Tri-County Midget Football League 2012 By-Laws 1. The official name of the league is the Tri-County Midget Football League. 2. There is no weight limit. 3. In the Peewee Division a player must be (12) twelve years of age or younger before August 1 st. They can become (13) thirteen years of age on or after August 1 st as long as they are not in 7 th grade. Seventh graders are not eligible to play in the Peewee Division. In the Mini Division a player must be (9) nine years of age or younger before August 1 st. They can become (10) ten years of age on or after August 1 st as long as they are not in 5 th grade. Fifth graders are not eligible to play in the Mini Division. 4. Every player must be on the field in complete uniforms Pants, Jerseys and Helmets. A mouthpiece and all types of pads are also required. Jerseys shall be Light (Home) and Dark (Away) unless league makes exception for organization that doesn t have funding. Football shoes cannot have exposed metal from spikes, but sneakers are also allowed. The opposing coach may check shoes before, or after a game, during halftime or during a time-out providing he does not interfere with the game. 5. The size of the ball will be the Wilson TDJ for the Peewee Division and the Wilson K2 for the Mini Division. All footballs used in the Tri County Football League must be leather. 6. The League Assigner will assign officials and there will be at least (4) four at all games. If only (3) three are present, the first game head coaches must mutually agree upon whether to play or reschedule the game. There will be (4) officials for all of these games. The home team organization will pay each official $37.50 per game. Two (2) games will be $300.00. The League Assigner will schedule all officials to playoff and championship games with approval of the league officers. League Assigner s fee is $325.00. The league will meet the first week in October to discuss officials for playoffs. The League will have final approval of game officials. The Championship game will have 5 officials. 7. To call off a game the Home Team must call the opposing Head Coach or any other name on the contact sheet, League Secretary and one League Official. The coach must tell the League Official whom he contacted on the opposing team. The calls must be 3 hours before the first game time. The Home Team will make the choice of both the time and place of the makeup game with the approval of the opposing head coach. If two teams cannot agree on the time to make up all the games, league officials will then schedule the games within (2) two weeks of postponement. If a team arrives to play, and the opposing team
does not show in one-half hour, the game is forfeited and the team will be fined accordingly. Teams playing night games and starting their Peewee game first must have the mutual consent of the opposing Head Coach, and must notify a league official. The CB s game will start at 12:00pm, the Mini s (C Team) game will start at 1:00pm and the Peewee (B Team) game will follow (5) five minutes after the Mini (C Team) game. Night games will start at 3:00pm for the CB Team, the Mini (C Team) game will start at 4:00pm and the Peewee (B Team) game will start (5) five minutes after the Mini (C Team) game. (Note: It is up to the CB team head coaches if they want to play for the 1 hour or 30 minutes.) 8. The opposing coaches will exchange official rosters, signed by the head coaches prior to every game. It must be the official league roster turned in at the Registration Meeting and becomes official (2) two weeks after the registration meeting. A copy should be supplied to the announcer in numerical order before the game. The names of whoever will be on your sidelines during games must be on the official roster. 9. Coaches are not allowed passed the (25) Twenty-Five yard line during the Peewee (B Team) games. Two (2) coaches are permitted on the field during a time out. 10. Peewee (B Team) and Mini (C Team) games will consist of (8) eight minute quarters. Every time out will consist of (2) two minutes. 11. All fields will be marked off according to PIAA rules prior to the start of the game. Home Teams will be fined Ten Dollars if the field is not lined off accordingly. Officials will make decision as to whether or not field is okay or not. 12. PRACTICE SESSIONS POSITIVELY ARE NOT TO BEGIN BEFORE AUGUST 1 ST. 13. A disciplinary board will act on all problems that arise during the season. The board will consist of the Executive Board plus (1) one coach chosen by the League President. Recommendations of the board can be appealed to the league for a vote. 14. All teams will turn in copies of birth certificates, baptismal certificates, of acceptable certificate of age for all players. All teams will turn in an Official League Registration Form for every player on their rosters. These certificates and forms will be presented along with the league entry fee at the August meeting. The roster will also be closed (14) fourteen days after the registration meeting. Non-roster players may be added; players who appear on another team s roster cannot be added. Every team is required to present (17) copies of their Official Roster in alphabetical order, with last name first, to the league at this
