1.0 NATIONAL OFFICIALS COMMITTEE The National Officials Committee (NOC) is an Operational committee of Athletics Canada. Sections 1.1.1 to 1.1.10 outline NOC s structure and purpose as stated in Rule 127 of the Athletics Canada Rules and Bylaws, Athletics Canada Organizational Structure Rules (111-150), Section II. 1.1.1 PURPOSE: To design, coordinate and evaluate programs so as to maximize the High Performance abilities of all athletics officials. 1.1.2 KEY RESPONSIBILITIES: a) Assess the ongoing needs of officials. b) Devise strategies to meet these needs. c) Recommend implementation methods. d) Provide formal and informal educational and training opportunities. e) Review, evaluate, and monitor existing programs. f) Ensure a system of identification and recruitment of new officials. g) Develop and maintain an incentives system. h) Ensure adequate numbers and quality of officials to meet the High Performance needs of Athletics Canada. i) Formulate, recommend and monitor criteria for the certification of officials in Athletics. j) Maintain a registry of all Level 3, 4 and 5 certified officials. k) Evaluate the effectiveness of the officials program in meeting the High Performance objectives. l) Upon request, review and make recommendations on issues pertaining to officials development. m) Review and provide feedback on the Multi-Year Plans as they relate to officials development. n) Outline the financial implications for the planning and coordination of the Committee s activities. o) Recommend officials for national and off-shore travel as required. p) Bring forward recommendations to the Board of Directors. q) Administer the IAAF s Technical Officials Education and Certification System (TOECS) in Canada. 1.1.3 KEY RELATIONSHIPS: Liaises with: Rules Committee National Team Committee Competitions Committee Run Canada Committee NOC Orientation April 2012 - page 4

1.1.4 COMPOSITION: 8 individuals chosen for their expertise in officials development at a National / international level and representative of the various geographical areas. 4 individuals are recommended to the Athletics Canada Board by the Branch Presidents Council and 4 individuals are recommended by Athletics Canada. Past NOC Chair may sit at the discretion of the Chair as an advisory. Athletics Canada management liaison (Coordinator, Officials Development) Member of the Athletics Canada Board of Directors 1.1.5 AUTHORITY LIMITS: Acts in an advisory capacity to the Board of Directors. Acts in an advisory capacity to management liaison. Establishes ad hoc committees as necessary to accomplish its mandate. Certifies officials Recommends changes for competition rules to the Rules Committee. Reports its decisions to the Board of Directors 1.1.6 COMMITTEE COMPOSITION NOMINATED BY: Any registered official who is an Athletics Canada member in good standing. Management liaison Member branches via the Branch Presidents Council 1.1.7 COMMITTEE COMPOSITION RECOMMENDED BY Branch Presidents Council and the Coordinator, Officials Development. 1.1.8 COMMITTEE APPOINTMENTS BY Board of Directors. 1.1.9 CRITERIA FOR NOMINATION: Nominee must be an Athletics Canada member in good standing Nominee must be an active, registered level 4 or 5 official Nomination must be submitted by the published deadline on an Athletics Canada Committee The appointment process is similar to other Athletics Canada Committees following the timelines published when the call for committee members is made by the Board of Directors (normally in late January). It is the intention to recruit or accept nominations from individuals who have no other conflicting athletics loyalties. To this end, Branch Officials Chairs, A.C. board and committee members, coaches and active athletes will not be considered for appointment. Notes: In practice, this means that a nominee who is a Branch Officials Chair would be recommended to the Athletics Canada Board for appointment to NOC, on the understanding that: He/she would have to resign from the position of Branch Officials Chair by March 31 of the year the NOC appointment takes effect. The NOC appointment would be conditional upon the resignation taking place. 2. This is an application process. 1.1.10APPOINTMENT PROCESS: NOC Orientation April 2012 - page 5

As of 2012, the appointment process now follows the same process for appointment of individuals for other Athletics Canada positions with the call for members to sit on the committee occurring in late January. 4 of the 8 positions are recommended by the Branch Presidents Council and the remaining 4 are recommended by Athletics Canada. Normally individuals will sit for 2 years NOTE: See Appendix 1A for details of the Appointment process. 1.2.0 STRUCTURE: 1.2.1 The National Officials Committee is composed of the following portfolios, which address the key responsibilities outlined in section 1.1.2. Chair Vice Chair: Member Services Vice Chair: Directory and Upgrading Vice Chair: Meet Assignments Vice Chair: Officials Development Clinics Vice Chair: Officials Development Mentoring Vice Chair: Awards and Incentives Vice Chair: Marketing and Sponsorship Ex officio: Board of Directors representative Athletics Canada liaison Past Chair of NOC, at the discretion of the current Chair 1.2.2 All terms are two (2) years, and normally extend from April 1 to March 31. Individuals may, be appointed to partial terms. NOC Orientation April 2012 - page 6

