RANGE STANDING ORDERS THE HAMILTON PISTOL CLUB Airport Road, Rukuhia. Range Standing Orders are written to ensure all Club Members and Users are aware of the conditions that apply to these ranges. SAFETY MUST be your prime consideration when using the Hamilton Pistol Club Complex Ranges All persons not involved in the match being shot are to remain at least 3m behind the shooting line or starting position (except for training or instruction purposes) and must remain quiet so as not to interfere with the giving of instructions by any Range Safety Officers (RSO). 1: Introduction This document has been raised pursuant to the requirements of Range Approval as vested in the Commissioner of Police and delegated by him to appointed Range Inspecting Officers of Pistol NZ. These orders are applicable to ALL PERSONS who enter the property administered by the Hamilton Pistol Club Inc. These orders are to be promulgated to all Hamilton Pistol Club members and all other user organisations. A copy of these Range Standing orders must be displayed on the Club Notice Board. Every person who enters the Hamilton Pistol Club complex is to sign the register upon arrival. Visitors are to be directed to where a copy of these Range Standing Orders are available to be read. 2: General The Hamilton Pistol Club Committee is responsible for the control and maintenance of the Hamilton Pistol Club complex. All users of the ranges are to read these Orders in conjunction with the above references. 3: Range Safety. Safety on the range is the responsibility of all range users. The Range Officer is responsible for ensuring that the range is safe prior to use: That the bullet catchers are in good repair. That the targets to be used are approved for use on the range. Ammunition restrictions are adhered to. That there is no activity in the area. That all range users wear hearing and eye protection. That ALL Range restrictions listed herein are adhered to.

4: Location The range complex is located at NZTM, 1:50,000, Sheet BD34 Grid reference 1805815E 5806385N. Airport Road, Rukuhia, opposite Hamilton Airport entrance. Gate O Mystery Creek Events Centre. The complete complex has 14 ranges. Range 1. Outdoor, 23 Meter, (25yd) NO DANGER AREA RANGE. Range 2. Outdoor, 23 Meter, (25yd) NO DANGER AREA RANGE. Range 3. Outdoor, 20 Meter, (22yd) NO DANGER AREA RANGE. Range 4. Outdoor, 19 Meter, (21yd) NO DANGER AREA RANGE. Range 5. (Toms) underground 100 yard, Rifle, NO DANGER AREA RANGE. Range 6. Indoor 10 meter, Air Gun, NO DANGER AREA RANGE. Range 7. (Falling Plate) Outdoor, 25 yard, NO DANGER AREA RANGE. Range 8. (Graham s, Barricade) Outdoor, 35 yard, NO DANGER AREA RANGE. Range 9. (Jim s, ISSF) Outdoor, 25 meter, NO DANGER AREA RANGE. Range 10. Indoor, 10 meter, Air Gun, NO DANGER AREA RANGE. Range 11. (Howie s, Practical) Outdoor, 50 meter, NO DANGER AREA RANGE. Range 12. The Ranges are restricted to the following: Range 1. 1) All approved pistols, Rifles (223/5.56, 300AAC, 30 Carbine, 7.62x39 rifle calibers only including black powder and CAS.) and Shotguns. 2) Paper and Pistol NZ approved hard targets only (No rifle calibers to shoot steel. CAS and Black

Launchers must be placed within 2m of the Bullet catchers, the launched can must not exceed 2.2m above ground and must be engaged by shotgun only, from within 10m. CAS and black (except as in sub sect 8 below) Cone of Fire for the distance being shot (refer clause 15) and no higher than 1.5 meters. 8) Vertical can launchers may be used on this range. Launchers must be placed within 2m of the Bullet catchers, the launched can must not exceed 2.2m above ground and must be engaged by shotgun only, from within 10m.

Range 4. 1) All approved pistols, Rifles (223/5.56, 300AAC, 30 Carbine, 7.62x39 rifle calibers only including black powder and CAS.) and Shotguns. 2) Paper and Pistol NZ approved hard targets only (No rifle calibers to shoot steel. CAS and black (except as in sub sect 8 below) 8)Vertical can launchers may be used on this range. Launchers must be placed within 2m of the Bullet catchers, the launched can must not exceed 2.2m above ground and must be engaged by shotgun only, from within 10m. Range 5. 1) Centerfire Rifles ONLY, with committee approval on paper targets placed CENTRAL on the trolley board. Range 6. 1) Air Pistols and Air Rifles ONLY, firing lead projectiles at paper targets in frames provided. Range 7. 1) All approved pistols, Rifles (Pistol loads only). 2) Paper and Pistol NZ approved hard targets only, placed in approved configuration and in approved target holders, as setup by the Chief 8) Cross range shooting permitted to the RIGHT ONLY.

