Youth Sports- Spring, Summer and Late Summer Recreation League Rule Book. The main goal of our league is to have fun, and learn about the game. Standings will not be kept and there are no playoffs. Any rules not found in these local rules will be governed by the National Federation of High School (NFHS) Association rules, or as ruled by the Vacaville Community Services Youth Sports office, the official on site, or as agreed on by the coaches. Vacaville Community Services reserves the right to amend, add, or delete any rule for the safety of the participants and the betterment of the league. It is the responsibility of all coaches, assistant coaches, officials and scorekeepers to know and adhere to these rules. 1. RULES OF THE GAME 1. Every player should play at least 50% of every game. 2. Only one coach allowed to be standing on the sidelines at a time. The other coach(es) must be seated. 3. Games will consist of 2 (two) 20 (twenty) minute half s (running time). The clock will stop on all dead balls during the final 2 (two) minutes of each half. The clock also stops on all time-outs 4. There will be a 5 (five) minute break at half time, if time is available. The break may be shortened by the scorekeepers if needed. 5. Teams will get two (2) 45 second time-outs per half with no carry over between halves. 6. In the event of a tie after regulation, a 2 (two) minute stop clock sudden death overtime period will be played starting with a jump ball. FIRST SCORE OF ANY KIND WINS. In the event that NO TEAM SCORES GAME RESULTS IN A TIE. 7. One time-out per overtime will be allotted. 8. Substitutes must be checked in with the scorekeeper and be waved in by an official prior to entering the game. Free substitution will be in effect. When checking in, the player should give his/her number and the name or number of the player he/she is replacing. 9. There are no forfeits. 10. If there is a 20 (twenty) point lead, the winning team may no longer apply a full court press. FIRST PENALTY WARNING / SECOND PENALTY BENCH TECHNICAL 11. MERCY RULE- When a team has a 20 (twenty) point lead: No more full court press. Scoreboard will be turned off. Running clock through the rest of the game. 2

DIVISION SPECIFIC RULES 1-2 GRADE: There will be no calls of 3-second violations in the key. There will be a strict rule on full court press. This is not allowed at all. There will be no double teaming allowed outside of the key. There will be no free-throw violations called on the shooter for crossing the free throw line when landing from the jump. Scoreboard cleared at halftime, regardless of score. 3-4 GRADE: There will be a strict rule on full court press. This is not allowed at any point. PERSONAL AND TEAM FOULS A player committing five (5) fouls will be ineligible to play for the remainder of the game. When a team has committed seven (7) fouls, in either the first or second half, the bonus free throw will be in effect (one and one). If 1 st shot is made, you get 2 nd shot. On the tenth (10 th ) team foul, double bonus will be in effect (2 shots). Player fouls will be kept by the scorekeeper. Intentional and flagrant fouls are two (2) automatic points. Technical fouls on players/coaches are awarded by two (2) automatic points and retention of the ball. A second technical foul on the same coach or player will result in that coach, or player, being ejected from the game. Any coach ejected may not participate as a spectator. He/she must exit the facility. Failure to obey this rule will result in the game being stopped and not rescheduled. Abusive or inappropriate language on the part of players, parents/spectators and coaches is not acceptable. FIRST PENALTY TECHNICAL FOUL. SECOND PENALTY EJECTION. 3

Any rules or procedures in question will be ruled upon by the Youth Sports Section and all decisions are final. Coaches and parents will act in a positive manner and follow proper procedures in the event of any discrepancies, questions or concerns. The proper chain of command will be followed at all times 3. PLAYER ELIGIBILITY, REGISTRATION AND WAITING LISTS 1. 1-10 grade boys and girls will be eligible to register (spring and summer) 3-10 grade boys and girls will be eligible to register (late summer) 2. Players must have completed a player evaluation between the Winter 2017 season and now 3. Players must be registered for the specific season to be eligible to participate in any practice or game 4. Upon the close of registration, waiting lists will be established. The waiting lists will be kept and maintained by the Youth Sports office. Parents interested in placing children on the waiting list may call 469-4035 or email youthsports@cityofvacaville.com Waiting list participants will be added to teams on a first-come, space available basis. Coaches and/or parents cannot bypass the waiting list through special request. Coaches will be notified of waiting list roster additions via the WL listed on their printed roster, or via phone or email from the Youth Sports office. Coaches may contact WL participants to give them team information, but cannot allow them to participate until they are registered. Coaches will receive notification from the Youth Sports office when WL participants have completed registration and are eligible to play. 4. LEAGUE AND TEAM ROSTER FORMATION 1. Five leagues will be established: 1-2 grades 3-4 grades 5-6 grades 7-8 grades 9-10 grades 2. Rosters may be coed or gender specific based on registration numbers. 4