2.0 CHAIR: The Chair is responsible for: Coordinating the activities of NOC; Coordinating the planning and conduct of NOC meetings; Maintaining records and Minutes of NOC meetings; Overseeing the NOC budget; Representing NOC and liaising with other bodies, both within and outside of Canada, as required; Appointing a designate to act in place of the Chair or any Vice Chair, as required; Overseeing the administration of the IAAF s Technical Officials Education and Certification System in Canada; Other duties as required. 2.1 MEETINGS: 2.1.1 NOC meetings shall be held in accordance with the rules of order used by Athletics Canada and the policies for meetings of Athletics Canada. 2.1.2 The purposes of the NOC meetings shall be to: Receive reports of the actions of the Chair and the Vice Chairs; Evaluate the recommendations of the Vice Chairs on the basis of accepted policy, and act upon them; Evaluate and establish Committee policy related to the Committee s responsibilities; Consider the budget prior to its recommendation to Athletics Canada by the Chair; Discuss and act on items and issues that relate to the responsibilities of the Committee as outlined in 1.1.2; Receive reports of branch activities. 2.1.3 NOC meetings shall be held in a Canadian city mutually acceptable to the Committee membership. The location shall be determined in a timely manner in order to take advantage of travel savings. 2.1.4 Agenda items should be received by the NOC Chair at least one month prior to the meeting in order to be placed on the agenda. Agendas for NOC meetings shall be sent to NOC members and Branch Officials Chairs at least two (2) weeks prior to a meeting of NOC. Notwithstanding the above, an item approved by the majority of the Committee may be placed on the agenda at the time of the meeting. 2.1.5 In the event that the NOC Chair is not available to conduct the meeting, the Chair, or those in attendance at the meeting, will appoint someone else to guide the meeting. 2.1.6 Both outgoing and incoming members of NOC are normally invited to the NOC spring meeting. While NOC terms run from April 1 to March 31, it is traditional that the outgoing NOC member retains voting privileges until Sunday morning of the meeting weekend, at which time the incoming member assumes the right. 2.1.7 Expenses of NOC members to NOC meetings (travel, accommodation and per diem) shall be covered by the NOC budget. 2.1.8 Branch Officials Chairs shall be invited to one meeting of NOC per year, normally the spring meeting, at the expense of their provincial sport organization (PSO). Branch Officials Chairs, whether they accept the invitation or not, are asked to forward to the NOC Chair by March 31, a report on the past year s activities in their branch, using the Branch Official s Chair Report Template found in Appendix 2A, and in electronic format, to allow its posting on the Athletics Canada Web site. 2.1.9 Visitors (e.g. local officials, Branch Officials Chairs, Athletics Canada Board members) are welcomed at NOC meetings as observers, but do not have voting privileges. 2.1.10Minutes of NOC meetings shall be posted on the Athletics Canada Website. NOTE: See Appendix 2A for Branch Officials Chair Report Template. NOTE: See Appendix 2B for Critical Dates for NOC and Branch Officials Chairs. 2.2 INTERNATIONAL PROGRAM: 2.2.1 While selection of officials for International (off shore) meets falls within the responsibilities of the Vice Chair Meet Assignments, the NOC Chair shall liaise with said Vice Chair as appropriate when international opportunities arise. See also 2.3.3 and 5.2.4. 2.3.2 The NOC Chair shall follow up, as required, with an official designated by NOC (i.e. not ATO or ITO) who travels internationally, regarding the submission of a report on the experience, as noted in section 5.2.6 2.2.3 Technical Officials Education and Certification System (TOECS) TOECS is a 3-level program of the International Association of Athletics Federations (IAAF), consisting of National Technical Officials (NTOs), Area Technical Officials (ATOs) and International Technical Officials (ITOs). Athletics Canada was granted equivalency by the IAAF in April, 1997. It is NOC policy that, after two years as an active Level 5 referee in any discipline, he/she may write the TOECS Level I exam, and, if successful, will be certified as an NTO. The management of TOECS Level II is the responsibility of NACAC (North American, Central American and Caribbean Area Association), a member of the IAAF. The management of TOECS Level III is the responsibility of the IAAF. In addition, there are TOECS courses for Level II and Level III Race Walk Judging as well as for Starters NOTE: there will be a similar certification program implemented for International Technical Officials for the International Paralympic Committee events. 2.3 OTHER DUTIES: NOC Orientation April 2012 - page 8

2.3.1 The NOC Chair shall serve as a member of ad hoc committees of NOC as appropriate (e.g. Upgrading, Awards) 2.3.3 The NOC Chair shall convene, as required, an ad hoc sub-committee to handle complaints regarding behavioural or performance issues of officials. The subcommittee will be chaired by the NOC Chair, and will be comprised of other volunteer members, at the discretion of the Chair. 2.3.3 The NOC Chair or his/her designate shall represent NOC on other committees of Athletics Canada (e.g. International Officiating Committee), and at meetings of Athletics Canada (e.g. AGM) as appropriate. 2.3.4 The NOC Chair or his/her designate shall represent NOC at meetings of other organizations as appropriate e.g., Sport Officials Canada. 3.0 NOC VICE CHAIR: MEMBER SERVICES The NOC Vice Chair: Member Services is responsible for: fostering communication between NOC and its various constituents; maximizing the use of technology to make information about NOC programs and policies available to officials; enhancing the profile of Canadian Athletics officials by maximizing media opportunities, e.g. press releases by Athletics Canada regarding officials accomplishments; liaising with other NOC members and BOCs regarding the presentation of NOC documents; and other duties as required. 3.1 The NOC Vice Chair shall coordinate the gathering of material, and the editing, publishing and distribution of NOC NOC, the official newsletter of NOC. NOC NOC shall be published at least semi-annually. 