APPENDIX D - PUBLIC COMMENTS AND RESPONSES Appendix D contains the public comments received during the planning process for the Pedestrian, Bicycle and Traffic Calming Strategic Implementation Plan as well as the team s responses to the comments. This appendix also contains the summary results from the Interactive Web Tool. The public input on this project was significant. The City received over 800 comments on the project, which indicates that residents value walking and biking and would like to see improved and/or new pedestrian and bicycle facilities throughout the City. Many comments stated concerns about specific locations and recommended improvements. Responses on the web tool indicated that the most popular destinations are the shopping centers, City Hall, parks, and downtown. Sidewalks are the most important amenity to walkers. Survey respondents indicated that sidewalks are missing along important routes where people want to walk and/or that existing sidewalks are often cracked or blocked by overgrown vegetation, which makes walking difficult. In addition, respondents indicated that the top five most difficult intersection crossings are: 1. W&OD Trail at N. West Street 2. W&OD Trail at Fairfax Drive (outside the City) 3. W&OD Trail at Great Falls Street 4. Lee Highway/Cavalier Trail /S. Maple Avenue and 5. Pennsylvania Avenue/Rees Place. Survey responses from persons with disabilities focused on the need for additional accessibility improvements including compliant curb ramps, audible and vibrating signals and sidewalks without obstacles. Those responding to the questions about bicycle accommodations indicated support for more bicycle lanes separated from traffic. The public input received for this project provided invaluable guidance for the project team in identifying projects and setting priorities. The pages that follow contain the full list of comments and the team s responses to those comments. The majority of the comments have been addressed in the Plan. Appendix D - Public Comments and Responses 1

APPENDIX D Question 1. What are your pedestrian destinations? 1 Donald Frady Park 2 City Center, 300 Park Ave 3 Cherry Hill Park It is the closest park with playground equipment from our end of town. The walk down route 7 with children/dogs is scary. The sidewalk is narrow and the cars speed recklessly 300 Park Ave (almost daily). Cherry Hill Park, Community Center, Library, and City Hall are all big walking destinations A HAWK signal is proposed at the intersection of E. Broad St and E. Fairfax St (intersection closest to the Donald Frady park). The City sidewalk policy for E. Broad St is to provide a minimum of 10 foot sidewalk (sidewalk and buffer) on E. Broad Street. However, due to relative priority of each project and limited budget the implementation will take place in phases. Appendix C details the rankings for each sidewalk segment. 4 City Center, 300 Park Ave crossing Virginia and Great Falls is dangerous. Cars accelerate into turn, sidewalks are missing, traffic on Virginia never stops at the stop sign (cannot see traffic until they have entered the traffic lane on Great Falls) The plan shows intersection improvements to Great Falls and Virginia including curb radii reduction with splitter islands. The goal is to calm traffic turning onto the street and create better visiblity and safety for pedestrians. 5 Falls Church Churchyard Destination The falls Church. You can only cross 7 by foot at either cherry st. or Washington St. I d like to cross closer to Fairfax or Lawton street (or in the middle). I see tons of people crossing here on Sundays 6 Cherry Hill Park Dog walking 7 East Falls Church Metro East Falls Church Metro 8 Giant, CVS, ABC, Staples (regularly) -- Haandi, Hair Fall Church Shopping Cuttery, Baskin Robbins (irregularly, but in past Center year) 9 Devonshire Park Good place to take dog. Cut-through in woods A HAWK signal is proposed at the intersection of E. Broad St and E. Fairfax St. Appendix D - Public Comments and Responses 2

APPENDIX D Question 1. What are your pedestrian destinations? 10 11 12 W&OD Trail at N Van Buren St Buxton Rd and Tyson Corner N Spring St between Fulton and Park Ave 13 Falls Church Park 14 City Center, 300 Park Ave Hard to get to from our street with children. Many missing sidewalks and not clear crossings making it stressful. Hidden corner - where cars come flying around both directions. Home (where I start or end) I enjoy walking on the Crossman Park walking path. It is provides a pleasant, safe walk next to Four Mile Run. I run/walk around the city for exercise. I mainly use the streets/bike path north of Broad street and from my home in Broadmont over to the city center. The City's policy is to install sidewalks on both sides of collectors and arterial streets and on one side of local and residential streets. The existing conditions inventory revealed that there were 354 locations in the City where there are no sidewalks. While the City understands that every location without a sidewalk should receive a sidewalk at some point, there needs to be a ranked list in order to identify the relative priority of each project and also due to the limited budget for implementation. Chapter 6 shows the locations of all new sidewalks based on priority. Appendix C details the rankings for each sidewalk segment. The City will review this issue and consider measures as appropriate. 15 Governors Ct and Little Falls St 16 400 South Maple Ave 17 Cherry Hill Park 18 19 Lincoln Park @ Great Falls St and Lincoln Ave City Center, 300 Park Ave I walk from Gresham Place to the Farmers Market on Saturdays. N Washington St is heavily travelled by fast moving, noisy cars and trucks. The sidewalks are narrow and close to the street. I try to avoid walking along N Washington St. I walk from my home on N. Virginia to my office on S. Maple Ave several times per month I walk from my home on N. Virginia with my kids to Cherry Hill Park several times per month I walk from my home on N. Virginia with my kids to Lincoln Park several times per month I walk from my home on N. Virginia with my kids to the Farmer s Market most Saturdays The City sidewalk policy for N. Washington St is to provide a 20 foot streetscape (10 ft sidewalk and 10 ft buffer) on N. Washington Street. Appendix D - Public Comments and Responses 3