3. Team Rosters will be established by the Youth Sports office based on evaluation scores. 4. Players cannot request specific coaches. Coaches cannot request specific players. 5. Changes to team rosters will be made by the Youth Sports office only. 6. Coaches cannot add or delete players at anytime. Coaches cannot make cuts of any kind. 7. Children will remain on the team roster unless they have requested a refund. 8. If you have a child who quits, contact the Youth Sports office. 9. League schedules will be created by the Youth Sports office. 10. Coaches cannot make changes to the league schedules. 5. FACILITIES, EQUIPMENT AND UNIFORMS 1. All games and some practices will be scheduled by the Youth Sports office. The coach will be responsible for scheduling supplemental outdoor practices at neighborhood parks. 2. NO FOOD, DRINKS OR GUM ALLOWED IN ANY GYM. 3. Vacaville Community Services Department staff will be on site for all scheduled games and practices. If a staff member is not present 10 minutes after your scheduled start time, please call: 761-0654. 4. Two scorekeepers will be scheduled for all games. If your scorekeeper does not arrive, please ask a volunteer parent to keep score and notify the Youth Sports office. 5. The Vacaville Community Services Department will provide balls and cones for indoor practices and games. Basketballs and cones will also be available to coaches to facilitate outdoor practices. 6. The height of the baskets will be as followed: 1/2 grade coed- 8 foot 3/4 th grade coed- 10 foot 5/6 th grade coed- 10 foot 7/8 th grade coed- 10 foot 7. Court size will be as followed: 1/2 grade coed- half court 3/4 th grade coed- full court 5/6 th grade coed- full court 7/8 th grade coed- full court 8. Basketball sizes: 1-2 grade: 27.5 cm (junior size) 3-4 grade coed: 28.5 cm (women s size) 5-6 grade coed: 29.5 cm (official size) 7-8 grade coed: 29.5 cm (official size) 5

9. Court boundaries are indicated by markings on the court. Please ask staff or officials for clarification if needed. 10. We highly recommend the use of mouth guards, especially if the player wears braces. 11. Non marking basketball/tennis shoes that tie and athletic pants or shorts are required. 12. Vacaville Community Services Department reversible jerseys are required for all players during games. No other shirts/jerseys are allowed. Home team wears blue, visiting team wears white. Jerseys can be purchased at Three Oaks or Ulatis Community Centers and will NOT be sold at games and/or practices. Jerseys can be used for future seasons and other sports played within the Vacaville Community Services Department. 6. PRACTICES, COMMITMENT, & DISCIPLINE PROCEDURES 1. Scheduled indoor practices are limited to one (1) hour in length. However, coach scheduled supplemental practices outdoor can exceed this time, as long as total practice time does not exceed three (3) hours in a week. 2. Coaches and/or parents should not approach any school or facility to obtain practice locations. 3. Our youth players are at the mercy of their parents/ guardians to get them to practices and games on time, so parents are asked to communicate with the coach if they will not be attending practices and/or games. Coaches that run into chronic tardiness or absence of a player should inform the Youth Sports office. 4. Uncooperative and distracting players parents should be informed of their behavior as soon as it arises. Coaches have the right to remove players from games and/or practices due to behavioral issues until the coach determines the player is fit to return to play. In this event the staff on site should be informed immediately of the situation and will document the incident. It is the coach s responsibility to inform the parents at the beginning of the season of their expectations of players and disciplinary actions. 7. INJURIES 1. All injuries at practices or games must be reported to a staff member. There will be ice packs and band-aids on site. 2. Players will not be allowed to play in a game if they are bleeding. Once bleeding is stopped, the player may re-enter the game. 3. Players with casts will not be allowed to play. 6