3.2 Following each NOC meeting, the NOC Vice Chair shall arrange for the posting of the meeting s Minutes and other relevant information on the Officials page on the Athletics Canada Website 3.3 Following each Spring NOC meeting, the NOC Vice Chair Member Services in conjunction with the NOC Vice Chair Awards and Incentives, shall submit to the appropriate parties in the Athletics Canada office the names and photos of the annual award and recognition recipients for inclusion in the regular Athletics Canada electronic newsletter, and for posting on the Officials page on the Athletics Canada Website. The NOC Vice Chair shall also submit the names and photos to Athletics Magazine and to the Sport Officials Canada media/publications contact for publication. 3.4 The NOC Vice Chair shall review and revise the NOC Handbook on an ongoing basis to ensure that it reflects current NOC and Athletics Canada policies and practices. NOTE: All changes to the NOC Handbook shall be channelled through the NOC Chair. 3.5 The NOC Vice Chair shall liaise with other NOC members as required to ensure a consistent presentation of NOC documents for general circulation. 4.0 NOC VICE-CHAIR: DIRECTORY AND UPGRADING: The NOC Vice Chair: Directory and Upgrading is responsible for: maintaining a comprehensive, up-to-date directory of qualified officials at level 3 (provincial), level 4 (national) and level 5 (international); reviewing upgrading applications using current upgrading criteria; chairing the upgrading sub-committee at NOC meetings and advising Branch Officials Chairs and officials in writing of the results of the committee s deliberations; reviewing the upgrading criteria for the certification of officials on an ongoing basis and recommending updates as needed aware of and adheres to the Personal Information Protection and Electronic Documents Act (Government of Canada); other duties as required. 4.1 DIRECTORY: The NOC Directory is not a membership list, and does not imply that those listed are current members of Athletics Canada. 4.1.1 The purpose of the NOC Directory is to: enumerate athletics officials alphabetically, provincially, by level and by discipline; provide specific lists, as required (e.g. all level 5 referees); serve as a useful reference for those responsible for selecting, assigning, and requesting officials, i.e. Vice-Chair Meet Assignments, Officials Coordinators, Meet Directors; give an indication of the numbers at each level in various disciplines in various geographical locations, thereby giving some direction for recruitment and the scheduling of clinics; provide an incentive for officials to upgrade and have their names appear on a national list; provide a mailing list of all active officials; 4.1.2 The NOC Directory shall list all active level 3, 4, and 5 officials. 4.1.3 The NOC Vice Chair shall maintain and distribute as required, up-to-date lists of NOC and Branch Officials Chairs and submit this information to Athletics Canada for posting on the Officials page of the Athletics Canada Website. 4.1.4 For the purpose of the NOC Directory inactive will be defined as follows: Inactive shall be defined as having no activity in the twenty-four (24) months prior to the publishing of that year s directory. This is usually indicated by the Branch Officials Chair. NOC Orientation April 2012 - page 11

4.1.5 An official s name shall be returned to the Active category (at the same level) after he/she has earned eight (8) event credits, in Canada, in the previous twelve (12) months, and upon registration with the Member Branch. Once 8 credit hours for reinstatement have been achieved, an official can start accumulating credits for upgrading purposes. The return to the Active category must be approved by the NOC Vice Chair Directory and Upgrading and the appropriate Branch Officials Chair. 4.1.6 An official s name shall only be deleted from the NOC Directory upon resignation, suspension, death, notification by the BOC or the written request of the official. 4.1.6 All disciplines in which an official is graded, and the year of upgrading, shall be included, i.e. a track referee is also listed under umpire, finish line, etc. as appropriate. 4.1.8 The NOC Directory shall be updated after each NOC upgrading meeting and circulated semi annually, and, it should be sent in an electronic form only. 4.1.9 The NOC Vice Chair: Directory and Upgrading shall send out a request to Branch Officials Chairs for address changes, new level 3 s, and transfers to active or inactive status two months prior to each NOC meeting. 4.1.10The NOC Vice Chair: Directory and Upgrading shall correspond with each Branch Officials Chair to verify the accuracy of the information about each of that branch s officials in the Directory two months prior to each NOC meeting. 4.1.10The NOC Directory shall include a list of the members of the NOC, Branch Officials Chairs, and certified National Clinicians and National Mentors. 4.1.11The NOC Directory and any updates shall be circulated to Athletics Canada, Branch Officials Chairs, and to members of NOC. Officials Coordinators may obtain a copy from Branch Officials Chairs. 4.2 UPGRADING: 4.2.1 The upgrading process shall be conducted according to the NOC Upgrading Criteria Document (Appendix 4A). 4.2.2 The NOC Vice Chair: Directory and Upgrading shall review the upgrading applications and prepare a list with a summary of those applications submitted by the appropriate deadline. At each NOC meeting, an ad hoc committee shall be established to review the applications. The committee shall be appointed by the NOC Chair and shall consist of the NOC Vice Chair Directory and Upgrading plus 2 or 3 other NOC Vice Chairs. An attempt shall be made to rotate membership on the committee. 4.2.3 The NOC Vice Chair: Directory and Upgrading shall notify all applicants and their Branch Officials Chair, in writing of the results of the review process. 