Range 8. 1) All approved pistols, Rifles (Pistol loads only). 2) Paper and Pistol NZ approved hard targets only, placed in approved configuration and in approved target holders, as setup by the Chief Range 9. 1) All approved pistols, Rifles (Pistol loads only). 2) Paper and Pistol NZ approved hard targets only, placed in approved configuration and in approved target holders, as setup by the Chief 8) Cross range shooting permitted to the LEFT ONLY. Range 10. Air Pistols and Air Rifles firing lead projectiles only at targets provided. Range 11. 1) All approved pistols, Rifles (Pistol loads only). 2) Paper and Pistol NZ approved hard targets only, placed in approved configuration and in approved target holders, as setup by the Chief 8) Cross range shooting is only permitted from 8 meters forward of the permanent covered firing line. 9) Prone shooting for the first 8 meters forward of the covered firing line is only permitted in excess of 300mm to the side of the concrete pad for the sliding doors.

Range 12. 1) All approved pistols, Pistol Carbines, Rifles (223/5.56, 300AAC, 30 Carbine, 7.62x39 including black powder and CAS rifle calibers only without suppression (refer general instructions). All other calibers must use efficient suppressors at all times.) and shotguns. 2) Paper and Pistol NZ approved hard targets only (no rifle calibers to shoot steel. CAS and black protection by portable catchers is to be greater than the Cone of Fire for the distance being shot. 8) Cross range shooting permitted to the LEFT ONLY 8 meters forward of the covered firing line and within 10 meters of the side wall. 9) Prone shooting for the first 8 meters forward of the covered firing line is only permitted in excess of 300mm to the side of the concrete pad for the sliding doors. Range 13. 1) All approved pistols and pistol caliber rifles at paper targets only mounted in the mover frames and approved bullet catchers provided. 2) Direct Range Officer supervision is required for use of this Range. 3) Visitors are NOT permitted to use this range without committee approval 4) All shooting from a standing position only Range 14: CLOSED FOR REPAIR 1) All approved pistols, Rifles (223/5.56, 300AAC, 30 Carbine, 7.62x39 including black powder and CAS rifle calibers only without suppression (refer general instructions). All other calibers must use efficient suppressors at all times.) and Shotguns. 2) Paper and Pistol NZ approved hard targets only (No rifle calibers to shoot steel. CAS and Black

General Restrictions: All Targets must be placed as close to the backstop as practicable. No Firearms held against a C category license Endorsement may be used on these Ranges. No Firearm that has alterations that render it unsafe or illegal may be used on these Ranges. Only targets approved by Pistol NZ and the Club Chief Range Officer may be used on these Ranges. The use of shotguns on rubber chip filled plastic drums is prohibited. Rifle shooting restricted to hours 0930-1700 hours Winter and 0930-1900 hours Daylight saving. Outside these times, efficient suppressors are mandatory to 2000 hours then rifle shooting ceases. At the discretion of a committee member or Chief range officer of the day, rifle shooting may be stopped for a period of time if undue noise is likely cause disturbance or risk to HPC. 6: Priority of Use. The following is the order of priority for the use of the Hamilton Pistol Club ranges. No other individual may use the ranges, unless authorised members of one of the following: a) Hamilton Pistol Club. b) Pistol N.Z. members with permission. 7: Red Flags and Signs. The Red Range Flags Must Be Flown at the following locations prior to commencement of any live firing: 1: At the road gate, at the entrance to the complex. 2: On the flag pole at the front door of the club rooms. All warning signs must be in Position and legible at all times the range is in use. 8: Appointments. The following persons will be required at any live shoot: a) A suitably qualified range officer for every range in use. b) Any other safety officers as required by the rules of the match being fired. 9: Air Danger Height. a) An air danger height of 300 meters applies to the Hamilton Pistol Club complex. b) If an aircraft is observed to approach the club complex whilst live firing is taking place the Duty Range Officer MUST immediately call for a Cease Fire until the aircraft has left the area. 10: Safety Rules. THE FOLLOWING RULES ARE EMPHASISED. When any of the ranges are in use they shall at all times be under the control of a Range Officer, whose authority is absolute and all persons present shall act under their directions. The Range Officer shall be responsible for the observance of these Standing Orders and for the reporting of any breach to the club committee immediately. No shooting shall take place without the appointment of a suitably qualified Range Officer. All loaded firearms must be pointed down range at all times, NO EXCEPTIONS. No firearms or ammunition to be left unattended. No firearms are to be handled without the owner s consent. No firearms are to be loaded without the Range Officers permission.

