Discussion: Reminders about Registration Dates/Deadlines: -Association Commitment Form (ACF) is due by the Club Head Registrar on November 7th. This form is what enrolls them and names their team in the system for the upcoming season. Only teams on this ACF will be able to access an Online Intent to Play via www.ncysaclassic.com. -Online Intent to Play (ITP) found under the Register menu button on www.ncysaclassic.com must be submitted by 11:59pm on November 14 th. NOTE: your team will only have an ITP available if they are on the Association Commitment Form (ACF). Once you complete your Online ITP, you are bound to play in the season or subject to fines. Classic Coach of the Year: Reminded the council members to vote for your classic coaches for CLASSIC COACH OF THE YEAR. Proposal to adopt U13 SRPL Nomination Criteria: The proposal was explained by Colby Morton. She highlighted the specifics and notated that this was just for selecting the U13s for the Spring Season. The remainder of the PR guidelines were going to need to be addressed to account for the new SRPL as pointed out by Bill Finneyfrock (CUFC). Concerns that arose:
-What would happen in future seasons for the play-off if more teams self-selected OPEN in the Fall creating more than 4 divisions as the playoff is currently setup for: We decided that the current nomination criteria would be voted in and then additional parameters if there were more or fewer than 4 OPEN divisions would be created and voted in at a future council meeting. -Would teams who had predominantly U12 players on their team be eligible for the U13 SRPL if they won a playoff spot? The regional decides age group by the older player on the team. No majority or percentage is necessary. -Would a 22 man roster be allowed at the U13 SRPL and if so, if the team returned to NCYSA Classic Premier what would they do with the additional 4 players? NCYSA (Colby Morton) was going to work on options for the PR Guidelines that would account for the SRPL teams and the movement in and out of the Classic division and would get those out to the membership so that a vote could be taken at a special called meeting over Final Four weekend. This form will serve as the divisional acceptance stating which division (OPEN or SECOND) your team has chosen to play. Self-Selection guidelines: After ITPs are received, Open and Second Divisions will be formed geographically. The size and number of geographic brackets for each division (OPEN and SECOND) will be determined by the number of teams that have selected to play in each division. (OPEN and SECOND) Each team will play against all other teams in their bracket. For age groups where promotion and relegation are not in effect, clubs with multiple teams in a division are not required to schedule nor play their Intra club matches. U13 GIRLS SPRING SEASON Beginning with the U13 spring season, a 3 rd division will be added to the Open and Second Divisions. The 3 rd division, The Elite Division will consist of 24 teams, divided geographically into two [12] team brackets, Elite East and Elite West. Teams for the two Elite Divisions will be selected in the following manner. IF THERE ARE: 2 FALL OPEN divisions: The top 12 teams from each OPEN division will be selected for the ELITE DIVISION. 3 FALL OPEN divisions: The top 8 teams from each OPEN division will be selected for the ELITE DIVISION. 4 FALL OPEN divisions: The top 6 teams from each OPEN division will be selected for the ELITE DIVISION. 5 FALL OPEN divisions: The top 4 teams from each OPEN division will be selected and the 4 additional teams will be selected from the next best overall teams based on Percentage Points. 6 FALL OPEN divisions: The top 4 teams from each OPEN division will be selected for the ELITE OPEN DIVISION 7 FALL OPEN divisions: The top 3 teams from each OPEN division will be selected and the 3 additional teams will be selected from the next best overall teams based on Percentage Points. Once the 24 ELITE DIVISION teams have been selected, they will be placed geographically into the EAST ELITE and WEST ELITE divisions. (previous geographical placement from the Fall season will have no bearing on the placement of teams in the ELITE Division.) If SRPL teams selected that win the playoff (4), come from the Elite division, those spaces will NOT be refilled. So they will be divided up along with the other Elite Division teams even though they will not be playing in the Elite Division League Play. A total of 6 teams will be selected from each Elite division INCLUSIVE of the 4 SRPL teams from the Spring U13 Season. All remaining U13G teams will self-select Open or Second Division for the U13G spring season. U14 GIRLS FALL SEASON At the end of the U13G spring season, Promotion and Relegation will occur as follows to create the following 3 divisions for the U14G Fall season: Premier Division - 12 Teams If SRPL teams selected that win the playoff (4), come from the Elite division, those spaces will NOT be refilled. So they will be divided up along with the other Elite Division teams even though they will not be playing in the Elite Division League Play. A total of 6 teams will be selected from each Elite division INCLUSIVE of the 4 SRPL teams from the Spring U13 Season. The following playoff format will be used to determine the U14 teams who would be nominated for those additional 2 SRPL spots for the Fall U14 season. - If 2 SRPL teams that played in the Spring U13 SRPL season are relegated, there will be an 8 team playoff consisting of 2 four team groups. Group 1: Top 3 Elite East teams + 1 Relegated SRPL team= 4 Group 2: Top 3 Elite West teams + 1 Relegated SRPL team=4 - If 1 SRPL team that played in the Spring U13 SRPL season is relegated, there will be a 4 team playoff consisting of 1 four team group. Group 1: Top 1 Elite East team + Top 1 Elite West team + Next highest Elite team based on % points + 1 Relegated SRPL team=4 - If no SPRL teams that played in the Spring U13 SRPL season are relegated, there will be a 4 team playoff consisting of 1 four team group. Group 1: Top 2 Elite East teams + Top 2 Elite West teams= 4
