Session Objectives Defining Entrapment Alberta Health s Proposed Changes to Alberta Pool Standards 2014 Lifesaving Society Anti-entrapment Plan Alberta Health Services Anti-entrapment Checklist
Entrapment occurs when: body is held against submerged suction outlet by force of pools suction article of clothing, jewelry, hair or a limb is caught in outlet. What is an Entrapment?
Not all entrapments caused by suction Excessive water through a cover can entangle and knot hair Can become physically entrapped as a result of physically being stuck in an outlet or submerged pipe What is an Entrapment?
Five Forms of Entrapment 1. Body Entrapment 2. Limb Entrapment 3. Hair Entrapment 4. Mechanical Entrapment 5. Evisceration/ disembowelment
Proposed Changes to the Alberta Pool Standards Alberta Health is considering the following antientrapment changes to the Alberta Pool Standards: Improve requirements based on science Provide clarity
Proposed Change #1 Some definitions added for clarity. Maximum flow rate Maximum possible flow based on pump running at full speed
Proposed Change #2 Operating records must be maintained to provide information regarding (5.1): Proposed - Equipment maintenance, including pump modifications which potentially affect flow rate
Proposed Change #3 Water speed and flow are limited so that outlet covers operate safely. Current - Suction outlet cover water velocity maximum 0.5 meters/second (1.5 feet per second) as calculated in Schedule C. Proposed - Manufacturer s flow rate used instead
Proposed Change #4 How water flow is divided across multiple outlets is specified for clarity when sizing outlets. Assumes 1 outlet is blocked. Was for pools built after Nov. 2014 only The table will now apply to existing pools Percent of flow through each unblocked outlet. 2 outlets in total 3 outlets in total 4 outlets in total 5 outlets in total 6 outlets in total >6 outlets in total 100% 50% 33% 25% 20% 100% / (# of open suction outlets)
Proposed Change #5 The water flow rate must be known so that outlets can be properly sized. Proposed: Where flow rate cannot be determined an engineer must be consulted
Proposed Change #6 As well as safe outlet covers, there must also be suction prevention measures such as dual drains. New options proposed: Outlets on different planes no longer require engineer
Proposed Change #6 As well as safe outlet covers, there must also be suction prevention measures such as dual drains. New options proposed: Relaxation for existing dual drains closer than 900 mm centre - centre
Proposed Change #6 As well as safe outlet covers, there must also be suction prevention measures such as dual drains. New options proposed: Minimum 66 cm (26 inches) from the outside edge of one cover to the inside edge of the second cover on the same plane
Proposed Change #6 66 cm (26 inches) outside - inside edge
Proposed Change #7 Outlet problems are dangerous so immediate actions must be taken. Current - immediate closure is required for all outlet problems. Proposed - Options may be considered with AHS to allow the pool to remain open.
Deadline for renovations: Current Compliance by November 30, 2017 Proposed Change #8 Proposed - Drain or outlet changes extended to November 2019 Vacuum and skimmer equalizer lines still require safe covers by November 2017
Going Forward Nothing has changed as of today. Operators still have to meet the requirements as outlined in the 2014 Pool Standards and Alberta Swimming Pool, Wading Pool, and Water Spray Park Regulation. You now have a heightened awareness that some changes may be coming.

If 2 or more pumps are connected to one set of outlets then the maximum system flow rate will be the added flows (combination) of all pumps connected to it. Pump manufacturer, make, model number, horsepower of pump What is the maximum flow rate? Refer to Appendix A for details If available you may include manufacturer s specifications such as pump curve and manual. Include any supporting documents such as photos of flow meter, gauges and devices used for calculation How was the maximum flow rate determined? (please circle one) a) Pump method 1 flow meter b) Pump method 2 pressure/vacuum gauge (TDH) c) Maximum pump flow according to pump curve d) Ultrasonic flowmeter How many suction outlets are connected to the common suction line piped to the pump(s) listed above? Suction outlet details Manufacturer, make, model, maximum flow rating of cover A plumbing diagram should be included to clarify the plumbing of each system. Include a copy of certificate of compliance for the suction outlets. Is the outlet certified to ANSI/APSP-16? Does each outlet system have a cover with a flow rating equal to, or greater than the maximum flow rate? Refer to Appendix B Is the outlet cover within the operating lifespan based on the installation date and marked life? Installation date: Life span according to manufacturer: Expiry date:
What type of sump is in use? Does the sump meet the manufacturer s requirements? See Appendix C How is the outlet cover installed to the sump? If existing frame is in use, is the frame cracked, broken or damaged? Is the cover securely attached to a sump or fitting?
