REGULATIONSGOVERNINGALLULSTERBRANCHLEAGUEANDCUP COMPETITIONS 201582016 SECTION1 GENERALREGULATIONS 1.COMPETITIONSMANAGEMENTCOMMITTEE( CMC ) (a)thecmcshalldecide:0 (i)thedatesonwhichmatchesincludingreplaysshallbeplayed (ii)thevenuesofmatches (iii)whetherornotextratimeifnecessaryshallbeplayed (b)thecmcmayatanytimescrutiniseteamlistsreinstatementsreferees reportsor otherrelevantmaterialandapplycompetitionregulationsasappropriate. (c)thecmcmayrefermattersofconductandresponsibilityorofdisciplinetothe HonorarySecretaryoftheUlsterBranch. 2.FIXTURES Fixturesshallbearrangedatmeetingsofclubrepresentativesconvenedforthepurposeand shallbeplacedbeforethecmcforitsapproval.incasetherepresentativesofany2clubs cannotagreeinregardtothedateonwhichanymatchshallbeplayedthecmcshall decidethesame. 3.DURATIONOFGAME (a)saveasprovidedin(b)below:0 (i)thedurationofamatchshallnormallybe80minutessubjecttothelawsofthe Game. (ii)intheknock0outstagesofallcupcompetitionsextratimeof10minuteseachway willbeplayedinthecaseofadrawatfulltime.extratimewillalsobeplayedinall play0offmatchesforpromotionorrelegation. (iii)inthefinalsofcupcompetitionswhereafterextratimethematchstillendsina drawthecupwillbeshared. (b)thedurationofmatchesinschoolsandyouthcupcompetitionsshallbesubjecttothe rulesofsuchschoolsandyouthcupcompetitions. 4.REFEREES (a) The Ulster Society of Rugby Football Referees shall (whenever possible) appoint Referees for all League and Cup matches except for the finals of Cup or League CompetitionswhentheSocietythroughitsrepresentativeshallataCommitteemeeting heldpriortothedateofthefinalofeachcupcompetitionrecommendthenameofa RefereetotheBranchCommitteeforitsapproval. (b)inrelationtolaw6(lawsofthegame)ifarefereehavingbeendulyappointedfora CuporLeaguegameisnotinattendanceorifsuchappointmentwasnotmadeorifa refereewhowasappointedforacuporleaguegameisunabletoofficiateforthewhole periodofamatchthegameasscheduledmaybepostponedorinthelattercasemaybe abandonedandreportedtothecmc. (c)ifeithercluboffersanalternativepersontoreferee(includingarefereespectatingatthe ground)incircumstancescoveredby(b)toenablethematchtobeplayedorconcluded agreementtothearrangementsshouldbeconfirmedbybothcaptainssigningtheteamlists

submittedtotherefereebeforethegameorbeforethegameisconcluded. (d)saveasprovidedin(c)abovechangesofareferee sappointmentafterarrivalata groundcanonlytakeplacewiththeapprovalofareferee sselector. (e)refereesmayrefusetopermitplayerstotakepartinagameifnotwearingtheregistered Clubjersey.Iftheregisteredcoloursofteamsinamatchareofsuchsimilarityaswould presentplayingorrefereeingdifficultiesitistheresponsibilityofthehometeamtomakethe necessarychangeandtonotifythebranchandopponentsofsuchchange. 5.ENTRYTOCOMPETITIONS (a)applicationsforallcompetitionsmustbemadetothebranchontheappropriateformin accordancewithbranchregulations. (b)intheminorleagueauniversityteamdeemedtohavecompletedlessthanfourofits fixturesandanyotherteamdeemedtohavecompletedlessthansixofitsfixturesbythe penultimate Sunday in November shall not be eligible to enter the McCambley Cup competitioninthatseason. 6.CUPDRAWS The CMC shall arrange to make the draws for all knock0out cup competitions. Each competingclubshallbenotifiedoftheresultofthedrawdatesandvenuesofeachround andoftheinstructionstorefereesregardingwhetherextratimeshouldbeplayedinthe eventofadraw.(see3(b)). 