LAKE TAUPO YACHT CLUB CENTREBOARD REGATTA Incorporating the Hansa Class National Championships and Kiwi Cup 11 TH & 12 TH March 2017 Notice of Race The Organising Authority is Lake Taupo Yacht Club PO Box 525, Taupo 3351 www.ltyc.org.nz Lake Taupo Yacht Club invites sailors to participate in their annual Centreboard Regatta. This regatta is open to all centreboard and catamaran classes. An electronic entry should reach us by 20:00 hrs Tuesday 7 th of March 2017. 1. Rules 1. The Regatta will be governed by the rules as defined in The Racing Rules of Sailing.
2. For protest where a Rule of Part 2, or Rule 31 is alleged to have been broken an arbitration hearing will be offered prior to any formal hearing. 3. The Yachting New Zealand Safety Regulations Part I shall apply. 4. For Liberty Class Rule C5 Sailor Weight Equalisation will apply 5. For Hansa Liberty and 303 Class Rules will apply 2. Advertising 1. Boats may be required to display advertising chosen and supplied by the organising authority. 3. Eligibility and Entry 1. The regatta is open to all centreboard and catamaran. This includes a Rainbow Fleet for Learn to Sail Optimist sailors (first season sailing who are not yet ready for the green fleet). 2. Eligible boats may enter by submitting an online entry form on the regatta page on the Lake Taupo Yacht Club website and paying the required fee, to Lake Taupo Yacht Club by 7 th of March 2017. 3. To be eligible to compete in this event each entrant and crew member shall be a financial member of a club recognised by the entrant and crew members national authority. 4. The Hansa Class National events are open to all boats of the Hansa Liberty and 303 class(es) To be eligible to compete in the Hansa Liberty or 303 Class each competitor shall be a current financial member of the NZ Hansa Class Association (NZHCA), or the International Hansa Class Association, or a National Hansa Class Association. NZHCA Membership forms are available on request via email to the Secretary at paul.webber@wedgewoodwhite.com and must be returned to the Secretary no later than 3 March 2017. 4. Classification 1. For the Hansa Liberty and 303 Classes i. The NZ Hansa Class Association nationals is open to all sailors ii. Only sailors/crews with a disability classifiable under the Para World Sailing / IFDS classification system will be eligible to compete for the Kiwi Cup (Boats with non-disabled persons on board will be ineligible) 5. Fees 1. An entry fee of $60 is payable for all classes excluding Hansa Classes. 2. Family entry fee is capped at $100 for siblings living in the same house for all classes excluding Hansa Classes. 3. The entry fee for the Hansa Nationals and Kiwi Cup is $100 (single person boat) or $125 (two person boat). 4. If accepted, a late fee of an additional $30 applies per boat if entry is received after 20:00 hrs Tuesday 7 th of March 2017.
5. Payment is to be made to Lake Taupo Yacht Clubs BNZ account, 02-0428-0028688-000, with CB and your sail number as a reference 6. Schedule 1. Registration i. Friday 10 March 17:30 19:00 ii. Saturday 11 March 08:00 09:30 2. Dates of Racing: i. 11 and 12 of March 2017 3. Number of Races: i. Saturday 11 March Four (4) Races ii. Sunday 12 March Four (4) Races iii. Race target time 40 minutes - all classes except Hansa iv. Race target time 30 minutes Hansa Class v. Additional races may be sailed on Saturday if weather conditions do not look favourable for Sunday. This will be solely at the Race Officers discretion. 4. The scheduled time of the warning signal for the first race on 11 March is 10:55 hours. 5. On Sunday 12 March, the scheduled time of the warning signal is 09:55hrs. No warning signal will be made after 15:30 hours 7. Measurements 1. Each boat shall produce a valid measurement certificate if required. 8. Sailing Instructions 1. The Sailing Instructions will be available by 20:00hrs on Wednesday 8 th of March on the Lake Taupo Yacht Club website - www.ltyc.org.nz. Sailors are asked to print their own copy as no copies of the sailing instructions will be provided at registration. 9. Venue: 1. Races will be held in the waters directly in front of Taupo township Taupuaeharuru Bay, Lake Taupo. 10. The Courses: 1. The Courses are to be Windward Leeward or Windward Leeward - Triangular courses. 11. Penalty System 1. Rule 44.1 is changed so that the two turn penalty is replaced by the one turn penalty 12. Scoring 1. The Low Points Scoring System RRS Appendix A will be used.
2. For the Hansa Classes five (5) races are required to be completed to constitute a series. For all other classes Two (2) races are required to be completed to constitute a series. i. When fewer than five (5) races have been completed, a boat s series score will be the total of her race scores. ii. When from five (5) or more races have been completed, a boat s series score will be the total of her race scores excluding her worst score. 13. Support Boats: 1. Support boats, not performing official duties, shall keep clear of the course area and at least 50m from any racing boat. The course area is designated as 50m outside the laylines from the start line to a windward mark, and 50m from the proper course on any leeward leg, whichever bounds the greater area. 2. All support boats are required to register with the Organising Authority at Registration. 14. Launching: 1. Yachts: i. Unless otherwise directed by the Organising Authority, all competing boats and equipment shall be launched and retrieved from the beach in front of Lake Taupo Yacht Club with the exception of the Hansa Class which shall be launched and retrieved from the public boat ramp adjacent to the Harbour Master Building. Hansa yachts that require the use of a C Crane / Hoist for transferring sailors will have priority berthage outside the harbour master building 2. Support Boats: i. No support boat shall be launched from the beach in front of the Yacht Club without direct permission from the Lake Taupo Yacht Club Rear Commodore. A ramp permit must be obtained for all boats launching at the Public Ramps around Lake Taupo. These will be available for purchase at Registration for $5.00 per day, on behalf of the Harbourmasters Office. 15. Radio Communication 1. Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. 2. If radio communication is necessary for an individual competitor it will be transmitted on VHF frequency designated by Organizing Authority. Communications are restricted to matters of safety 16. Prizes 1. Prizes will be given for first, second and third places for any class with five (5) or more entrants registered by 20:00 hrs Tuesday 7 th of March
2017. Other prizes, as well as spot prizes, may be awarded at the Race Committees discretion. Class Associations may also award prizes at their discretion. 17. Kiwi Cup (In addition to the Hansa Class Nationals) 1. Kiwi Cup will be contested across all Hansa classes with 5 or more boats 2. A minimum of 2 races is required to be eligible for the Kiwi Cup 3. Only sailors/crews with a disability classifiable under the IFDS classification system will be eligible to compete for the Kiwi Cup. (Boats with non-disabled persons on board will be ineligible) 4. Kiwi Cup will be awarded to the sailor/s with the lowest score across all classes with no discards 5. Where the completed number of races varies across classes the results will be taken in sequential order and scores will only be taken to the total of the class completing the lowest number of races. 6. If a tie remains between classes, they shall be ranked in order of their scores in the last race, Any remaining ties shall be broken by using the tied boats scores in the next-to-last race and so on until all ties are broken. These scores shall be used even if some of them are excluded scores. 18. Disclaimer of Liability 1. Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 19. Insurance 1. Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $1,000,000 per incident or equivalent. 20. Further Information 1.
