This revisin is prbably the mst cmprehensive in The IFAB s 130 year histry and has rerganised and updated the Laws f the Game bk t make it far easier t read, understand and use nt just fr referees but fr anyne interested in the Laws and in ftball. The IFAB is the bdy respnsible fr the Laws f the Game wrldwide and natinal ftball assciatins, cnfederatins and cmpetitins are nt permitted t change the Laws withut the permissin f The IFAB AGM. Referees, Assessrs and Instructrs In the interests f member educatin and in an attempt t have all f the SGFRA referees applying the new Laws in a cnsistent manner, the SGFRA Caching and Technical Sub-Cmmittee (CTSC), has prepared and distributed a number f dcuments which have been sent t all 2016 members and are als available thrugh the web site. The Ball There are n changes t this Law

The Players A match may nt start r cntinue if a team has fewer than 7 players Substitutes can take any restart prvided they first enter the field f play. Anyne nt named n the team list as a player, substitute r team fficial is deemed t be an utside agent. If play is stpped and the interference was by a team fficial, substitute, substituted r sent ff player, play restarts with a direct free kick r penalty kick. If smething/smene (ther than a player) tuches a ball ging int the gal, the referee can award the gal if the ball ges in the gal and the tuch had n impact n the defenders (unless in ppnents gal). If a gal is scred with an extra persn n the field and referee has restarted play, the gal stands and the match cntinue. The captain has n special status r privileges, but has degree f respnsibility fr the behaviur f his team. Law 5 nw allws the referee t send a player ff befre the kick-ff (frm the pre-match inspectin f the field f play nwards) and in terms f the player being replaced, a player sent ff: Befre the team list has been submitted - cannt appear n team list in any capacity. After the team list has been submitted, but befre kick-ff - can be replaced by a named substitute (wh cannt be replaced; team may still make full number f substitutins as is the current Law) after the kick-ff - cannt be replaced Law 4. Player s Equipment Any tape r ther material n/cvering r wrn externally t the sck, must be same clur as the sck (phts belw shw what will n lnger be permitted). X X Purpse f the clip is t highlight the clur f tape n the sck and nt the challenge. Basically, this isn t a cmpletely new part f the Law fr SGFA and, as per ur current practice, the tape/sck/garter will need t be the same clur as the part f the sck that it cvers. Hwever, in the SGFA cmpetitins there has been sme cmprmise with regards t cmmercially available items f clthing and tape. A revised and updated list will be prvided clser t the start f the 2017 seasn.

Undershrts/tights must be the same clur as the main clur f the shrts r the lwest (hem) f the shrts. Players f the same team must wear the same clur. Light green undershirt matches the main clur f the sleeve. Undershrts wuld need t match either the main clur f the shrts (green) r they culd match the hem (black) all f the team must wear the same Blue undershrts are cnsistent with the spirit f the LOTG and are cnsidered as being the same clur as the shrts. A player lsing ftwear r shinguard accidentally can play n until next stppage Other equipment The Natinal Jewellery Plicy shall still be enfrced in SGFA cmpetitins. A defined list will be prvided in the 2017 LOTG Bk. Nn-dangerus prtective equipment, fr example headgear, facemasks and knee and arm prtectrs made f sft, lightweight padded material is permitted as are galkeepers caps and sprts spectacles. The use f any frm f electrnic cmmunicatin between players (including substitutes/substituted and sent ff players) and/r technical staff is nt permitted. This includes mbile phnes, tw way radis r similar equipment. Infringements and sanctins Fr any infringement f this Law play need nt be stpped. A player wh leaves the field f play t crrect r change equipment must; Have the equipment check by a match fficial befre being allwed t re-enter Only re-enter with the referee s permissin (which may be given during play) A player wh enters withut permissin must be cautined and if play is stpped t issue the cautin, an indirect free kick is awarded frm the psitin f the ball when play was stpped.