7.COMPETITIONPROVISIONS (a)intheulsterchampionshipleagueandanyotherleagueoperatingthebonuspoints systemateamwinningaleaguematchshallbeawardedfourpoints.inthecaseofadrawn leaguegameeachteamshallreceivetwopoints.onebonuspointwillbeawardedtoa teamscoringfourormoretriesinaleaguematchandonebonuspointwillbeawardedtoa teamlosingbysevenpointsorless.anyteamfailingtofulfilaleaguefixtureshallhavefive pointsdeductedfromitsleaguepointsscoredandtheiropponentsshallreceivefivepoints. Inthecaseoftwoormoreteamshavinganequalnumberofpointsadecidingmatchor matchesmaybearrangedasthecmcmaydetermine. (b)inallotherleaguestheteamwinningaleaguematchshallbeawarded2points.inthe caseofadrawnleaguegameeachteamshallreceive1point.anyteamfailingtofulfila league fixture shall have 3 points deducted from its league points scored and their opponentsshallreceive2points.inthecaseof2ormoreteamshavinganequalnumberof pointsadecidingmatchormatchesmaybearrangedasthecmcmaydetermine. (c)anyteamscratchinganawayleaguefixturewillforfeithomeadvantageinthereturn fixture. (If circumstances permit this may be carried forward to the next season at the discretionofthecmc). (d)anyteamscratchingmorethan2leaguematchesinaseasonmayatthediscretionof thecmcbedebarredfromenteringaparticularleaguecompetitioninthefollowingseason. (e) Any team scratching from a cup competition for which it has entered may at the discretionofthecmcbedebarredfromenteringthatcompetitioninthefollowingseason. 8.NOTIFICATIONOFRESULTS (a)each club shall submit on0line to the Branch in advance of each fixture electronic teamsheetswhichshallincludethenamesandnumbersofallplayers.

(b)thefullnamesoftheplayersofeachteamandthenumberoftheirplayingposition mustbegiventotherefereebeforethestartofeachmatchandheshallretainsameand forwardthemtothebranchifrequested. (c)anydifferencesbetweentheteamsheetsubmittedtothebranchinaccordancewiththe provisionsof(a)aboveandtheplayerswhoactuallyplayedorwerenamedassubstitutesin thefixturemustbenotifiedtothebranchonlinebyamendmenttotheelectronictimesheet nolaterthan96hoursfromtheendofthegame. (d)therefereeshallsubmittheresultandnumberoftriesscoredbyeachteambytexttothe Branchimmediatelyfollowingtheendofthegame. (e)intheeventofanymatterofimportanceaffectingamatchincludingredandyellowcards orseriousinjurytherefereeshallsubmitareportabouttheincidenton0linetothebranch within24hoursoftheendofthegame. 9.REGISTRATIONELIGIBILITYANDMOVEMENTOFPLAYERSANDPAYMENTSTO PLAYERS (a)allclubsaresubjecttotheprovisionsofregulation6oftheregulationsoftheirish RugbyFootballUnion( theirfuregulations ). (b)inadditionthefollowingprovisionsshallapply:0 (i) ClubsplayinginDivisionTwooftheQualifyingLeagueorinanydivisionorleague belowdivisiontwoofthequalifyingleagueshallbepermittedtoregisterwiththe Branchbefore1Septemberineachyearnomorethanoneoverseasplayertoplay1 st XVrugby.Indeterminingtheeligibilityofplayerstoregisterunderthisprovisionthe provisionsof(a)to(d)ofparagraph2oftheannexheretoentitled Eligibilityof Players shallbedeemedtoapplyforthispurposeastheyapplytoclubsplayingin DivisionOneoftheQualifyingLeague. (ii)(a)saveasprovidedin(b)belowaplayershallnotbeeligibletoplayforaclub unless he is registered with that club in accordance with the IRFU Regulations and in the case of knock0out Cup Competitions he shall be ineligible to take part in any such Competition unless he shall have been so registered before thecommencementoftheparticularcompetition. (B)Aschool0leaverenteringadultrugbyforthefirsttimeoraplayerenrollingin university and joining the university club shall be eligible to play in knock0out Cup Competitions after the commencement of any such Competition provided suchschool0leaverorplayerisregisteredwithhisnewclubby1octoberatthe latest. (iii)aplayermaynottransferasaplayingmemberfromoneclubtoanotherunless heisfreefromanyfinancialobligationwiththeclubheisleaving. (iv)a player whose transfer has not been completed in accordance with the provisions of Regulation 6.4.4 of the IRFU Regulations by the 31 January in any year will not be eligible to play for his new Club in Branch League or Cup Competitions. 10.QUALIFICATION OF PLAYER AIB LEAGUE AND QUALIFYING LEAGUE DIVISIONONE (a)clubsplayingintheallirelandleague:0 (i)aresubjectedtotheprovisionsregardingtheregistrationandeligibilityofplayersset downinregulations9.15oftheirfuregulationsand (ii)shallonorbefore1 st JuneinanyyearsubmittotheBranchacopyofthelistof playerssubmittedtotheunionundertheprovisionsofregulations9.14.1oftheirfu Regulations.

