Bergen County Charity Classic The Heart of Baseball MEMORIAL DAY WEEKEND May 25-28, 2018 TOURNAMENT POLICIES, INFORMATION AND RULES

TOURNAMENTPOLICIES PAYMENT POLICY: Full payment must be received prior to the start of the tournament There are absolutely no refunds or credits given within 45 days of the start of the tournament RAIN AND INCLEMENT WEATHER POLICY In the event of rain, we will do everything within our power to stay as close to the game schedule as possible. However, because of limited field availability we may have to deviate from the printed schedule. WEATHER HOTLINE:201-391-3111 www.memorialbenefit.org If and when we need to alter the schedule, we use the following procedures/policies as our guide: 1. Our first priority always will be to make sure that each team plays its minimum number of games. We will try to maintain the original schedule as much as possible. 2. We will attempt to have a championship game. We will never name a champion of a tournament without a championship game. We may eliminate the quarter-final or semi-final round to ensure a championship game. Games that do not make it to regulation (4 complete innings for a 6 inning game or 5 complete innings for a 7 inning game) will be considered a complete game at the end of last complete inning and the team that is winning at that point will be the winner. Weather Related Refund Policy In a rain out situation the tournament will always retain a $100.00 fee that will not be refundable. This money will allow the tournament to honor the scholarship commitments made prior to the tournament being played. 3 game minimum Play no games-full refund (less $100.00) Play 1 game- 50% credit or refund Play 2 games- $100 credit only

GENERAL INFORMATION Managers Meeting There will be a mandatory manager s meeting on Tuesday May 22, 2018 starting at 7:30PM. The meeting will be held at the Saddle Brook Marriott in Saddle Brook, NJ. Teams can begin checking in at 7:00PM. Coaches and Team Parents Are Expected to attend. This meeting is designed to allow us the opportunity to verify each team s registration and paperwork, to explain the tournament philosophy, review rules and logistics of the tournament. Teams can also pick up and pay for preordered T-shirts. Lastly we want to listen to your ideas and suggestions. Insurance Each team is required to carry its own insurance and submit a certificate of insurance to Bergen Country Charity Classic prior to the beginning of the tournament. No team will be allowed to play until we have that information and it is verified. * THE BERGEN COUNTY CHARITY CLASSIC MUST BE LISTED AS ADDITIONAL INSURED IN THE CERTIFICATE HOLDER SECTION OF THE STANDARD CERTIFICATE OF LIABILITY FORM. This can be obtained by simply calling your insurance company and asking them to list that on the insurance certificate. Please note: we are not requesting to be named insured on your policy. Rosters Town = any team consisting of players all from a single town or who play in the same in-town recreation league (teams must be co-mingled) Club = any team consisting of players from more than one town or recreation league Teams must submit the roster Online with no more than 15 players and 4 adults (1 manager, 2 coaches and a scorekeeper) ***The 15/16 wood bat division will be allowed to carry no more than 20 players (this accounts for H.S. players that are only pitchers.) **** The 13u and 14u club divisions will be allowed to carry a roster of no more than 17 players. Rosters need to me submitted and final by Tuesday May 1st at 6:00 pm. Otherwise teams will forfeit their entry and not receive a refund. No Exceptions!!!! Changes will be considered if the board is notified in writing and grants approval no later than 5/21/18 *Each player can only be listed on one roster during the tournament. If a player plays in a game for two teams both teams will forfeit the games the player participated in. Awards A team trophy and individual medals will be presented to the championship and runnerup teams.

No Alcohol or Tobacco Products Absolutely no tobacco or alcohol products will be permitted at any BCCC tournament site. Failure to comply with this policy will result in ejection from the complex. Umpires Games played with 60 foot bases will have at least one umpire for pool games and two for playoff and championship game. Games played on 70 foot and 90 foot bases will have at least two umpires for pool games and playoff games and up to six for the championship games if possible. Coaches: All Coaches are expected to be able to conform to little league coaching standards

