ATHLETE ELIGIBILITY All athletes must comply with the provisions of the Olympic Charter currently in force, including but not limited to, Rule 41 (Nationality of Competitors). Only those athletes who have complied with the Olympic Charter may participate in the Youth Olympic Games. Age To be eligible to participate in the Youth Olympic Games, athletes must have been born between 1 January 2000 and 31 December 2003. Page 1/5

FIVB Beach Volleyball U19 World Championships The FIVB Beach Volleyball U19 World Champion team will earn one (1) quota place for its NOC/NF D.2. Continental YOG Qualification Event Each of the following continents will organise a Continental YOG Qualification Event between 1 April 2017 and 22 July : AVC (Asia and Oceania) CAVB (Africa) CEV (Europe) CSV (South America) NORCECA (North, Central America and Caribbean) The top 5 NOCs (not yet qualified through D.1) from each continent will earn one (1) quota place. To be eligible to qualify teams from the Confederation Qualification Pathway, the Confederations must comply with the following criteria: The Confederations must organize Continental Youth Championship (or a Continental Youth Tour) or Continental YOG Qualification tournaments held between 1 April 2017 and 22 July. The Confederation must guarantee a minimum participation of 50% of its affiliated NFs to secure the full quota of five (5) teams per gender to the Youth Olympic Games. Otherwise, it will lose a certain number of quota in percentage relating to the number of participating NFs. (See Section F. Reallocation of unused quota places). HOST COUNTRY PLACES The host country will automatically qualify one (1) men s team and one (1) women s team. Page 2/5

UNIVERSALITY PLACES Five (5) men s teams and five (5) women s teams will be made available to eligible NOCs at the YOG, subject to the teams meeting the eligibility criteria under section C. The International Olympic Committee will invite all eligible NOCs to submit their requests for Universality Places by 15 January 2017. The Tripartite Commission will confirm, in writing, the allocation of invitation places to the relevant NOCs, in collaboration with UIPM, as of 13 March 2017. The NOCs will have until 31 March 2017 to confirm the use of their places to the Tripartite Commission. E. CONFIRMATION PROCESS FOR QUOTA PLACES CONFIRMATION OF QUALIFICATION PLACES On 27 July, the FIVB will inform the respective NOCs of their allocated quota places. The NOCs will then have two (2) weeks, until 10 August, to confirm if they wish to use these quota places, as detailed in paragraph G. Qualification Timeline. CONFIRMATION OF HOST COUNTRY PLACES The host country must confirm in writing to FIVB and BAYOGOC by 10 August the use of its Host Country Places. F. REALLOCATION OF UNUSED QUOTA PLACES REALLOCATION OF UNUSED QUALIFICATION PLACES D.1 FIVB U19 World Championships If a quota place allocated is not confirmed by the NOC by the confirmation of quota place deadline or is declined by the NOC, the quota place will be reallocated to the next best-ranked NOC not yet qualified, from the FIVB U19 World Championships. D.2 Continental YOG Qualification Event If a quota place allocated is not confirmed by the NOC by the confirmation of quota place deadline or is declined by the NOC, the quota place will be reallocated to the next best-ranked NOC not yet qualified, from the respective Continental YOG Qualification Event. For teams who qualified through the Confederation Qualification Pathway that do not meet the criteria as per section D. of the Qualification System and therefore not granted with full quota of five (5) teams per gender, the following principle will be applied: If the Confederation does not organise a Continental Youth Championship (or a Continental Youth Tour) or Continental YOG Qualification tournaments, all its five (5) quotas will be reallocated to the other Page 3/5

If the Confederation can only secure the participation of 40% (including) 50% of its affiliated NFs, it will lose one (1) quota place per gender and such quota will be reallocated to the other If the Confederation can only secure the participation of 30% (including) 40% of its affiliated NFs, it will lose two (2) quota places per gender and such quotas will be reallocated to the other If the Confederation can only secure the participation of 20% (including) 30% of its affiliated NFs, it will lose three (3) quota places per gender and such quotas will be reallocated to the other If the Confederation can only secure the participation of 10% (including) 20% of its affiliated NFs, it will lose four (4) quota places per gender and such quotas will be reallocated to the other The unused quotas will be reallocated to other Confederations that have more than 50% participating NOCs/NFs. The Confederation with the highest ratio of participating affiliated NFs will have priority in obtaining the reallocation of unused quotas. In case several Confederations have the same ratio of participating affiliated NFs, the Confederation with the biggest number of participating affiliated NFs will have priority in obtaining the reallocation of unused quotas. REALLOCATION OF UNUSED HOST COUNTRY PLACES Any unused Host Country Places will be reallocated to the next best-ranked NOC not yet qualified, of the respective gender from the FIVB U19 World Championships. REALLOCATION OF UNUSED UNIVERSALITY PLACES Any unused Universality Places, including those returned after the final allocation by YOG Tripartite Commission, will be reallocated to the NOC of the next best ranked NOC not yet qualified from the FIVB U19 World Championships.
