Call to Order The Business Meeting of the Central Illinois Youth Soccer League was called to order at 10:14 AM. Jay Ray, President, Central Illinois Youth Soccer League called the meeting to order. Election of Officers Jay Ray, President Tom Kulavic, 1 st VP Chad Jones, 2 nd VP Jan Berlin, Secretary/Treasurer A motion was made by Dave Sandercock for officers of the Central Illinois Youth Soccer Board to remain in their same roles. This motion was seconded by Gary Stephens. Officers are accepted as listed above. Review of Minutes December 9, 2014 Business Minutes for the December 9, 2014, business meeting were attached in the meeting packet for review. Jay Ray reported that he did not attend the National Conference as approved during the last meeting. It was noted on page four (4) of the meeting minutes the amount listed as $735.00 left in the Referee Account should read approximately $7,350.00. This will be changed prior to submitting the approved minutes to the website. Tom Kulavic made a motion to approve the minutes with change noted. Dave Sandercock seconded the motion. Minutes approved with change and will be sent to webmaster to be placed on the CIYSL site. 1

Review of Board Contact List Please review master copy of CIYSL Board of Directors contact list. Please update your information or initial by your name if the information listed is correct. Jan Berlin will make any changes noted. Jan Berlin will also update the information posted to the Web and forward updated information to the webmaster for posting on the CIYSL website. Treasurer Report Dave Hicks distributed two sets of financials for review. Set #1 was December year-todate and total year-to-date. Please note the Northern fees listed also reflect their referee fees. Approximately $7,000 to $9,000 of those fees will be paid out for referee fees in the U-12, U-13 and U-14 divisions in the North. If these referee fees are not used for referee fees, that dollar amount will credited for future fees. Set #2 Dave Hicks presented the projected 2015 budget and a summary for the previous three years. Jan Berlin was given the complete set of financials to file. Dave Sandercock made a motion to approve the year end treasurer s report. Tom Kulavic seconded the motion. The treasurer s report was approved. Chad Jones made a motion to approve the projected 2015 budget. Tom Kulavic seconded the motion. The 2015 budget was approved. Also distributed by Dave Hicks was the IYSA Central District Commissioner s report. Spring of 2014 CIYSL had a 6% increase from Spring 2013 and a 5.8% increase for fall seasons. One recreational league was added, that being Prairie City Soccer League from the Bloomington/Normal and surrounding areas. They have approximately 1,800 players. IYSA Update Jay Ray reported that Tim Deters requested that young referees not be abused by spectators or coaches. If your club is one that is having parents/coaches hassling the referee, please approach that parent/coach and asked them to stop. The state is seeing a decline in referees with several of the younger referees not wanting to continue. There attempts being made with the younger referees to make sure they understand that they are in charge and they can eject the parent or coach. It was discussed that the commitment for taking the referee training is two full days and it is hard for some to commit to that length of time. Jay Ray reported there have been a couple of issues this year with three arrested for child abuse allegations. If you see a coach is at a field with a child by himself/herself, please check to see what is going on. If you are at a field by yourself, please call another adult to be present. Dave Hicks was re-elected to the IYSA Board as the Vice President. Dave Hicks has been on the IYSA Board for 33 years. 2