Tournament Format Every team will play a minimum of 3 games and our intent is to use pool play format. From time to time the number of registered teams in each division does not allow for pool play format and the tournament may change the format. Baseballs The Bergen County Charity Classic will provide all game balls. Game balls should be returned to the site director after each game. COACHES ARE NOT PERMITTED TO TAKE GAME BALLS FROM THE SITES. Protests If a manger feels that a ruling during the game is incorrect, he/she should stop the game and ask for a tournament official to resolve the issue before play resumes. There are NO protests allowed after a game is completed. Home/Visiting Team Home and visiting teams will be determined by a coin flip for all games including playoff and championship games. Jewelry Players are not allowed to wear jewelry during games. This is a safety issue. The only exception is for medical reasons, and this must be reported to the umpires during ground rules. The team will receive a warning if a player wears jewelry during the game and the player will be ejected if they wear jewelry after the warning. Medical Condition Reporting All medical conditions must be reported to the umpires prior to the start of the game. In other words, if you have a player with a medical condition it must be reported, this is for the safety of the players. Cell Phones Managers, coaches and players are not permitted to have cell phones or blue tooth ear pieces on the field or in the dugout. Only the scorekeeper may use an electronic device for scoring purposes only. Dress Code for Coaches Managers and coaches are not required to wear uniforms but it is expected adults on the field will be dressed appropriately. Pin Trading Teams are encouraged to bring their team pins for trading during the tournament. Every player will receive the 2018 Bergen County Charity Classic official pin.(provided we find a pin sponsor)

BERGEN COUNTY CHARITY CLASSIC 2018 Tournament Rules The default rule book for all 50x70 and 60x90 divisions will be the Major League rule Book (American League) All 46x60 and 40x60 will use the Little League rule book Re-Entry: In all age groups/divisions, starters may re-enter once, including the DH, but must reenter in their original position in the batting order. Non-starters are not allowed to reenter the game. When a starter re-enters, the player in the starter s batting order spot must be taken out of the game and is ineligible to re-enter for the remainder of the game. Exception: the exception to the rule is if all players have been used in the game and an injury occurs to a starter not substituted for during the game. At this time the following is allowed. 1. A non-starter must be placed in the injured starter s position. 2. If all non-starters are currently in the game, one of the non-starters must be moved to the injured players batting position and the original starter must go back in his original batting order. A STARTER CAN NEVER MOVE INTO ANOTHER STARTERS BATTING POSITION! 3. The player that is injured is finished for the game and cannot return 4. If the sub should get injured in the game, the spot in the order will be skipped DESIGNATED HITTER: In 50x70 and 60x90 divisions (NO DH IN 46x60 divisions), the Designated Hitter (DH) may be utilized. A team using a DH is required to make the opposing team as well as the plate umpire aware of a DH prior to the start of the game. This must be addressed when covering field ground rules. (9 bat format) The DH can hit for any player in the lineup. The DH and the player being hit for are locked together in the same spot in the lineup for substitution purposes. (DH is not mandatory)

Extra Hitter (EH) 50x70 and 60x90 Divisions In all divisions one (1) extra hitter (EH) will be allowed, a ten (10) bat format A team using a EH is required to make the opposing team as well as the plate umpire aware of a EH prior to the start of the game. This must be addressed when covering field ground rules. A team using an EH will have a 10 player lineup and this lineup must be used the remainder of the game. All 9 position players must be in the hitting line up. If the team is unable to maintain a 10 player lineup for any reason other than injury the spot will be marked as an out. The EH is an offensive player only and cannot play defense for that game unless there is an injury or ejection that requires an extra defensive player for the team and there are no available subs. In this exception the EH will be inserted into the defensive lineup and the EH hitting spot will be skipped with no penalty if due to an injury. The player in the EH position while not actually playing a defensive position, will be treated as though they are for substitution purposes. (re-entry rule applies for EH) Extra Hitter (EH) for 46x60 divisions Will use a mandatory 10 bat format which all nine position players must be in the hitting lineup with an extra hitter (EH). Extra Hitters are considered defensive positions for substitution purposes. Bat the Entire Roster (All Divisions) Teams can choose to bat the entire roster with free substitutions. Avoid Contact (slide, avoid, or give yourself up) Players must attempt to avoid contact with other players in tag-out situations. If in an umpire s judgment, the runner does not attempt to avoid contact by sliding or giving themselves up the umpire may call the runner out on that play. If the contact is judged as intentional or malicious the umpire may also eject the player from the game. If a player is ejected for this reason, the player could be ejected for the team s next game with the possibility of additional sanctions. The Tournament crew chief will make the final ruling on future suspension. Mound visits Pitcher must be removed on second visit in the same inning for the same pitcher