5.0 NOC VICE CHAIR: MEETS ASSIGNMENTS: The NOC Vice Chair: Meet Assignments is responsible for: liaising with officials coordinators in the selection of officials for national championships, for other national meets such as Canada Games, and for international meets held in Canada; ensuring proper staffing levels at the above meets; communicating NOC s travel policy to officials coordinators, meet directors, and others as required; tracking out-of-province travel of officials; liaising with the NOC Vice Chair: Clinics and Vice Chair: Mentoring to coordinate mentoring relationships and to set up national clinics at the above meets; liaising with the NOC Chair in the selection of Canadian officials for international meets; preparing an outline of travel costs from major centres in advance of each Athletics Canada-funded meet; monitoring the NOC championship travel budget; compiling a list of fixtures and their recommended designations, as submitted by branch officials chairs, and coordinating the process of designating meets as N or NC for upgrading purposes; other duties as required. 5.1 MEETS IN CANADA: (DOMESTIC and INTERNATIONAL) 5.1 National Championships: The NOC Vice-Chair: Meet Assignments shall contact the Officials Coordinator and the appropriate Branch Officials Chair at least nine (9) months in advance of the meet, and ensure that the Officials Coordinator has a current copy of the document - Guidelines for Officials Coordinators. Procedures for Selection of Competition Officials: i) The NOC Vice Chair: Meet Assignments reserves the right to assign Athletics Canada-funded officials, based on the need for officials upgrading, mentoring and rotational criteria. Branch Officials Chairs shall be invited to provide lists of officials that may be used as a guide for officials selection. ii) The Branch Officials Chair of the host branch shall be included in or copied on all communications between the NOC Vice Chair: Meet Assignments and the Officials Coordinator of the meet organizing committee. iii) The Officials Coordinator of the meet organizing committee, in consultation with the Branch Officials Chair, shall prepare a list of proposed officials to be submitted to the NOC Vice Chair: Meet Assignments for approval in principle. The list shall comply with the guidelines for levels of qualification and numbers of officials required, as outlined in the Guidelines for Officials Coordinators. iv) The Officials Coordinator shall identify to the NOC Vice Chair Meet Assignments the need for imported officials. The Officials Coordinator may request specific officials from the NOC Directory to fill the positions required by the meet. v) The Officials Coordinator shall recommend alternate officials, as required, to the NOC Vice Chair: Meet Assignments. NOC Orientation April 2012 - page 13

vi) If a Branch Officials Chair or an Officials Coordinator receives an unsolicited request from an out-of-province official to officiate, the request must be returned to that official with a reminder that he/she has to go through his/her Branch Officials Chair. vii) The final list of officials is subject to approval by the Vice Chair: Meet Assignments. viii) The Officials Coordinator shall contact all selected officials through the appropriate Branch Officials Chairs to confirm availability, following approval by NOC. ix) As a general guideline, an official should not travel out of province more than once per year. Criteria for the Selection of Competition Officials: i) First right of refusal is to be given to qualified local officials, and then other officials from the host branch. For identified meets, such as national championship meets, hosting agreements with Athletics Canada will apply. ii) Officials from other branches are to be selected from neighbouring branches first, and then from remaining branches. iii) Selection of key officials should be made on a rotational basis, with a view to providing opportunities for a maximum number of qualified officials. Frequency of past travel opportunities will be a consideration. iv) NOC may select certain competition officials based on specific requirements for national seminars, or mentoring relationships for upgrading purposes. v) Each branch may send two (2) officials to national championships (not necessarily funded by Athletics Canada and subject to need). The assignment of these officials will be determined by the meet Officials Coordinator and the host Branch s Officials Chair. vi) All officials must be registered with their branch and be members in good standing to be eligible for selection. Funding Criteria for Competition Officials: a) To be eligible for Athletics Canada funding, officials must: i) Be registered with their branch and be members in good standing; ii) Be level 3, 4 or 5 for travelling outside their region as defined by Athletics Canada; iii) Have an assignment to an Athletics Canada-sanctioned competition approved by the NOC Vice Chair Meet Assignments; iv) Be available and committed to working the full meet. b) Travel for competition officials is funded by Athletics Canada following NOC s Travel Guidelines, which reflect Athletics Canada s travel policy. Travel arrangements must follow the procedures outlined in the Travel Guidelines. NOC Orientation April 2012 - page 14

