PARKSTONE YACHT CLUB ARRIPAY PURSUIT RACE 2018 In aid of POOLE SAILABILITY & Lewis-Manning Hospice SAILING INSTRUCTIONS Saturday 5 th May, 2018 1.0 RULES Racing will take place under the Racing Rules of Sailing 2017-2020, the prescriptions of the RYA, these Sailing Instructions and the class rules of the eligible classes. 2.0 CONDITIONS OF ENTRY 2.1 General. Attention is drawn to R.R.S. Fundamental Rules 1 & 4. The provision of safety equipment and boats by Parkstone Yacht Club is neither a guarantee that assistance can be rendered to any competitor in need, nor an acceptance of any responsibility for rescue of competitors. Further, in the event that assistance is rendered to any competitor, no liability for any loss, damage or injury to the competitor and/or the boat and its equipment is accepted by the Club or the crew of such rescue craft. 2.2 Eligibility. The race is open to dinghies and multi-hulls with a current P.Y.S No. and also boats of the following classes: Shrimper, XOD, Poole Dolphin and R19. 2.3 Entry Form and Entry Fee. A complete Entry Form accompanied by the minimum donation of 10.00 ( 5.00 singlehanders), must be returned to Parkstone Yacht Club before the start of the race. All sums raised will be donated to Poole Sailability & Lewis- Manning Hospice. 3.0 COMMUNICATIONS WITH COMPETITORS Class Warning Flag will be used only for the Cadet Class. This changes R.R.S. 26 "Starting System" for all Classes except the Cadet Class.
4.0 SAFETY 4.1 All Competitors. All competitors shall wear adequate personal buoyancy at all times when afloat. This changes RRS 40. 4.2 Tallying: All helms and crews sailing in none cruiser classes shall tally before going afloat and return their tallies to the Beachmaster hut within 30 minutes of coming ashore 4.3 Intention to compete: A competing representative from each boat, shall Tally before going afloat. Boats based at other clubs in the harbour should comply with the declaration arrangements for the event agreed with that club. Any boat that fails to comply with these requirements will be deemed to have retired. 4.4 Race Retirement. A competing representative from each boat shall let the Beach Master know and annotate/sign the appropriate retirement declaration form in the Beach Masters Hut on coming ashore. Boats based at other clubs in the harbour should comply with the retirement declaration arrangements for the event agreed with that club. 4.5 Other harbour users: Competing boats must not navigate in such a manner so as to interfere with the safe navigation of vessels that are constrained in their ability to manoeuvre. 4.6 Exclusion zone In the event that a large commercial vessel is preceded by a Club RIB or Launch flying I.C. Flag U and making intermittent sound signals, any competing boat passing between that RIB or Launch and the commercial vessel is liable to disqualification without a hearing. 5.0 STARTING 5.1 Start Times. Classes will start according to the schedule available from the Race Office at Parkstone Yacht Club on the day of the race. SI 8. will form part of the schedule of Start Times. THE WARNING SIGNAL FOR THE CADET CLASS WILL BE @ 1355 HOURS. 5.2 Cancellation. In the event that the Arripay race can not go ahead, if conditions allow, normal PYC club racing will take place at the start times advertised in the club s sailing programme. A Black flag flown from the club flagstaff will signal that this arrangement is in force.
5.3 Starting Procedures. Cadet Class Only: In accordance with R.R.S. 26 All Other Classes: Numbers indicating the number of complete minutes elapsed from the start will be displayed from the Starting Platform. All classes (except Cadet) shall start when the number of minutes indicated in SI 5.1 is displayed. A sound signal will be made at the start of each class. No other warning, preparatory or starting signals will be given. This changes R.R.S.26 "Starting Systems" for all classes except the Cadet CIass. 5.4 Start line: an imaginary line between the black and yellow staff on the Starting Platform and the Outer Mark. 5.5 Recalls: If a boat is OCS at the start time for her class, a single long sound signal from a portable air-horn will be made, but no visual signal will be made. Any OCS boat that does not return to the pre-start side of the line or its extensions within 5 minutes of the class start time will be disqualified. This changes R.R.S. 29 Recalls 5.6 Boats awaiting their start time are asked not to impede other boats that are starting before them. 6.0 FINISHING 6.1 Finishing Line(s). 6.2 The Finishing Time will be FIRST START PLUS 150 MINS (2hrs 30 mins.). Finish lines will open at this time 6.3 The lead finishing line will be established between the masts on two moving committee boats flying Orange flags 6.4 The lead finishing line will be laid across the direct line between the last mark that the leading boat has rounded and the next designated mark of the course. This line may move back, along the course, after finishing the first boat. 6.5 Simultaneously, additional finishing lines will be laid, between support boats carrying Orange flags and any rounding mark.
6.6 Boats will finish by either passing through the lead finishing line or through a finish line laid at the next rounding mark reached after the Finishing Time. 6.7 Any boat not seen to pass through a finish line will be deemed to have retired 6.8 AS THE FINISHING TIME FOR THE RACE APPROACHES, LEADING BOATS SHOULD ENSURE THAT THEY ARE AWARE OF, AND IN THE VICINITY OF THE LIKELY POSITION OF THE LEAD FINISHING LINE 6.9 Time Limit. Any boat not finishing by FIRST START PLUS 175 MINS (2hrs 55 mins) will be deemed to have retired. This changes R.R.S. 35 "Time Limit" 7.0 PROTESTS 7.1 Intention to lodge a Protest. Protests shall be in writing on an RYA form, obtainable from the Club Office or the Club Steward. Protests must be lodged by FIRST START PLUS 210 MINS (3 hrs 30 mins). 7.2 Frivolous Protests. Any boat bringing a protest deemed to be frivolous shall herself be disqualified. 8.0 COURSES 8.1 Courses will be signaled from the Starting Platform using letter boards. Marks will be shown in order of roundings as read from left to right. Letters will be shown on a RED or GREEN background indicating to PORT or STARBOARD respectively, 8.2 After rounding the last mark of the course, boats shall repeat the last three marks of the course until the finish lines are laid 8.3 After rounding the first mark of the course, boats must not pass between the Starting Platform and the Outer Mark at any time. 8.4 A lead safety boat displaying a white flag will proceed ahead of the leading boat in the race