Time Limit There is a 2-hour limit on all games during Pool Play and Playoff Round (except for Championship game, which has no limit). Playing stoppage time due to weather conditions will count against the 2-hour time limit. No new regular inning may start after 2 hours. For the purpose of determining if a new regular inning may start, the time is determined at the time of the last out in the bottom of the inning. Once an inning is started and the 2-hour time limited is then breached, the final inning must be completed unless weather or playing conditions cause the stoppage then the game will revert to the last completed inning. A game in Pool Play can end in a tie score. A playoff round game cannot end in a tie, the game will be played under the two-hour time limit rule and must complete the last full inning. Championship games will be played in full with no time limit. Games can go to extra innings as long as the two-hour time limit has not expired. If the time limit is reached during an inning that will be the last of the game. Time in between innings: our expectation is teams will take 2 minutes to get on and off the field and warm up. Pitchers are permitted to throw 8 warm up pitches prior to their first inning of work and 5 for every inning after that. If a catcher is still putting on gear a player or coach should be ready to warm up the pitcher. Intentional Delay Intentionally delaying a game to achieve a victory through the time limit is considered unsportsmanlike conduct and will not be tolerated at the tournament. The umpires and tournament officials at the game reserve the right to eject a coach or player for intentionally delaying a game and possibly declare a forfeit to that team. Tie Breakers Ties are possible in pool play (in case of a 3-way tie, the procedure will go to step 2 first) 1. head-to-head results 2. total runs allowed 3. lowest single game runs allowed 4. each subsequent lowest single game runs allowed (2 nd lowest for each team, 3 rd lowest for each team, etc.) 5. coin flip Lineup Cards Each team must provide their own lineup cards. A copy MUST be given to the opposing team and the umpire prior to each game.

Bat Restrictions All Bats must either be Wood, BBCOR or USA Baseball certified and stamped 12U 46-60 and under: Little League authorized USA Baseball certified Bats 11U & 12U 50-70: either wood, BBCOR or USA Baseball certified bats only 13U: -5 drop or less barrel not to exceed 2 5/8 (Metal, wood bats allowed) * 14U: drop of -3 or less, barrel not to exceed 2 5/8 (Metal, wood bats allowed) * *13u & 14u any composite bat MUST be BBCOR Certified 15/16U: Wood Bat ONLY (no composite) Cleat Restrictions 12U and under - Rubber cleats only 13U and over- No restrictions; except where prohibited at various artificial turf fields. Home team does not bat if ahead by mercy. Intentional Walk The pitcher must throw to a hitter during an intentional walk situation NO intentional walks at 8U Special pinch runner (7.14) does not apply

Courtesy Runners All divisions: Must for the catcher of record only with 2 outs using any player not currently in lineup, or last batted out if no available bench players. Pitching Restrictions None (coaches discretion). On Deck Batter All on deck batters must stay near their teams dugout or as directed by the umpire Hit Batter No limit for removal of a pitcher. Umpire has full discretion on removal of a pitcher for hitting a batter. Official Score-book The home team will keep the official score-book Jewelry/Eating/Smoking Players are not allowed to wear jewelry during the games. The only exception will be made for medical reasons. The team will receive a warning if a player wears jewelry during the game and any player that does not remove their jewelry after a warning will be ejected from the game. Any player with chewing gum, sunflower seeds, or any other food in their mouth while playing will be asked to spit it out. It is allowed in the dugouts as long as it is disposed of before coming onto the field for safety purposes. No coach will smoke on or around the field during their game. Cell phones Managers, coaches and players are not allowed to use cell phones or Blue-tooth earpieces on the field or dugout. Reporting scores Both coaches must report scores to the site director on provided score sheets Game results will be posted at www.memorialbenefit.org throughout the day Sportsmanship Any player, coach or spectator ejected from the game for poor sportsmanship will be suspended for a minimum of the next game. Length of suspension will be determined by tournament director and crew chief. Home Team Selection Home team will be determined by coin toss for every game. This includes pool games, playoff games and championship games.

Birth Certificate The tournament will NOT validate birth certificates prior to the start of the tournament. Coaches are responsible for carrying birth certificates for each rostered player. An opposing head coach only (no parents, players or assistant coach) may ask to validate a birth certificate from the other team. Birth certificate review must take place prior to the first pitch. Once official game time passes the game is on the clock. Age Determination Baseball age eligibility is determined as the age of the player in years on April 30, 2018 (i.e. Player who turns 13 on May 1, 2018 is eligible to play in the 12U division) Ejections If a player, coach, manager, parent, scorekeeper is ejected from a game, they are automatically suspended for the next game and may face expulsion from the entire tournament. All ejections must be reported to the tournament director and crew chief that will make the final decision on eligibility for future games. If a player is ejected from a game and there is no substitute available, the spot in the lineup will be an out.