5.2 OTHER NATIONAL MEETS AND INTERNATIONAL MEETS IN CANADA: For National meets other than National Championships (e.g. Canada Games, CIS, National Legions, etc.), for international meets held in Canada (e.g. World Championships, Pan-American Games, NACAC competitions), and for other high-level meets, whether Athletics Canada funding is involved or not, the NOC Vice Chair: Meet Assignments must provide assistance and guidance in ensuring that the meet is adequately staffed and that travel opportunities for officials are equitable. The NOC Vice Chair: Meet Assignments should contact the Officials Coordinator of each such meet and the appropriate Branch Officials Chair as soon as feasible to offer assistance, and to ensure that the Officials Coordinator has a current copy of the Guidelines for Officials Coordinator, and the NOC Directory. Recommended Procedures for Selection of Competition Officials: i) The Branch Officials Chair of the host branch shall be included in or copied on all communications between the NOC Vice Chair: Meet Assignments and the Officials Coordinator of the meet organizing committee. ii) The Officials Coordinator of the meet organizing committee should consult with his/her Branch Officials Chair in the preparation of a list of proposed officials. The list should follow the guidelines for levels of qualification and numbers of officials required, as outlined in the Guidelines for Officials Coordinators. The list should be sent to the NOC Vice Chair: Meet Assignments for comments and recommendations. iii) Branch Officials Chairs should be invited to provide lists of available officials. Branches may be willing to fund their officials travel to provide experience. iv) If a Branch Officials Chair or an Officials Coordinator receives an unsolicited request from an out-of-province official to officiate, the request must be returned to that official with a reminder that he/she has to go through his/her Branch Officials Chair. v) The final list of officials should be sent to the NOC Vice Chair: Meet vi) Assignments for any further comments and recommendations. The Officials Coordinator shall contact all selected out-of-province officials through the appropriate Branch Officials Chair(s) to confirm availability. vii) As a general guideline, an official should not travel out of province more than once per year. Recommended Criteria for Selection of Competition Officials: i) First right of refusal should be given to qualified local officials, and then other officials from the host branch. iv) NOC may be able to fund certain competition officials, based on requests for national seminars, or mentoring relationships for upgrading purposes. v) All officials must be registered with their branch and be members in good standing to be eligible for selection. Recommended Funding Criteria for Competition Officials: As per section 5.1 Recommended Levels of Qualifications for Competition Officials: a) For competitions held in Canada under IAAF Rule 1 (a) i.e. World Championships, Olympic Games, World Cup: i) It is understood that the jury of appeal is appointed by IAAF ii) Referees and chiefs must be level 5 and residents of Canada. b) For competitions held in Canada under IAAF Rule 1 (b), (c), (d); c) Rule 1(b) Area, Regional or Group Championships; d) Rule 1(c) Area, Regional or Group Games [multi-sport so that IAAF does not have exclusive control]; e) Rule 1(d) Area, Regional or Group Events: i) It is understood that the Jury of Appeal is appointed by IAAF ii) It is recommended that Referees and Chiefs be level 5 f) For other international competitions held in Canada, and for the Canadian Senior Championships: i) It is recommended that the Jury of Appeal be composed of at least 5 nationally ranked jury officials. ii) It is recommended that Referees and Chiefs be level 5 and must be residents of Canada. g) For other Canadian national championships: i) It is recommended that the Jury of Appeal be composed of at least 2 nationally ranked jury officials plus one other capable person. ii) It is recommended that Referees and Chiefs be at least level 4 and must be residents of Canada. h) For other Athletics Canada - sanctioned meets: i) It is recommended that the Jury of Appeal be composed of at least 2 provincially ranked jury officials plus one other capable person. ii) It is recommended that Referees and Chiefs be at least level 3 and must be residents of Canada.. Note for the above competitions, except for those in section (a), officials with lower qualification levels may work as Referees and Chiefs under the supervision of more highly graded officials. 5.3 INTERNATIONAL MEETS OUTSIDE CANADA: 5.3.1 The NOC Vice Chair: Meet Assignments shall liaise with the NOC Chair in the selection of officials to travel to international meets outside Canada. 5.3.2 When international travel opportunities arise, selection of the requested number of officials will be done by an independent committee, normally Athletics Canada s International Officiating Committee. The members of the committee will include NOC Chair or designate, the CEO of Athletics Canada or designate and a third representative from outside of Athletics Canada. 5.3.3 The NOC Vice Chair: Meet Assignments will then advise the appropriate Branch Officials Chairs of the officials from their branch who have been short- NOC Orientation April 2012 - page 16

listed by the selection committee. Branches will be asked to confirm the officials membership in good standing, and to endorse (or not) for selection. 5.3.4 Officials designated by NOC (i.e. not ATOs or ITOs) who travel internationally should prepare a report on their officiating activities and submit it to the NOC Chair within one month of returning from the event. The report should cover such areas as: i) On-site organization of officials; ii) Technical observations; iii) Treatment of officials; iv) Type of information package received; v) Different practices in disciplines. 5.4 MENTORING AND CLINICS AT NATIONAL CHAMPIONSHIP EVENTS: 5.4.1 Each fall, the NOC Vice Chair: Meet Assignments shall invite each branch to submit a list of candidates for travel for the following year, indicating if mentoring, clinics and / or credits are required. Branch Officials Chairs should also submit requests for National Clinics at this time. The NOC Vice Chair: Meet Assignments shall liaise with the NOC Vice Chair: Officials Development Clinics as well as the Vice Chair: Officials Development - Mentoring and Officials Coordinators for National Championships, in an attempt to fulfil as many requests as possible, and to identify clinicians and mentors for specific meets. 