On October 31, 2017, Mountain Valley submitted its Implementation Plan for the Project. In compliance with Environmental Condition Nos. 8 and 14, Mountain Valley submits its status report for the week ending March 16, 2018. FEDERAL AUTHORIZATIONS All federal authorizations have been received. CONSTRUCTION STATUS Construction activities and progress are included in Appendix A. WORK PLANNED FOR NEXT REPORTING PERIOD Tree felling will continue on Spreads A, B, C, F, G, and H. Site construction will also continue at the authorized compressor stations and interconnects in West Virginia. Road construction will continue in West Virginia. SCHEDULE CHANGES There are no required schedule changes for waterbody crossings or work in other environmentally sensitive areas. ENVIRONMENTAL ISSUES The table in Appendix B summarizes problem area reports (PAR) and noncompliance reports (NCR) issued for the Project during the reporting period, as well as corrective actions taken to resolve the issue (including the cost and effectiveness of the corrective actions). In the event Mountain Valley receives correspondence from other federal, state, or local permitting agencies concerning instances of noncompliance during the reporting period, Mountain Valley will include or reference such correspondence, as well as Mountain Valley s response thereto, in Appendix C. LANDOWNER RESOLUTIONS The table in Appendix D includes information regarding landowner concerns and how they were resolved.

APPENDIX D LANDOWNER CONCERNS The following table includes information regarding landowner concerns and how they were resolved. The L/O claims that it was supposed to be protected and should not have been cut. They will not allow for further activity on their property until the matter is resolved. Appropriate parties contacted and told to halt any activities on WV-HA-014 until the complaint is resolved. The agent reviewed the ROW LOW and Landrun entries and found no reference of the tree and did not recall ever having discussed it with the Landowners. Resolution: The agent called the L/O to discuss the tree situation on 3/11/2018. They stated that during the initial negotiation for the Pipeline ROW they requested that the spring and tree stay protected. The agent told him this was the first he had heard anything about the tree and that nothing was included in the ROW documents referencing protection of the tree. The agent told them he will discuss further internally and get back to them. VA-GI- 008.05 Spread G 199.5 3/13/2018 3/13/2018 Issue: Attorney for the landowner said that a survey crew left a gate open on the property. Resolution: All survey crews were reminded to close gates on this property.

VA-MO- 5511, 5512 Spread G 222 3/15/2018 3/20/2018 Issue: Landowner called and said he received the wrong water testing letter. He said the letter was for VA-MO-5801 and that is not a property that he owns. He wants the correct letter sent to him for VA-MO-5811 and VA-MO-5812. Resolution: The correct letter will be mailed on 3/20/18 to the landowner. VA-RO- 5637 Spread H 246.3 3/12/2018 Pending Issue: While hand felling on property there was a tree cut inside the LOD that was attached by tangled vines to a tree outside the LOD and the attached fencing was downed. The agent called the tenant who keeps livestock on the property and they stated that their cattle was not in that area at this time but would need fencing replaced/repaired before spring (April) when he plans to return to grazing on the south side of the parkway. Resolution: The fencing will be replaced/repaired before April. VA-MO- 073 BVMO- 25 Spread H 229.9 3/15/2018 3/15/2018 Spread H 229 3/16/2018 3/17/2018 Issue: While hand felling trees on L/O property, a rotten tree was blown in the opposite direction and fell outside the LOD. The agent called the L/O to ask if they would allow crews to move the tree into the easement and if they would sign a variance form if requested. Resolution: The L/O agreed and told the agent that they would meet them when the form is ready to sign. Issue: Hand felling crews were approached by L/O at the property line and expressed concerns over the easement and stated no additional tree cutting would be allowed on his property. The safety inspector called the agent to inform them of the situation and removed crews from the property and worked the remainder of the day in a different area. Resolution: The agent spoke to the L/O on 3/17/2018. The L/O stated that they were upset yesterday and that they were over it today and would allow crews back onto property.

VA-FR- 161 Spread I 261.1 3/8/2018 Pending Issue: L/O called and expressed concerns: ATWS stakes within hay field and stated that they did not authorize ATWS or access roads on their property. Land agent met with L/O on 3/8 to explain the purpose of the stakes and show him the limits of work as agreed upon in their contract. L/O indicated he was not aware of the proposed work and warned that they would call the Sheriff if they attempt to use the land. Resolution: Spread I agent will go speak with the landowner in near future (3/19/2018).
