Review and Approval of Minutes J. Barry Barker, TARC, made a motion to approve the minutes of the March 22, 2007 meeting (see April 2007 meeting packet). Bob Miller, City of Jeffersonville, seconded the motion and it carried with a unanimous vote. Public Comment Period Leslie Barras, River Fields, first thanked KIPDA staff for participating in a working session to give informal input into KIPDA s Participation Plan. Ms. Barras then commented that the magnitude of Ohio River Bridges Project (ORBP) programming of funds in this Transportation Improvement Program (TIP) amendment has increased seven-fold from the current TIP. This is the first time the TIP includes programming for construction as well as prioritization. Ms. Barras quoted Representative Harry Moberly s statements in a March 7 legislative hearing which it was presented that by 2011 the Ohio River Bridges Project will take 48% of statewide discretionary funding. River Fields asks the Transportation Policy Committee (TPC) to only approve the programming of $185 million, the amount the state of Kentucky has committed to in the current bi-annual budget, due to the cost of the project and lack of a funding plan. Cathy Hinko, Metropolitan Housing Coalition, stressed that the TPC needs to use the Metro Council Chamber for meetings, which would also air on MetroTV. The public process needs to lay down the principles by which decisions are made. There needs to be more focus on public transportation due to an aging population, low income transportation needs and air quality. KIPDA should be involved in the STAR program. When advanced transit was removed from the Horizon 2030 Plan, it was stated the projects would be placed back in the plan. This needs to happen, or an explanation given to the public as to why not. J. Barry Barker, TARC, responded to Ms. Hinko s advanced transit comment. The jointly-signed letter from the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) discussed splitting the time prior to 2015 and 2015-2030 for advanced transit. Projects before 2015 need more detail in terms of financial plan. Projects after 2015 could be a little looser. TARC has retained David Rizzolo of HDR Inc. as a consultant to work on determining what the limitations are between now and 2015. More information will be forthcoming.

Public Meeting/Comment Report Nedra Morrell, KIPDA staff, reported on the following public involvement activities: March 27 - Harold Tull spoke to the Louisville Metro Council Transportation Committee about the CMAQ program. March 29 - KYTC held a public meeting about the Greenwood Road project at Greenwood Elementary School. April 16 - Mayor Abramson s Community Conversation was held at Central High School. Horizon 2030 Plan Mary Lou Hauber, KIPDA staff, presented proposed amendments to the Horizon 2030 Plan (see April meeting packet). There was discussion. C. Bruce Traughber, Louisville Metro Government, made a motion to accept the proposed amendments to the Horizon 2030 Plan. J. Barry Barker, TARC, seconded the motion and it carried with a unanimous vote. FY 2008 Unified Planning Work Program Harold Tull, KIPDA staff, presented the final draft document (see April meeting packet) of the FY 2008 Unified Planning Work Program (UPWP) and comments received. J. Barry Barker, TARC, made a motion to approve the final draft document of the FY 2008 UPWP. J. Byron Chapman, Jefferson League of Cities, seconded the motion and it carried with a unanimous vote. FY 2007-2011 Transportation Improvement Program Mary Lou Hauber, KIPDA staff, presented proposed amendments (see April meeting packet) to the FY 2007-2011 TIP. J. Barry Barker, TARC, asked how the public comments from Leslie Barras are affected by the amendments being proposed to the TIP. Ms. Hauber responded that the Ohio River Bridges Project is included in the TIP document, as submitted by the project sponsor. KYTC provided the cost information for the project and should be consistent with the state s Six-Year Plan. Marc Williams, KYTC, disagrees with River Fields characterization of the Ohio River Bridges Project financing situation. Approving only two years of funding violates SAFETEA-LU and STIP regulations. Matt Meunier, City of Jeffersontown, stated that a project must be in the TIP to be eligible for federal funding. Marc Williams verified this is correct. C. Bruce Traughber, Louisville Metro Government, stated that this process is how all projects are staged. C. Kentucky Unscheduled Projects List David Burton, KIPDA staff, presented information of the priority process for the Kentucky Unscheduled Projects List. No action was required. Participation Plan Nedra Morrell, KIPDA staff, presented the draft document of the Participation Plan (see April meeting packet). There was discussion. J. Byron Chapman, Jefferson League of Cities, made a motion to approve the draft document of the Participation Plan. SAFETEA-LU Compliance David Burton, KIPDA staff, presented a report on efforts to meet recently issued federal planning regulations for SAFETEA-LU (see April meeting packet). J. Barry Barker, TARC, made a motion to approve the SAFETEA-LU Compliance Report and to