5.5 OTHER DUTIES: 5.5.1 The NOC Vice Chair: Meet Assignments, when required shall prepare an outline of travel costs from major centres prior to each Athletics Canadafunded meet, in order to establish the maximum fares to be covered under NOC s Travel Guidelines (Appendix 5B). 5.5.2 The NOC Vice Chair: Meet Assignments shall monitor the spending for championship travel in the NOC budget. 5.5.3 The NOC Vice Chair: Meet Assignments shall coordinate the process of designating meets as N or NC for the purposes of upgrading. He/she shall ask each branch for a list of meets and the suggested designation, using the criteria found in Guidelines for N/NC Designation which is contained in the NOC Upgrading Criteria document. The NOC Vice Chair Meet Assignments shall then collate the information from all branches and present the list for discussion and ratification at the spring NOC meeting. 6.0 NOC VICE CHAIR: OFFICIALS DEVELOPMENT CLINICS The NOC Vice Chair: Officials Development- Clinics is responsible for: managing NOC s clinic programs; coordinating the training of Clinician Trainers and Clinicians; maintaining up-to-date lists of Clinician Trainers and Clinicians, and the disciplines in which they can work in these capacities; coordinating the delivery of national clinics; liaising with the NOC Vice Chair: Meet Assignments, Branch Officials Chairs and Officials Coordinators regarding the appointment of Clinicians at meets; maintaining a database of clinic participants; maintaining current training materials and assignments / exams; coordinating the revision and updating of clinic materials on an ongoing basis; Other duties as required. The NOC education program is based on the philosophy of encouragement through clinics and upgrading, focusing on a competency-based model for officials development. 6.1 CLINICIAN TRAINERS AND CLINICIANS : 6.1.1 Master Clinician Trainers and Clinician Trainers: Master Clinician Trainers are identified on the NOC Directory As the need arises for additional Clinician Trainers, the NOC Vice Chair: Officials Development- Clinics shall arrange a session where a candidate who is already as certified Clinician works one on one with a certified Clinician Trainer to deliver a clinic, in order to become a certified Clinician Trainer. The candidate must be level 5 and must be pre-approved by the NOC Vice Chair: Officials Development- Clinics. Clinicians who complete such a clinic will be identified as Clinician Trainers on the list of Certified Clinicians, and will receive a certificate from the NOC Vice Chair: Officials Development- Clinics. 6.2. CLINICIANS: 6.2.1 Branch Officials Chairs who wishing to host a clinic to train clinicians must contact the NOC Vice Chair: Officials Development- Clinics. 6.2.2 Candidates wishing to attend the clinic must be pre-approved by the NOC Vice Chair: Officials Development- Clinics. They must be level 4 or 5 officials, and be registered in their branch for the current year. 6.2.3 Candidates should have: - Varied practical officiating experience - A demonstrated working knowledge of the rules and their application - Organizational, leadership, and communication skills - Positive personal characteristics (enthusiasm, rapport, empathy, sense of humour) - A good image as a role model and the respect of peers - A commitment to share knowledge with peers, to promote NOC and its standards, and to give clinics when requested to do so - Ideally, training as a facilitator and/or instructor in adult education NOC Orientation April 2012 - page 18

6.2.4 Clinics to train clinicians must be pre-approved by the NOC Vice Chair: Officials Development- Clinics must be delivered by a trainer on the list of Certified Clinicians. 6.2.5 Names of officials who complete the clinic will be added to the list of Certified Clinicians as Clinicians, and will receive a certificate from the NOC Vice Chair: Officials Development- Clinics. The list identifies the discipline(s) and level(s) in which those named can deliver clinics. 6.2.6 A certified Clinician may be a Clinician for any discipline in which he/she is level 4 or higher. 6.2.7 NTOs, ATOs and ITOs who have been certified as trainers or clinicians may deliver clinics in any discipline in which they have experience, at the discretion of the Vice Chair: Officials Development- Clinics. 6.3 CLINICS: 6.3.1 An official wanting to attend a National Clinic should make the request to the appropriate contact within his/her branch. 6.3.2 A branch wishing to host a national clinic must contact the NOC Vice Chair: Clinics for approval to host the clinic. This request must be done by the Branch Officials Chair or branch representative. 6.3.3 All National Clinics and the clinicians delivering them must be pre-approved by the NOC Vice Chair: Officials Development - Clinics or the clinic will not be considered valid for upgrading purposes. 6.3.4 When a National Clinic is held in conjunction with a meet, Clinicians will be appointed from the list of officials selected for that meet whenever possible. When that is not possible, the NOC Vice Chair: Officials Development- Clinics will recommend names of other clinicians from the list of Certified Clinicians. 6.3.5 All Clinicians appointed to conduct national clinics must be on the list of Certified Clinicians. 6.3.6 The NOC Vice Chair: Officials Development- Clinics shall liaise with the Vice Chair: Meet Assignments and Branch Officials Chair contacts, as appropriate, in arranging National Clinics and identifying clinicians. 6.3.7 It is recommended that National Clinics be held each year at the National Championships, since level 3, 4 and 5 officials from across the country attend. It is further recommended that clinics and/or seminars be held in conjunction with all international meets and other major meets in Canada. If formal clinics cannot be arranged due to circumstances, discussion groups and informal sessions should be scheduled. 