The Wisconsin Little Ten Boys and Girls Indoor Championship Plan Book is presented for the benefit of member schools, the new media, and other interested parties. Included within it is background information, the organizational plan for this year's Indoor Championship Meet, plus other related information. The WLT trusts you will find the Plan Book a useful reference in preparing for the 2013-2014 WLT Track and Field Indoor Championships. Coaches meeting will be held in Room 170 at 3:30pm. 1. Meet Entries a) Meet entry information is enclosed with this Plan Book. WLTC Indoor information will be received by each school 2 Fridays prior to the meet. On-line deadline for entries is 12:00 noon on Friday, April 4, 2014 to PT Timing. Late entries will not be seeded. b) The following limitations on number of entries will be in effect for the Indoor Championship Meet: A competitor may compete in any four (4) events, but in a maximum of three (3) running events or a maximum of three (3) field events. If a competitor exceeds the individual participation limitations, individual points, team points and place(s) earned by that competitor in the event(s) beyond the maximum permitted shall be forfeited. Schools may enter 2 per event. Entry limits will be determined by the WIAA State Tournament Series protocol. c) Entries will be posted by 9:00 A.M. the day prior to the meet. Changes should be made by 9:00 A.M. the day of the meet. Please email Chuck Olson at chuck.olson@oasd.k12.wi.us. Final changes can be made at the meet site. d) Seed times for entries should be accurate times that an athlete has already performed in a meet or a time from the event last season, not an estimation of what the athlete hopes to perform in the upcoming meet. All times submitted for races 800m or shorter must be FAT times. Seed times should be from 200 meter track size. 2. Scoring a) The meet will be scored 10, 8, 6, 5, 4, 3, 2, 1 for all events. (8 places) 3. Awards a) In accordance with the WLT By-Laws, awards will be presented as follows: Individual Awards: 1st - Medals 2nd - Medals Team Awards: Trophy to Champion b) Awards will be distributed in envelopes during the meet and given to the head coach at the conclusion. c) The team award will be presented at the conclusion of the meet. 4. Rules a) The meet will be governed by the current National Federation Edition of Track and Field Rules, with adjustments and modifications outlined in the Plan Book or through the Wisconsin Little Ten or WIAA. b) A competitor may compete in any four (4) events, but in a maximum of three (3) running events or a maximum of (3) field events. The WIAA Tournament Series Rule for entries applies. (Relay entries count as an event even if as an alternate). Seed times for entries should be based on a 200 meter track.

c) If a competitor exceeds the individual participation limitations, individual points, team points and place(s) earned by that competitor in the event(s) beyond the maximum permitted shall be forfeited. d) Time limit for excused competitor: Competitors excused to compete in another event have a maximum of 15 minutes from the time they are called up in order until they must make themselves available for their next trial. e) Each team is permitted changes in their submitted line-ups. These changes should be made upon arrival at the track site and before the heat sheets or programs are distributed. Changes will be made through a Scratch/Replacement sheet included with the Plan Book. Individuals involved in changes will not be reseeded, and will assume heat and lane assignments originally assigned. f) Personal audio equipment with headphones is acceptable. 5. Admissions Adults: $4 Students: $2 Complimentary admissions: WLT ADs and spouses WLT Principals and spouses WLT Administrators and spouses WLT Executive Secretary and spouse Other Special guests designated by the host school. News media Meet workers Track Coaches and spouses 6. Track Uniforms a) Track and Field Uniforms\Equipment for the Wisconsin Little Ten Championships will be governed by the "Track & Field/Cross Country Uniform/Equipment Regulations" for that given season. This document is distributed at the Rules Interpretation meeting. b) If a school is not able to issue one standard uniform to participating athletes due to budget constraints, this matter is to be brought to the WLT ADs for a waiver (to the WIAA/NF uniform rule) prior to the day of the meet. 7. Meet Officials a) The Executive Secretary of the WLT will hire the 3 meet officials. The host school will pay these officials and will be reimbursed, upon request, by the WLT treasurer. 8. Program a) All programs produced for spectators and coaches will contain WLT Track and Field records. 9. Facility a) The facility will be opened to athletes for warm-ups starting 60 minutes prior to the first scheduled event.

