Project Background The Town of Essex, with assistance from the CCRPC, is conducting this scoping study to evaluate existing conditions at the intersection of Allen Martin Drive and VT315 (Jericho Road). Outcomes for this study: Assessment of existing traffic and safety conditions Consideration of public input over the course of the study Development and evaluation of build alternatives: short, medium and long term Preliminary cost estimates for future engineering, admin, and construction Preferred alternatives for implementation, if warranted A clear and concise report that documents this process 3

S3: Striped Shoulder on VT15 at Island ISSUES ADDRESSED: Congestion at Allen Martin Drive Striping in 2011 (Google Streetview) DISCUSSION: Previously there; why removed? Provide improved sight distance, increased left turn storage RECOMMENDATION: Recommend to replace striping Striping in 2016 Estimated Cost: $1,500 15

S4: Enhanced Intersection Warning Sign ISSUES ADDRESSED: WB rear end crashes DISCUSSION: With queue detector and solar power, alert motorists to stopped traffic in roadway Not necessary if mid3 to long3 term solutions are pursued RECOMMENDATION: Recommended only if no mid to longterm solution is acceptable Estimated Cost: $15,000 16

M1: Extend Island into Roadway ISSUES ADDRESSED: Congestion at Allen Martin Drive DISCUSSION: Long term application of S3 Provide improved sight distance, increased left turn storage RECOMMENDATION: Initially recommended in conjunction with other mid term solutions Estimated Cost: $17,500 17

M2: Construct WB Left Turn Lane ISSUES ADDRESSED: WB rear end crashes Congestion on VT315 DISCUSSION: Long term application of S3 Provide improved sight distance, increased left turn storage RECOMMENDATION: Initially recommended in conjunction with other midterm solutions Estimated Cost: $390,000 18

M4: Extend NB Left & Right Turn Lanes ISSUES ADDRESSED: Congestion and queuing on Allen Martin Drive DISCUSSION: Allows right turning vehicles to bypass queued left turns May not be needed if long3 term alternatives are pursued RECOMMENDATION: Queueing not currently an issue; pursue if long term solutions are not developed Estimated Cost: $165,000 19

M5: Widen EBRight Turn Radius ISSUES ADDRESSED: Congestion on VT315 DISCUSSION: Turning trucks track into VT3 15 through OR Allen Martin Drive Will increase pavement width; may increase speed RECOMMENDATION: Redesign / improvements at intersection must account for design vehicle movements Estimated Cost: $17,350 20

M6: Flashing Intersection Beacon ISSUES ADDRESSED: Rear End Crashes on VT315 DISCUSSION: Could be placed on span wire with poles designed for ultimate signal (if preferred) RECOMMENDATION: Initially recommended in conjunction with other midterm solutions Estimated Cost: $50,000 21