meeting. Any changes to the rosters the team must notify the League Secretary prior to the start of the 2 nd Regular Season Game. All appropriate paperwork must be turned into the League Secretary as soon as possible. Any exceptions to the closed roster will be voted on by the league body prior to the end of the regular season. All rosters must be turned in at the Registration Meeting or a $50.00 fine will be imposed. All birth certificates must be turned in at the registration meeting or 1 week grace period. If the birth certificates are not in by the grace period the player cannot play until the league Secretary receives it. A $50.00 fine will be imposed. A player who was listed on a roster the previous year cannot switch to a different team unless they are released from the previous team or move into that area. 15. Under an agreement (prior to the game), if both coaches agree on matters that arise and the game is played, NO protest will be allowed. If a protest is made, any League Officer MUST be notified by phone and the protest MUST be in writing explaining the situation that led to the protest. This must be submitted to the Official notified within 48 hours. A ($10.00) ten dollar protest fee must accompany the letter. The money will be returned to the team if the protest is upheld. If denied, the ($10.00) ten dollars will automatically revert to the league and the protest withdrawn. Any agreement prior to the game must be signed by BOTH coaches with each coach getting a copy and the league officer receiving a copy. 16. ALL HOME TEAMS must contact the SECRETARY by the following Monday at 9:00am via phone, text message or E-Mail. Failure to report scores will constitute a ($25.00) twenty five dollar fine. 17. Scoring of extra points will be (2) Two points for a kick and (1) One point for a run or pass. 18. Once a player is elevate to the Peewee (B Team) level he/she cannot return to the Mini (C Team) level at anytime. The league must be notified of all such moves and the league must notify all teams of who have not played the team who elevated the player(s). 19. Officials may call off a game due to inclement weather conditions which will result in danger to the children prior to the start of the game. The game will be rescheduled to start from the beginning, at a later date. If a game is postponed, the game resumes where left off. Game can be called complete if both coaches agree. Both coaches must call the League Secretary with the quarter, time, score, yard line, down and yard to go.
20. All games on the schedule will count for each team s overall record. The league will be divided into (2) two divisions, an East Division and a West Division. The divisions are: East Tamaqua Mahanoy Area Panther Valley Hazleton Jim Thorpe Frackville Shenandoah West Pottsville Ashland Saint Clair Blue Mountain Minersville Shamokin Each team will play everyone in their Division. The East will play two teams from the West and the West will play two teams from The East on an annual basis. This will give the League an (8) eight week season. The West division will have on bye in the schedule. The Division Champs will be determined by the following criteria: 1. Overall Record 2. Head to Head Competition 3. Division Record 4. Record of defeated opponents 5. Toss of coin if tie still exists The next six teams with the best records will play on the Wildcard Week and will be determined by the following criteria. 1. Overall Record 2. Head to Head Competition 3. Division Record 4. Record of defeated opponents 5. Toss of coin if tie still exists During the playoffs the highest seeded team will always play the lowest seeded team up to the Championship game. The playoff games and Championship games will begin at 12 Noon and 4pm when possible. The sites will be decided on availability of lights and teams involved. 21. Election of Officers will take place at the January Meeting. 22. FAILURE TO ATTEND THE MEETINGS is a ($25.00) Twenty Five dollar fine. Late fine is ($10.00) ten dollars (10 minutes after the scheduled meeting time).
All out of season fines must be paid by the registration meeting and all fines assessed during the regular season must be paid by the January Meeting. 23. The rules and regulations are set forth and approved by the League at an official League Meeting. Any infraction of the rules will be reviewed by the Disciplinary Board and a fine and possible suspension could occur. Anyone accused of a rule violation will be given a written and verbal notice within (10) ten days to appear before the Disciplinary Board to answer and defend any allegations. The Board will then make a recommendation within in (10) ten days. 24. The Tri-County Midget Football League will run on a (12) twelve month calendar year from date of acceptance of bylaws. 25. All games that end in a tie, the PIAA Rules will go into effect. When the Defensive Team gains possession of the ball, the down and series immediately ends for the Offensive Team. 26. All rules not covered in the Mini (C Team) level Bylaws will be covered under the Peewee (B Team) bylaws. 27. At the registration meeting all new PIAA Rules will be voted for league compliance. 28. Exhibitions/Scrimmage games are allowed during the season. 29. Changes to Bylaws can be made during the season with a 2/3 vote by members. 30. A coach who is ejected from a game, either as a coach or fan, must leave the field and will be fined ($50.00) fifty dollars by the league. This Bylaw supersedes the PIAA Rule that the Head Coach is ejected and not the coach causing the situation. Any player that is ejected from a game must sit out the next game. Coach of ejected player must call league officials. 31. These Bylaws supersede any and all PIAA Rules, except all new rule changes adopted by the Tri-County Football League. 32. Any PIAA Official listed as a coach on any Tri-County Roster is not permitted to officiate League games.

