GNAC SPORTS REGULATIONS OUTDOOR TRACK & FIELD [updated 11-30-17] Sectin 1. PARTICIPATION REQUIREMENT 1.1 All member institutins fielding teams in track and field shall agree t participate in the champinship meet. Sectin 2. SCHEDULE 2.1 Member institutins shall bserve the NCAA starting date fr preseasn practice. 2.2 Cnference schedules shall be the respnsibility f the institutin athletic directr r designee. 2.3 Meet cmpetitin between cnference institutins as part f the regular seasn schedule is encuraged, but nt required. A cnference champinship meet will be scheduled each year fr all participating institutins. Sectin 3. NCAA CHAMPIONSHIPS REPRESENTATION 3.1 The NCAA qualificatin standards will be utilized fr cnference representatin at the natinal champinships. Sectin 4. CONDUCT OF PARTICIPANTS (See GNAC Bylaw Article 10 in Appendix B) Sectin 5. PLAYING RULES 5.1 All cnference meets shall be gverned by the current NCAA track and field regulatins, including scring and events. Sectin 6. OFFICIALS 6.1 All fficials will be assigned by the hst institutin and cmply by the NCAA regulatins and requirements. Sectin 7. EQUIPMENT & FACILITIES 7.1 An eight-lane all-weather track will be used fr all cnference champinship cmpetitin. 7.2 The hst institutin shall prvide an apprved electrnic timing system. 7.3 The hst institutin shall be respnsible fr prviding the fllwing fr visiting teams at all Cnference cmpetitin: 7.3.1 Water with drinking cntainers 7.3.2 A certified trainer n site fr the duratin f cmpetitin Page 1

CONDITIONS OF COMPETITION 8.1 The hst institutin will be respnsible fr the meet scheduling and administratin, including entry registratin and distributin f scres. 8.2 At meets hsted by a GNAC institutin, the entire field event series shuld be entered int TFRRS. Sectin 9. CONFERENCE CHAMPIONSHIP 9.1 The cnference champinship meet will be held n the May weekend tw (2) weeks prir t the NCAA Champinships. Cmbined event cmpetitin (decathln/heptathln) will be held the week prir t the regular cnference champinship meet t allw athletes t cmpete in bth events. 9.2 The lcatin f the meet will be determined at least ne year in advance via a bid prcess. Sites shall be apprved via the bid prcess fr a three-year perid with a tw-year ptin. The prcess shall include an ptin ut clause pending psitive pre- and pst-evaluatins by the cnference ffice. The multi-events prtin f the meet will be determined by the cnference ffice (with input frm the caching staff) and apprved by Management Cuncil. 9.3 Track and field events shall be accrding t the NCAA Divisin II Schedule. 9.3.1 Men: Running events (meters) include: 100, 200, 400, 800, 1500, 3000 steeplechase, 5000, 10,000, 110 hurdles, 400 hurdles, 4x100 relay, 4x400 relay. Field events include: high jump, lng jump, triple jump, sht put, discus, javelin, ple vault and hammer thrw. Decathln will be held ne week prir. Wmen: Running events (meters) include: 100, 200, 400, 800, 1500, 3000 steeplechase, 5000, 10,000, 100 hurdles, 400 hurdles, 4x100 relay, 4x400 relay. Field events include: high jump, lng jump, triple jump, sht put, discus, javelin, ple vault, and hammer thrw. Heptathln will be held ne week prir. Nte: Steeplechase shall be held n the first day f the tw-day meet. 9.4 Entry Prcedures 9.4.1 See Appendix A (Outdr Track & Field Meet Administratin Manual). 9.4.2 Week f the Meet 1. Final updates are due t TFRRS by Mnday at nn (Pacific time). 2. Declaratins must be submitted t Direct Athletics by Mnday at 8 p.m. (Pacific time). 3. Athletes scratched after this time will be eliminated frm any participatin in the meet. 9.5 Up t the tp-20 individuals in each event, as f 8 a.m. Pacific Sunday prir t the meet, will qualify fr the utdr champinships. In additin, anyne nt in the tp-20 but wh meets the GNAC autmatic qualifying mark will als qualify. A cach may declare individuals nt in the tp-20 wh can be mved int the tp 20 after scratches. In the event there is a tie fr Page 2

