Introduction to AYBA American Youth Basketball Association 9/14/2016 AYBA Rules and Regulations 2017 National Championships American Youth Basketball Association (AYBA) is a youth membership organization which provides opportunities to youth athletes for development in the sport of basketball. 2. Membership Team membership is $25.00 per team which includes $25,000.00 of secondary medical insurance per player. This insurance is only valid while participating in the AYBA National Championships. 3. Eligibility BOYS-AMERICAN DIVISION All teams must meet the following criteria : 8 & Under Division A player cannot be older than 8 on August 31,2017 9 & Under Division A player cannot be older than 9 on August 31,2017 10 & Under Division A player cannot be older than 10 on August 31,2017 11 & Under Division A player cannot be older than 11 on August 31,2017 12 & Under Division A player cannot be older than 12 on August 31,2017 13 & Under Division A player cannot be older than 13 on August 31,2017 14 & Under Division A player cannot be older than 14 on August 31,2017 15U/9th Grade Division A player cannot be older than 15 on August 31,2017. Grade Exception: A player who is in the 9th grade and who is no older than 16 on August 31,2017 can play in the 9th grade division 16U/10th Grade Division A player cannot be older than 16 on August 31,2017. Grade Exception: A player who is in the 10th grade and who is not older than 17 on August 31.2017 can play in the 10th grade division. 17U/11th Grade Division A player cannot be older than 17 on August 31,2017. Home School Students must furnish proof,from their governing body,acknowledging their grade level. 5. Acceptable Forms of Age Verification (a) Copy of birth record from the state,country or municipal Bureau of Vital Statistics at the place of birth. (b) Valid state issued Drivers license. (c) Current and valid passport. (d) Copy of the delayed registration of birth if the player's birth was not recorded on his/her day of birth; issued by the same governing bodies. (e) Consular Service Form FS 240 (Report of Birth) by the U.S. Department of State. (f) Immigration and naturalization Forms I-151 and I-25 and Form 43 R311-7 issued by the U.S.Department of Justice. 6. Players on Multiple Teams Players may only play on one team at the AYBA National Championships. 7. Eligibility Disqualifications It is the responsibility of all Head Coaches to ensure that their team meets all eligibility requirements to participate in the AYBA National Championships. Eligibility disqualifications are as follows : (a) If a player is found ineligible prior to the start of the tournament,he/she will be expelled from the tournament,but the team will be allowed to play. (b)if a player is found ineligible during a tournament,the player will be expelled from the tournament and the team will forfeit all games in which the ineligible player was listed on the official score sheet. The team may continue to play,if applicable,without the ineligible player. (c)if a Head Coach is found to have prior knowledge of any ineligible players,the team will be immediately expelled from the tournament and the coach may face additional disciplinary action.

8. Player Transfer An AYBA player may transfer to another team under the following conditions : (a)if the transfer is for a player to compete with a team that will be playing in the AYBA National Championships,providing his/her team will not be playing in the AYBA National Championships. (b)if the transfer is due to events outside the control of the player and serves in the best interest of the player. 9. Boys Team Restrictions Boys may only play on Boys teams. 10.Girls Team Restrictions and Exceptions Girls may only play on Girls teams with the following exceptions : (a)a Girl may play on a Boys team in the 8 and under & 9 and under Divisions. (b)only three Girls are allowed to play on a Boys team. 11.Team Roster Limit Team rosters will be limited to 15 players per team. 12. Governing Body of Rules and By-Laws National High School Federation Rules and AYBA Rules and Regulations will apply. 13. Length of Games All Divisions will play 8 minute quarters at the National Championships. 14.Length of Overtime Length of overtime will be 1/2 of a regulation period. 15. Length of Half-Time Length of half-time will be a minimum of 5 minutes. 16.Length of Pre-Game Warm-Up Length of pre-game warm-up will be a minimum of 5 minutes. 17.Basketball Specifications AGE/GRADE SIZE of BASKETBALL Boys-8u,9u,10u,11u & 12u 28.5" (official women's basketball) Boys-2nd,3rd,4th,5th & 6th Grades 28.5" (official women's basketball) Boys-13u & 14u 29.5" (official men's basketball) Boys-7th,8th,9th,10th & 11th Grades 29.5" (official men's basketball) Girls-All Divisions 28.5" (official women's basketball)