direct staff to update associated documents as identified in the report. J. Byron Chapman, Jefferson League of Cities, seconded the motion and it carried with a unanimous vote. Transportation, Community & System Preservation Program Stacey Clark, KIPDA staff, presented information on three member government grant applications for the Transportation, Community & System Preservation (TCSP) funding. There was discussion. C. Bruce Traughber, Louisville Metro Government, made a motion to send letters of support and acknowledgement of the three TCSP applications to the respective state departments of transportation, INDOT and KYTC. Agenda Item #5 Kentucky Member Counties Bullitt Henry TO: FROM: Transportation Policy Committee David Burton Stacey Clark DATE: June 20, 2007 Jefferson Oldham SUBJECT: Kentucky Transportation Cabinet s Unscheduled Project List Shelby Spencer Trimble In assisting the Kentucky Transportation Cabinet with the update to their Six Year Highway Plan, KIPDA staff assisted local jurisdictions in prioritizing local and regional priorities for the state s Unscheduled Projects List (UPL). The process followed the guidelines as provided by the Cabinet. The UPL for the KIPDA MPO includes projects in Bullitt, Jefferson, and Oldham counties. Indiana Member Counties Clark Floyd Equal Opportunity Employer The Unscheduled Project List (UPL) is a list of projects that are not scheduled in the current Six Year Highway Plan. While some of the projects are lacking detailed project information, it is assumed by KYTC that enough information is available for completing the assignment of local and regional priorities. The Unscheduled Project List (UPL) is developed by the Cabinet with assistance from Area Development Districts, Metropolitan Planning Organizations, KYTC District Offices, and local project sponsors. Many of the projects in the UPL are direct products of the KIPDA Horizon 2030 Long-Range Transportation Plan, which was adopted by the TPC in November, 2005. During the assignment of local and regional priorities, KIPDA staff pointed out those projects included in both the UPL and the Horizon 2030 Long-Range Transportation Plan; the longrange plan projects have undergone extensive study, analysis, and public review due to their association with Horizon 2030. Beginning May 14, 2007 and continuing through May 23, 2007, KIPDA staff met with local jurisdictions to review the Unscheduled Project List (UPL), the Horizon 2030 Long-Range Transportation Plan, and KIPDA s Transportation Improvement Program. Local jurisdictions were asked to review the UPL projects in their area, if they deemed it necessary, consult with members of their staff, other elected officials, and the public. For cities with a population of 5,000 or more that also hold a seat on the Transportation Policy Committee KIPDA, staff met with these jurisdictions for the assignment of local priorities for those projects that were within or entered their jurisdictions. For those cities of 5,000 or more that do not hold a seat on the Transportation Policy Committee, the Jefferson County League of Cities was asked to review UPL projects and assign appropriate local priorities. Both Oldham and Bullitt Counties were appraised of this information and acted accordingly. On May 31, 2007 KIPDA staff facilitated a meeting with the local jurisdictions to review local priorities and assign regional priorities. According to the guidelines provided by the Kentucky Transportation Cabinet, the projects listed on the Unscheduled Project List (UPL) for Bullitt, Oldham and Jefferson counties were to be categorized as being either High, Medium, or Low priorities. The Cabinet s guidelines established cost ranges for each of the categories based on the total cost of all the projects on the list. Each category of projects was developed with 1/3 of the total cost of entire UPL. Therefore, with approximately $2,200,000,000 for all projects on the list, each category had a cap of $738,600,000. As with the process used for developing local priorities, and for the same reasons, Horizon 2030 Long-Range Transportation Plan projects were pointed out to participants in the regional meeting. During the meeting on May 31 st, a great deal of discussion focused on the regional impacts of any given project on the UPL. Equal Opportunity Employer Once the projects on the Unscheduled Project List (UPL) had been divided into the High, Medium, or Low priority categories, and in accordance with the Cabinet s guidelines, the participants were requested to identify, in numerical order, the top 25 projects in the region. After considerable open and constructive discussion, participants completed this portion of the process. The project changes are on the attached list. These changes are being made to the FY 2006 FY 2008 Transportation Improvement Program, which is the current TIP, and to the FY 2007 FY 2011 Transportation Improvement Program, which is still under review. Incorporation into the FY 2007 FY 2011 Transportation Improvement Program is contingent upon, and effective, when a conformity finding is made for that document by the appropriate federal agencies.