the 20 th spt fr qualificatin, it will be brken based n the tied individuals 2 nd best mark. In the heptathln and decathln, the tp-12 individuals will qualify alng with wild cards and free entries. (Revised 6/16) 9.5.1 The autmatic qualifying standard will be based n the best sixth-place perfrmance at the cnference meet ver the previus five champinship meets. 9.5.2 Marks fr the GNAC meet must be psted during the NCAA qualifying perid. 9.5.3 Caches are allwed t give athlete entry preferences with declaratins. Caches will list in rder the events athletes shuld be entered in based n preferences. 9.5.4 The number f entries fr relay events shall be limited t the number f available lanes. In each relay event, a qualifying mark is required. 9.5.5 Each schl shall be allwed ne free entry in the decathln and the heptathln. 9.5.6 Each schl is als allwed tw additinal unrestricted free entries in each gender (in additin t their free entries in the cmbined events). Unrestricted free entries can be used in the cmbined events. 9.5.7 Hand-held times cannt be used fr meet qualificatin except fr the cmbined events. 9.5.8 Fr qualificatin and recrd purpses all marks must have a wind-legal mark 4.0+ r belw. N wind indicated (NWI) des nt cunt as a wind-legal mark. (06/16) 9.6 Scring fr the cnference meet shall be cnsistent with NCAA rules. 9.7 Fr events with preliminary heats r fr timed final events, entries will be placed in heats accrding t their previus individual marks per NCAA rules. Nte: In the 800 meters, if 12 r fewer athletes remain after scratches, n preliminary will be held. If n preliminaries are needed in the 800 meters, the time schedule will nt be adjusted. (Revised 10/07) 9.8 The Cnference meet will be run under the cnference regulatins (Sectins 5 thrugh 9). Sectin 10. STATISTICAL INFORMATION 10.1 It shall be the respnsibility f each hst institutin t maintain and distribute all individual marks and team scres, and reprt the results t the cnference SID. Page 3

MEET ADMINISTRATION GENERAL Meet Directr The GNAC Assciate Cmmissiner will serve as the meet directr. The meet directr will serve in the rle per NCAA RULE 3, SECTION 3. Meet Referee The GNAC ffice, in crdinatin with the hst institutin, will identify and secure a meet referee. The meet referee will serve in the rle per NCAA RULE 3, SECTION 4. Games Cmmittee A games cmmittee shall versee the cnduct f the meet and reslve any dispute per NCAA RULE 3, SECTION 2. The cmmittee shall cnsist f the fllwing individuals r their appinted representative: The Athletic Directr r Assistant AD appinted as cnference liaisn fr track and field The GNAC Cmmissiner r his appintee The sprt chair fr track and field Hst institutin head cach Appeals Cmmittee A champinship meet appeals cmmittee shall review and rule n any appeals made during the GNAC Champinships. The meet referee and any fficials invlved with the appeal cannt serve n the cmmittee. The cmmittee shall cnsist f the fllwing individuals: Three certified track and field fficials as appinted by the GNAC ffice GNAC Cmmissiner r his appintee Standards Cmmittee A champinship standards cmmittee shall determine the starting heights and increments fr the ple vault and high jump. The cmmittee shall cnsist f the fllwing individuals: Current sprt chair fr track and field Past sprt chair fr track and field Caches Meetings Prir t the champinship: A cnference call f all head caches shall take place the week f the champinship. At the champinship: A meeting f all head caches shall take place each day f cmpetitin ne (1) hur prir t the start f the day s first event. At the cmbined events: A meeting f all cmbined event caches shall take place each day f cmpetitin ne (1) hur prir t the start f each day s first event. Page 5

