The meeting was called to order by Chairman at 2.05pm. 1. Confirmation of minutes of previous Annual General Meeting held on 24 July 2009 As there were no amendments to the minutes of the last AGM, the minutes were approved as proposed by PCC Shiva Banerjee and seconded by PDG Bobby Eng. 2. Matters Arising 2.1 Under Item 5 Amendments to the LCSF Constitution & By-Laws, Chairman reported that these have been approved by ROS in December 2009, and have been subsequently published in a booklet and distributed to all Past Officers, and Club presidents and Lions in District 308-A1. Copies would be available from the District Secretariat at the Lions Home in Bedok. 2.2 Other items were included in the Agenda would be discussed accordingly. 3. Report of the Board of Directors for FY 2009/2010 Chairman PDG Isabel Cheong presented the Annual Report for FY 2009/2010: The approved amendment of the LCSF Constitution & By-Laws by ROS was part of the on-going process to subsume the IPCs of the Lions Home for the Elders (LHE) and
Lions Befrienders Association (LBSA) under that of the Foundation. Under the new CBL, both District entities would be represented on the LCSF Management Boards by its respective Chairmen, and one other representative. The Standard Operating Procedures (SOP) for the disbursement of funds to each entity once subsumed, were also incorporated into the CBL. The Singapore Lions Education Fund had received much support from Lions members and clubs, and corporations. It will continue to disburse funds through the Singapore Lions Clubs Bursary Awards and Singapore Lions Clubs Study Awards to NUS and SMU respectively for another year according to the MOUs signed with them. The Lions Quest programme was re-activated with a Workshop on Skills for Adolescence held in March 2010. Training was done by LCI LQ Trainer Donna Munro from Australia. Participants were from various institutions under the charge of the Ministry of Community Development, Youth and Sports which catered to delinquent youths, and those from broken homes etc. LCSF will be looking into organising another workshop in November 2010, with funding from the Core 4 grant by LCIF. Publicity for LCSF - LCSF Website was set up to provide Lions with updates and information on LCSF and its role and objectives. - Members of the LCSF Board had also made presentations on LCSF at the District Orientation, and at several Club meetings where they had been invited. - A LCSF Brochure was also reprinted and is available at the District Secretariat and from the Secretary of the LCSF Board. LCSF Donors had been very supportive, with the sum of $119,326 being raised for year ended 30 June 2009. Of this amount, $38,711 had been designated to the Lions Home, $17,000 to Lions Befrienders, $31,500 to the Lions Education Fund, and $32,115 to the General Fund. LCSF had also contributed $905 to the Melbourne Fire Disaster Fund, and RM 2.000 to the victims of the earthquake in Philippines. The Lions Foundation Awards will continue to be presented at each AGM to recognise the generous contributions of Lions clubs, members, corporations and members of the public. LCSF have invited two trustees to the LCSF Board. They are Lion Chim Hou Yan,(LCS North) and Lion Tan Kah Hoe,(LCS Jurong). They will be duly endorsed and elected by the General membership at the AGM. LCSF supported the work of Lions Clubs in their community projects with funds. In FY 2009/2010, LCSF approved two applications for funding: - LCS Host and LCS Fort Canning for the Vijay Shreshta Fund - LCS Royal for their Gift of Sight Laos 2010 project.
4. Approval of Accounts for year ended 30 June 2009 LCSF Treasurer Lion Soh Kam Giap presented the Audited Accounts for FY 2008/2009 which had been circulated to all clubs and POAs. The Audited Accounts were approved as proposed by IPDG Anthony Tay and seconded by P William Chin, LCS Stamford. 5. Presentation of Budget for FY 2010/2011 The Budget for the next FY was duly presented by LCSF Treasurer. It was duly endorsed, proposed by Lion David Lim, LCS North and seconded by Lion Tay Choon Mong, LCS Beverley Hills 6. Election of 5 members to the Board of Directors for 2010/2011 Only three Nominations were received by the LCSF Secretary. The Board has agreed to accept their nominations. The three new members are: 1. PDG Eric Ng, LCS West 2. Lion Andrew Tan, LCS East 3. Lion Loh Swee Wen, LCS Katong The new LCSF Board will be co-opting Lions to fill the other two vacancies. 7. Election and endorsement of LCSF Trustees The two Trustees nominated by the LCSF Board were unable to attend the AGM. However, they were duly introduced by Lions who were present: a) Lion Chim Hou Yan by PCC Shiva Banerjee b) Lion Tan Kah Hoe by PDG Sylvester Heng. The membership duly elected and endorsed their appointment as LCSF Trustees. 8. Appointment of Auditors LCSF Treasurer Lions Soh Kam Giap proposed the appointment of Auditors Suhaimi Salleh & Associates This was approved, proposed by Lion PDG Sylvester Heng, LCS East, seconded by Lion David Lee, Chairman, Lions Befrienders 9. Any Other business There was no other business for discussion.

A mock cheque for $100K was presented by co-trustee of the late PID Eng Ah Koon Foundation, Mr. Wong Hoo Tung to LCSF Chairman for the LCSF Endowment Fund.