The Referee The authrity f the referee Each match is cntrlled by a referee wh has full authrity t enfrce the Laws f the Game in cnnectin with the match. Decisins f the referee Decisins will be made t the best f the referee s ability accrding t the Laws f the Game and the spirit f the game and will be based n the pinin f the referee wh has the discretin t take apprpriate actin within the framewrk f the Laws f the Game. The decisins f the referee regarding facts cnnected with play, including whether r nt a gal is scred and the result f the match, are final. The referee may nt change a decisin n realising that it is incrrect r n the advice f anther match fficial if play has restarted r the referee has signalled the end f the first r secnd half (including extra time) and left the field f play r terminated the match. If a referee is incapacitated, play may cntinue under the supervisin f the ther match fficials until the ball is next ut f play. Disciplinary Actin Punishes the mre serius ffence, in terms f sanctin, restart, physical severity and tactical impact, when mre than ne ffence ccurs at the same time Takes disciplinary actin against players guilty f cautinable and sending-ff ffences Has the authrity t take disciplinary actin frm entering the field f play fr the prematch inspectin until leaving the field f play after the match ends (including kicks frm the penalty mark). If, befre entering the field f play at the start f the match, a player cmmits a sending-ff ffence, the referee has the authrity t prevent the player taking part in the match (see Law 3.6); the referee will reprt any ther miscnduct Has the pwer t shw yellw r red cards frm entering the field f play at the start f the match until after the match has ended, including during the half-time interval, extra time and kicks frm the penalty mark Takes actin against team fficials wh fail t act in a respnsible manner and may expel them frm the field f play and its immediate surrunds Acts n the advice f ther match fficials regarding incidents that the referee has nt seen Injuries If a player is injured as the result f a physical ffence fr which the ppnent is cautined r sent ff (e.g. reckless r serius ful challenge) and if the assessment/treatment is cmpleted quickly they are nt required t leave the field fllwing the treatment Outside interference An extra ball, ther bject r animal enters the field f play during the match, the referee must: stp play (and restart with a drpped ball) nly if it interferes with play unless the ball is ging int the gal and if the interference des nt prevent a defending player playing the ball, the gal is awarded if the ball enters the gal (even if cntact was made with the ball) unless the ball enters the ppnents gal allw play t cntinue if it des nt interfere with play and have it remved at the earliest pssible pprtunity

The Start and Restart f Play A kick-ff starts bth halves f a match, bth halves f extra time and restarts play after a gal has been scred. Free kicks (direct r indirect), penalty kicks, thrw-ins, gal kicks and crner kicks are ther restarts (see Laws 13 t 17). A drpped ball is the restart when the referee stps play and the Law des nt require ne f the abve restarts. (When n ffence has been cmmitted) If an infringement ccurs when the ball is nt in play this des nt change hw play is restarted. The blue player, in the centre, wuld be cnsidered t be standing in the ppnent s half and the referee shuld ensure that he relcates t his half fr the kick ff. Kick-ff The team that wins the tss f a cin decides which gal it will attack in the first half Their ppnents take the kick-ff The team that wins the tss takes the kick-ff t start the secnd half Fr the secnd half, the teams change ends and attack the ppsite gals After a team scres a gal, the kick-ff is taken by their ppnents

St Gerge Ftball Referees Assciatin Inc. 2016/2017 Laws f the Game Changes Summarised Fr every kick ff Drpped ball All players must be in their wn half f the field f play The ppnents f the team taking the kick-ff must be at least 9.15 m (10 yds) frm the ball until it is in play The ball must be statinary n the centre mar the referee gives a signal The ball is in play when it is kicked and clearly mves A gal may be scred directly against the ppnents frm the kick-ff If the referee stps play and n infringement has ccurred e.g. injured player, utside agent n the field, the referee drps the ball at the psitin where it was when play was stpped, unless play was stpped inside the gal area in which case the ball is drpped n the gal area line which is parallel t the gal line at the pint nearest t where the ball was when play was stpped. The ball is in play when it tuches the grund. Any number f players may cntest a drpped ball (including the galkeepers). The referee cannt decide wh may cntest a drpped ball r its utcme. Infringements and sanctins The ball is drpped again if it; Tuches a player befre it tuches the grund Leaves the field f play after it tuches the grund, withut tuching a player If a drpped ball enters the gal withut tuching at least tw players play is restarted with: a gal kick if it enters the ppnents gal a crner kick if it enters the team s gal Law 9. Ball In and Out f Play Ball in play The ball is in play at all ther times, including when it rebunds ff a match fficial, galpst, crssbar r crner flagpst and remains in the field f play. Law 10. Determining the Outcme f a Match Apart frm a change t the title, this Law nw cntains the cnditins fr Kicks frm the Penalty Mark t Determine the Winner f a Game r Penalty Sht-ut, as it is lsely called in the ftball fraternity. The CTSC feels that members are best t fcus n the parts f the Laws that will be used during nrmal cmpetitins and later n in the seasn we can wrk n this aspect f the LOTG.