Tri-County Mini (C Team) Football League 2012 Bylaws 1. A copy of a birth certificate, Baptismal Certificate or acceptable Certificate of age and TRICO Registration Form will be turned in at the League Registration Meeting. A player cannot become (10) ten years of age before August 1 st or be in fifth grade. No player on the CB team can be 9 years of age by August 1 st unless both coaches agree. This player must play with the Mini (C Team) team. 2. Games will consist of (4) four (8) eight minute quarters. 3. CB games will consist of (4) four quarters with (7) seven minutes of offense, (7) seven minutes of defense, (7) seven minutes of offense and (7) seven minutes of defense with a running clock. If both teams agree they can actually play (2) two halves that consist of (30) thirty minutes of offense and (30) thirty minutes of defense. 4. Each team will have (3) three timeouts each half consisting of (2) two minutes each. Two (2) coaches are permitted on the field during a time out. 5. Fourth down/kick off: Players must remain in their standard defense. During a punt the clock will stop until ball is punted. The punt return team can only allow 2 players deep for a return maximum. The punt return team must have inside linebacker at 5 yards minimum and maximum and only 1 outside linebacker outside ends. The punt team can have 1 player split outside the end maximum. 6. Once a player moves up to the Peewee (B Team) level he/she cannot come back down to the Mini (C Team) level. 7. No more than (6) six players on the defensive line of scrimmage. There will be NO BLITZING over the center. Inside linebackers must line up at least (5) five yards back from the line of scrimmage. Outside linebackers must be (3) three yards back from the line of scrimmage, except inside the (10) ten yard line. Infraction will be a (5) five yard encroachment penalty. Once the offensive huddle is broken, inside linebackers CANNOT move up to the line of scrimmage. Between tackle to tackle, Offensive and Defensive lineman must be in a 3 point or 4 point stance.
8. Extra point after touchdown, run the ball or pass the ball will be worth (2) two points or kick will be worth (1) one point. NO RUSH ON KICK!! 9. Teams may not go beyond the (25) twenty five yard line, except for (2) two coaches and (2) two players. If more than two coaches and two players a penalty of unsportsmanlike conduct will be assessed for a 15 yard penalty. 10. All games that end in a tie, the PIAA playoff rules go into effect. Kicking the extra points during the overtime is allowed with no rushing of the kicker. 11. No score will be shown on scoreboard for the Mini B (CB Team) game. A fine of $50.00 will be the penalty to the offending team. 12. Field goal attempts can be full rushed in a game and OT.
2012 Tri-County Official Rules 1. All coaches named on the official Tri-County League Roster are allowed in the coach s box during the game. 2. League referees will receive payment according to the amount of games they work. (Example) If an official does only a mini game he will only be paid for that game. If an official shows up late and does half of the mini game and all of a peewee game he will be paid only half for the mini game and full for the peewee game. 3. If a playing field should not have a score board clock, or if the sun creates a glare problem to view the score board time clock, then a chosen official will keep time on the playing field with a time piece. The time piece must be compromised of a digital minute, second and one hundred second countdown. The time piece will not consist of a wrist or pocket watch without the proper digital features. 4. The Tri-County Football League will waiver the new glove rule by NCAA and PIAA rulings. All gloves along with arm pad supports worn by players are sufficient, providing the glove or arm pad is not constructed with any type of metal or steel support which may create of inflict injury to a player. 5. If a player wishes to pray or bless him/herself after a play or touchdown they are allowed to do so. There will be no penalty involved. 6. League assigner will furnish each official (referee) a copy of the 2012 Tri-County Official League Rules. 7. The League Assigner will provide each head coach a list of officials before the season in regards to which officials are to officiate each game.