Prtests All prtests must be submitted in writing n an fficial prtest frm t the meet directr within fifteen (15) minutes f the incident in questin. Any running vilatin prtest ges directly t the appeals cmmittee since the meet referee is the ne wh determined the vilatin. Any vilatins that did nt invlve the meet referee fr the riginal decisin will be reviewed and ruled n by the meet referee per NCAA Rule 4, Sectin 3 (prtest). Appeals All appeals must be submitted in writing n an fficial prtest frm t the meet directr within fifteen (15) minutes f the meet referee s decisin. The appeals cmmittee shall cnvey its decisin in writing t the apprpriate parties prmptly after rendering its judgment. The appeals cmmittee will review the appeal per NCAA Rule 4, Sectin 3 (appeals). OUTDOOR MEET SPECIAL INSTRUCTIONS Cmpetitin Rules The GNAC Champinships shall be cnducted under the NCAA Men s and Wmen s Track & Field Rule Bk unless mdified in the GNAC sprt regulatins r listed in this dcument. Scratches Once the entry declaratin deadline has passed, the nly scratches that will be permitted are thse which cmpletely remve an athlete frm any and all events f the meet. Re-Ordering Heats/Flights: Heats and flights will be rerdered at the champinship after the caches daily meeting if there are scratches. Cmbined Event Scratches: Cmbined event participants that d nt start the cmbined events will nt be scratched frm the entire meet since the cmpetitin is held 10 days prir t the champinship meet. Starting Heights The vertical field pening heights shall be n lwer than the 12th best seasnal mark, adjusted by the Standards Cmmittee t attain the NCAA prvisinal mark and a likely NCAA qualifying mark. This starting height shuld be n lwer than 20 cm belw the 12 th best mark in the ple vault and n lwer than 5 cm belw in the high jump. Fr the ple vault, 15 cm prgressins shall be used up t the eighth place and ties. In the high jump (NCAA Rule 6, Sectin 5, Article 2) the Standards Cmmittee can determine the starting height and the bar prgressin. The bar prgressin can be n greater than 5 cm and n less than 3 cm. In the ple vault (NCAA Rule 6, Sectin 6, Article 1) the bar prgressin can be n greater than 15 cm and n less than 5 cm. (Nte: The Standards Cmmittee shall be cmpsed f the current sprt chair and immediate past sprts chair). Cmbined Event Seeding: When apprpriate all GNAC cmbined event heats and flights will be seeded based n current seasn s best in each individual event. Advancement: In Lanes Heat winners and next fastest times. Start but dn t finish in lanes First tw in each heat and next fastest times. In the 100 meters, 200 meters, 400 meters, 100/110-meter hurdles and 400-meter hurdles heat winners plus next fastest times advance t finals (ttal f 8 t finals), in the 800 tp 9 advance t finals. Fr the 800 a duble waterfall (6 n back, 3 in frnt) ne turn stagger will be used. Preliminaries: If there are nine r mre qualifiers in the 100 meters, 200 meters, 400 meters, 100/110-meter hurdles and 400-meter hurdles (10 r mre fr the 800 meters), preliminary heats shall be held. Tw heats shall be held if there are 9 t 16 cmpetitrs. Three heats shall be held if there are 17 r mre cmpetitrs. Preliminary heats shall be rganized per NCAA Rule 5.11 (i.e., athletes will be assigned t heats in the rder their names are listed n the ranked perfrmance list, wrking alternatively frm left t right and right t left). Examples 2 Heats (16 Cmpetitrs) Heat 1 - #1, #4, #5, #8, #9, #12, #13, #16 Heat 2 - #2, #3, #6, #7, #10, #11, #14, #15 3 Heats (16 Cmpetitrs) Heat 1 - #1, #6, #7, #12, #13 Heat 2 - #2, #5, #8, #11, #14 Heat 3 - #3, #4, #9, #10, #15 Page 7

Within each heat, lane assignments will be drawn randmly. The rder that the heats will be run will als be drawn randmly. Finals (with prelims): Lane assignments will be based n preliminary results. Lane preferences will be determined by the games cmmittee. Finals (Races With N Preliminary Runds): 1500 Meters 16 Or Fewer Cmpetitrs: One sectin, lanes and alleys drawn randmly. 17 T 19 Cmpetitrs: Tw sectins, 10 fastest qualifiers placed in secnd heat; remainder in first heat; lanes and alleys drawn randmly. 20 Or Mre Cmpetitrs: Tw sectins, 12 fastest qualifiers placed in secnd heat; remainder in first heat; lanes and alleys drawn randmly. Steeplechase 18 Or Fewer Cmpetitrs: One sectin; lanes and alleys drawn randmly. 19 Or Mre Cmpetitrs: Tw sectins, first sectin shall include a minimum f three qualifiers. 5,000 Meters/10,000 Meters One sectin; lanes and alleys drawn randmly. 4x100 Relay/4x400 Relay Teams seeded in lanes, with the lane preference determined by the games cmmittee. Only ne heat shall be held. Number f qualifiers in relays is limited t number f available lanes. Relays must have a tp-8 (r 9, if a 9-lane track is used) best mark t qualify. N mre than ne relay may be entered per team. All Thrwing and Jumping Events (Except Ple Vault and High Jump) 13 Or Fewer Cmpetitrs: One sectin. 14 Or Mre Cmpetitrs: Tw sectins, with the tp-nine qualifiers placed in the final flight and the rest in the first flight. Within each flight, the rder shall be randmly drawn. The tp nine cmpetitrs fllwing the preliminaries shall advance t the finals. Ple Vault and High Jump One sectin randmly drawn. Cmpetitin shall be based n the five-alive methd until nine cmpetitrs remain. Page 8

