TRACK READY REFERENCE CARDS ACKNOWLEDGEMENTS This set of ready reference cards has been put together with the help of various interested officials. It is hoped that they will become a welcome tool for those of you who officiate regularly and are trying to encourage new people to the ranks. For officials who are making the effort to become multiskilled and have perhaps not worked in a specific area for a while, these cards should concisely provide key information when it is needed most. It is not intended, however, that the cards replace the IAAF/IPC Handbook which remains the authority on the rules of athletics. Responsibilities of Track Judging Chief Judge allocate judges duties if judges cannot agree refer the matter to the Track Referee lap count for each competitor in events which do not finish in lanes Judges all be located on the same side of the track (can be inside or outside of the track) preferably on a raised platform judge from when the torso (not arms, legs, neck, head) of the competitor reaches the plane of the finish line closest to the start judge places NOT lanes UMPIRING Eyes of the Referee Raise a yellow flag or card for any breach of track rules: running on inside line of the lane (automatic disqualification if on the bend) note location cutting in too soon at the 800m cut-in trailing either leg below the top of the hurdle deliberately knocking down hurdles impeding another competitor judge when the baton has been exchanged in a relay Lap score for events of 5000m or greater LAPSCORING/LAPCOUNTING Keep a record of laps for each athlete in races longer than 500m Record times for each athlete on lap sheets for races/walks 5000m and longer Lap counter used for all events 800m and longer Change lap board when leading athlete enters straight Ring bell as each athlete begins final lap Call lap times then how many laps to go to all athletes 0 km 5 laps. 5 k.5 laps. 3 k ~7.5 laps. (+ see steeple) START CO-ORDINATOR Allocate duties of the start team Supervise all duties Inform the starter that all is ready for the start competition director to give clearance to start Keep all paper work regarding false start (s). Also reaction times for electronic starts. Liaise with Technical staff if electronic timing being used STARTER/RECALL STARTER Start all races with the gun (pistol), using the commands: On Your Marks, Set for distances up to 400m (including the 4x00m relay) followed by the gun; On Your Marks for races longer than 400m, followed by the gun. Watch the Chief Timekeeper for a signal to start the next race. Control the false start together with the Start Referee. Recall a race if a false start is deemed to have occurred Starter has sole control of athletes on their marks Warnings and Disqualifications can only be made by the Starter One or more recallers to assist the Starter ABBREVATIONS USED in TRACK EVENTS DNS Did not start DNF Did not finish DQ Disqualified r Retired from competition Q Qualified by place q Qualified by time qr Advance to next round by Referee qj Advanced to next round by Jury of Appeal YC Yellow Card YRC Second Yellow Card RC Red Card FALSE START Any competitor whose hands and or feet leave contact with the ground and or the blocks shall be deemed to have false started. Any competitor false starting shall be disqualified. Red/Black Card shown to the Athlete. If the false start is caused by a technical hitch or is unsteady then a green card is shown to all athletes. No False Start Combined events One false start (Yellow/Black Card shown to athletes) then the next athlete to false start shall be disqualified (Red/ Black Card shown to the athlete who caused the false start) For wheelchair races (800m or +) the starter may recall the race if a collision occurs in the st 50m. START LINE CHECK LIST Athletes in correct race/heat/lane Number bibs, hip numbers worn correctly Athletes assembled 3 m behind start Athletes completely within their allotted lanes Hands, knees, feet correct in crouch starts Hands, feet not touching start line during start Relay batons ready & returned after race Lane markers, electronic equipment in readiness Lane markers, speakers and blocks off track after 400m start Wheelchair Front Wheel on ground behind the line Ambulant athletes do not have to use starting blocks except T,, 3 and T0 Masters athletes do not have to use starting blocks

MANUAL TIMEKEEPING Chief Timekeeper Signal to the starter immediately the timekeepers, judges are ready for the next race to begin. Allocate the duties of the timekeepers and record all times taken by the timekeepers. Determine the times for each race. LONG JUMP FAILURES Touches the ground beyond the take-off line with any part of the body, whether jumping or in the act of jumping Takes off from outside either side of the board, whether beyond or before the extension of the take-off line Touches the ground between the take-off line and the landing area Employs any form of somersault whilst running up or in the act of jumping In the course of landing touches the ground outside the pit closer to the take -off line than the nearest break made in the sand When leaving the landing area, the first contact by foot with the ground outside the pit is closer to the take-off line than the nearest break made in the sand Leaves the pit in any other manner as per Rule 85. TRIPLE JUMP FAILURES Same as for Long Jump except that the competitor must perform a HOP (lands on same foot), a STEP (lands on opposite foot) and a JUMP. It is not a failure if the sleeping