- The remaining 6 or 8 teams left in NCYSA Classic Premier (depending on the number of SRPL teams from NC) will play either a Home and Away schedule (for 6 team division) or a 7 game season (for the 8 team division) The SRPL teams will drop back in the Spring U14 season for a total of 12 for Classic Premier. First Division - 20 Teams o First East Bracket - 10 teams o First West Bracket - 10 teams NOTE: The above bracket size for First East and West will take effect for teams moving into the Fall 2011 season and so on. All previous girls age groups will be grandfathered under the former 8 team first division size. (Classic Council 8.7.10) Second Division - Unlimited o Brackets will be broken up geographically, and according to numbers, into divisions (i.e.: East, West, Piedmont, North West etc.) The 3 divisions will be populated as follows: NCYSA U14G Premier League: Shown above. NCYSA U14G First Division: First Division will consist of a total of 20 teams. Teams will be placed geographically in the First East and First West brackets. Brackets will be populated as follows: The remaining 12 teams from the U13G Spring ELITE division will be placed into the 1 st division. The remaining 8 teams needed to complete the 1 st division (20 total teams) will be selected from the OPEN divisions. The 8 additional teams will be selected using the following format. Two Open Divisions: The 2 OPEN division winners, plus the top remaining 6 teams from OPEN based on percentage points. Three Open Divisions: The 3 OPEN division winners, plus the top remaining 5 teams from OPEN based on Percentage Points. Four Open Divisions: The 4 OPEN division winners, plus the top remaining 4 teams from OPEN based on Percentage Points. Five Open Divisions: The 5 OPEN division winners, plus the top remaining 3 teams from OPEN based on Percentage Points. Six Open Divisions: The 6 OPEN division winners, plus the top remaining 2 teams from OPEN based on Percentage Points. Seven Open Divisions: The 7 OPEN division winners, plus the remaining 1 team from OPEN based on Percentage Points. There will be no promotion from the Second Division brackets unless needed to fill the First Division Brackets. TO FORM SECOND DIVISION BRACKETS All remaining teams, existing or newly formed, will be placed in 2 nd Division.

After the Fall U14 Girls season, all NC SRPL teams will drop back into the NCYSA Classic Premier Division to play for the U14 Spring season. For teams that played NCYSA Classic Premier for the U14 Fall season, the below PR will apply: The winner of 1 st East and the winner of 1 st West will be promoted to Premier, and the bottom two Premier teams will be relegated to the 1 st Division. The two relegated teams will be assigned East or West based on their geographic location within North Carolina. Promotion and Relegation: 1 st Division Promotion to 1 st Division from 2 nd Division: o Two 2 nd Division brackets (East and West): The top two teams from 2 nd East and top two teams from 2 nd West will be promoted, and the bottom two teams from 1 st East and the bottom two teams from 1 st West will be relegated. o Three 2 nd Division brackets (East, West and Piedmont): The winner of the 2 nd East, the winner of the 2 nd West, the winner of the 2 nd Piedmont and the next best overall 2 nd division team (based on % points) will be promoted, and the two bottom teams from 1 st East and the two bottom teams from 1 st West will be relegated to the appropriate geographic 2 nd Division. o Four 2 nd Division brackets (East, West, Piedmont I, Piedmont II): The winner of each 2 nd Division will be promoted, and the two bottom teams from 1 st East and the two bottom teams from 1 st West will be relegated. In the event that there are not enough teams to form a First East and a First West Division, a STATEWIDE First Division will be created**. ** [To create a 10-team statewide 1st division if needed due to shortage of teams filling 1 St division slots:] o Relegation from 1st East and 1st West to 2nd division: After the promotion of teams from 2nd division to 1st division (and the promotion/relegation between Premier and 1st division) has been completed, x number of teams from 1st East and 1st West with the lowest number of percentage points* will be relegated to 2nd division. The x variable denotes a number that will be dependent on how many teams will be able to stay in the now statewide 1st division after the promotion/relegation (see above) has been co TO FORM SECOND DIVISIONS All teams, not promoted from 2 nd Division to 1 st Division will remain in 2 nd Division. All newly formed teams will be placed in 2 nd Division. Second Division brackets will be broken up geographically, and according to numbers, (i.e.: East, West, Piedmont, North West etc.) *Additional Rules for Promotion/Relegation When teams in different divisions are competing for a spot, the promotion will be based on percentage points. The calculation of team percentage points will be the total points divided by number of scheduled counting matches. If two or more teams have the same number of percentage points, then these teams will have a play-off match against each of the teams involved in the tie, or defer a decision to the Promotion/Relegation Committee.
