Preliminary The International Moth Class Association (IMCA) is seeking expressions of interest for the 2017 World Championships. There are a number of requirements and conditions set out by IMCA for holding such an event and IMCA is seeking detailed information on which to base a decision. This document has been compiled to seek expressions of interest from IMCA Member National Authorities (MNA) that believe they are in position to host the IMCA 2017 World Championship Event. This is to consider the highest quality racing, the best conditions for developing individual friendship among competitors and goodwill amongst all participating people. The International Moth is currently experiencing strong growth and worldwide interest and this is expected to continue into the 2017 World Championship event. An interested MNA is encouraged to consider and address the requirements outlined in the following pages. A response will be required by June 30, 2014 to be eligible to host The Event. A final decision will be made at the 2014 IMCA AGM. 4

General Venue The proposed Venue to hold The Event will need to be suited to host such an event of this size and stature. The water and wind conditions will need to suit sailing a Moth at the proposed time of the year. Travel and accommodation There is a requirement for relatively easy access to The Event location by International competitors and their equipment. With such an influx of competitors, families and other parties, a range of accommodation options will be required. Cheap accommodation, close to the venue, including camping must be available. Exclusivity The Event must be reserved exclusively for the IMCA for the duration of The Event program. There will be some competitors arriving earlier to train and practice so access to the proposed venue waters and facilities may be required. Experience It is expected that there is an experienced team in place to hold The Event. MNA National Championship It is highly desirable to run The Country National Championship just prior to The Event. Open to all competitors, this gives the competitors and race management a chance to practice prior to the actual event. This has been done a number of times in prior World Championship events for IMCA and has been held over the 2 days prior. Dates of The Event The Event should be held between May and October of 2017 however, any date in 2017 can be considered. 5

Funding and Sponsorship It is the responsibility of the host club, the organising committee and the host Moth Class National Association to cover all funding for the event. Competitor advertising is unlimited with the exception of the forward 25% of the hull and boom, which is reserved for event advertising and bow numbers if required. Entry fees from participating boats will support the event but these entry fees should not exceed 350 EUR for each boat (a portion of this is the IMCA fee, currently set at 10 EUR for each boat). Sponsorship is the responsibility of the MNA organising committee and shall be used for the benefit of competitors to reduce the entry fee and improve the overall quality of the event. It is encouraged for the interested MNA to provide a forecasted Profit and Loss, including proposed entry fee, event expenditure and sponsorship. 6

Race Management Requirements In general, there is a requirement for equipment and people to provide quickly and well-laid, clearly marked courses and clear signals from Committee boat Race Committee An ISAF recognized International Race Officer is required to conduct the racing. Race Consultant The International Moth Class Association shall designate a race consultant. Jury The jury members need to be designated in accordance with the ISAF rules and regulations. The jury shall be an International Jury approved by the host country's national authority. Measurement: IMCA shall appoint, in accordance with the ISAF regulations, the chief measurer of the event. The chief measurer shall carry out his/her duties in accordance with the ISAF rules & regulations, the Moth Class Rules and any IMCA rule interpretations in force at the time. Format of the Event: When the fleet comprises less than 80 competitors, the event shall be competed in one fleet. When the fleet comprises more than 80 competitors, the event shall be competed in multiple fleets, including qualification and final series. Of note, it is forecast (based on previous world championships) there could be as many as 130+ competitors. The final choice of event format must be decided in conjunction with IMCA. Courses and Duration: The format of the course will be a windward leeward type course 7

according to the current version of the Standard Sailing Instructions issued by IMCA (to be provided). Concurrent races for separate fleets may be conducted on inner and outer windward leeward courses. The duration of each race should be approximately 35 minutes for the leading boat. Rescue Function Sufficient, experienced safety cover is required. A safety officer is responsible for the safety of all the competitors during races and between the course and the shore. It is suggested by IMCA that the number of safety boats will be at least 1 for 10 competing boats, Those boats should be inflatable boats, have two experienced persons onboard and the appropriate equipment. Medical assistance within reasonable distance from the racing area shall be available all times during the event. An appropriate system shall be set up in order to check in and check out, each day, the boats competing on the course. Jury Boat One suitable boat shall be available for the Jury Members in order for them to act as required on the racecourse. On Shore Requirements On Shore Events For each championship, the minimum events to be organised are: 8 An opening ceremony At least 2 catered social events, should be included in the entry fee, one of which will be the Prize Giving. A social/sightseeing event in the neighboring area on the rest day A closing and prize giving ceremony