(b)clubsplayingindivisiononeofthequalifyingleaguearesubjecttotheprovisions regardingtheregistrationandeligibilityofplayerssetdownintheannexhereto. 11.REINSTATEMENTS (a)thecmcshallhavethepowertoreinstate:0 (i)playerswhohavebecomedisqualifiedfromleaguecompetitionsand (ii)players(otherthanplayerscup0tiedundertheprovisionsofregulation15(a)and playersselectedbyaclubinbreachofregulation15(b)belowwhohavebecome disqualifiedfromcupcompetition provided that application is made on the electronic teamsheet submitted to the Branch undertheprovisionsofregulation8(a)aboveandprovidedthatsuchapplicationisreceived bythebranchby10am3workingdaysbeforethematchinwhichtheplayerseekstoplay. (b)aplayerbecomesdisqualifiedifduringthecurrentseasonhehasplayedin aggregatefiveormorecupandleaguematchesforateaminhisclubplayinginthenext highestgradeinwhichthatclubhasateamoronceforateaminahighergradeofleague thanthenexthighestgrade. (c) For the avoidance of doubt the power of the CMC to reinstate a player under the provision of (a) above shall only arise after that player has become disqualified in accordancewiththeprovisionsof(b)above. (d)aclubapplyingtoreinstateaplayershall:0 (i)providethereasonforsuchreinstatementd (ii)statetheleaguesectionsfromandtowhichtheplayeristobereinstatedd (iii)providethefullplayingrecordoftheplayerforthatseasondand (iv)includedetailsofanypreviousreinstatementsinrespectoftheplayerduringthat season. (e) A player may be reinstated a maximum of twice in a season save in exceptional circumstancesandwiththeagreementofthecmc. (f)aplayerwhohasplayedinaggregatefiveormorecupandleaguematchesforateam inhisclubplayinginthenexthighestgradeinwhichthatclubhasateamcanonlybe reinstatedtothesectionbelowthatforwhichheplayedsuchmatchessavein exceptionalcircumstancesandwiththeagreementofthecmc. (g)aplayercannotbereinstatedfromaqualifyingleaguedivision1teamafter 16 Marchinanyseasonsaveinexceptionalcircumstancesandwiththeagreementof thecmc. (h)aclubapplyingtoreinstateaplayerinexceptionalcircumstancesasprovidedin(e) (f)and(g)aboveshallprovidefullanddetailedreasonsinwritinginsupportofits application. (i)aplayercannotbereinstatedonthegroundsthatheisreturningfrominjuryunlesshe hasbeenunablebyvirtueofthatinjurytoplayforaleasttheprevioustwoweeks. (j)(i)saveasprovidedin(ii)belowaclubmaynotapplyinanyoneweektoreinstate morethan3playerstoeachsectioninwhichitparticipates. (ii)anail/ulsterchampionshipleagueclubmaynotapplyinanyoneweektoreinstate morethan5playerstoeachsectioninwhichitparticipates. (k)adualstatusplayerreturningtoplayforhisqualifyingleagueclubshallbesubjectto

theprovisionsofparagraphs(a)to(j)above. (l) For the purposes of this regulation the grades of League shall be AIL/Ulster ChampionshipLeague2 nd XV/Qualifying/ConferenceJunior1 3Junior406andMinor. 12.UNQUALIFIEDPLAYERS IfanyClubincludesinitsteamanyplayerwhoisnotdulyqualifiedtorepresentittheteam shallbedeemedtohavelostthematchand:0 (a)inthecaseofamatchinaleagueoperatingthebonuspointssystemwillhavetwo pointsdeductedfromitsleaguetotaltodateand (b)inthecaseofamatchinanyotherleaguewillhaveonepointdeductedfromitsleague totaltodateandmayatthediscretionofthecmcbeexcludedfromsuchleagueforthe remainderoftheseason. 13.FALSIFYINGTEAMSHEETS IfanyClubincludesinitsteamanyplayerwhoisnotdulyqualifiedtorepresentitand includesthatplayerintheelectronicteamsheetunderanameorregistrationnumberother thanhisowntheteamshallinadditiontoanysanctionswhichmaybeappliedunderthe provisionsofregulation12above:0 (a)inthecaseofamatchinaleagueoperatingthebonuspointssystemhavesixteenpoints deductedfromitsleaguetotaltodated (b)inthecaseofamatchinanyotherleaguehaveeightpointsdeductedfromitsleague totaltodated (c)inthecaseofamatchinacupcompetitionbedebarredfromenteringthatcompetitionin thefollowingseasonandtheclubmaybesubjecttofurthersanctionbythedisciplinary CommitteeoftheBranchifitsconductisheldtobedetrimentaltothebestinterestsofthe Game. 14.THENUMBEROFPLAYERSANDTHEREPLACEMENTANDSUBSTITUTIONOF PLAYERS

(a)teamsparticipatinginthefollowingcompetitionsmustcomplywithlaw3ofthegamein respectofthenominationandreplacement/substitutionofplayers. (ii)ateaminbreachoftheprovisionsof(i)aboveshallforfeitthematch. 15.CUPTIEDPLAYERS (a)aplayermayplayforonlyoneteaminanyparticularcupcompetition.

