SCHEDULE OF RELAYS AND EVENTS (SUBJECT TO CHANGE): Doors to the building will open at 7:30 AM Smallbore Events 1M and 1W: Range door opens at 8:30; Prep/Sight at 8:45 AM; Record fire begins at 9:00 AM Air Rifle Events 2M and 2W: Range door opens at 11:30AM; Prep/Sight at 11:45AM; Record fire begins at 12:00 PM Air Pistol Events 3M and 3W: Range door opens at 1:30 PM; Prep/Sight at 1:45 PM; Record fire begins at 2:00 PM Tentative Overflow Relay (only if needed due to overflow of an earlier relay): Range door opens at 3:30 PM; Prep/Sight at 3:45 PM; Record fire begins at 4:00 PM ELIGIBILITY: This competition is open to all Junior Athletes born in 1997 or later. All Junior Athletes must be individual members of USA Shooting. An Individual Membership Application Form is included with this program, or membership can be acquired online at the USA Shooting website (preferred): http://usashooting.org/membership.php
Junior Athletes may not compete in more than one State Junior Olympic Championship. Junior Athletes who fire in their own home State Junior Olympic Championship are not eligible to compete and will not be allowed to shoot in another state. Junior Athletes from states which are not holding a State Junior Olympic Championship, and those who cannot attend their own State Junior Olympic Championship, will be allowed to enter as a Non- Resident in another state. Only scores from a registered State Junior Olympic match will be eligible for invitation to compete in the 2017 National Junior Olympic Championships. Only U.S. Citizens will be eligible for medals at both the State Junior Olympic Championship and National Junior Olympic Championship. Foreign competitors may compete in a State Junior Olympic Championship but they will not be eligible for medals or the National Junior Olympic Championship. ENTRY: Until December 8, 2016, the entry fee is $15 per individual, per event, and must be paid in full before the start of the competitor s relay. Entries received after 12:00 AM CST on December 9, 2016 will be charged a $10 late fee, per individual, per event. It is highly recommended to pre-register. Entries will only be accepted up to range capacity. Entry can be made by sending a completed and legible entry form to the Match Director by mail until December 1, 2016 or by email until December 8, 2016. Upon receipt, the Match Director will reply with a confirmation to the email address listed on the entry form. A non-response means the entry was not received or was illegible. Note: The email address provided on the form will also be the one where invitations to the 2017 National Junior Olympic Championships are sent. Be very sure it is listed correctly and is legible. A blank entry form is included with this match program. Entry forms will also be available at the range on the day of the match. However, entries will only be accepted up to range capacity. Every effort will be made to accept all Junior Athletes who are eligible to compete. CANCELLATION AND REFUNDS: Notice of cancellation should be sent to the Match Director as soon as possible so that the firing point can be opened and another Junior Athlete may be able to compete. Cancellations will be accepted up until the start of the preparation/sighting period of the relay. A refund will be given for any cancelled mach which was registered and paid for, up until the competitors are called to the line for that relay. RESIDENCE: All Junior Athletes must declare, on the entry form, that they are shooting as a Resident Qualifier or as a Non-Resident. Each Junior Athlete may claim residence in only one state and must declare the state of residence on the entry form. Residency is defined as to where the Junior Athlete holds a current and valid driver s license. If the Junior Athlete does not have a driver s license, residency is then defined as to where the Junior Athlete s parents/guardians reside.
