Transportation 2025 and CMS Focus Group Members Robert Murray, Chair Mark Carruolo Paul Reynolds Fran Shocket Albert Ranaldi, AICP, Town of Lincoln Michele Passarelli, Fiberoptic Display Systems, Inc. Paul Annarummo, PE, RIDOT Cynthia Levesque, TMC, RIDOT Gabriel Brazao, PE, FHWA Harriet Holbrook, RIPTA Defining the Transportation Network: Based on comments from the Congestion / Intelligent Transportation Systems (ITS) Focus Group held in 20 as part of the Plan Update, the CMS network as defined in the 1997 plan was reaffirmed. The focus group also identified a need for congestion management strategies in corridors that may not be part of the CMS network. 4

The CMS network is shown in Figure 2 and includes approximately 650 miles of roadways classified as: Interstate Other Freeway / Expressways Principal Arterial (rural and urban) Rural Minor Arterials Figure 3 represents the existing congestion, identifying congested locations primarily in the Providence Metropolitan area, in Bristol County (East Bay), and Newport County(Aquidneck Island). Forty percent of RI freeways are congested as well as sixty percent of our principal arterials during peak period travel time. These locations also coincide with high accident numbers. Figures 4 and 5 use model projection of possible congestion for 2015 and 2025. 5

Defining the Transportation Modes: While congestion identification is limited to roadway congestion in the CMS report, the strategies recommended for mitigating congestion in the identified areas include all modes. RI CMS STRATEGIES RANKING: Strategy #1: Improve roadway operations Strategy #2: Shift trips from automobile to other modes Strategy #3: Reduce person trips and VMT during peak hours Strategy #4: Land use modifications Strategy #5: Add capacity 6

RELATIONSHIP TO THE PLAN AND THE TIP The Rhode Island Congestion Management System is designed as an element of the 2025 Regional Transportation Plan. The CMS is designed to support the goals of the 2025 Plan, which were developed in part from an extensive regional visioning process of a Corridor Planning Study as well as a Focus Group Process. Projects identified through the planning process may eventually be included in the TIP. Ground Transportation Plan/CMS Proposals Transportation Improvement Program (TIP) Actions Project Implementation 7

Please complete information in all gray boxes, including project name and ID number. 2. Each measure can be scored on a scale of -5 to 5 (a negative score should be used when the project has a negative impact; zero should be used when there is no impact or the criterion is not applicable). The word "neg" next to a score is a reminder that a negative score has been entered. If the word "low" or "high" appears next a score that score needs to be adjusted to be within the -5 to +5 range. 3. Category totals can not be more than 20 or less than -20. If the word "neg" appears next to the category score it is a reminder that the category sub-total is a negative score. If the word "LOW" or "HIGH" appears next to the sub-total, measure scores need to be adjusted to bring the sub-total into the -20 to +20 range. 4. The maximum score is 120. The minimum score is -120. 8