Discussed attendance at the IYSA - DOC/Coaches meeting held in our area. Central had five (5) at the last meeting. A suggestion was made to include field session/demonstration with the meeting. Next meeting in our area will be in March. IYSA is offering an entry level assignor clinic on February 14 th. You do not have to be a referee to be an assignor. Tournament assignors have to attend a meeting every year but club assignors do not. There is a yearly fee to the IYSA to be a club assignor. Seeding was done for the State Cup. There are only nine (9) registered for the Premiership League. It was also discussed that the Premiership League standings would be used for seeding for State Cup and/or Presidents Cup. occurred concerning league play and having so many weekends taken up by league games. It was felt that more teams would participate in league games if scheduled league play was only a couple of weekends in a tournament format There is a proposal that may begin for 2015-2016, that the referee course may be on-line with participants only needing to attend one day of on-site training. It is important that the league/clubs never leave a child alone at a field with a coach and a coach never give a child a ride home alone. Please do not send a text or email directly to a player or Snapchat directly with one player. The assignor entry level clinic will be held at the IYSA office. Jay Ray has been on the CIYSL Board since 1982. Tom Kulavic and Jan Berlin have been on the Board since 1999. If you are unable to attend the IYSA DOC/Coaches meeting held in our area, please send someone. If you have additional coaches that would like to attend, please invite them. It was also suggested that a personal invitation be sent to the clubs to see who will be attending. There was a suggestion on offering GO Meeting or Skype for Business options for more attendance. Premiership The IYSA has offered to waive the additional fee for the Premiership. Each team would be responsible for their league fees. Jay Ray will contact the northern area premiership teams and inquire about them traveling to central/southern for games. League Play Format Dave Hicks will put out a survey requesting input on playing league games as a tournament format prior to our June meeting for Fall 2015 league play. This will be added to the June agenda for additional discussion. Gary Stephens reminded those in attendance if tournament weekends are decided upon there could be a problem in the fall with competing for referees with the college schedule. Academy Report Chad Jones reported there are no new changes and felt everything went smooth for the fall session. CIYSL will continue to do the player development format. It was stated that if the league has a breakout for the U-8 and U-9 division offside will be called for U-9 teams only and not the U-8 in the Academy 3

Development format for games, and training for the U-8 and U-9 age divisions. Academy format is published on the CIYSL website under Academy tab link. Please be advised that with Spring 2015 the Offside law will be enforced for the U-9 age bracket league games. Gary Stephens will send a letter to all Club Assignors to make sure the officials being selected for the Academy games are aware of the difference in rules. Referee Payment Review Gary Stephens reported he contacted Southern Illinois Soccer League to compare rates and we are in-line, but they are looking at raising their rates. A request was sent to the Chicago Area Leagues and Gary received no response. Gary Stephens summarized: For fall paid in by CIYSL teams was $28,592.00 and paid out was $22,872.50 with the difference being $5,719.50. Dave Hicks has 10 to 12 individual W9 s that he has not received. Mr. Hicks reported once those have been received there will be $972.00 to be paid to those referees. Refunds will go out to the clubs one week from Monday. There have been problems with the way information is turned into Gary. Still seeing two (2) man crews. For the record there were 6 referees that were issued 1099, as they were paid more than $600.00. occurred involving expectations of referees and communication to the assignors. Jay Ray informed each club to make sure that Gary Stephens knows who their assignor is and he will communicate with them the expectations and making certain player cards are checked. It is also important that the referees know the length of game for each age group. It was requested, if you have a problem with referees not meeting the standards set, let Jay Ray know and he will communicate with Gary Stephens. Both he and Gary will contact the assignor. A motion was made that referee payment policy remains the same by Tom Kulavic and seconded by Chad Jones. Motion passed. CIYSL REFEREE PAYMENT POLICY SPRING 2015 Officials will be paid by the League, for all scheduled CIYSL League games officiated. That policy is in effect for the Spring 2015 CIYSL soccer year. League Schedules should be posted to the CIYSL web site the week of March 9 th. Once teams have received their League schedule they will need to calculate their total referee fees due for the entire season. The CIYSL Pay schedule will be updated soon on the CIYSL web page. The Referee Pay Schedule is listed below to calculate their Referee fee totals. This calculation dollar amount must be sent to Gary Stephens at stephensgf@comcast.net no later than Monday March 30 th. Gary Stephens will then verify that said dollar amount is correct. The Club/Team fees for CIYSL game officials will be due to the League Office no later than Monday, April 6 th. Referee fees need to be sent separate from the League registration fees. 4