(b)aclubmaynotselectaplayerfromahigherteamtoplayinthesemi0finalorfinalofany cupunlesstheplayerhasplayedinapreviousroundofthecompetitionorinexceptional circumstancespermissionisgrantedbythec.m.c.forthepurposesofthisprovisiona playerfromahigherteamshallbedeemedtobeaplayerwhoduringthecurrentseason hasplayedfiveormorematchesinaggregateforahigherteamorteamsincupandleague competitions. 16.CLOSEDDATES LeagueCuporFriendlymatchesmustnotbearrangedfortheafternooninBelfastand withinaradiusof25milesofbelfastondatesclosedbythebranchcommittee. 17.STARTINGTIMESOFMATCHES (a)normalkick0offtimeforallsaturdaymatcheswhetherleaguecuporfriendlywillbe 2.30pm.Formatcheson'closeddates'thekick0offtimewillbe12noonorearlier. (b)applicationtovarythesekick0offtimesmustbemadeinwritingtothebranchoffice10 daysbeforedateofmatch. 18.CHANGEOFDATES WhenthedateandtimeofanymatchhasbeenapprovedbytheCMCthesameshallnotbe changed without the prior permission of the CMC other than under the provisions of Regulation23andanyCluborClubscontraveningthisregulationshallbedeemedtohave lostthematchunlessthecmcrulesotherwise.anypostponedleaguegamemustbere0 arrangedandnotificationsenttothebranchbythehomeclubwithin14daysoftheoriginal dateindefaultofwhichthegamewillbere0arrangedbythecmc. 19.REFUSALTOPLAY (a)leagueandcupmatchesmustbecompletedbythedatespecifiedbythecmc (b)intheeventofaclubfailingtoplayamatchorreplayonthestipulateddateorrefusing toplayextratimeiforderedtodosobythecmchavingcontrolofthecompetitionitshall beadjudgedtohavelostthematchunlessthecmcconsiderstherewasareasonableand propercausefortherefusalandifthematchisacupmatchshallbeliabletoafineas providedinregulation20. 20.POSTPONEMENTORCANCELLATIONOFMATCHES (a)anyclubpostponingamatch(withthepermissionofthecmcinaccordancewith Regulation18above)orcancellingamatchforanyreasonmustimmediately notify:0 (i) TheHonorarySecretaryoranauthorisedofficialoftheopposingClub (ii) TheBranchinwritingegFaxore0mail(BranchwillnotifyRefereeifcancellationis morethan24hoursbeforekick0off) (iii) TheRefereeifpostponementorcancellationiswithin24hoursofkick0off. (b)anyclubfailingtocomplywith(a)aboveshallbeliabletoafineof 100inrespectof theexpensesofarefereewhotravelsandmayatthediscretionofthecmcbeheldliable topaythetravellingexpensesofthevisitingclub. (c)saveasprovidedin(d)belowanyclubpostponingorcancellingamatchwithin24 hoursofthefixtureshallinadditiontothefinepayableunder(b)abovebeliableto:0 (i) Afineof 50ifnotificationofsuchpostponementorcancellationisgivenunderthe provisionsof(a)aboveonthedayprecedingthefixtureor

(ii) Afineof 100ifsuchnotificationisgivenwithin12hoursofthefixtureorinthe eventthatnosuchnotificationisgiven. (d)theprovisionsof(c)aboveshallnotapplytoaclubpostponingorcancellingamatchon behalfofitslowestleague&teamprovided&such&team&competes&in&either&the&junior&or& Minor&LeaguebutsuchClubshallinadditiontothefinepayableunder(b)abovebeliable toafineof 100ifnotificationofsuchpostponementorcancellationisgivenunderthe provisionsof(a)abovewithin4hoursofthefixtureorintheeventthatnosuchnotificationis given. (e)anyclubfailingtofulfilafixtureinthefollowingcompetitionswillbefinedasfollows:0 COMPETITION FINE (i) UlsterChampionshipLeague 400permatch (ii) SecondXVLeague 300permatch (iii) Qualifying/ConferenceLeague1 300permatch (iv) Qualifying/ConferenceLeague2 200permatch (v) QualifyingLeague3 100permatch (vi) SeniorCup 400 (vii) TownsCup 300 (viii) McCreaCup 200 (ix) JuniorCup 300 (x) GordonWestCup 100 (f)aclubfailingtofulfilanawayfixtureinanyofthecompetitionsreferredtoin(e)above