Balmain Sailing Club 2018 Three Bridges [Pursuit] Race Sunday April 22 nd Sailing Instructions Yachts 1. Rules In contrast to the Autumn Islands Race, the Three Bridges Race heads west up the Parramatta River, where tight river sections, strong tides have always added to obstacles usually found on a race. From a start line at the Club, the course passes by the Iron Cove Bridge, under the Gladesville Bridge and up to within sight of the Ryde Bridge. The race will be governed by the rules, as defined in the Racing Rules of Sailing 2017-2020 ( RRS ) of the International Sailing Federation (ISAF), and the prescriptions and regulations of Australian Sailing ( Special Regulations ) these may be amended by the Notice of Race and the Sailing Instructions. The Organising Authority is the Balmain Sailing Club ( BSC ). 2. Notices to Competitors Notices to competitors will be posted on the Balmain Sailing Club website (www.balmainsailingclub.com). 3. Changes to Sailing Instructions Any change to the sailing instructions will be posted on Balmain Sailing Club website no later than 3 hours before the race start.

4. Divisions 4.1 The keelboat fleet will race as two (2) divisions. 4.2 The Race Committee will inform entrants as to which division they will compete in. This will not be subject to protest or dispute. 5. Race Entry 5.1 It is the responsibility of each skipper/owner to maintain their boat to the required standard of safety and keep all safety equipment on board and in working order. 5.2 All keelboat races are designated Category 7. Entrants must lodge a current equipment audit form signed by an accredited equipment auditor before racing. Owners are responsible for ensuring that all equipment is kept up to date and in good condition throughout the season. 5.3 All keelboats that do not have navigation lights permanently fitted are required to comply with YA Special Regulations 3.23.4 and 3.23.5 and carry portable navigation lights capable of being attached to the boat. 5.4 Keelboats will have a minimum crew of two. 5.5 Prior to racing, entrants shall lodge a fully completed Race Entry via the Balmain Sailing Club s website using the Top Yacht Entry System (TES), accompanied by the relevant entry fee and hold a current, minimum Category 7 Safety Certificate. 5.6 All entrants are required to display legible sail numbers.

6. Courses & Marks The course will be: Start_SB_PRSC1(P)_PRSC3(P)_SB(P)_Finish Rounding marks: SB BSC buoy SE of Snapper Island PRSC1 Orange cylindrical buoy displaying PRSC name and mark number located in Morrisons Bay PRSC3 Orange cylindrical buoy displaying PRSC name and mark number located in France Bay. (P) Denotes port-hand rounding Unless otherwise specified all rounding marks are to be passed on starboard hand. 7. Short Courses The courses will not be shortened. 8. Areas that are Obstructions 8.1 The area of water between swing moorings and the shoreline shall be considered as prohibited water for all boats after the preparatory signal and throughout the race. 8.2 All navigation marks rank as obstructions and shall be passed on their designated side. The water between a navigation mark and the adjacent shore or hazard shall be considered prohibited water. 8.3 The area of water bounded by Snapper Island, Spectacle Island, and the barges and their pylons shall be considered as prohibited water (a continuing obstruction). 8.4 Infringements under this rule cannot be exonerated. The penalty for breaking this rule will be disqualification.

9. The Start 9.1 A handicap start will be used commencing at 1300hrs (1pm) Starting times, in minutes after 1300hrs will be posted on the club s noticeboard and published on the club website before 1200hrs on the day before the race. Entrants should set their watch to EST (phone 1194) and start at their allotted time. 9.2 Races will be started as follows. This changes RRS rule 26. Times shall be taken from the sound signals as follow: 1255hrs - Warning Signal: Five minutes before the start of the race a long sound signal made. 1256hrs - Preparatory Signal: Four minutes before the start of the race a short sound signal made. 1259hrs - One-minute Signal: One minute before the start of the race a short sound signal made. 1300hrs - Starting Signal: At the start of the race a long sound signal made. 9.3 The starting line will be the transit line defined by triangular leading marks on the clubhouse deck and building. The line extends from outside the line of moored boats to Cockatoo Island. 10. Recalls 10.1 Individual recalls may not be indicated. This changes RRS rule 29.1. If any yacht is on the course side of the starting line at the time of her start, she may restart the race or be penalised 3 minutes. 10.2 Any yacht starting more than 1 minute before her start may be recorded as DNS. 10.3 The Race Committee may advise individual recalls over VHF 77. (Amends RRS 29.2 & 29.3) 10.4 Boats shall avoid the starting area until their scheduled start time. 100 meters clear of the start line is the minimum distance. The Race Committee may disqualify any boat not complying with this rule. 10.5 Late Starters: If a boat is towed or under motor to make the start line after the preparatory signal, she can exonerate itself by completing a one-turn penalty before crossing the start line. This same rule applies to boats sailing into the start area close to the start line from the moorings after their preparatory signal. 10.6 A boat starting later than 20 minutes after her start time will be scored Did Not Start without a hearing. This changes RRS rules A4 and A5. 11. Race Cancellation The Race Committee may cancel any race for any reason. Race cancellation shall be advised by the Race Committee via VHF Channel 77. Such cancellation shall not be disputed. 12. The Finish 12.1 The finishing line will be the transit line defined by triangular leading marks on the clubhouse deck and building. The line extends from outside the line of moored boats to Cockatoo Island. 12.2 A boat that has either retired or finished a race shall keep clear of the finishing line and boats still racing. Do not obstruct the starter s view of the finishing line.

13. Time Limits 13.1 The time limit for this race is 1700 hrs. Boats failing to finish within 15 minutes after the first boat finishes or within the time limit, whichever is later will be scored Did Not Finish. This changes rule 35 14. Protests and Requests for Redress 14.1 Protests and Requests for Redress must be in writing. 14.2 Protest shall be delivered as follows: Within 60 minutes after the time limit for that race to the Sailing Office. By 10am of the day after the race by email (racing@balmainsailingclub.com) Receipt of protests delivered by email will be acknowledged by the Protest Committee within 12 hours. 14.3 Protest mediation may be used prior to a formal protest hearing. 15. Handicaps 15.1 Performance Handicap System (PHS), applied as a nominated individual start time. 15.2 Handicaps shall be determined by the Sailing Committee, and shall not be subject to protest or dispute. 16. Equipment 16.1 Extras may be carried (spinnakers, bloopers, ringtails, tallboys, etc.). 16.2 Anchors shall not be carried at the bow or on the deck of any racing keelboat. The penalty for this will be disqualification. 16.3 Hiking aids including leg straps shall not be permitted to be used to assist crew members to hike outside of the gunnels of any boat unless these aids are permitted by the Class Rules for the particular keelboat or dinghy. This amends RRS 49.1. 17. Safety Regulations 17.1 A boat that retires from a race shall notify the Starter, either by radio (Channel 77), phone: 0411 206 347, or in person as soon as possible after the retirement. 17.2 It is a requirement of NSW RMS that all boats competing keep 200 metres from the bow and at least 30 metres from the sides or stern of any ferry underway and 500 metres from the bow and at least 60 metres from the sides or stern of any large commercial vessel underway (refer attached Condition 100). 18. Prizes Prizes will be awarded for 1st, 2nd, and 3rd handicap places in each Division at the clubhouse following each race. Prizes not collected at the time of the presentation will lapse.

19. Disclaimer of Liability Competitors participate in all races entirely at their own risk - see RRS rule 4, Decision to Race. The Balmain Sailing Club will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after any racing. 20. Insurance Each participating keelboat shall be insured with valid third party liability insurance with a minimum cover of $10,000,000.
