UNITED NATIONS ASIA-PACIFIC REGIONAL COORDINATION MECHANISM (RCM) Record of the Task Force meeting of the RCM on TWG TORs 19 April 2016, 10:00 11:30 hours Meeting Room G, United Nations Conference Centre (UNCC), Bangkok I. Organization The task force Meeting of the Asia-Pacific Regional Coordination Mechanism (RCM) was held on 19 April 2016 at the United Nations Conference Centre in Bangkok to review the draft terms of reference (TORs) for the Thematic Working Groups (TWGs), which are to be presented at the next full meeting of the RCM for consideration, selection and adoption. The meeting was chaired by Mr. Adnan Aliani, the Director of SPMD. It was attended by representatives of 14 agencies (incl. ESCAP)(participant list attached). II. Record of Discussions Mr. Aliani, opened the meeting by informing the group that five of the seven TWGs had submitted draft TORs for review at the meeting (Statistics, Resource Efficient Growth, Sustainable Societies, Gender Equality and Empowerment of Women, Education 2030+). He asked that the Co-chairs or their representatives present their respective submitted TORs. Mr. Aliani asked the Co-chairs or representatives of the TWG s that had not submitted draft TORs (Inclusive Development and Poverty Eradication, Disaster Risk Reduction and Resilience) to brief the group on the status of draft TOR preparations. The points emphasized across the TWGs were: The need to be realistic in the scope of work to be addressed by the TWGs both in the TORs and the eventual work plans. The need to limit the number of technical sub groups created for TWGs and when doing so to define specific, time bound tasks. That there be standardized language for shared features across the TORs, for example on frequency of meetings, monitoring, evaluation and reporting of outcomes, composition and responsibility of membership. That TWG work consider support for broader sub regional organization issues and not be limited to the ASEAN-UN partnership (eg. SAARC, Pacific Islands). The need for all TWGs to meet before the RCM on 26 April to agree on their respective draft TORs and to prepare to report at the RCM samples of key initiatives that may be integrated in to the annual work plan. That TWGs will report at the RCM meeting on 26 April on the status of TOR and work plan development providing a specific timetable for group meetings and TOR/work plan delivery. Other matters raised were: 1

That ILO membership in the Education 2030+ group will depend on whether the TWG Workplan includes work on TFIT or not. ILO asked that it not be indicated as a member of the TWG at this time.