shallbesubjecttoanadditionalfineof 100. (g)aclubfailingtofulfilacupfixtureinacompetitionotherthanthosereferredtoin(e) aboveshallbesubjecttoafineof 100. (h) Where a Club is subject to a fine of 50 or 100 for late cancellation under the provisions of (c) or (d) above such fine shall be in addition to any fine payable under (e)(f)or(g)above. (i)aclubwishingtoappealagainsttheimpositionofanyfinepayableunderthis Regulation must do so in writing on Club note0paper signed by the Honorary Secretary or the President of the Club to reach the Honorary Secretary of the Ulster Branchwithin96hoursofnotificationofthefine. (j)allpostponedorcancelledleagueorcupmatchesnotpreviouslynotifiedtothe Branchundertheprovisionsof20(a)abovemustbereportedbybothclubstothe Branchbyemailwithin48hoursofthescheduledmatch.TheoffendingClubshould confirmforfeitureofpointsifappropriateorbothclubsshouldconfirmmatch rearrangementifthishasbeenmutuallyagreedgivingdatevenueetc. (k)ifagreementcannotbereachedonforfeitureorrearrangementthisshouldbereported by both Clubs and the decision will stand referred to the CMC. The offending side MUST immediately inform the CMC of the reasons why they failed to fulfil the fixture andwhythecmcshouldnotawardthematchtothenonoffendingside. (l) Any team which is unable to stage a home fixture at the knock0out stage of a competitionontwosuccessiveoccasionswillforfeithomeadvantage. 21.ORDEROFCANCELLATION (a)clubsmustcancelorpostponeleagueandcupmatchesfromthelowestteam upwards.

(b)cupgameswithintheirdesignatedsectionstakeprecedenceoverleaguegames. (c)thepenaltyforviolationoftheaboveis: (i)ifateamisscheduledtoplayacuporleaguematchonthesamedayasthe ClubhascancelledaCuporLeaguematchofahigherteamthentheresultwillbe declarednullandvoidanditsopponentswillbedeclaredthewinnerswhetherthe matchactuallytakesplaceornot. (ii)ifsuchmatchisintheulsterchampionshipleagueoranyotherleague operatingthebonuspointssystemtheoffendingteamshallbededucted2points andtheiropponentsshallreceive5points. (iii) Ifsuchmatchisinanyotherleaguetheoffendingteamshallbededucted1point andtheiropponentsshallreceive2points. (d) Where a match commences with less than 15 players on a team that team may be deemed by the CMC for the purposes of this Regulation only to have cancelled the fixture and if such cancellation is in breach of the order prescribed abovethecmcmayimposetheabovepenalty. (e)whencancellationintheorderprescribedaboveisimpracticable(egbecauseoflate cancellationordifficultiesarisingfromanassignedpitchbeingdeclaredunplayable)full detailsmustbesenttothebranchinwritingbytheclubresponsibleforthecancellation within72hoursofthecancellation.thecmcwillthendecidewhetherornottheabove penaltywillbeimposed. 22.PROTESTSORAPPEALS A Club wishing to make an official protest or appeal to the CMC in relation to a fixture must do so in writing on Club note paper signed by the Honorary Secretary or President of the club to reach the Branch Office within 96 hours after the end of thematchtowhichitrelates. 23.FITNESSOFGROUND Priortokick0offtheHomeClubshallbethesolejudgeofthefitnessofthegroundforthe playingofaleagueorcupmatch.inthecaseofapublicgroundthedecisionshallliewith thegroundsmanincharge.onceamatchstartstherefereeisthesolejudgeofthefitnessof theground. 24.TROPHYOWNERSHIP&RESPONSIBILITY (a)thetrusteesofthebranchforthetimebeingshallbeforallintentsandpurposesthe legalownersofallcupsandshieldsintrustforthebranch. (b)cupsandshieldsshallbepresentedtowinningclubsatthefinalorconclusionofthe competitionswherepracticable.clubswinningacuporshieldshallwhenthe presentationhastakenplacegivetothehonorarysecretaryofthebranchawritten guaranteeforitssafecustodyandreturnwhendirectedbythebranch. 