Chapter 1 Introduction 1.1 What is it? EU Intervarsity Debate Championship (EU IDC) is a debate tournament that aims to encourage university students in Indonesia to: increase their awareness and knowledge about the European Union (EU) and its relationship with Indonesia and the wider world improve their debating skills. The EU IDC is organised and funded by the Delegation of the EU in Indonesia and implemented by Perfect 10 Public Relations. 1.2 Who can apply? Students: o enrolled in an undergraduate programme in universities in Indonesia o from any fields of studies o able to debate in English o Indonesian nationality One debate team must comprise 3 debaters (speakers) from the same university A university can have more than one debate team There will be a maximum of 20 debate teams participating (a total of 60 students) 1.3 When/where will it be? The EU IDC tournament will take place on: o Day 1: Wednesday, 5 May 2010 at Usmar Ismail Hall in Jakarta o Day 2: Thursday, 6 May 2010 at Usmar Ismail Hall in Jakarta 2

Prior to the tournament days, there will be an Orientation Day on Thursday, 1 April 2010 at the Delegation of the European Union in Jakarta. The purpose is to brief debaters about the EU IDC. Each debate team should propose one of its members to participate. See Tournament Schedule (Chapter 2) for details. 1.4 What are the benefits? The winning debate team will receive a cash prize of: o 1 st place team: A total of IDR 30,000,000 o 2 nd place team: A total of IDR 10,000,000 Trophies from the EU will be granted to each member of the 1 st and 2 nd place team. All participants will receive a certificate recognising their participation in the EU IDC from His Excellency Mr Julian Wilson, Ambassador/ Head of the EU Delegation to Indonesia. 1.5 How to participate? Interested participants can obtain or download the registration form and EU IDC tournament details from www.perfect10pr.com/eudebate2010 There is no registration and participation fee. Chapter 3 Rules of Tournament 3.1 Tournament Format The tournament will comprise 2 phases: o Phase 1: Elimination Rounds o Phase 2: Knock Out Rounds Phase 1 will incorporate a maximum of 10 rounds of debating. Phase 1 is to be scored and tabulated. At the conclusion of phase 1, the top 8 ranked teams will advance to phase 2 (teams which are not in the top 8 are eliminated). Phase 2 is the finals' series and will be strict knock out format (only winners will advance). 6

3.3 Pairings and Motions Release Motions have been announced in advance (see Chapter 4). However, the motion which each team will debate on will only be known during the pairings or coin toss sessions. During the pairings session of Tournament Day 1, representatives of each team shall gather to draw a ballot for the elimination rounds. The ballot says which team will be in which rounds. This will show: o the team s allotted number o the team's position (affirmative or negative) During the pairings session of Tournament Day 2, representatives of teams which have not been eliminated shall gather to draw a ballot for the quarter final rounds. The ballot says which team will be in which rounds. This will show: o the team s allotted alphabet o the team's position (affirmative or negative) After the announcement of the semi finalists (at 11:30 am of Tournament Day 2), there will be a coin toss to determine the side (affirmative or negative) that each semi finalist team will take in the debate. The team that wins the toss may choose the side. After the announcement of the finalists (at 14:10 pm of Tournament Day 2), there will be a coin toss to determine the side (affirmative or negative) that each finalist team will take in the debate. The team that wins the toss may choose the side. 3.4 Chairperson The tournament shall be run under the auspices of a chairperson. 8

Chapter 4 Motions (Topics of Debate) 4.1 Elimination Rounds MORNING SESSION Team 1 vs Team 2: This House believes we need a new Kyoto protocol. Team 3 vs Team 4: This House believes that a low carbon economy is the economy of the future. Team 5 vs Team 6: This House believes environmental protection should be a condition for development aid. Team 7 vs Team 8: This House believes that trade is better than aid. Team 9 vs Team 10: This House believes that death penalty should be abolished. AFTERNOON SESSION Team 11 vs Team 12: This House believes that human rights are a western imposition. Team 13 vs Team 14: This House believes that the future of the world lies in the East. Team 15 vs Team 16: This House believes that religion and state should be kept apart. 9