6.3.8 Clinics should be held before a meet or during a significant break in the schedule, rather than after the meet is over, in order to encourage attendance and to provide opportunities for practical application of topics discussed. 6.3.9 It is the responsibility of the host branch to provide: Adequate space for the clinic Suitable accommodation and local transportation for the clinicians Sufficient copies of the Participant s Manual (part of National Clinic manuals) Other handout materials as requested by the clinician 6.3.10 A National Clinic is normally limited to 20 participants. 6.3.11 A National Clinic is normally conducted only for officials moving from level 3 to level 4. NOTE: Space permitting other officials may attend as observers. Officials already at level 4 or level 5 may attend as a refresher. In the case of a level 2 official, this clinic may be used to upgrade to level 3, at the discretion of the official s branch organization, but the official must attend another national clinic in the discipline before moving to level 4. In other words, the clinic cannot be held for future use. 6.3.12 A National Clinic is normally no longer than 2 hours and may be divided into two parts. 6.3.13 A clinic take home assignment is part of a National Clinic, and should be completed 30 days upon completion of the clinic. 6.3.14 A National Clinic must be conducted using the approved NOC clinic manual. 6.3.15 One-on-one clinics are accepted only in the case of referees, or at the discretion and with the pre-approval of the Vice Chair: Officials Development- Clinics. Results of such clinics must be sent to the Vice Chair: Officials Development- Clinics using the One-on-One Clinic Report form in order to be recognized. NOTE: See Appendix 6C for One-on-One Clinic Report form. 6.3.17 Following the completion of the clinic, the clinician must return marked assignments to the participants in a timely manner. 6.3.18 Following the completion of the clinic, the clinician must forward to the NOC Vice Chair: Officials Development- Clinics: The completed National Clinic Report form Names, full addresses, phone numbers and e-mail addresses of all participants and observers. List of candidates who completed the assignment successfully Clinic Evaluation forms completed by participants NOTE: See Appendix 6D for the National Clinic Report form 6.3.19 The NOC Vice Chair: Officials Development- Clinics shall maintain an up-todate database of all clinic participants, including the date and location of clinic, discipline, and the name of the clinician. 6.3.20 The NOC Vice Chair: Officials Development- Clinics shall send the updated list of clinics held to NOC and Branch Officials Chair prior to each NOC spring meeting. 6.4 RESOURCES: 6.4.1 NOC Vice Chair: Officials Development- Clinics shall consult, as required, with representatives from ITOs, ATOs and NTOs and senior officials to: Clarify and standardize the interpretation of IAAF technical rules and controversial situations Define the implications and interpretations of new IAAF rules Recommend variations to Athletics Canada s Competition Rules in view of IAAF rule changes 6.4.2 When NOC receives a proposal for a change to Athletics Canada s Rules or to IAAF Rules from a Canadian official, the proposal should be forwarded to the NOC Vice Chair: Officials Development- Clinics, who will consult with representatives from the ITOs, ATOs and NTOs and other senior officials. Recommendations for rule changes will be forwarded through NOC to the Athletics Canada Rules Committee for handling. 6.4.3 The NOC Vice Chair: Officials Development- Clinics shall liaise with the NOC Vice Chair Communications to ensure that all rule changes and interpretations are disseminated to officials and branches in a prompt and clear manner. 6.4.4 The NOC Vice Chair: Official Development- Clinics shall review all NOC educational materials, including exams, assignments and other materials on an ongoing basis, and revise them as necessary, to ensure that they reflect all rule changes and the current rule books of Athletics Canada and the IAAF. 6.4.5 The NOC Vice Chair: Officials Development- Clinics shall maintain and update a list of materials available for sharing from Athletics Canada and from branches, including audio/visual materials, electronic resources, etc. He/she shall identify needs and coordinate the development of appropriate materials to fill these needs. 7.0 OFFICIALS DEVELOPMENT - MENTORING: The NOC Vice Chair: Officials Development - Mentoring is responsible for: managing NOC s mentoring programs; coordinating the training of mentors and mentor trainers; maintaining up-to-date lists of mentors and mentor trainers, and the disciplines in which they can work in these capacities; liaising with the Vice Chair: Meet Assignments, Branch Officials Chairs and Officials Coordinators regarding the appointment of mentors at meets; maintaining a database of mentor / mentoree participants and the result of mentorship; coordinating the revision and updating of mentoring on an ongoing basis; Other duties as required. The NOC education program is based on the philosophy of encouragement through mentoring and upgrading, focusing on a competency-based model for officials development. 7.1 MENTOR TRAINERS AND MENTORS: 7.1.1 Master Mentors and Mentors: Master mentors are identified on the Mentor s list on the AC website. All Branch Officials Chairs are invited to nominate candidates to become mentors. Note, for consistency of approach, master mentors trained mentors directly i.e. there are no Mentor Trainers other than the Master Mentors listed above. The list of Certified Mentors is available on the Athletics Canada Website. When the need arises for additional mentor trainers, the NOC Vice Chair: Officials Development - Mentoring shall arrange a session where a candidate who is already as certified mentor works one on one with a master mentor to deliver a mentor training session, in order to become a certified mentor trainer. The candidate must be level 5 and must be pre-approved by the NOC Vice Chair: Officials Development - Mentoring. Mentors who complete such a session will be identified as mentor trainers on the list of Certified Mentors, and will receive a certificate from the NOC Vice Chair: Officials Development - Mentoring. 