10. Running Event a) The Indoor Meet should be timed with a FAT system. b) The Meet Director shall determine the preferred lanes and the number of participants or teams in heats, sections, and finals of all running events. Heat Seeding seed 1 heat 2 lane 4 seed 2 heat 1 lane 4 seed 3 heat 1 lane 5 seed 4 heat 2 lane 5 seed 5 heat 2 lane 3 seed 6 heat 1 lane 3 Preferred Lane Assignments c) Races: All straight dashes and hurdle races Lane assignments; fastest to slowest d) In the 55m/55H finals, the final will be conducted in a 2 heat final. The slowest 4 qualifiers will race in the first heat the fastest 4 qualifiers will race in the 2 nd heat. e) Races: 6 Lap Relay/4 Lap Relay; 400/440; 200/200H Lane assignments: fastest to slowest - 3, 2, 4, 1 f) Races: 1600 Relay/3200 Relay Lane assignments: fastest to slowest - 1, 2, 3, 4 g) Lanes are to be assigned/seeded in the same manner for the preliminaries and finals of respective events. h) Sections must be established on the basis of best qualifying times, with the group of slowest runners or relay team in the first section, and the group of fastest runners or relay teams in the last section. Events run in sections will be conducted on a time basis. i) The number of sections shall be determined by the Meet Director, depending on the number of entrants. Heats should be filled to 8 with fastest times, remaining athletes are placed into a 2 nd heat. j) Qualifying from preliminaries to finals in individual running events will be: 1. Heat winner 2. Next fastest times to fill lanes in final 3. If handheld times are used, all must be taken to the 100ths. Run-offs will be held if necessary. Conference records set in preliminaries (or finals) must be recorded to 100ths or FAT. 4. Final recorded times are to be recorded to 100ths (rounded up). k) All races 400m and shorter must be timed by FAT system. Other races can be timed by FAT or hand at the discretion of the meet director.

l) The coaches have until the Clerk of Course checks in the relay teams for the respective event to determine which runners will compete on a relay team. m) Only flats will be allowed. n) Each team shall provide its own relay baton. Meet management will provide starting blocks for all competitors, except for those using the standing start technique. Schools are allowed to bring their own starting blocks, as long as those blocks do not require modification of the track. 11. Field Events a) The order of competitors in the High Jump, Pole Vault and Shot Put for boys and girls shall be seeded by time/distance/heights. b) Shot Put flights will be used for all competition. There will be a 15 minute warm-up between flights; 10 minutes after flights before the final. The 9 finalists will compete in "reverse order". c) Long Jump The Long Jump will be flighted and the trials and finals will be taken in a 1-1-1 jumping order for each individual. After a 10 minute break following the trials, the 9 finalists will compete in reverse order. d) If there is an attempt to establish a record in the high jump or pole vault, the bar must be measured only before the jump or vault. Field events must be measured and recorded in feet and inches. Measurements in all other field events are measured to the lesser 1/4 inch. e) Each team should provide its own legal shot and vaulting poles. Any shot that is to be used in competition must be measured and marked by meet officials. Only implements that are marked may be used in the competition. All contestants must use only properly weighted, measured and marked implements for actual competition. Any competitor may use any implements approved for the competition. All vaulting poles must be properly marked. A coach must also verify, with the head judge, each athlete s body weight. f) Qualifying from preliminaries to finals in each respective field event will be a maximum of nine (9) competitors. All competitors who tie for the 9th finalist spot will advance to the finals. g) Opening Heights: Opening Heights will be determined as per the WIAA Tournament Series. The 5 alive procedure will be used in the HJ and PV. 12. Directions are on rschool Today 13. Concessions will be available during the meet. 14. Rest Rooms will be available on the North end of the field house and in the gym lobby area.

15. Duties of the Meet Director a) To receive all entries and establish heats, flights, etc. to allow for efficient running of the meet. b) To notify participating schools, in advance of the meet, as to requirements for spikes at the meet site, plus any other pertinent information regarding the meet. A copy of material sent is to be mailed to the WLT Executive Secretary. c) To receive the Scratch/Replacement forms from coaches and record the information. d) To see that all equipment and the track and field event areas are in good condition and properly prepared and marked. e) To arrange for the proper number of events judges, assistants and personnel to work, so the meet is conducted smoothly. f) To conduct a meeting with the assistance of Meet Officials, for all track event officials and all field event officials. g) Official meet results are to be compiled during the meet and be furnished immediately after the meet ends. Each team and the news media shall receive 2 copies of official meet results, unless provided electronically online at a website address. h) To see that news media are notified before the meet of pertinent information, and to give the news media the web address of where final results may be obtained at the conclusion of the meet. Each coach is to work cooperatively with the news media in the vicinity of his/her school. i) Inspect and assemble all awards upon receipt, and notify the WLT Executive Secretary as soon as possible in case of any problems. j) To conduct and organize awards presentation as best fits the meet schedule. k) To appoint the Jury of Appeals Committee. l) The Jury of Appeals shall meet briefly with the meet director and the Meet Referee prior to the start of the WLT Championships to review meet regulations. m) To provide the WLT Secretary with first and last names of all first and second place finishers, including relays.
