1. General information This Work Plan has been developed in accordance with the following UEG regulations and FIG rules: UEG/FIG Statutes 2014 UEG Technical Regulations FIG Trampoline, Tumbling and Double Mini-Trampoline Code of Points 2013/2016 2014 FIG Technical Regulations including Section 4, Special Regulations for Trampoline, plus decisions taken at the FIG Council 2013 UEG Medical Rules Doping Control Rules 2013 UEG Regulations for Awards Ceremonies FIG General and Specific Judges Rules FIG Licence Rules FIG Accreditation Rules UEG Advertising and Publicity Rules UEG Media Rules FIG Apparatus Norms FIG Rules for Sanctioning (approval) of International Events and subsequent decisions of the UEG Executive Committee and FIG Trampoline Technical Committee (FIG TRA-TC). Its content is based on the definitive entries, as received by the UEG Secretariat by January 24 th, 2014, and on the results of the drawing of lots held in Guimaraes on February 22 nd, 2014. The Senior European Championships is the qualifying event for the 2015 European Games. The Junior European Championships is the qualifying event for the 2014 Youth Olympic Games (only gymnasts born in 1997 and 1998 can qualify). Use of electronic communication devices: If a mobile phone or any other electronic communication device should be used on the field of play during the entire competitions of the European Championships, the person concerned (gymnast, coach, etc.) will be immediately expelled. The gymnasts will not be ranked and will not be authorised to participate in the remaining competitions. If this rule is violated by a coach, all his gymnasts who are at the moment of the violation on the field of play will also be expelled! 2. Accreditations Accreditation cards will be distributed at the Accreditation Center in the Sports Hall upon arrival of the delegations. The FIG/UEG accreditation rules will be strictly applied, notably as far as the number of accreditation cards per federations is concerned. Accreditation cards will not be delivered unless all financial and insurance obligations have been met. Each delegation will be taken to the accreditation centre upon arrival, and each head of delegation must complete the following tasks: - Check of the FIG Licenses - Verify accommodation requirements 4
- Make any necessary payments - Hand in national anthem and national flag - Present their delegation s confirmation of insurance - Verify publicity on the clothes All delegation members will receive an accreditation card. The accreditation card is personal, nontransferable and compulsory to access to the competition venue, training and competition hall as well as the transport system. All participants and officials are required to wear their accreditation card at all times. New accreditation cards can be provided at a cost of 25. In order to accelerate the accreditation procedure, please send in to the Organizing Committee a photo of each delegation member (electronic format) immediately if not sent together with the Nominative Registration. 10 will be charged for each photo the OC has to make at the arrival of the delegation. The specification of the photo should be as follows: - File format: JPG, JPEG - File name: NOC_Surname_Firstname (ex: POR_SANTOS_Rita.jpg) Supplementary Accreditations: Supplementary accreditations are at the charge of the Federations and are to be requested directly to the Host Federation. 7. National Anthem and Flag Delegations are requested to bring a CD of their national anthem and their national flag (approx. size 150 cm x 100 cm). These must be handed over to the OC Secretariat by the head of delegation upon arrival at the time of accreditation. 8. Age and Nationality Control Age limits: Seniors: Minimum 17 years old (born 1997 or older) Juniors: Minimum 13, max. 17 years old (born 2001-1997). Only gymnasts born in 1997 and 1998 can qualify for the YOG 2014 Gymnasts have the right to participate if they reach the determined age during the year of the competition. It is only possible to participate in one category: either senior or junior. Gymnasts must have a valid FIG licence. The UEG TRA-TC will check nationality and age of all competitors. This control will take place as follows: Wednesday April 9 th, 2014 at 11h00-12h00 am, at the Hotel Guimarães Meeting room (after the Technical Meeting). The Heads of Delegation have to bring passports and FIG Licences of all competitors to this control. 9. Visa Federations requiring an official invitation letter to obtain a visa are asked to contact the Organising Committee immediately by sending the Visa Request Form to gympor@gympor.com. 5