Team 17 vs Team 18: This House believes that democracy is indispensable. Team 19 vs Team 20: This House believes that violence is never justified. 4.2 Knock-Out Rounds QUARTER FINALS Team A vs Team B: This House believes that saving the planet begins at home. Team C vs Team D: This House believes that economic success is more important than political freedom. Team E vs Team F: This House believes that free trade is the only road to prosperity. Team G vs Team H: This House believes that the United Nations is outmoded. SEMI FINALS Team A/B vs Team C/D: This House believes that the EU is a good model for ASEAN. Team E/F vs Team G/H: This House believes the EU must play a greater role in fostering world peace. GRAND FINAL This House believes that the EU and Indonesia are natural partners in a globalising world. 10

Chapter 5 Rules of Debate 5.1 Team Format Each team has three debaters (speakers), who each speak once. Each round of debate has two teams: o affirmative team o negative team 5.2 Debate Format The affirmative team must speak for the motion. 5.6 Rules of Debating Conduct Rounds are to begin on time. It is mandatory that teams remain nearby the stage (seats reserved for subsequent debaters) at the latest 15 minutes prior to their round. Teams failing to turn up for the debate on time, and with no valid reason, will lose the debate. Its opposing team in such a case will be given the mean average score from all higher scores of each round. A debater shall not begin to speak without first obtaining direction from the chairperson. Debaters speaking shall confine themselves to the topic of debate an avoid personalities and indecorous language. A debater shall stand during speech but debaters not 'holding the floor' may not rise during a round. During a round, interjections or 'points of order' or 'points of information' from the opposing team is prohibited. The debate also features no audience participation or intervention by adjudicators. In short, no speakers shall be interrupted. Debaters may bring whatever printed materials into the debate but all kinds of electronic equipment (laptop, blackberry etc) are not allowed. Debaters may not use props of any kind. Debaters are required to vacate the stage immediately upon completion of their debate, to allow the following round to begin. Dress code: Batik with university jacket. 5.7 Adjudicators (Judges) In phase 1, each round will be adjudicated by a panel of three adjudicators. In phase 2: o the quarter and semi final rounds will be adjudicated by a panel of three adjudicators o the grand final round will be adjudicated by a minimum of three and a maximum of five adjudicators. 13

The adjudicator s job is to assess the strength of the arguments (matter), the presentation and delivery style of the speakers (manner) and the structure and timing of the speeches (method). Scores are awarded to the team as a whole (not to individual speakers). Scores are awarded to the team as follows: Matter 40 Manner 40 Method 20 Total 100 Sample Score Card Adjudicators will arrive at their decisions on an individual basis, fill in the necessary score card and pass their completed score card to the chairperson. Adjudicators will not reveal their decision at the end of a round. 5.8 Timekeeper and Scorekeepers Each round of debate will be timed by a timekeeper. The timing of each speech starts at the moment that a debater begins speaking. The chairperson and adjudicators will be assisted in the tabulation by a team of scorekeepers. 14

Chapter 6 Appeals and Acceptance of the Rules No appeals on the method of the organisation or on the results of the tournament will be accepted. The adjudicators' decisions will be final. Participation in the tournament shall imply full acceptance of the rules. 15

Chapter 9 Additional Note 9.1 Audience Supporters and members of the public are welcome to attend the EU IDC. All persons entering the Usmar Ismail Hall must ensure that they follow the building policy: no smoking, eating or drinking inside the Usmar Ismail Hall. Mobile phones must also be turned off or set to silent mode during the tournament. 9.2 Transport, Accommodation and Insurance Debaters and their supporters are responsible for their own accommodation and transportation. Debaters and their supporters are also responsible for their own insurance cover (health, accident and loss/theft of personal effects) while participating in the EU IDC. 9.3 Meals Light refreshments and lunch will be provided for debaters and adjudicators during the tournament days. However, supporters will have to make their own arrangements. - END - 18