25DECISIONSOFTHECMC The Clubs Committee at its regular monthly meeting shall be the final arbiter of any decisionofthecmcwhichisdisputedbyaclubprovidedthatwherereferencetoamonthly meetingoftheclubscommitteeisimpracticalaclubmayappealdirecttothebranch CommitteeinwritingonClubnotepapersignedbytheHonorarySecretaryorPresidentof theclubandaddressedtothehonorarysecretaryoftheulsterbranch.anysuchappeal mustbelodgedwithin96hoursoftheclubreceivingofficialnotificationofthecmcdecision andmustbeaccompaniedbyasumof 250whichmayatthediscretionoftheBranch Committeeberefundedinwholeorinpart. 26ANTI8DOPING ForthesakeofclaritytheBranchaffirmsthat:0 (a)theirishrugbyfootballunionanti0dopingregulations( theanti0dopingregulations ) applytothegameinulsterd

(b) the Branch and all persons participating in the game in any capacity under the jurisdictionofthebranchareboundbyandshallcomplywiththeanti0dopingregulationsd (c)thebranchshallenforcetheanti0dopingregulationsandintheeventofabreach thereofshallapplythesanctionssetouttherein. ANNEX REGISTRATIONANDELIGIBILITYOFPLAYERS QUALIFYINGLEAGUEDIVISION ONE

1.OperativeDates (a)onlyaplayerwhoisregisteredwithaclubontheunionplayerregistrationprogramme onorbefore1octoberinanyyearshallbeeligibletoplayforthatclubinqualifyingleague DivisionOne( theleague ).Apersonmayberegisteredasaplayingmemberwithone Clubonly. (b)aplayerenrollinginuniversityandjoiningtheuniversityclubshallbeeligibletoplayfor thatclubintheleagueifregisteredwiththeclubonorbefore1octoberinthatyear. (c)aplayerwhoisregisteredwithaclubpriorto1octoberandwhoattainstheageof18 duringtheseasonshallbeeligibletoplayintheleagueafterhehasattainedhis18th birthdayunlessheisaschoolboywhoiseligiblefortherelevantschoolscompetition. 2.EligibilityofPlayers (a)thefollowingaretheregisteredplayerswhoareeligibletoplayintheleague:0 (i) AplayerwhoqualifiestoplayforIrelandunderIRBRegulations.Thisincludes playerswhohavecompletedthreeyearsresidency. (ii) AplayerwhoholdsapassportissuedbyacountrywhichisamemberoftheEU. (iii) Aplayerwhohasavalidworkpermitasaprofessionalrugbyplayerandwhoisa nationalofacountrywhichhasanassociation/tradeagreementwiththeeuas underthecotonouagreement. (b)intheabovecasesplayersmustbothberesidentinirelandon1septemberandremain inresidenceuntilthecommencementoftheleague. (c) For the purposes of this provision residency is defined as Permanent place of residence. (d)exception InanyseasoneachClubmayregisteroneplayerwhodoesnotsatisfytheabovecriteria provided that he has taken up residence and has been properly registered prior to 1 September.Forthepurposesofinterpretationthisplayerisclassifiedasanoverseasplayer andmustbenominatedassuchtotheprovincialdomesticgamemanagerpriortothe commencementoftheleague. 3DualStatusPlayers AplayerwhoisabonafideplayingmemberofanonAllIrelandLeagueClubmayalsoplay for an All Ireland League Club in the same season subject to the provisions of IRFU Regulation9.15andsuchprovisionsshallinadditiontoapplyinginrelationtomatchesin theallirelandleagueandcupbedeemedtoapplyinrelationtomatchesintheulster ChampionshipLeagueandtheUlsterSeniorCup.WheretheprovisionsofIRFURegulation 9.15areappliedinrelationtomatchesintheUlsterChampionshipLeagueortheUlster SeniorCupapplicationunderRegulation9.15.2.1mustbemadetotheBranchofficeasif thereferencethereintotheunion sofficewasareferencetothebranch soffice.
