REGULATIONS 1. COMPETITION CALENDER The League will start off on 26 th May 2012. PARTICIPATING TEAMS The league is reserved for top 4 ranked teams (men and women) from MVL 2011. Another 4 men and 2 women teams will be identified through the qualification round for MVL 2012, which will be held from 28 th April 1 st May at Shah Alam. The qualification round is opened for State Affiliates, Corporate Sports Club and Government Department teams invited by MAVA. Page 1 of 8
5. FOOD & ACCOMMODATION The organizer will not provide food and accommodation for participating teams. 6. ELIGIBILITY OF PLAYERS 6.1. The players must be Malaysian citizens or permanent residents except for the two foreign players. 6.2. Men`s Category: Each team can register (i) not more than two (2) Foreign players and maximum four (4) local National Players OR (ii) 1 Foreign Player or Non may have a maximum of 5 National players The list of National players is attached. 6.3 6.4 Women`s Category: Each team can register: (i) 2 Foreign Players, and maximum 5 players from group A and maximum of 6 players from Group B OR (ii) 1 Foreign player or Non and maximum of 6 players from group A and maximum of 7 players from Group B OR (iii) No Foreign players, team with less then 4 players from group A has no limit for numbers of players from group B. If there are unregistered National/Group A / Group B players after the closing date of individual entry (2 nd May), ANY team that has less than 16 registered players are allowed to fill the vacancies with the unregistered National / Group A / Group B players. However, the priority MUST be given to teams who have yet filled up the National / Group A / Group B quota. The list of Group A and B players are attached. 6.5 6.6 The Libero Player will not be considered as a National / Group A Player if he / she play the role of Libero. As for foreign team that qualified through MVL Qualification, the eligibility of those players are as below: (I) (II) (III) (IV) The players must be citizens of that country except for the two imported players. However, the team may recruit Malaysian citizens as their team player/s, which by in this case is not considered as foreign players. The combined national players of that respective country with Malaysian players (if recruited) will be limited according to the rule 6.2 and 6.3 For men category, 2009 & 2011 Sea Games players (indoor only) are considered as National Players. For women category, 2009 & 2011 Sea Games and SEA Club Championship Players (both indoor and beach) are considered as Group A Players. Page 2 of 8
7. REGISTRATION & ENTRY 7.1. Team Entry 7.1.1 For Top 4 ranked winners from Waz Lian s 1 MVL 2011, each team must send in its Team Entry (confirmation Form) accompanied by the nonrefundable Entry fee of RM1000 payable to MALAYSIA VOLLEBALL ASSOCIATION no later then 15 th March 2012. The teams are only permitted to register a new team name different from 2011 if a minimum of 10 original players from 2011 registered 15 players are remained in the team. Teams who are unable to remain minimum 10 original players MUST remain the team name registered in Waz Lian Malaysia Volleyball League 2011. 7.1.2 For the top 4 winners/ qualifiers from Qualifications Tournament for MVL 2012, each team must send in its Team Entry (confirmation Form) accompanied by the nonrefundable Entry fee of RM1000 payable to MALAYSIA VOLLEYBALL ASSOCIATION no later then 5 th May 2012. 7.1.3 MAVA will supply 2 sets of playing jerseys with an additional RM500 charge, which must be paid on or before 3rd May 2012. The team are however responsible for their own printing costs for team name, players name and jersey number. 7.2. Individual Entry Not later than 5 th May 2012, each participating team must send its team member application (MAVA 02 Form with 16 players) together with 2 photos each participant to MAVA 7.3. Final List Each participating team must submit its final list of 12 players (using MAVA 02 bis Form) to MAVA (these 12 players must be chosen from among the 16 players indicated in the 02 Form) during the technical meeting of each leg. 8. COMPOSITION OF TEAM 8.1. A team is composed of 17 members (Manager, Asst. Manager, Chief Coach, Asst. Coach, Trainer and 12 players) per match. 8.2 Four (4) registered officials are allowed at the bench. 