The request must include the function, full name, gender, date of birth, citizenship and passport number, passport expiry date, the arrival and departure dates of the Delegation Member as well as the city the visa application support letter must be sent to. 10. Insurance Federations are obliged to cover the expense of insurance for members of their delegation (illness, accident and repatriation) and to bring the proof of such insurance. See FIG Technical Regulations 2014, Reg. 12.10. The Host Federation, the Organizing Committee and the UEG will not be held responsible for any liabilities in case of accidents, illness, repatriation and the like. The UEG Technical Regulations foresee that all participating Federations are responsible for making their own arrangements to have the necessary valid insurance coverage (except gymnasts and judges with valid FIG licence / brevet - please, read carefully the FIG Licence Rules, 7. Insurance and Insurance terms for Athletes and Judges on FIG Internet/Intranet). The LOC will verify the insurance upon arrival of the delegation members (e.g. cover note or photocopy of the valid policy). Delegation members with insufficient insurance cover must inform the LOC in advance. 11. Official language The official language of the Championships is English. Interpretation from and into any other language must be organised by the delegations. Public announcements will be made in English and Portuguese. 12. Transportation Transfers by bus to and from OPorto International Airport or Guimarães Rail Station as well as to and from the official hotels to the competition hall will be available only for those delegations having booked their accommodation through the OC. Access to the buses will be given to the persons with an accreditation card only. The final bus schedule will be handed out to the delegations upon arrival and will be available at each official hotel. 13. Meals Breakfast is included in the accommodation package and will be served at each official hotel. Lunch for delegations that booked and paid the full board package will be served at the Competition venue. Lunch is served from 12.00 to 15.00 every day from Monday April 7 th - Saturday April 13 th, 2014 (both days included). Dinner for delegations that booked and paid the full or half board package will be served at the Competition venue from 18.00 to 22.00 every day from Monday April 7 th - Friday April 12 th, 2014 (both days included) and in the respective official hotels on Sunday April 6 th, 2014. The booked and paid meals for Heads of Delegation, Judges and VIPs will be served in the VIP restaurant at the Competition venue. Additional meals (lunch, dinner) may be purchased from the Organising Committee. The price is 20,00 per meal. 6

Information meeting All Heads of Delegation must attend the meeting. One extra official per delegation may also attend. The UEG TRA-TC and the Organising Committee will provide detailed information regarding the Championships. All information will be in English only. The information meeting will take place Tuesday April 8 th, 2014 at 17h00, in the Hotel Guimarães. Unjustified failure to attend will result in a sanction against the federation of 1000. 16. Opening ceremony The opening ceremony will take place on Tuesday April 8 th, 2014 at 19h30 in the Sports Hall. 2 members per delegation will be requested to march in. 17. Medal award ceremonies Only the medal winners are invited to participate and must wear their competition attire. 8
18. Closing ceremony The closing ceremony will be held on Saturday April 12 th, 2014 at the end of the competition in the Sports Hall. Delegations will be asked to join the final part of the ceremony. 19. Media conference Unless a further announcement is made on site, there will be no official media conference. 20. Training Warm up During trainings, staying at the field of play and training halls is only permitted to the competitors and coaches in conformity with the training schedule. There will be free access to a stretching area 1 hour before the opening of the Training Hall. 4 Trampolines will be available in the Warm Up Area (2 for Senior Men & Junior Boys and 2 for Senior Women & Junior Girls) and 2 Trampolines in the Training Area. The Trampoline Training and Warm Up areas will be in the adjacent Hall. 1 Tumbling track and 1 Double Mini-Trampoline will be available in the Training area situated behind the curtain in the competition hall. The final training schedule will be handed out to the Heads of Delegation upon their arrival in Guimaraes. 22. Starting order Drawing of lots The draw for the starting order of the qualifications took place February 22 nd, 2014 in Guimarães. Please note that the order of filling in the nominative entry form will establish the place of the performer for his/her national federation and his/her number in the draw. First name on the entry form will be the first gymnast to compete for that national federation. The final starting order will be established after the nominative entry and will be distributed to the delegations upon arrival. The UEG TRA-TC reserves the right to change the groups (and the number of competitors per group) depending on the number of competitors that arrive in Guimarães. The starting order for the finals will be in the order of merit, according to the FIG Technical Regulations. The list of finalists and the two reserves will be distributed to the Heads of Delegation after the qualifications. 9
