traffic control devices for bicycle paths shall be uniform throughout the campus and shall conform as closely as possible to the standards established by the Illinois Manual of Uniform Traffic Control Devices for Streets and Highways, except where this Code specifically requires otherwise. 6.2 Center Lines. (a) A center line divides a bicycle path into two parts, each of which has a traffic flow opposite to the other. A center line need not be located at the geometric center of the bicycle path. (b) On a bicycle path of two lanes only, the center line shall be a single, broken white line 4 to 6 inches wide. (c) On a bicycle path of more than two lanes, the center line shall be a single solid white line 4 to 6 inches wide. 6.3 Edge Lines. (a) Edge Lines mark and fix the extreme width limits of a bicycle path. (b) An edge line shall be a single solid yellow line 4 to 6 inches in width, except where the bicycle path is contiguous to a highway, in which case the edge line on the highway side l shall be a double yellow line. 6.4 Lane Lines. (a) Lane lines divide that portion of a bicycle path on one side of the center line into two or more lanes for bicycle traffic in the same direction. (b) A lane line shall be single broken white line 4 to 6 inches in width. 6.5 Regulatory Signs. Regulatory signs when used on a bicycle path shall be (a) geometrically similar to, and (b) have the same meaning as their highway counterpart.

6.6 Pavement Markings. (a) Pavement markings, either word or symbol, may be used either in place of or in support of a standard regulatory sign. (b) Word markings shall be on a contrasting background and shall consist of letters not less than 5 inches high nor less than 3 inches wide, and all such letters shall be so oriented as to show right side up to an approaching bicyclist. CHAPTER 7 RULES OF THE ROAD 7.1 Speed Restrictions. No person shall operate a bicycle at a speed which is greater than that which is reasonable and proper with regard to the traffic conditions at the time or which endangers the safety of any person or property. 7.2 Clinging to Moving Vehicles. No person operating a bicycle shall attach himself or the bicycle to any moving vehicle. 7.3 Riding Abreast Prohibited. A person operating a bicycle shall do so only in single file with other bicycles, except on a bicycle path permitting two lanes of bicycle traffic in the same direction. 7.4 Hand Signals. No operator shall turn his bicycle from a direct course without first giving a clear hand signal to that effect. Such hand signal shall be given at some time during the last 100 feet traveled by the bicycle before turning and shall be given with the left arm and hand and shall indicate as follows: (a) Left turn. The hand and both parts of the arm aligned and extended horizontally to the operator s left. (b) Right turn. With the elbow to the operator s left and the two parts of the arm making a 90 degree angle with each other and the hand extended upward. 7.5 Bicycles to Ride to the Right. No person shall operate a bicycle upon a roadway other than in the direction of the traffic flow and as near to the right side of the roadway as is practical. CHAPTER 8 PARKING 8.1 Where Parking Is Permitted. Bicycles shall be parked on campus only in an area which is specifically designated by sign (which is posted at the time of parking) as a Bicycle Parking Area or which is designated by the presence of racks for bicycle parking. Should all available space within a specific bicycle parking area is not a valid reason for violation of this regulation. 8.2 Methods of Parking. (a) Within any bicycle parking area, a bicycle must be parked in a manner which obstructs only one of the positions provided by the bicycle rack. (b) Within a bicycle parking area, parking which obstructs entrance or exit shall be prohibited. (c) No person shall leave a bicycle unattended without first locking such bicycle securely to a bicycle rack. 8.3 Impounding. (a) Any bicycle may be impounded if: (1) such bicycle is parked in an unauthorized place or manner; or (2) such bicycle is not properly registered; or (3) such bicycle appears to have been abandoned. (b) Any impounded bicycle which is not redeemed within 30 days after notice shall be considered as abandoned and will be disposed of by the University as abandoned property.

(c) In the case of any registered bicycle so impounded, notice shall be sent within 15 days after such impounding to the registered owner at the place of residence designated on the latest registration form on file with the Division of Campus Parking. CHAPTER 9 PENALTIES 9.1 Parking Violations. Any person whose actions result in a violation of provision of Chapter 8 (Parking) shall be assessed $5.00 for each violation. 9.2 Operator Violations. Any person whose actions result in a violation of Chapter 4 (Operation of Bicycle) and Chapter 5 (Operation on Bicycle Paths) shall be assessed $15.00. 9.3 Registration Violations. Any person who fails to register a bicycle in the time allotted shall be assessed $10.00. 9.4 Payment of Assessments. (a) Penalties may be paid directly to the Cashiering Operation, Room 100B, Administration Building, or by placing the correct amount in the violation envelope and depositing it in a red courtesy box. (b) Failure to satisfy the penalties assessed may result in billing and collection by the University Business Office, and/or may result in denial of University parking privileges, and may be enforced by impounding. 9.5 Responsibility. A faculty/staff or student in whose name the bicycle is registered with the University is responsible for any parking violation issued to the bicycle. 9.6 Appeals. Any person who desires to appeal the imposition of any assessment hereunder may submit a written appeal obtained from the Division of Campus Parking, 505 E. Green, Champaign. All appeals will be decided by the Bicycle Appeals Board.