No firearms are to be handled behind other persons on the range. 10: Safety Rules Cont No firearm may be carried loaded unless under the direction of the Range Officer. No firearm may be removed from the firing line until verified clear by the Range Officer, unless the event is being run HOT as per holster use procedure. All shooters without the necessary license for the firearm being used MUST be under the direct control of a suitably qualified person (one on one). All members and visitors to these Ranges are required to wear eye and hearing protection at all times. Where a safe handling zone has been established, firearms may be cleaned, repaired or checked. NO AMMUNITION, INCLUDING DUMMY ROUNDS, ARE TO BE HANDLED IN THIS AREA. All firearms must be carried in holsters or cases, when moving about the ranges unless under the direction of the Range Officer. CAS firearms maybe handled and loaded at designated Loading Tables. All cell phones must be turned off when on a range. All long guns when not in on the firing line must be carried muzzle up when in hand and actions in a condition compliant with the discipline being shot (i.e. CAS, action open. IPSC/Multigun, chamber flag inserted) All targets are to be placed as close to the back stop as practicable probationary members must not engage steel targets unless under the direct supervision of a qualified range officer 11; Application of Range Instructions. All users of the Hamilton Pistol Club ranges are subject to these Standing Orders. THERE ARE NO EXCEPTIONS. Failure to observe RSO s may require that member to undergo further training and/or restrictions placed by the club. Those permitted to use these facilities will have their use approval revoked if they do not adhere to these Range Standing Orders. It is the responsibility of the club committee that all users of the range complex are familiar with these Range Standing Orders. 12: Individual Discipline Safety Rules. Individual Safety Rules for each discipline are to be complied with in conjunction with existing rules for the operation of the ranges of the Hamilton Pistol Club. 13: Steel Plate Targets. Only Approved steel plate targets may be used on the Hamilton Pistol Club Ranges. All steel targets are to be approved by the Club Chief Range officer prior to use. All steel targets are to be made of approved steel. All Steel Targets are to be placed with a 15 degree forward lean or provided with an approved system to capture all ricochets and splatter and in a configuration approved by the Club Chief Range Officer. The minimum distance for engaging a steel target is 7 Yards for CAS pistol, 8 Yards for CAS shotgun, 13 Yards for CAS rifle, and 7 meters for all other handguns. No steel shooting with rifle calibers. (CAS and Black powder exempt)

14: Ammunition Restrictions. The following ammunition MUST NOT be used on any range administered by the Hamilton Pistol Club, as certified by Pistol N.Z. a) Tracer Ammunition. b) Incendiary Ammunition. c) Armor Piercing Ammunition. d) Explosive Ammunition. e) No shotgun steel shot. f) No Shotgun solids containing anything but lead. 15: Inability to Contain Shots Within Cone of Fire. If for any reason any shots fired fall outside the Cone of Fire the following procedure is to occur. The Range Officer is to: a) Halt all firing and identify the shooter responsible. b) Observe that shooters next shot and if it falls within the Cone of Fire allow that shooter to continue firing. c) If the observed shot does not fall within the Cone of Fire, the shooter is to be provided with a suitable coach with the intention of bringing the spread of the next five shots to within the Cone of Fire. d) Shooters who are unable to achieve the Cone of Fire within the five shots are to be prevented from further firing. Shooters prevented from firing in this way may resume firing following the completion of a club approved training program with the firearm. Cone of Fire for pistol and rifle is - radius 0.23 meters per 10 meter. (0.46m diameter) Cone of Fire for shotgun is radius 1.77 meters per 10 meters (3.54m diameter) 16: Emergency Procedures. In the event of a general emergency Three short bursts on the air horn will indicate that all persons within the complex are to assemble in the top carpark immediately. Note. All firearms safety procedures are to be completed prior to leaving the ranges for the assembly point. 17: Accident Procedures. In the event of an accident the following procedure is to occur: a) Cease all firing. b) Render First Aid if necessary / possible evacuate the person to medical facilities. c) Seal off the area. d) Make no attempt to remove or strip the firearm. e) Advise the police. f) Advise the club executive. g) Advise the Administration Officer Pistol N.Z. h) All outside communications must be directed through the Club Executive. It is important that all range users are aware of this section and fully comply with it in the event of an accident involving a firearm.

18: Medical. First Aid kits are available in the: 1) The Club House kitchen. 2) Range 9 (Jim s). 3) Range 13 (mover) For serious injuries ring 111 and ask for Ambulance. 19: Fire Precautions. a) No smoking is permitted within any of the enclosed complex buildings. b) All precautions are to be taken to reduce the possibility of fire in buildings and surrounding grounds. c) No fires are to be lit without prior committee, Airport Fire & Rescue Services, and local authority approval. In the case of fire Dial 111 and ask for Fire Brigade assistance. 20: Range Clearance. a) All users are to ensure that all range rubbish, including targets, ammunition boxes etc. is removed from the range and stored in the appropriate place. b) No rubbish is to be left on the range complex. c) Upon completion of the days shooting the Range Safety Flags are to be removed and stored. d) Any damage is to be reported to the Club Committee. 21: Hours of operation. 9am to 9pm daily Closed Christmas Day to New Year s Day inclusive. 22: Unauthorised Use of Range Complex. a) Any individual or organisation given use of the range complex will have been provided with written authority by the club. Any individual or organisation unable to provide this approval MUST BE ASKED TO VACATE THE PROPERTY IMMEDIATELY. b) Any refusal to leave is to be reported to the Police as soon as possible. c) Any unauthorised use of the Range Complex is to be reported to the club executive. 23: Domestic Animals. Domestic animals are NOT to roam free anywhere on the complex whilst any of the ranges are in use. 24: Children. All children are to be under the supervision of an adult at all times. 25: Amendments. Any amendments made and approved by the Hamilton Pistol Club committee shall once, approved by the Pistol N.Z. Range Development Committee, be promulgated on the club notice board and forwarded to: a) All members of the Hamilton Pistol Club Inc. b) NZ Police. District Arms Officer. c) Pistol NZ Range Certification File.