leg touches the ground. NOTE: The use of a plasticine indicator board for both Long Jump and Triple Jump is only to assist the board judge in making a decision TRIPLE JUMP TAKE-OFF BOARDS Open Men 3 m, Open Women m, F46 Men 9m, F46 Women 9m, F minimum 9m, F-3 minimum m Board distances of 5 m, 7 m, 9m may be used for younger ages or Masters events HIGH JUMP FAILURES Takes off from two feet After the jump the bar does not remain on the supports because of the action of the competitor whilst jumping Touches the ground including the landing area beyond the plane of the nearer edge of the uprights, either between or outside of the uprights with any part of the body, with out clearing the bar (if touches the bag with the foot whilst in the act of jumping and the judge determines that no advantage was gained it is not a failure) Touches the crossbar or the vertical section of the uprights when running up without jumping HIGH JUMP FAILURES External Forces: When it is clear that the bar has been displaced by a force not associated with a competitor (e.g. a gust of wind) then: if it occurs after the competitor has cleared the bar without touching it then the attempt is considered successful; if it occurs under other circumstances then the competitor is awarded another jump by the Referee. NOTE: the officials can hold the bar on until the point at which the competitor is about to jump NOTE: Before competition the underside and front of the bar should be marked. The measurement for the height of the crossbar shall be made perpendicularly from the ground to the lowest part of the upper side of the bar. READING THE TAPE LONG & TRIPLE JUMP pit The runway zero of the tape is attached to the spike. All measurements are made from the nearest break in the sand made by any part of the competitors body or anything attached to the body at the time it made the mark back to the take-off line or take-off line extended. The measurement shall be taken perpendicular to the take -off line or its extension. All measurements are to the nearest centimeter below the measurement e.g. 4m 7.7cms = 4.7m READING THE TAPE THROWING EVENTS Place the spike (with zero end of tape attached) where the implement lands Pull the tape back through the centre of the circle or the 8m mark on the javelin runway read at the point where the tape measure touches the inner edge of the circle/iron band or stop board or arc. All measurements are to the nearest centimeter below the measurement e.g. 34m 3.6cms = 34.3m PLACINGS & COUNT BACK: VERTICAL JUMPS First - Lowest No. of jumps at the height the tie occurred if still tied Then -Lowest total of Failures in the competition up to and including the height last cleared if tie still cannot be broken but is NOT for st place, the tie remains. However if tie IS for st place then A JUMP OFF: Jump Per Person at the next height after the height last cleared by the athlete concerned. A successful clearance by one of the athletes determines the winner. However, at area/state if there are more than eight competitors the best 8 should be given six trials (or 4 or 5). If less than eight all competitors should be given six trials (or 4 or 5) Record the measurement for each competitor s jump At the end of round three work out the best jump for each competitor and reverse the order of jumping from worst to best if further rounds. Count back if a tie. NOTE: If a tie at the end of competition the decision is made on the next best jump etc.

POLE VAULT FAILURES After the vault the bar does not remain on the pegs because of the action of the competitor whilst vaulting Touches the ground, including the landing area beyond the vertical plane through the back end of the box with any part of the body or with the pole, with out first clearing the bar. After leaving, the ground places the lower hand above the upper hand or moves the upper hand higher on the pole. During the vault an athlete steadies or replaces the bar with his hand(s) POLE VAULT FAILURES After the release of the pole, no one including the athlete shall be allowed to touch the pole unless it is falling away from the bar or uprights. If it is touched, and the Referee is of the opinion that, but for the intervention, the bar would have been knocked off, the vault shall be recorded as a failure If in making an attempt, an athlete s pole breaks, it shall not be counted as a failure and the athlete shall be awarded a new trial. Side and back rest (not exceed 5cm in thickness) must be non flexible A day chair can be used if it meets the criteria Throwing Frames will be measured in the Call Room Frames can be inspected immediately prior to, during and after the event SECURED THROWS/ HOLDING BARS Holding bar must be a single straight piece of material without curves or bends and without springs, joints or articulations. Cross section of the holding bar must be circular or square (not oval or rectangular) Point of attachment to the frame must contain no levers or hinges Holding bar may have tape or other suitable material but this must not result in any unfair advantage No part of the bar/throwing frame shall move except for incidental movement SECURED THROWS A reasonable amount of time taken to set up the frame will be permitted, this also depends on how efficient the volunteers are All parts of the frame must be within the circle NOTE: If the tie downs break or fail during an attempt the Referee should if the attempt is valid the athlete has the option of either keeping the distance or retaking the trial.