7.1.2 Mentors: Branch Officials Chair wishing to host a clinic to train Mentors must contact the NOC Vice Chair: Officials Development Mentoring. Candidates recommended by the branch must be pre-approved to attend the clinic by the NOC Vice Chair: Officials Development Mentoring. They must be level 4 or 5 officials, and be registered in their branch for the current year. Candidates should have: A varied practical officiating experience A demonstrated working knowledge of the rules and their application Organizational, leadership, and communication skills Positive personal characteristics (enthusiasm, rapport, empathy, sense of humour) A good image as a role model and the respect of peers The ability to be objective and diplomatic in assessing performance NOC Orientation April 2012 - page 22

A commitment to promote NOC s philosophy of mentoring and to mentor when requested to do so Clinics to train mentors must be pre-approved by the NOC Vice Chair: Officials Development Mentoring, and must be delivered by a Master Mentor or Mentor Trainer on the list of Certified Mentors. Names of officials who complete a mentor s clinic will be added to the list of Certified Mentors as mentors, and will receive a certificate from the NOC Vice Chair: Officials Development - Mentoring. The list identifies the discipline(s) and level(s) in which those named can mentor. A certified mentor may be mentor in any discipline in which he/she is level 4 or higher. NTOs, ATOs and ITOs who have been certified as mentors may mentor in any discipline in which they have experience, at the discretion of the NOC Vice Chair: Officials Development - Mentoring. 7.2 MENTORING: 7.2.1 Mentoring must be conducted following the procedures outlined in the Mentoring Guidelines and the Mentoring Procedures Summary, and using the most current Mentoring Report form. NOTE: See Appendix 6A for the Mentoring Guidelines and Appendix 6B for the Mentoring Procedures Summary. The Mentoring Report form is Appendix 3 of the Upgrading Criteria. 7.2.2 An official wanting to be mentored should make the request to the appropriate contact within his/her branch, ideally at least 2 months before a meet where such mentoring could take place. 7.2.3 The Branch Officials Chair must submit requests for mentoring to the NOC Vice Chair: Officials Development - Mentoring, proposes meets where the mentoring could take place. Requests should be submitted well in advance (at least 2 months) of the possible meets. 7.2.4 All mentoring sessions and the mentors providing them must be pre-approved by the NOC Vice Chair: Officials Development - Mentoring, or the mentoring assessment will not be considered valid for upgrading purposes. 7.2.5 Mentors will be appointed from the list of officials selected for the meet whenever possible. When that is not possible, the NOC Vice Chair: Officials Development - Mentoring will suggest names of other mentors from the list of Certified Mentors. 7.2.6 All mentors appointed to mentor officials for level 4 or 5 must be on the list of Certified Mentors. 7.2.7 The NOC Vice Chair: Officials Development - Mentoring shall liaise with the Vice Chair Meet Assignments and branch contacts, as appropriate, in arranging mentoring sessions and identifying mentors. 7.2.8 It is the responsibility of the NOC Vice Chair: Officials Development - Mentoring to confirm arrangements for the mentoring with the Officials Coordinator of the meet and the official s Branch Officials Chair. NOC Orientation April 2012 - page 24

8 VICE-CHAIR: AWARDS AND INCENTIVES The NOC Vice Chair: Awards and Incentives is responsible for: Coordinating NOC s awards and recognition program; Chairing the awards sub-committee at the NOC spring meeting, and advising branches and nominees of the results of the committee s deliberations; Assisting branches in developing their incentive programs; Developing strategies for recruiting new officials and retaining current officials; Coordinating NOC s junior development initiative; Coordinating marketing and sponsorship opportunities for officials; Other duties as required. 8.1. AWARDS: 8.1.1 NOC Official of the Year Award Procedure: Information regarding nominations for the NOC Official of the Year is sent to Branch Officials Chairs each fall/winter and is published in the officials newsletter, NOC NOC. Each branch may nominate one Official of the Year per year. The Branch Officials Chair must send the authorized nomination form to the NOC Vice Chair: Awards and Incentives, by March 31. NOC may also put forward one (1) nomination per year. Criteria: b) The Official of the Year may be selected from any level. c) Any registered official who has made a unique and outstanding contribution to athletics in the previous calendar year shall be eligible to be nominated. (Note: the contribution does not have to be at the national level.) d) The nominee must be a Canadian citizen or permanent resident of Canada. e) This nominee should normally be the branch Official of the Year. Selection: The NOC Vice Chair: Awards and Incentives will chair the selection committee of up to five (5) members the NOC chair, the NOC Vice Chair : Awards and Incentives, plus up to three (3) other NOC Vice Chairs. The same committee selects both the Official of the Year and those named to the Wall of Honour. The selection committee will evaluate the unique contributions of the nominees to the sport in the areas of: a) Performance b) Progress and expertise c) Development and officiating d) Other contribution(s) The selection of the Official of the Year will be made at each spring meeting of NOC.