8.3 The registered Chief coach of the team MUST be at least a National Level 1 qualified coach or Formal National Player if without National Level 1 qualification. 9. COMPETITION SYSTEM 9.1. Preliminary Round All the teams shall play one another in a single round of robin. Two matches per weekend (Saturday and Sunday) 9.2. Final Round Semifinal : 1 st Ranked 4 th Ranked, 2 nd Ranked 3 rd Ranked Classification : 5 th Ranked 8 th Ranked, 6 th Ranked 7 th Ranked 3 rd /4 th : Losers of semifinals Finals : Winners of semifinals 10. COMPETITION SCHEDULE 10.1. 10.2. 10.3 All the matches shall be played during the weekends on Saturday and Sunday except final leg, which will start on Friday at the venue as in Para.3 The Berger Table shall be used to determine the order of the matches. The organizer has the right to fix or change the schedule of the matches. 11. CLASSIFICATION 11.1 The following points shall be taken into account to decide the ranking : Match Won = 2 points Match Lost = 1 point Forfeit = 0 point 11.2 If two or more teams obtain the same points, the ranking shall be decided by the quotient of the total points won and lost for all matches. 11.3 If they again score equal, the ranking shall be decided by the quotient of the total sets won and lost. 11.4 If two teams are still equal, priority shall be given to the team according to the results of the match played between the two teams concerned. 11.5 If a team declares its forfeit during a match, it will be excluded from the competition and : (a). All the results of the matches it already played during respective rounds will be nullified. Page 4 of 8
12. OFFICIAL RULES (PLAYING JERSEY BALL) 12.1 12.2 The Competition shall be played in accordance with the FIVB Rules of the Game in force. The two (2) Libero system will be applied 12.3 All necessary interpretations will be made before the competition during the General Technical Meeting. 12.4 The competition will be played with MIKASA ball(mva 200) the Official Ball homologated by MAVA. 12.5 Each team must have available two (2) sets of playing jerseys of a different colour. 12.6 12.7 The playing jersey must be in conformity with the MAVA Sports Regulations. The size of numbers: Front : Minimum 12 cm (preferable 15cm) ; Back 20 cm. No restriction on additional sponsors logo printed on jerseys. The teams will be supplied playing jerseys. The playing jerseys supplied must be worn for all matches and during the prize giving ceremony. 13. PRIZE MONEY & AWARDS 13.1 Trophy & Medals Challenge Trophy shall be awarded to the Champion. Medals shall be awarded to players of the teams ranked 1 st, 2 nd & 3 rd. 13.2 Prize Money for teams (Men & Women) A total of RM 105,500.00 cash prize money and RM 5,000.00 cash voucher will be awarded for teams. 13.3 Prize Money for Individual Awards (Men & Women) A total of RM 10,500.00 cash voucher will be awarded for individual awards. COMPLAINTS/PROTEST 14.1 All complaints or protests must be presented in writing and handed to the Control Committee member on duty within 30 minutes after the match. 14.2 Complaints about the result of a match or against the refereeing must be accompanied by a deposit of.00 in cash which shall be forfeited if the complaint is not valid. 15. SANCTIONS 15.1 Negligence in regards to the incompletion or late remittance of the INDIVIDUAL ENTRY (MAVA 02 FORM) after the deadline 5 th May 2012 A fine of.00. 15.2 Voluntary forfeit of a team before or during a match entails its exclusion from the competition with the following consequence : (a) (b) Entry Fee shall be forfeited. Damages and other sanctions may be decided by MAVA EXCO. 15.3 Non participation in Opening and Closing Ceremony Fine.00 (Minimum 6 persons) Page 6 of 8
16. CONDUCTING OF THE COMPETITION 16.1 The League will be conducted by the MAVA Control Committee appointed by MAVA. 16.2 International and MAVA Referees nominated by the MAVA Referees Board sanctioned by the Organizing Committee will officiate this League. 17. FINANCIAL CONDITIONS The participating teams shall be responsible for their own board/lodging and transport from home to venue. 18. UNFORESEEN ITEMS Any matters not mentioned in the present Regulations should be decided by the Organizing Committee and its decision is final. The organizer reserves the rights to make necessary amendments on the regulations when needed. 19.
