Note: The above statistics do not include regional dhows/fishing vessels that were hijacked. Hijacked dhows are frequently used as motherships by pirates and released without a ransom being paid. 3. (U) NORTHERN ARABIAN SEA North-northeast winds of 5-10 knots and seas of 1-3 feet. EXTENDED FORECAST: Northerly winds of 10-15 knots and seas of 2-4 feet. B. (U) GULF OF OMAN: Easterly winds of 5-10 knots with seas of 1-3 feet in the western section of the Gulf; with easterly winds of 5-10 knots and seas of 1-3 feet in the eastern section of the Gulf. EXTENDED FORECAST: Westerly winds of 5-10 knots and seas of 1-3 feet in the western section of the Gulf; with westerly winds of 5-10 knots and seas of 1-3 feet in the eastern section of the Gulf. C. (U) CENTRAL AFRICAN COAST/INDIAN OCEAN: Southeast winds of 5-10 knots and seas of 2-4 feet. EXTENDED FORECAST: Easterly winds of 5-10 knots and seas of 2-4 feet. F. (U) MOZAMBIQUE CHANNEL: South-southeast winds of 10-150 knots and seas of 3-5 feet in the northern Channel; with south-southeast winds of 10-15 knots and seas of 3-5 feet in the southern Channel. EXTENDED FORECAST: Southerly winds of 10-15 knots and seas of 3-5 feet in the northern Channel; with southerly winds of 10-15 knots and seas of 3-5 feet in the southern Channel. G. (U) SURFACE CURRENTS: The northern Arabian Sea and Gulf of Aden currents are variable with most areas having average speed of 1 knot. The Mozambique Channel currents are variable having an average speed of 2 knots. Currents speeds along the Somali basin are northeasterly averaging between 1-2 knots. H. (U) SYNOPTIC DISCUSSION: As the Northeast Monsoon becomes the dominant feature in the region; expect calm seas and light winds in the Arabian Sea with isolated rain showers and thunderstorms off the coast of the Somali Basin. Weak pressure gradient will produce moderate winds and minimal seas in the Arabian Gulf. Expect isolated rain showers and coastal thunderstorms in the Gulf of Aden. 2

(U) Gulf of Guinea Scope Note (U) The Piracy Analysis and Warning Weekly (PAWW) Report includes a review of recent piracy and maritime crime incidents and an outlook on threats in the Gulf of Guinea. 6. (U) Gulf of Guinea - Piracy Events Over Past Week (U) Pirate and maritime crime activity in West African waters is at a low level. There was one reported boarding during this one-week period. A. (U) Details (U) Vessels Hijacked: No incidents to report. (U) Kidnapping: No incidents to report. (U) Vessels Boarded: 1. (U) NIGERIA: On 21 November, an unknown number of robbers boarded a tanker near position 06:19N 003:24E, Lagos Anchorage. (U) Vessels Fired Upon/Attempted Boardings: No incidents to report. EXTENDED FORECAST: Southwest winds of 7-12 knots and seas of 4-6 feet. B. (U) SYNOPTIC DISCUSSION: Expect partly to mostly cloudy conditions for the Gulf of Guinea with associated rain showers. 9. (U) Southeast Asia Scope Note (U) The Piracy Analysis and Warning Weekly (PAWW) Report includes a review of recent piracy and maritime crime incidents and an outlook on threats in the Southeast Asia. 10. (U) Southeast Asia - Piracy Events Over Past Week (U) Pirate and maritime crime activity in Southeast Asia waters is at a high level. There were five reported boarding events during this one week period. A. (U) Details (U) Vessels Hijacked: No incidents to report. (U) Kidnapping: No incidents to report. (U) Vessels Boarded: 1. (U) INDONESIA: On 23 November, six robbers armed with knives boarded an underway bulk carrier near position 01:07N 103:29E, 4 nm east-southeast of Pulau Karimun Kecil. The robbers entered the engine room and were seen by duty oiler and the second engineer who raised the alarm. Crew mustered and a search was carried out. Upon hearing the alarm and seeing the crew response, the robbers fled with stolen engine spares. (IMB) 2. (U) INDONESIA: On 22 November, three robbers boarded an underway chemical tanker near position 01:07N 103:30E, 5 nm ESE of Pulau Karimun Kecil. The robbers entered the engine room and tried to take hostage the duty oiler who managed to escape and raise the alarm. Crew mustered and a search was carried out, but no robbers were found. VTIS Singapore informed. (IMB) 3. (U) INDONESIA: On 22 November, three robbers boarded an anchored LPG tanker near position 01:24N 104:41E, 12 nm north-northeast of Tg. Berakit, Bintan Island. Second mate on routine rounds saw the robbers with bags on their back on the poop deck. He immediately ran to the bridge, raised the alarm and made an announcement on the PA system. A small boat was seen leaving the tanker. On searching the vessel all store rooms and ships properties found intact. (IMB) 6

4. (U) VIETNAM: On 20 November, two robbers in a speedboat boarded an anchored LPG tanker near position 10:15N 107:09E, Vung Tau. Duty crew spotted the robbers and raised the alarm. Seeing the crew response, the robbers escaped without stealing anything. (IMB) 5. (U) VIETNAM: On 19 November, an unknown number of robbers boarded a drifting container ship unnoticed and escaped with ship s stores near position 10:12.4N - 107:14.6E, 11m southeast of Vung Tau. Duty crew discovered footprints on the main deck in the vicinity of forecastle. (IMB) (U) Vessels Fired Upon/Attempted Boardings: No incidents to report. (U) Other Activity: No incidents to report. (U) Terms of Reference (U) The following terms have been adopted to describe the range of criminal anti-shipping activity and impediments to safe navigation in our worldwide reporting and analysis: (U) Attempted Boarding Close approach or hull-to-hull contact with report that boarding paraphernalia were employed or visible in the approaching boat. (U) Blocking Hampering safe navigation, docking, or undocking of a vessel as a means of protest. (U) Boarding Unauthorized boarding of a vessel by persons not part of its complement without successfully taking control of the vessel. (U) Firing Upon Weapons discharged at or toward a vessel. (U) Hijacking Unauthorized seizure and retention of a vessel by persons not part of its complement. 9

(U) Kidnapping Unauthorized forcible removal of persons belonging to the vessel from it. (U) Robbery Theft from a vessel or from persons aboard the vessel.