When additional teams are needed to fulfill the numerical requirement for a division OR if a bracket winner declines their invitation to promotion, after the normal promotion/relegation guidelines are fulfilled, the team that will fill the open spot will be the highest placed relegated team, based on their percentage points. If that team declines, or additional teams are needed, the open spot(s) will be offered to the remaining teams that were relegated (in order of highest finish) until all relegated teams have been offered the spot. If open spots still exist, the next best overall second place team, based on their percentage points, will be offered the spot, and so on. The appointed Promotion/Relegation Committee will address situations that arise that are not outlined in the Promotion/Relegation Guidelines. Any bracket structure changes that occur to the existing P/R guidelines will need the vote and approval of the Classic Council. (Classic Council minutes 4/24/05) Tie Breaking Procedures in Regular Season Standings If there are ties within a division (among counting matches), then the following tie breaking procedures are used: 1. Winner of head to head competition. If teams tied or split their matches, then; 2. Most wins versus common counting opponents. If still tied; 3. Goal differential (difference in goals scored and goals allowed with a max of five goals) between common counting opponents; 4. Least goals allowed against common counting opponents; 5. Most goals scored against common counting opponents; 6. Coin toss by the VP of Classic, or their delegate. The above procedures are taken one at a time until the tie is broken. If ties still exist among other teams, the process begins again with step one. If there are ties between two teams in different brackets the tie-breaking procedures for promotion/relegation will be decided by a match to be played within two weeks of State Cup finish at a neutral site decided by NCYSA. All expenses are to be shared equally by both teams. Failure to play results in a forfeit and forfeiting team must cover all expenses. This is done because there are no counting matches between the brackets so it is unfair to seed based solely on record. All scenarios of Promotion and Relegation may not be covered in this document. Any scenario that develops and needs resolution, but is not covered in the current P&R Guidelines and Policy will be decided by the NCYSA Classic P&R Committee and will be final.

U13 Boys SPRING SEASON Beginning with the U13 spring season, a 3 rd division will be added to the Open and Second Divisions. The 3 rd division, The Elite Division, will consist of 24 teams, divided geographically into two [12] team brackets, Elite East and Elite West. Teams for the two Elite Divisions will be selected in the following manner. IF THERE ARE: 2 FALL OPEN divisions: The top 12 teams from each OPEN division will be selected for the ELITE DIVISION. 3 FALL OPEN divisions: The top 8 teams from each OPEN division will be selected for the ELITE DIVISION. 4 FALL OPEN divisions: The top 6 teams from each OPEN division will be selected for the ELITE DIVISION. 5 FALL OPEN divisions: The top 4 teams from each OPEN division will be selected and the 4 additional teams will be selected from the next best overall teams based on Percentage Points. 6 FALL OPEN divisions: The top 4 teams from each OPEN division will be selected for the ELITE OPEN DIVISION 7 FALL OPEN divisions: The top 3 teams from each OPEN division will be selected and the 3 additional teams will be selected from the next best overall teams based on Percentage Points. Once the 24 ELITE DIVISION teams have been selected, they will be placed geographically into the EAST ELITE and WEST ELITE divisions. (previous geographical placement from the Fall season will have no bearing on the placement of teams in the ELITE Division.) If SRPL teams selected that win the playoff (4), come from the Elite division, those spaces will NOT be refilled. So they will be divided up along with the other Elite Division teams even though they will not be playing in the Elite Division League Play. A total of 6 teams will be selected from each Elite division INCLUSIVE of the 4 SRPL teams from the Spring U13 Season. U14 BOYS FALL SEASON At the end of the U13B spring season, Promotion and Relegation will occur as follows to create the following 3 divisions for the U14B Fall season: Premier Division - 12 Teams If SRPL teams selected that win the playoff (4), come from the Elite division, those spaces will NOT be refilled. The following playoff format will be used to determine the U14 teams who would be nominated for those additional 2 SRPL spots for the Fall U14 season. - If 2 SRPL teams that played in the Spring U13 SRPL season are relegated, there will be an 8 team playoff consisting of 2 four team groups. Group 1: Top 3 Elite East teams + 1 Relegated SRPL team= 4 Group 2: Top 3 Elite West teams + 1 Relegated SRPL team=4 - If 1 SRPL team that played in the Spring U13 SRPL season is relegated, there will be a 4 team playoff consisting of 1 four team group. Group 1: Top 1 Elite East team + Top 1 Elite West team + Next highest Elite team based on % points + 1 Relegated SRPL team=4 - If no SPRL teams that played in the Spring U13 SRPL season are relegated, there will be a 4 team playoff consisting of 1 four team group. Group 1: Top 2 Elite East teams + Top 2 Elite West teams= 4