The International Moth Class Association Annual General Meeting The social events should be available at reasonable cost to supporters and free of charge to competitors. Onshore Facilities On shore facilities to include: Secure and sufficient dinghy park area including tie down facilities for the boats Secure car parking close-by with trailers and container areas Adequate and safe launch and recovery ramps accessible whatever the height of the tide and weather conditions All weather social gathering area with food/drink facilities for post race socializing between competitors, officials & supporters Fresh water tap in the dinghy park Toilets in sufficient number for the event Suitable food for all competitors and supporters Complimentary pasta or similar for competitors post racing The host club must provide for spectators and supporters needs. Communications Spectators, where possible, should be given the opportunity to get on the water. Good information about the progress of the racing and the competitors should also be available onshore. Suitable Internet connectivity should be openly accessible by competitors and the media. This connectivity should support over 200 users with reasonable performance. Results and press releases shall be given to the Moth class website in a timely manner to enable worldwide distribution. 9

Local press contacts will need to supplement the Moth class mailing list. Timely provision of material, including press releases and photographs free for editorial use are required for distribution. A web master will be required to manage content on the mothworlds.org event web site, in addition to maintenance of social media properties on Facebook, Twitter and Instagram. Costs related to the accommodation and transportation of an official class photographer shall be covered by the event budget. Details of proposed web master, videographer, press and photography personnel shall be provided. Race Management Facilities Adequate space for Registration of Competitors. A facility for boat measurement and sail checking capable of checking all boats & sails within the time frame allotted in the event schedule. Race Committee and Jury Facilities Adequate space/rooms for the race committee is required to be supplied. Also, a room for protests to be held will be required. International Moth Class AGM During a World Championship, the International Moth Class annual General Meeting (AGM) will be held. 10

Appendix 1 Notes for Reference Official Race Documents All the official documents such as notices of race, sailing instructions, measurement check forms etc. must be approved by the International Moth Class Association and shall be in accordance to the standard documents established by the IMCA. Application of Rules: The current ISAF Racing Rules of Sailing, the ISAF codes and regulations, the current Moth Class Rules, the prescriptions of the host country authority and the championship guidelines shall govern each event. Disclaim Procedures The IMCA MNA is responsible for the correct application of all the laws and rules applied in the hosting country, regarding the organisation of sport and/or sailing events. The International Moth Class Association shall not be responsible of any infringement regarding the laws and rules applied in the hosting country regarding sport and/or sailing events. Eligibility for competitors The World Championship shall be open to boats/crews who are current members of a national class association in good financial standing with IMCA. 11

Response Form Guidelines The questions (based on the requirements) below are required to be responded to by the interested MNA representation wherever possible. The questions have been structured to give the interested MNA the ability to put as much or as little into each response as desired. Any MNA interested in responding to this request are encouraged to register with The Secretary of IMCA in the initial instance. If there are any questions or queries, please email them to The Secretary of IMCA. Any responses from IMCA will be made available to all registered interested sailing clubs. The final submission is required by June 30, 2014 and need to be emailed to The Secretary of IMCA who will acknowledge receipt when received. Glossary IMCA The International Moth Class Association (IMCA), recognised by the International Sailing Federation (ISAF) as the authority responsible for the worldwide affairs of the International Moth Class. Council of Presidents As per the IMCA Constitution, consisting of the National Presidents of member national class associations, is responsible for the organisation and conduct of the International Moth Class Worldwide. Executive Committee As per the IMCA Constitution, consisting of 2 National Presidents, the IMCA President and Vice President, is responsible for the day to day management & affairs of the IMCA. Race Consultant The race consultant is appointed by the executive committee of the International Moth Class Association. His/Her role is : To advise & assist the Organising Committee in the planning and conduct of the championship. To ensure the Organsing Committee are adhering to the guidelines set out herein and to ensure the needs of the class are met. To act and a link between the competitors and the Organising Authority during the event. Organising Committee The organising committee is the committee that is in charge of the complete organisation of the event in accordance with the ISAF rules, regulations and codes, the present championship guidelines, the International Moth Class rules and the rules and laws in application in the host country.