This could include games canceled and not made up; or if there is a shortage of officials and you have a game(s) officiated with less than a full crew of 3. This information will be sent to CIYSL members. Spring 2015 CIYSL SRING 2015 INFORMATION Kick-off for Spring Season will be on March 29 th.. This will mark the 35 th year of league play for CIYSL. With the addition of CIYSL-North, the team enrollment for CIYSL now exceeds over 255 teams and 4200 players. 2015 CIYSL Spring schedules will be posted to the CIYSL website. Once posted schedules can be viewed at www.ciysl.com. There will be a new format for Reporting Game Scores. Team Managers can also turn in game results to the League Office. Please use the game report form is at www.ciysl.com website and can be emailed to the office. League standings, for ages U-11 & above, will be published once a month. Clubs/Teams will be reminded to review IYSA / CIYSL Polices on: - Goal Safety - Player Concussion Policy Both of these can be found at www.iysa.org CIYSL has implementing the IYSA Concussion Policy and form for use during all league games. Adherence to this policy is mandatory for all CIYSL members. 5

REMINDERS will be sent to Clubs/Teams on the following topics: League format and policies Cancelation Policy: If team(s) cancel a schedule game(s) with due notice there are no penalties. However if a team or teams fail to show for a regular schedule game without proper notice that team, or teams will be subject to referee fees and no-show fines. Teams have seven (7) days to reschedule a canceled game(s). If teams cannot agree on a rescheduled time and one or all teams want to play said game(s), They will need to notify the League Office whereby the League Scheduler will set a time and date for said game(s). If a team requires the League Scheduler to reschedule game(s) there is a $100 rescheduling fee. If teams reschedule game(s) on their own, no fee is assessed. Guest Players: CIYSL does not allow Guest Players for League games. All players must be carded to that team or Club, if Club Passing. Maps tab or Links Tabs - It it is the responsibility of individual Clubs / Teams to insure that directions to their said fields or complex are current. Directions can be found on CIYSL website under Maps tab, or Links tab. Referee Fees - CIYSL will not be liable for Referee fees for teams that do not show for either friendlies, or League games that were scheduled beyond the set League Schedule. CIYSL recognizes only a 1 or 3 man referee system. Payment is to follow the chart on the homepage of www.ciysl.com. If a home team or club wishes to pay their local officials more, the local Club pays the difference. If 1 person shows up, that person should receive the payment for a Center Referee only. If a three person crew shows up they are paid as scheduled per the CIYSL payment chart. If by some chance a game is officiated by an unauthorized two person crew, one game official is paid the center fee and the second is paid one AR fee. Coaches ONLY If you have an issue with a game official you can report that concern on a Referee Evaluation form found on the CIYSL website. Or you can contact Gary Stephens at stephensgf@comcast.net Length of game, per age group, for both double header games and single games, can be found on time charts posted to the CIYSL website. SILENT SIDELINE SUNDAY - CIYSL is in the planning stages to conduct another Silent Sideline Sunday of league games Sunday, May 10, 2015. Colin will be in charge of coordinating Silent Sideline Sunday for Spring 2015. New Business It was reported that a CIYSL Facebook page has been created. Reporting league scores. Please make sure to tell your teams to go to the CIYSL Facebook page and like it. Eric Jamison offered to collect the scores and post them on the CIYSL Facebook page. The CIYSL Board of Directors agreed to have Eric Jamison to develop the process for reporting the scores and posting them on Facebook. 6

Fines SASA had two outstanding fines. Dave Sandercock investigated them. One involved a team that was in President s Cup and advanced on a weekend and needed to play the next day in President s Cup and did not notify the site coordinator they would be unable to play league due to President s Cup. The second was a U-13 girl s game. There was a question as to whether someone had been contacted. There was an attempt to contact with a couple of options and heard nothing back. The opposing coach did say he sent back a couple of dates and heard nothing back. The SASA coach said he was waiting for response with dates. The President s Cup game will not be fined. The U-13 girl s game should have been played and there will be a fine assessed to SASA. Dave Hicks will send Dave Sandercock an email to summarize the findings of the fine being assessed. Adjournment The meeting was adjourned. The Central Illinois Youth Soccer League Board of Directors meeting was adjourned at 12:37 pm by Jay Ray.