A player is in an ffside psitin if: Any part f the head, bdy r feet is in the ppnents half (excluding the halfway line) and (this text has als replaced the cnditin stating that a player is nt in an ffside psitin if he is wn half f the field) Any part f the head, bdy r feet is nearer t the ppnents gal line than bth the ball and the secnd-last ppnent The hands and arms f all players, including the galkeepers, are nt cnsidered. A player is nt in an ffside psitin if they are level with the: secnd-last ppnent r last tw ppnents Offside Offence A player in an ffside psitin at the mment the ball is played r tuched by a team-mate is nly penalised n becming invlved in active play by: interfering with play by playing r tuching a ball passed r tuched by a team-mate r interfering with an ppnent by: preventing an ppnent frm playing r being able t play the ball by clearly bstructing the ppnent s line f visin r challenging an ppnent fr the ball r clearly attempting t play a ball which is clse t him when this actin impacts n an ppnent r making an bvius actin which clearly impacts n the ability f an ppnent t play the ball r gaining an advantage by playing the ball r interfering with an ppnent when it has: rebunded r been deflected ff the galpst, crssbar r an ppnent been deliberately saved by any ppnent A player, in an ffside psitin receiving the ball frm an ppnent wh deliberately plays the ball (except frm a deliberate save by any ppnent) is nt cnsidered t have gained an advantage. A save is when a player stps a ball which is ging int r very clse t the gal with any part f the bdy except the hands (unless the galkeeper within the penalty area).

St Gerge Ftball Referees Assciatin Inc. 2016/2017 Laws f the Game Changes Summarised N Offside Offence There is n ffside ffence if a player receives the ball directly frm: a gal kick a thrw-in a crner kick Infringements and sanctins If an ffside ffence ccurs, the referee awards an indirect free kick where the ffence ccurred, including if it is in the player s wn half f the field f play. A defending player wh leaves the field f play withut the referee s permissin shall be cnsidered t be n the gal line r tuchline fr the purpses f ffside until the next stppage in play r until the defending team has played the ball twards the halfway line and it is utside their penalty area. If the player left the field f play deliberately, the player must be cautined when the ball is next ut f play. An attacking player may step r stay ff the field f play nt t be invlved in active play. If the player re-enters frm the gal line and becmes invlved in play befre the next stppage in play, r the defending team has played the ball twards the halfway line and it is utside their penalty area, the player shall be cnsidered t be psitined n the gal line fr the purpses f ffside. A player wh deliberately leaves the field f play and re-enters withut the referee s permissin and is nt penalised fr ffside and gains an advantage must be cautined. If an attacking player remains statinary between the galpsts and inside the gal as the ball enters the gal, a gal must be awarded unless the player cmmits an ffside ffence r Law 12 ffence in which case play is restarted with an indirect r direct free kick. Law 12. Fuls and Miscnduct Direct and indirect free kicks and penalty kicks can nly be awarded fr ffences and infringements cmmitted when the ball is in play. Direct free kick A direct free kick is awarded if a player cmmits any f the fllwing ffences against an ppnent in a manner cnsidered by the referee t be careless, reckless r using excessive frce: Charges Jumps at Kicks r attempts t kick Pushes Strikes r attempts t strike (including head-butt) Tackles r challenges Trips r attempts t trip If an ffence invlves cntact it is penalised by a direct free kick r penalty kick.

St Gerge Ftball Referees Assciatin Inc. 2016/2017 Laws f the Game Changes Summarised A direct free kick is als awarded if a player cmmits any f the fllwing ffences: Definitins handles the ball deliberately (except fr the galkeeper within their penalty area) hlds an ppnent impedes an ppnent with cntact spits at an ppnent Careless is when a player shws a lack f attentin r cnsideratin when making a challenge r acts withut precautin. N disciplinary sanctin is needed. Reckless is when a player acts with disregard t the danger t, r cnsequences fr, an ppnent and must be cautined. Using excessive frce is when a player exceeds the necessary use f frce and endangers the safety f an ppnent and must be sent ff. Handling the ball Handling the ball invlves a deliberate act f a player making cntact with the ball with the hand r arm. The fllwing must be cnsidered: The mvement f the hand twards the ball (nt the ball twards the hand) The distance between the ppnent and the ball (unexpected ball) The psitin f the hand des nt necessarily mean that there is an infringement Tuching the ball with an bject held in the hand (clthing, shinguard etc.) is an infringement Hitting the ball with a thrwn bject (bt, shinguard etc.) is an infringement The galkeeper has the same restrictins n handling the ball as any ther player utside the penalty area. Inside their penalty area, the galkeeper cannt be guilty f a handling ffence incurring a direct free kick r any related sanctin but can be guilty f handling ffences that incur an indirect free kick. Charging an ppnent The act f charging is a challenge fr space using physical cntact within playing distance withut using arms r elbws. Hlding an ppnent Hlding an ppnent includes the act f preventing them frm mving past r arund using the hands, the arms r bdy. If a defender starts hlding an attacker utside the penalty area and cntinues hlding him inside the penalty area, the referee must award a penalty kick. Advantage If the referee plays the advantage fr an ffence fr which a cautin/send ff wuld have been issued had play been stpped, this cautin/send ff must be issued when the ball is next ut f play, except when the denial f an bvius gal-scring pprtunity results in a gal, the player is cautined fr unsprting behaviur.

