Mississauga Cycling - 1 - August 9, 2011 CALL TO ORDER 7:30PM DECLARATIONS OF DIRECT (OR INDIRECT) PECUNIARY INTEREST - Nil PRESENTATIONS/DEPUTATIONS - Nil MATTERS CONSIDERED: 1. Administrative Matters: 1.1 Items to be added under Other Business Letter to the Ministry of Transportation Ontario re: funding cycling infrastructure (Paulina Mikicich) Verbal debrief on Ward 3 ride (Councillor Chris Fonseca) 1.2 Minutes of Previous Meeting July 12, 2011 Approved (D. Bell) 2. Tour de Mississauga Subcommittee Update Dorothy Tomiuk provided a verbal update on the status of the Tour de Mississauga event. She noted the site visit with the Mississauga Celebration Square staff and other members of the committee to discuss the layout and the equipment needed for the event. Discussion ensued with respect to sponsorship for the event. 3. 2012 Tour de Mississauga Route Planning Committee to advise staff of any cycling network issues in the southeast quadrant of the City to prepare for budget planning for 2012. Jacquelyn Hayward Gulati, Manager, Cycling Office noted that the committee members should start reviewing areas in the southeast quadrant that may be an issue for the 2012 Tour de Mississauga route. She explained that it s necessary for 2012 budget planning.

Mississauga Cycling - 2 - August 9, 2011 Ms. Tomiuk noted the access to the former Lakeview Generation Plant should be packed gravel or paved asphalt. She further noted that Lakefront Promenade Park may require a small bridge as there is a gap for cyclists that should be covered. Discussion ensued with respect to delineating trails between pedestrians and cyclists and trail etiquette. 4. Share the Road Cycling Coalition Active Communities Pledge Committee to discuss the Active Communities Pledge from the Share the Road Cycling Coalition. Jacquelyn Hayward Gulati explained the Active Communities Pledge. Discussion ensued. Recommendation 1. That the Mississauga Cycling supports the Active Communities Pledge to encourage voters and candidates to be champions for cycling and active transportation in the upcoming Provincial Election on October 6, 2011. 2. That Council be requested to adopt a resolution in support of the Active Communities Pledge. Approved (Councillor C. Fonseca) Recommendation MCAC-0019-2011 5. Coloured Pavement Bicycle Lane Marking Invitation to the Mississauga Cycling to participate in a photo opportunity for the green coloured bike lane pavement marking at the intersection of Mississauga Road and Dundas Street. Jacquelyn Hayward Gulati, Manager, Cycling Office advised that the date would be changed and the committee would be notified via email of the new date to launch the coloured pavement bicycle lane marking.

Mississauga Cycling - 3 - August 9, 2011 6. Use of Trail Names on On-Road Cycling Routes Memorandum dated August 4, 2011 from Jacquelyn Hayward Gulati, Manager, Cycling Office with respect to the use of trail names for on-road cycling routes. Jacquelyn Hayward Gulati, Manager, Cycling Office spoke to the memorandum and noted that staff are looking for support from the committee to discontinue the word trail for on road facilities. Discussion ensued. Recommendation: That the Mississauga Cycling supports the discontinued use of the word trail for on-road cycling facilities and that the new way-finding signs be implemented on primary on-road cycling routes. Approved (K. Lethbridge) Recommendation MCAC-0020-2011 7. Mandatory Sale of Bells/Horns for Bicycles Email dated July 13, 2011 from Councillor Pat Saito regarding a resident s concern that bikes are not equipped with a bell/horn to notify pedestrians. Jacquelyn Hayward Gulati, Manager, Cycling Office advised that bells on bikes are enforceable by the police through the Highway Traffic Act. She further advised that it is noted on the bike maps, trail head signs, Road Safety Handbook, reader board safety messages, all encouraging riders to use a bell. Recommendation: That the matter regarding the sale of bells on bicycles as outlined in the email dated July 13, 2011 from Councillor Pat Saito be referred to the Manager, Cycling Office for further review on educational opportunities and to better delineate trails for pedestrians and cyclists. Referred (R. Singh) Recommendation MCAC-0021-2011

Mississauga Cycling - 4 - August 9, 2011 8. Right-of-way on the Trail System Email dated July 19, 2011 from Councillor Pat Saito regarding a resident s concern regarding the right-of-way for pedestrians and bikes on the trail system. Members of committee discussed approaching the issue of pedestrians and bikes on the trail system from an educational standpoint. Discussion ensued with respect to power assisted bikes on trails and that the by-law would be changed to prohibit these bikes that are over 88 pounds. 9. Action List July 12, 2011 Action List of the meeting held on July 12, 2011 provided to Committee to update on the status of initiatives raised at prior meetings. Paulina Mikicich distributed a draft letter to be sent to the Ministry of Transportation Ontario with respect to the lack of funding for cycling infrastructure. Discussion ensued. Recommendation That the Mississauga Cycling forward a letter under the Chair s signature to the Minister of Transportation Ontario in conjunction with supporting municipalities apart of the Joint Cycling Committee of Southwest Ontario regarding the Province of Ontario s lack of commitment to active transportation, cycling infrastructure on bridges and the accommodation for cyclists at interchanges and crossings. Approved (D. Bell) Recommendation MCAC-0023-2011 10. 2011 Committee Event Calendar Committee Event Calendar to advise of cycling related events in 2011. Received (R. Singh)

Mississauga Cycling - 5 - August 9, 2011 Date of Next Meeting September 13, 2011 OTHER BUSINESS Possible Speaker Jacqueline Hayward Gulati, Manager, Cycling Office advised that the founder for Share the Road Cycling Coalition may be a good speaker for the committee to have a workshop. She advised she could look into it on behalf of the committee for the end of November/early December. Jeff Wachman, Chair suggested Velo Quebec as another possible speaker. Ward 3 Ride Councillor Chris Fonseca advised that 14 people participated in the Ward 3 community ride. She noted that she would like to organize another ride for October and try to attract students to participate. Discussion ensued with respect to the cycling infrastructure during the ride and in particular the bike catcher gates. ADJOURNMENT 9:30 PM