PLEASE NOTE: THE EUROPEAN CHAMPIONSHIPS DRAW, THE COMPETITION GROUPS, THE STARTING ORDER FOR THE COMPETITION GROUPS, THE STARTING ORDER OF THE COMPETITORS WITHIN THE GROUPS, THE TRAINING GROUPS, THE TRAINING SCHEDULE AND THE COMPETITION SCHEDULE ARE BASED ON THE ASSUMPTION THAT ALL REGISTERED FEDERATIONS WILL PARTICIPATE IN ACCORDANCE WITH THEIR DEFINITIVE REGISTRATIONS. SHOULD THERE BE ANY CHANGES TO PARTICIPATING NUMBERS AT THE TIME OF THE COMPETITION, THE TRA-TC IN CONSULTATION WITH THE COMPETITION DIRECTOR AND THE ORGANISING COMMITTEE WILL RESERVE THE RIGHT TO MAKE ADJUSTMENTS TO FACILITATE THE RUNNING AND ORGANISATION OF THE COMPETITION. Federations who have registered full teams, but arrive with individuals only, do not automatically have the right to maintain their team s starting position. 23. Judges draw for Qualification Rounds and Judges Instruction The judges meetings, which are compulsory for all participating judges, will take place on Tuesday April 8 th, 2014, as follows: 10.00 11.30 Judges Meeting DMT 11.30 13.00 Judges Meeting TUM 14.30 16.00 Judges Meeting TRA The judges draw for the Qualification Rounds will take place by the end of each judges instructions. The Chair of judge s panels and the difficulty judges will be nominated by the TRA-TC. All other judges (Execution and Time of Flight / Synchro and Assistant to CJP) will be drawn among those judges qualified in terms of FIG categories for each position. Please note that the Judges instruction will be held in English only. 24. Judges draws for the Finals The judges draw will be performed by the Superior Jury once the Qualification Round will be completed. Draws results will be published in due time and distributed to the delegations through their mail boxes. 25. Superior Jury The UEG TRA TC members will be in charge of this task. 26. Jury of Appeal President Member Member Farid Gayibov (UEG) Martin Reddin (UEG) To be announced 27. Scores and results The scoring system to be used is FGP/Comograma. The scoring based on median deduction will be used for evaluation of execution as per FIG Code of Points 18.2.5 in all disciplines. In Trampoline, the Qualifying Round will consist of 2 routines only as per FIG Code of Points 1.2.1-1.2.2. In Team Finals, four gymnasts per team can compete and three best scores will be counted as per UEG Technical Regulations, Part II Special Rules Trampoline Gymnastics, 2.2. The Tie-breaking rules as per FIG Technical Regulations (no tie-break in Finals) will be applied. The scores of the juries and the final results will be shown on the electronic score boards in the competition hall. A list of results will be distributed to the Heads of Delegation after the qualifications and the finals. At the end of the Championships each delegation will receive a full set of detailed results. 28. Video recording All routines will be recorded on video by the OC. 29. Seating for delegations Sections in the competition hall are reserved for all delegation members and all delegation members must take a seat in this area. Detailed information will be given at the Orientation Meeting. 30. Medical services and massage Medical services will be provided by the Medical Centre located in the Sports Hall. Massage facilities for accompanying masseurs of the delegations will be available in the Medical Centre. 31. Doping Controls and Medical Certificate Doping Controls will be made during the Championships under supervision of the UEG. The doping controls can take place during the training, qualifications and/or finals. The doping controls are performed according to the WADA Code and FIG Anti-Doping Rules. Gymnasts having a Medical certificate for the use of drugs have to present it (original version) together with a photocopy at the age control. The original of the medical certificates should be presented at the doping control when the testing is taking place. 11
32. Closing banquet There will be a banquet at the Restaurant Mit Penha on Saturday April 12 th, 2014 at 21h00. The banquet is for official delegation members only. A valid banquet ticket must be presented at the entrance. The bracelets/wrist bands to identify the participants with correct age for alcoholic beverages will be delivered to the delegations at accreditation. The minimum age for alcohol consumption is 18 years in Portugal. The delegations and their national federations are responsible for the proper behaviour of their members. The closing banquet is free of charge for the delegations who have booked their accommodation through the Organising Committee. Delegations that have made their own arrangements will have to purchase tickets from the Organising Committee. The price is 31,50 per ticket. 33. Information and correspondence during the Championships Every delegation will have a mailbox located at the participants entrance of the Sports Hall. Access to the mailbox is only provided for those holding an official mailbox card. Each delegation will receive a mailbox card upon arrival in Guimarães. All information, requests and correspondence regarding these Championships should be addressed to the Organising Committee. 34. UEG Technical Meeting There will be a technical meeting, open to all officials, coaches, judges and athletes.