APPENDIX D Question 1. What are your pedestrian destinations? 20 2800 Graham Rd Magruder s Grocery store. Sidewalk along city side of Lee Highway/S Washington St overgrown on way to light at Graham. The City has adopted a goal to 'Develop and implement a walkway maintenance program that includes annual sidewalk inspections' which will take care of these issues. Further all existing sidewalk deficiencies such as heaving, settling, buckling, etc have been identified in the existing conditions report (Chapter 4) and are scheduled to be remedied through the ADA Transition Plan. 21 Shopping Center, 352 West Broad St Many cars speed down our cul de sac looking for access to 29. They turn around and speed out again. The population of children continues to increase and the street becomes more dangerous 22 West Falls Church metro Metro Stop. Like marked crossing on Haycock Need more information to address the comment. It is not clear which cul-de-sac is referred to. 23 24 25 Fall Church Shopping Center Broad St between S Lee St and Penn Ave Broad St between Little Falls and N. Maple Ave My family and I walk from our home on N. Virginia to the Falls Plaza Shopping Center about once per month. My family and I walk from our home on N. Virginia to the shops on Broad St. several times per month My family and I walk from our home on N. Virginia to the shops on Broad St. several times per month. 26 27 N Washington between Fairfax Drive and N. Westmoreland St Library, 120 N Virginia Ave 28 115 East Fairfax St 29 Shopping Center on Broad St between Spring and Oak St My family and I walk from our home on N. Virginia up to Bear Rock Cafe about once a month My family walks from our home on N. Virginia to the library several times per month My wife and I walk our kids to school (the Day School) from our home on N. Virginia several times per month. New Post Office is not easily accessible from Broad Falls Apartments by foot. Additionally, car turning in and out of the P.O. frequently inhibit cars from making a left turn out of Broadfalls Plaza The City will review this issue and consider measures as appropriate. Appendix D - Public Comments and Responses 4

APPENDIX D Question 1. What are your pedestrian destinations? 30 Falls Park No sidewalk on one side of Seaton Lane, so many people cross at end of W Rosemary to get to sidewalk, including children going to TJ. No street crossing warning for cars. Why?? Lots of kids cross here 31 Roberts Park Our new Mt. Maple Ave CVS, etc. Hunan Café, 7175 Lee Highway S Washington St sidewalks often sandy/messy. Shopping Center, 352 West Broad St Starbucks Seaton Lane is a walking route to TJ Elementary School, and as such it is included in the City Safe Routes to School Plan for new sidewalks. However, due to relative priority of each project and limited budget the implementation will take place in different stages in the priority as described in Chapter 6 of the Plan. The Plan recommends the construction of the missing sidewalk links of Park Ave from N. West Street to N. Washington Street. The City will review this issue and consider measures as appropriate. Appendix D - Public Comments and Responses 5

