SAILING INSTRUCTIONS 1 RULES: 1.1 The regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS). AS Special Regulations, Addendum A Part 2 (off the Beach Boats) will apply to all entrants.. 1.2 Advertising: Advertising is permitted in accordance with WS Regulation 20, 2 NOTICES TO COMPETITORS: Notices to competitors will be posted on the official notice board located in the Regatta Office of the Black Rock Yacht Club (BRYC). 3 CHANGES TO SAILING INSTRUCTIONS: Any change to the sailing instructions will be posted not less than one hour prior to the start of the race on the day it will take effect, except that any change to the schedule of races will be posted by 2000 hours on the day before it will take effect. 4 SIGNALS MADE ASHORE: 4.1 Signals made ashore will be displayed at the main flagstaff of the BRYC, located on the upper balcony of the club grounds. 4.2 When flag AP is displayed ashore, 1 minute is replaced with not less than 30 minutes in race signal AP. This changes race signal AP. 5 SCHEDULE OF RACES: 5.1 Racing is scheduled as given in Attachment 1. Classes may be started in any order. 5.2 When more than one race (or sequence of races for two or more classes) is scheduled on a day, the warning signal for each succeeding race will be made as soon as practical after completion of the previous race. To alert boats that a race or sequence of races will begin soon, an orange flag will be displayed (with one sound signal) a minimum of five minutes before a warning signal is displayed. 5.3 On the last day of the regatta no warning signal will be made after 15:30 hours. 6 DIVISION FLAGS: Division flags are in Attachment 1. 7 RACING AREAS: The race area will be on the waters of Port Phillip in the vicinity of Black Rock Yacht Club. 8 THE COURSES: 8.1 The diagrams in Attachment 2 show the courses, including the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left. All courses will be port hand. 8.2 No later than the warning signal, the race committee signal boat will display the designation of the course to be sailed for each Division being started. Note that separate divisions may be started together even though they are sailing different courses refer to separate division course-boards on the start boat. The approximate compass bearing from the middle of the start line to Mark A may be displayed. 9 MARKS: 9.1 The Marks will be as described in Attachment 1. 10 THE START: 10.1 Races will be started by using RRS 26. 10.2 The starting line will be between a staff displaying an orange flag on the starting mark at the starboard end and the port-end start pin. 10.3 Boats whose warning signal has not been made shall avoid the starting area. 10.4 A boat starting later than 4 minutes after her starting signal will be scored Did Not Start. This changes rule RRS A4 and RRS A5. 11 CHANGE OF THE POSITION OF THE NEXT MARK: 11.1 There will be no change of course during a race. The course may be changed between races. 12 THE FINISH: 12.1 There will be one finishing line for all courses see Attachment 2; 12.2 The finishing line will be between a staff displaying a blue flag on the finish mark and the finish pin. 13 PENALTY SYSTEM: 13 PENALTY SYSTEM: 13.1 For the I14, 49er, 29er, RSX, Musto, and multi-hull classes, RRS 44.1 is changed so that the Two Turns Penalty is replaced by the One Turn Penalty. 13.2 A boat that has taken a penalty or retired under RRS 31.2 or RRS 44.1 shall complete an acknowledgement form at the race office within the protest time limit. 14 TIME LIMITS: 14.1 The time limit for all classes is 60 minutes. The target time for all classes is 40 minutes. 14.2 For all classes, boats failing to finish within 10 minutes after the first boat sails the course and finishes will be scored Did Not Finish. This changes RRS 35, A4 and A5. Page2-7

15 PROTESTS AND REQUESTS FOR REDRESS: 15.1 Protest forms are available at the Regatta Office. Protests shall be lodged there within the protest time limit. 15.2 For each class, the protest time limit is 60 minutes after the last boat has finished the last race of the day. The same protest time limit applies to all protests by the race committee and to requests for redress. This changes RRS 61.3 and 62.2. 15.3 Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the jury office as soon as possible following the posting of the notice. 15.4 Notices of protests by the race committee will be posted to inform boats under RRS 61.1(b). 15.5 A list of boats that, under instruction 13.2, have acknowledged breaking RRS 42 will be posted before the protest time limit. 15.6 For the purpose of RRS 64.3(b) the authority responsible is the measurer appointed by the organising authority. 15.7 Breaches of instructions 10.3, 13.2, 17, 18, 20, and 23 will not be grounds for a protest by a boat. This changes RRS 60.1(a). Penalties for these breaches may be less than disqualification if the protest committee so decides. 15.8 On the last scheduled day of racing a request for redress based on a protest committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes RRS 62.2. 16 SCORING: 16. 1 3 races are required to be completed to constitute a series. 16. 2 (a) When fewer than 5 races have been completed, a boat s series score will be the total of her race scores. (b) When 5 or more races have been completed, a boat s series score will be the total of her race scores excluding her worst score. 17 SAFETY REGULATIONS: 17.1 Sign On: Sign-Off: For each race or race session each boat intending to race shall personally sign-on in the Regatta Office at Black Rock Yacht Club prior to the warning signal of the race or race session and shall sign-off upon returning to shore, but no later than the end of protest time for that day. Failure to comply with this sailing instruction may result in a boat being penalised for one or more races of that day. Personal Flotation Devices: All competitors shall wear, at all times whilst afloat, personal flotation devices which are in good condition and in accordance with the specifications issued or approved by a national authority affiliated to the International Sailing Federation, or a standards organisation, or certification authority, recognised for the purpose by its respective Page3-7

government. Inflatable PFDs shall not be used. Attention is drawn to Fundamental Rule 1.2 18 EQUIPMENT AND MEASUREMENT CHECKS: 18.1 A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. 18.2 Change of Sail Number. Application for a change of sail number may only be made on the appropriate form, which can be obtained from the Regatta Office. Competitors failing to complete the form and lodge it with the Regatta Office before the race may be scored DNC for that race(s). 18.3 Change of Equipment. Application for a change of equipment may only be made on the appropriate form, which can be obtained from the Regatta Office. Competitors failing to complete the form and lodge it with the Regatta Office before the race may be scored DNC for that race(s). 19 OFFICIAL BOATS: Official boats will be marked as follows: They will fly or display the Black Rock Yacht Club burgee. 20 SUPPORT BOATS: 20.1 Nominated coaches will be permitted in the race area during the conduct of the regatta and will act as rescue boats on the direction of the Race Officer. 21 PRIZES: Prizes will be awarded to the first three boats in each class in the regatta, provided that there are at least five entrants in the respective class. Other prizes may be awarded at the discretion of the organising committee. 22 DISCLAIMER OF LIABILITY: Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organising authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 23 INSURANCE: Each boat is required to hold adequate third-party insurance, and it is the owner or owner s representative s sole and inescapable responsibility to ensure that the insurance is in place and is adequate. All boats entering the regatta shall have third party insurance cover of not less than AUD $5,000,000 (recommended AUD $10,000,000) or equivalent thereof in any other currency for any accident.