A) Resident Qualifier Junior Athletes in this category are eligible for 1st, 2nd and 3rd place USA Shooting State Champion medallions. If there are at least six entries in the discipline, Resident Junior Athletes are eligible to receive the State Champion Invitation to the 2017 National Junior Olympic Championships. B. Non-Resident Junior Athletes may shoot in other than their declared state of residency and are encouraged to do so. Junior Athletes competing as Non-Residents are not eligible for state awards and are eligible for Automatic Invitations to the National Junior Olympic Championships CATEGORIES: Age categories are based on the age that the competitor will be on December 31, 2017. The following categories will be used for the competition: Junior (J1); age 18-20; competitors born from 1997-1999 Intermediate Junior (J2); age 15-17; competitors born from 2000-2002 Sub-Junior (J3); age 14 & under; competitors born in 2003 or later. RULES: THE 2016 EDITION OF USA SHOOTING RULES WILL GOVERN. The rules can be viewed and downloaded from the USA Shooting Website: www.usashooting.org COURSES OF FIRE AND DISTANCE: Event 1M: Men s 3-Position Smallbore, 60 shots (20 shots in each position), in the order of kneeling, prone, then standing, at a distance of 50 feet. Event 1W: Women s 3-Position Smallbore, 60 shots (20 shots in each position), in the order of kneeling, prone, then standing, at a distance of 50 feet. Event 2M: Men s Air Rifle, 60 shots in the standing position only, at a distance of 10 meters. Event 2W: Women s Air Rifle, 40 shots in the standing position only, at a distance of 10 meters. Event 3M: Men s Air Pistol, 60 shots in the standing position only, at a distance of 10 meters. Event 3W: Women s Air Pistol, 40 shots in the standing position only, at a distance of 10 meters. TIME LIMITS: A combined Preparation and Sighting Period of 15 minutes will start before the published start time of the relay. Competitors will be called and allowed to bring their equipment to the line no earlier than 15 minutes before the combined Preparation and Sighting Period of the relay. Events 1M and 1W Men s and Women s Smallbore Rifle, 3X20, 50 feet: Block time of 1 hour, 45 minutes, plus one combined Preparation and Sighting Period of 15 minutes. Events 2M and 3M Men s Air Rifle and Men s Air Pistol, 10 meters: Block time of 1 hour, 15 minutes, plus one combined Preparation and Sighting Period of 15 minutes. Events 2W and 3W Women s Air Rifle and Women s Air Pistol, 10 meters: Block time of 50 minutes, plus one combined Preparation and Sighting Period of 15 minutes.
FIREARMS AND SIGHTS: Events 1M and 1W: Any.22 caliber rifle meeting USA Shooting rules will be allowed. ONLY metallic sights will be permitted. Events 2M and 2W: Any.177 caliber air rifle (spring piston, pneumatic, CO2, or compressed air) meeting USA Shooting rules will be allowed. ONLY metallic sights will be permitted. Events 3M and 3W: Any.177 caliber air pistol (spring piston, pneumatic, CO2, or compressed air) meeting USA Shooting rules will be allowed. ONLY metallic sights will be permitted. TARGETS: The Megalink Electronic Target System will be used for all events. COACHING: Coaching on the firing line will not be permitted, but may occur behind the ready area or off of the range. During the preparation/sighting period and during the record fire time, the Junior Athlete or their coach may request permission from a range officer for the Junior Athlete to be excused from the firing line. No additional time or sighting shots will be allowed if the Junior Athlete chooses to leave the line. PROTESTS: Protests will be handled according to the USA Shooting General Technical Rules, Section 6.16. The protest fee in a USA Shooting sanctioned match is $25.00, and decisions by the jury are final. If an athlete protests the value of an indicated shot, the protest will only be accepted when it is made before the next shot is fired or within three minutes after the last shot. However, this requirement does not apply in the case of a target failure. TIES: All ties will be broken in accordance with USA Shooting Rules. JURY: The Match Sponsor will select a 3 person jury the day of the match. This jury will be responsible for settling disputes on procedure and deciding upon questions of equipment. PARTICIPATION PINS: One Junior Olympic participation pin provided by USA Shooting will be given to each competitor, while quantities last. Pins can be purchased for $5, after all registered competitors have received a pin. AWARDS: Provided by USA Shooting USA Shooting will provide a gold medallion for the top resident individual, silver medallion for the 2nd place resident individual and a bronze medallion for the 3rd place resident individual in each event. INVITATION TO THE NATIONAL JUNIOR OLYMPIC CHAMPIONSHIPS: All invitations for the 2017 National Junior Olympic Championships, held in Colorado Springs, will be issued via email. Invitations will be sent to the email address provided by the competitor on the Entry Form and must also be listed on the 2016-2017 official score reporting form. If an email address is not provided, invalid, illegible or otherwise incorrect, USAS is not responsible for a lost invitation. To qualify for a State Champion Invitation, the following criterion applies:
If there are less than six competitors in your discipline, the competitors in that discipline must acquire an Automatic Invitation Score to receive an invitation to the 2017 National Junior Olympic Championships. If there are at least six combined men and women in a discipline, but less than six competitors in either event, then the overall high score average will be used to determine the State Champion Invitation recipient in that discipline. The total scores for each competitor will be divided by the maximum possible score in their event. The highest average score per shot result will receive the State Champion Invitation. If there are less than six competitors in your event, but at least six competitors in the opposite gender/event of your discipline, competitors in your event must acquire an Automatic Invitation score to receive an invitation to the 2017 National Junior Olympic Championships. The competitor with the top score in the opposite gender/event would receive a State Champion Invitation. If there are at least six in each gender (event), then both will receive a State Champion Invitation, provided they meet the minimum score. Invitations will be issued based off of the following minimum scores. These minimum scores may be lowered to invite up to range capacity: State Champion Invitation Minimum Scores are listed below.