We could review the standards for rd. width, markings and signage applied by Arlington and DC. Some possibilities Little Falls, Great Falls, Park, West, Lincoln,Hillwood, Timber, Annandale Rd The City developed a proposed network of bicycle facilities. The new bicycle route includes almost ten miles of new dedicated on-street bicycle lanes, ten miles of shared bike lane markings (sharrows) and four miles of signed bike routes. Chapter 6 provides information on the streets planned for bicycle facilities. The City also identified 5 potential locations for a pilot Capital Bikeshare program (Phase 1). Bike lanes are proposed on Little Falls, West, Lincoln, Hillwood. Sharrows are proposed on Great Falls and Park. 153 154 Hillwood Rd and Annandale Rd W. The City developed a proposed network of bicycle facilities. The new bicycle route includes almost ten miles of new dedicated on-street bicycle lanes, ten miles of shared bike lane markings (sharrows) and four miles of signed bike routes. Chapter 6 provides information on the streets planned for bicycle facilities. The plan proposes sharrows for Grove Avenue, which leads to the WFC Metrorail station. 172 173 Virginia Sq. GMU Metro Station Broad Street and Washington Street I bike to work 174 120 N Virginia Avenue Library 175 19th Rd and N Van Buren Road I suggest PR campaign by City Gov. to City businesses to promote biking by their customers. Businesses could be encouraged/receive incentives to add bike racks, offer discounts to bikers Need better bike trail to get to the WO&D from Ridge Place. This is one of the goals stated in Chapter 3 of the plan. There are 11 parks within the City, as well as the W&OD trail, which runs through the City. In 2005, the Task Force on Open Space Acquisition developed a map of existing and proposed trails to connect the City s parks. Building on that effort, the City created the Parks Connectivity Map, which designates on-road and off-road paths to connect all of the parks and trails. Chapter 5 shows the Park Connectivity Plan which has connections to W&OD Trail (from the intersection of Ridge Place and N. Roosevelt Street). 176 E. Jefferson and Little Falls Street Need bike lane up Little Falls from bike trail to get to restaurants and shops. The City developed a proposed network of bicycle facilities. Little Falls Street is part of the proposed bicycle route (for bike lanes) as shown in the Bicycle Route Map in Chapter 6. Appendix D - Public Comments and Responses 13

APPENDIX D Question 2. What are your bicycle destinations? 177 Broad Street and N. Washington Street No reasonable way to bike down Broad or Washington St. except sidewalk where Bikes should not be allowed. The City developed a proposed network of bicycle facilities. The new bicycle route includes almost ten miles of new dedicated on-street bicycle lanes, ten miles of shared bike lane markings (sharrows) and four miles of signed bike routes. Bicycle facilities are shown on routes parallel to Broad and Washington rather than on the main corridors. Chapter 6 provides information on the streets planned for bicycle facilities. 178 Broad Street and Rees Place On a bike it is difficult to cross from Park to the other side of route 7. Sewell Avenue and Kennedy 179 Street Poplar heights pool via the W&OD N. Lee Street and Broad 180 Street Post Office 181 800 West Broad Street Post Office 182 1230 West Broad Street shopping destination 183 Cherry Hill Park 184 E. Columbia Street and N Van Buren Street Suggest we promote and provide facilities for biking for public events, such as concerts in the park, and holiday festivals. W&OD The new signal at Penn/Broad will facilitate better crossing of Route 7 in this location. The City will review this issue and consider measures as appropriate. 185 W&OD Trail between Great Falls Street and N. Oak Street we like to ride down great falls st to get to the trail... very hard w/o a bike lane The City plans to install sharrows and a new sidewalk on Great Falls Street. Also, some of the intersecting side streets will be retrofitted with smaller curb radii to slow turning vehicles, reduce pedestrian crossing distances and increase the visibility of pedestrians. Additionally, the City plans to redesign the W&OD trail crossing (raise the crosswalk and provide additional signage) to warn approaching motorists to slow down and to alert them to the presence of trail users. It is anticipated that all these improvements will narrow the roadway width and help to calm traffic and provide a safe pedestrian environment. Chapter 6 shows the concept plans for Great Falls Street. 186 126 N Virginia Avenue We need more bicycle racks at the library. The City will review this issue and consider measures as appropriate. 187 N. Lee and Broad Street We need more bicycle racks near Panera Bread and Mad Fox Brewery. The City will review this issue and consider measures as appropriate. Appendix D - Public Comments and Responses 14

Columbia St between N. Roosevelt Blvd and Forest Drive No where that I have really cared about in the city. Sidewalks are not needed except on main streets as long as the streets are reasonably wide. (I can't type my comments because of char limit.) Sidewalk ends on right side (towards Arlington), but picks up across the street (towards Arlington) forcing walkers to cross the street or walk in the street. The City's policy is to install sidewalks on both sides of collectors and arterial streets and on one side of local and residential streets. The existing conditions inventory revealed that there were 354 locations in the City where there are no sidewalks. Chapter 6 shows the implementation schedule for all new sidewalks based on priority. Appendix C details the rankings for each sidewalk segment. 255 E. Jefferson St between N. Cherry St and Cul-de-sac See response to comment above. 256 Great Falls St between Lincoln Ave and W&OD trail Great Falls needs a sidewalk from the corner of Lincoln & Great Falls to the W&OD Bike trail so that kids don't have to cross the street twice to get to the W&OD bike trail heading east. 257 258 259 Great Falls Street between N.