18. Basketball Height Specifications All Divisions(Boys and Girls)will use 10 foot height baskets. 19. Running Clock Rule At the time a team gains a lead of thirty points or more on his/her opponent,the clock will continue to run (except for time outs,technical fouls,injuries or emergencies). The clock starts when the ball is legally touched after a dead ball is in-bounded. The clock reverts back to stop clock if the trailing team brings the point difference to twenty points or less. 20. Pool Play Tiebreaker Rule After completion of pool play,ties will follow the tiebreaker rules which are : (a) If two teams are tied,head-to-head competition between the two teams will determine the winner. (b) If more than two teams are tied,the point differential of the teams involved in the tie are totaled. Teams are ranked according to the sum of the point differential with the highest number ranked first,the second highest number ranked second,etc. teams receive a maximum of +15 for a win and a maximum of -15 for a loss(this includes forfeits). (c) If two teams are tied after the application of (b),the tie will revert to (a). (d) If more than two teams are tied after the application of (b),the point differential of the teams not involved in the tie are added and the results are recalculated. (e) If two teams are tied after the application of (d),the tie will revert to (a). (f) If more than two teams are tied after the application of (d),then a total defensive point system will be used. Example : Team A is 2-1 with wins of 55-31 & 63-44 and a loss of 63-55. Total defensive points are 138. The same procedure is repeated for the remaining teams. The team with the lowest points allowed will be ranked first,the team with the second lowest points will be ranked second,etc. If two teams remain tied afer the defensive points are calculated,the tie will revert to (a). 21. Uniforms (a)all teams must have either reversible jerseys or two sets of jerseys with two different colors (light & dark). (b)the home team will wear the light colored jerseys. (c)jerseys must have permanent numbers on both front and back of jersey (NO TAPE OR MARKERS ARE ALLOWED). (d)permissible numbers are any number from"00" to "99". (e)if undershirts are worn,they must be the dominant color of the jersey. 22.Conduct of Participants The conduct of players and coaches should be above reproach on and off the court. Any misbehavior or misconduct,on or off the court,will be subject to individual and/or team disqualification from the event. Additional penalties could apply.

23. Attire-Bench Personnel Any non-player that sits on the official home or away bench is subject to the following guidelines : (a)all coaches must wear long pants or dress shorts,collared or mock shirt and dress or athletic shoes. Basketball shorts and/or "cut-off"shorts,warm-up suits of any kind,jeans,hats,sandals and flip flops are not permitted. Any hooded garment or headgear are not permitted. (b)each violation to the bench attire rule will result in a two shot technical foul (administrative-not charged to the coach). 24. Coaches Responsibility Each coach will be responsible for all members of his/her team at all times, including all parents and spectators representing their team. 25. Unsportsmanlike Disqualification A team and or player is subject to immediate disqualification from the AYBA National Championships for any conduct deemed inappropriate,unacceptable, unsafe and/or abusive. This includes,but is not limited to,defacing and/or destruction of rental homes,hotels,restaurants or playing site property,trashing team bench area,fighting,unsportsmanlike play and/or conduct or ineligible players. Any disqualification is the sole decision of the tournament officials. An ejection of any player,coach,parent or spectator will result in a one game suspension and up to dismissal from the tournament. A second ejection within the tournament will result in dismissal from the tournament. No refunds will be issued in the event of disqualification. 26. Qualifying for National Championships In order to qualify for the AYBA National Championships,a team must participate in at least one AYBA Qualifier and must finish in the top half of the teams in their division in that event. Example : If 8 teams are playing in a division,the top 4 will qualify for Nationals. If an odd number of teams play in a division,the higher number will qualify. Example : If 7 teams are playing in a division,the top 4 will qualify for Nationals. See the AYBA Nationals web-site for dates & locations of qualifying tournaments. Teams can play in as many qualifiers as they would like. 27. AYBA National Championship Divisions AYBA offer two Divisions (American & National). The division in which a team participates is determined as follows : American Division-Teams with no Grade Exceptions National Division-Teams with Grade Exceptions and all Girls Teams A team with no Grade Exceptions can elect to play in the National Division. 28. National Championships-D-1 vs. D-2

All teams will be scheduled to play all pool play games together. After pool play games are completed,teams will be seeded to play in bracket play as follows : (a)if 15 or less teams participate-all teams will play D-1 (b)if 16 or more teams participate : (1)The top half of the schedule will play D-1 (2)The bottom half of the schedule will play D-2 29. Equipment Items AYBA and/or the the gym sites are not responsible for any items lost or stolen. 30. Bench Decorum Only eligible players plus a maximum of three non-players (this includes coaches, statisticians,ball boy/girl and any other staff) may be on the team's bench. (a)violation of this rule will result in a warning. The coach will have 1 minute to clear the bench of persons not eligible to sit on the bench. (b)team statistician and/or scorers are not allowed to sit at or behind the scorer's table. 31. Protests Official protests must meet the following criteria : (a)upon alleged infraction,protest must be communicated,at the time of the infraction,to the official scorer's table by the Head Coach (Assistant Coach if the Head Coach is not present). (b)upon completion of the game,the protest must be immediately communicated to the Site Director by the Head Coach (Assistant Coach if the Head Coach is not present). (c)a written protest must be delivered in person by the Head or Assistant Coach to the tournament Headquarters within two hours of the completion of the game. E-mails or fax copies will not be accepted. A $100.00 cash fee must be delivered at the same time. (d)protests pertaining to an official's judgment call will not be considered. (e)protests in which a a potential rule infraction has occurred may be considered only if the infraction has a direct impact on the outcome of the game. (f)a committee will consider all protests and make every effort to provide a ruling prior to the team's next game. (g)successful protests will result in a refund of the $100.00 protest fee. Unsuccessful protests will result in the forfeiture of the $100.00 protest fee.
