CTY OF BETHANY, OKLAHOMA WATERSDE PROJECT PLAN Ths Project Plan contemplates the development of an eght( 8) acre area descrbed on Exhbt A attached hereto. The development s expected to nclude a medcal offce buldng, a hotel, restaurant and spaces for approxmately twelve ( 12) retal, professonal and servce establshments, wth requste parkng, streets, brdges, water, sewer, dranage, gas, electrc and electronc facltes. Ths development, the Watersde property at Lake Overholser, s an deal subject for Tax ncrement Fnancng. The Cty of Bethany has had the ntenton to develop ths area snce the early 1980' s, when Paulne's Bat Shop occuped the ste. Ths property was later purchased by the Carger Corporaton and was planned to become a 160, 000 square foot shoppng center wth a grocery store. Ths dd not occur and the land has remaned vacant and for sale snce that tme. n the late 1990' s ths land was owned by the Cty of Bethany, but due to new map revsons from FEMA t was determned that the Watersde property was n a flood plan. The Cty of Bethany remeded ths by rasng the entre 8- acre tract by two and a half to three feet wth several hundred trucks of drt. We, the Developers and Cty Staff, do not beleve any sol stablzaton was done. Ths may create an ssue whle buldng. We beleve that ths ssue can be addressed by the TF. We feel that the tmng for ths property s now sutable to develop, and t holds hgh potental as a TF development. There are multple reasons to develop ths area whch wll beneft the Cty and Ctzens of Bethany. Ths s a prme locaton, and s n an area that currently has much to offer. The property located to the west s home to Oklahoma Cty Adventure Sports, paddle boats and canoes of Lake Overholser and the North Canadan Rver. The restored hstorc Route 66 brdge s also located to the west and as a landmark t draws many toursts. The Cty of Oklahoma Cty offers both bkng and hkng trals n ths area. Ths locaton has multple attractons and offers great recreatonal actvtes. Sprng and summer months draw hundreds of people daly, whle to the north NW 39th Expressway serves around twenty thousand vehcles a day. Wth ths amount of traffc, we envson a hotel settng wth offce, retal and restaurant locatons to captalze on toursm, locals, and recreatonal users.
There s already a strong tourst presence n the area but we want to ncrease and strengthen the tourst destnaton opportunty. We want to make ths a more attractve area that offers a famly frendly atmosphere that the patrons can enjoy nature wth amentes that are not offered n surroundng areas. Lake Overholser provdes an mperatve beneft to the success of ths TF development. Ths allows for beautful sunsets on the lake and a scenc lake vew for toursts that stay n the hotel. Ths area wll become the gateway for the Cty of Bethany on Route 66 and wll attract tourst wth a "Welcome to Bethany" sgn stretchng over Northwest 39th Expressway. A creek runs through ths property whch would allow for further development. The desre would be to contnue the walkng and bkng trals on the property runnng along the creek, and perhaps add facltes for fshng. The tral system would connect to the east on NW 39th Expressway nto the cty of Bethany. The southwest corner of ths property stll les n the flood plan, but creatng a pond wth a waterfall could serve as a two-fold objectve for dranage and detenton. Access to the amentes of the property would be created wth a man street that travels through the mddle. Ths dea would be to do somethng dfferent, wth character, lke a brck paved roadway to gve t a hstorc feel. New lghtng at NW 39th Expressway and Overholser Drve would llumnate the new Man Street. Consder new sgnalzaton lghtng ntegrated nto the gateway of Route 66. Man Street would offer a playground area, a restaurant and a new Route 66 monument. Ths would allow toursts a place to stop, stretch, and dne, whle locals a new spot to enjoy. The addton of a monument to Man Street would play on Oklahoma hstory and Natve Amercan hertage. Ths was the meetng place where dfferent Natve Amercan trbes met for peace talks. We want to encapsulate ths rch hstory n a beautful new monument. n order to successfully acheve ths dream, we need to offer somethng creatve and unque. We want the Watersde concept to be specal lke no other n West Oklahoma Cty, smlar to a small vllage. We want to offer an envronment that s nvtng to toursts and attractve to locals. Ths wll create a destnaton pont that people wll want to ts offerngs. Patrons can enjoy hangng out by the water, enjoyng a burger at the restaurant. They wll recommend and share ths great new spot wth famly and frends. The Watersde area s a perfect opportunty for a TF. Wthout a TF, these deas are cost prohbtve and a venture not worth the nvestment. Wth publc support, TF would make t a great gateway to the Cty of Bethany that wll reclam ts dentty for generatons to come.
The estmated project costs and admnstratve expenses are shown on Exhbt B attached hereto. The source of revenues expected to pay project costs s: ( a) publc fnancng to be repad from ad valorem taxes over a perod of not to exceed twenty-fve ( 25) years, on the assessed value thereof, only over and above the present assessed valuaton thereof; (b) certan excse taxes leved by the Cty of Bethany, Oklahoma and; ( c) prvate fnancng suppled by ndvduals and busnesses to be located thereon. t s estmated that fnancng wll be completed wthn three (3) years.