Appendix B ARTICLE 10 CONDUCT AND SANCTIONS Sectin 10.1. Sprtsmanlike Cnduct. 10.1.1. GNAC Cde f Behavir In uphlding and acting upn the principles, traditins and respnsibilities enunciated in the Great Nrthwest Athletic Cnference Statement f Philsphy, the Cnference expects, and will insist upn, maintenance f cmmendably respectable standards f decrum and persnal deprtment f all players, caches, fficials and spectatrs at Cnference cntests. In this regard, Referees are recgnized as fully in charge f such events, with full and undeniable authrity t sustain such standards and take whatever enfrcement r disciplinary actins, including declaratin f game frfeiture, as are necessary and apprpriate. Specifically; threatening, disruptive, unsprtsmanlike, disrespectful, vilent, harassing, and/r seriusly distracting behavir will nt be tlerated. In implementing this plicy, the senir game fficial shuld, at the beginning f each game, clearly utline with the team captains and caches the standards f behavir and decrum that will be upheld and enfrced. The Great Nrthwest Athletic Cnference wishes t exemplify behavir f a kind that will deserve and cmmand the respect and supprt f the public and campus cmmunities which they represent and with which they relate, as well as the NCAA at large. 10.1.2. It shall be the respnsibility f each institutin t ensure that all individuals emplyed by r directly assciated with the athletic prgrams f that institutin cnduct themselves in a sprtsmanlike manner when representing their institutin, especially at intercllegiate athletic cntests. 10.1.3. Unsprtsmanlike cnduct shall subject the individual t disciplinary actin. The institutin with which the ffending individual is assciated may als be subject t disciplinary actin if it is fund that the institutin's plicies, actin, r failure t act substantially cntributed t the individual's miscnduct. 10.1.4. Acts f Unsprtsmanlike Cnduct and Individual Penalties. 10.1.4.1. Acts f unsprtsmanlike cnduct shall include, but nt be limited t: any persn wh strikes r physically abuses an fficial, ppsing cach, player, r spectatr. This persn may be ejected frm the cntest and may be suspended fr additinal cntests, as the Cmmissiner deems apprpriate. 10.1.4.2. The fllwing actins shall be subject t a public reprimand fr the first ffense and a suspensin fr ne cntest fr an additinal ffense (a flagrant ffense is subject t suspensin n the first ffense): Page 9

a) Intentinally inciting participants r spectatrs t vilent r abusive actin. b) Using bscene gestures r prfane r unduly prvcative language r actin tward fficials, ppnents, r spectatrs. c) Publicly criticizing any game fficial, Cnference persnnel, anther institutin r its persnnel. d) Acts f unsprtsmanlike cnduct nt specifically described herein. 10.1.4.3. Any persn wh engages in negative recruiting by making statements t a prspective student-athlete, his/her parents, high schl cach, r ther persns interested in the prspective athlete which are dergatry f anther member institutin, its persnnel, r its athletic prgram shall be subject t a public reprimand fr the first ffense, and t the suspensin f the privilege f recruiting fr ne seasn fr an additinal ffense. 10.1.5. Penalty Impsitin and Appeal Prcedures. 10.1.5.1. Whenever the Cmmissiner cncludes that there has been a vilatin f this regulatin, he/she shall impse the penalty prescribed abve r, where he/she is given discretin as t penalty, he/she shall impse a penalty that he/she deems apprpriate. 10.1.5.2. Whenever the Cmmissiner decides t impse a penalty, he/she shall first give ntice f the decisin t the individual and the institutin invlved. (Revised 10/06) 10.1.5.3. In the event that the individual r the institutin feels that the penalty is inapprpriate because the vilatin did nt ccur r because the penalty is excessive, there shall be the right t appeal the matter t the Appeals Cmmittee. An intent t appeal must be filed in writing t the Cmmissiner s ffice within ne wrking day f receipt f ntice f the penalty impsed. Once ntice f intent t appeal has been filed, the fficial, written appeal dcuments and supprting infrmatin must be received in writing by the Cmmissiner s ffice within tw wrking days f receipt f ntice f the penalty impsed. [Revised 5/13] 10.1.5.4. The Appeals Cmmittee shall cnduct a prmpt hearing, giving the individual r institutin pprtunity t be heard. The Cmmittee may reaffirm, set aside, r increase the penalty as is deemed apprpriate, giving the individual r institutin written ntice f its decisin and its reasns. 10.1.5.5. The Appeals Cmmittee shall stay the penalty impsed by the Cmmissiner pending the decisin. N public annuncement f the penalty shall be made until the individual r institutin fails t give ntice f the desire t appeal within the time perid specified in 10.1.5.3. 10.1.5.6. Whenever a penalty f suspensin is impsed at r near the end f a seasn f cmpetitin, the penalty may be carried ver int the next seasn f cmpetitin. 10.1.5.7. Definitin f terms used in this bylaw. a) Suspensin in the case f a player means that the player cannt participate in the designated number f cntests but may practice. b) In the case f a cach, suspensin means that the cach cannt be present in the playing arena fr the designated number f cntests but may cnduct practice sessins.