The referee must send ff the player when the ball is next ut f play but if the player plays the ball r challenges/interferes with an ppnent, the referee will stp play, send ff the player and restart with an indirect free kick. Playing in a dangerus manner Playing in a dangerus manner is any actin that, while trying t play the ball, threatens injury t smene (including the player themself) and includes preventing a nearby ppnent frm playing the ball fr fear f injury. A scissrs r bicycle kick is permissible prvided that it is nt dangerus t an ppnent. Impeding the prgress f an ppnent withut cntact Impeding the prgress f an ppnent means mving int the ppnent s path t bstruct, blck, slw dwn r frce a change f directin when the ball is nt within playing distance f either player. All players have a right t their psitin n the field f play; being in the way f an ppnent is nt the same as mving int the way f an ppnent. A player may shield the ball by taking a psitin between an ppnent and the ball if the ball is within playing distance and the ppnent is nt held ff with the arms r bdy. If the ball is within playing distance, the player may be fairly charged by an ppnent. Indirect free kick An indirect free kick is awarded if a player: Plays in a dangerus manner. Impedes the prgress f an ppnent withut any cntact being made. Prevents the galkeeper frm releasing the ball frm the hands r kicks r attempts t kick the ball when the galkeeper is in the prcess f releasing it Cmmits any ther ffence, nt mentined in the Laws, fr which play is stpped t cautin r send ff a player. An indirect free kick is awarded if a galkeeper, inside their penalty area, cmmits any f the fllwing ffences: Cntrls the ball with the hands fr mre than six secnds befre releasing it. Tuches the ball with the hands after: Releasing it and befre it has tuched anther player, r It has been deliberately kicked t the galkeeper by a team-mate, r Receiving it directly frm a thrw-in taken by a team-mate. A galkeeper is cnsidered t be in cntrl f the ball when: The ball is between the hands r between the hand and any surface (e.g. grund, wn bdy) r by tuching it with any part f the hands r arms except if the ball rebunds accidentally frm the galkeeper r the galkeeper has made a save. The histry behind the revisin here was t eliminate what was perceived as a triple penalty player sent ff, penalty kick and mandatry suspensin. If this ccurred in the early stages f a game then the team was penalised further by having t play shrt fr the remainder f the game.

This ffence des nt necessarily have t ccur inside the penalty area but the ffence must satisfy the cnditins fr DOGSO ***Where a player cmmits an ffence against an ppnent within their wn penalty area which denies an ppnent an bvius gal-scring pprtunity and the referee awards a penalty kick, the ffending player is cautined unless: The ffence is hlding, pulling r pushing r The ffending player des nt attempt t play the ball r there is n pssibility fr the player making the challenge t play the ball r The ffence is ne which is punishable by a red card wherever it ccurs n the field f play (e.g. serius ful play, vilent cnduct etc.) In all the abve circumstances the player is sent ff. ***By way f explanatin, if a defender cmmits a ftball type challenge (i.e. attempting t challenge with the feet r use f the hands/arms by a galkeeper) and the ffence ccurs inside their wn penalty area, than a penalty kick is awarded, but the defender is nly cautined. These cnsideratins are DDDC and all fur cnditins must be met fr a DOGSO t be applied (D) Distance between the ffence and the gal (D) General directin f the play (D) Lcatin and number f defenders (C) Likelihd f keeping r gaining cntrl f the ball Serius ful play A tackle r challenge that endangers the safety f an ppnent r uses excessive frce r brutality must be sanctined as serius ful play. Any player wh lunges at an ppnent in challenging fr the ball frm the frnt, frm the side r frm behind using ne r bth legs, with excessive frce r endangers the safety f an ppnent is guilty f serius ful play. Vilent cnduct Vilent cnduct is when a player uses r attempts t use excessive frce r brutality against an ppnent when nt challenging fr the ball, r against a team-mate, team fficial, match fficial, spectatr r any ther persn, regardless f whether cntact is made. In additin, a player wh, when nt challenging fr the ball, deliberately strikes an ppnent r any ther persn n the head r face with the hand r arm, is guilty f vilent cnduct unless the frce used was negligible. Members must make sure they have a full understanding f the terms f vilent cnduct including the intentin f the new text and cnsideratins. They are urged nt t verreact in minr skirmishes but take the crrect curse f actin where there is sme grey area.
