MSA Swimming Rule changes October 2013 FINA made a number of changes to the swimming rules at the July Congress this year. These have now flowed through to the MSA rules as agreed at the MSA October General Meeting. They are already effective at FINA meets and will be effective in Australia on November 17. The changes are not major but there are a couple of points which might catch some swimmers out. This base article contains only a minimal description of what has changed to keep it simple. Refer to the linked page for the precise changes to the wording or to the MSA Swimming Rules on the National web site for the full rules. Backstroke: SW 6.3 Swimmers must not submerge at the finish SW 6.4 After rolling off the back at the turn, the continuous arm pull (either single or double) must be immediate i.e. the swimmer cannot glide or kick on their breast before starting their continuous arm pull. Breaststroke: SW 7.2 At the turn, after the touch of the wall it is now permissible to turn in any manner as long as the body is on the breast when leaving the wall. This may allow a tumble turn provided the touch and push off rules are complied with. SW 7.5 Scissor or flutter kicks have been redefined as alternating movements for greater clarity. SW 7.6 The touch must now be made with both hands separated as well as simultaneously i.e. the hands must not be one on top of the other. Butterfly: SW 8.1 As with breaststroke, at the turn, after the touch of the wall it is now permissible to turn in any manner as long as the body is on the breast when leaving the wall. This may allow a tumble turn provided the touch and push off rules are complied with. SW 8.2M Arms must be brought forward simultaneously, rather than together, and backward under the water. This wording is less ambiguous than the current version but is not expected to have any practical impact on our swimmers. SW 8.3M Added words which had been missed from the previous version of the FINA rules which clarifies that after the start and after each turn, a single breaststroke kick is permitted prior to the first arm pull. The Australian 'concession' allowing two kicks breaststroke kicks per butterfly arm stroke for butterfly events over 200m now clarifies that it does not apply to the butterfly leg of IM events. SW 8.4 As with breaststroke, the touch must now be made with both hands separated as well as simultaneously i.e. the hands must not be one on top of the other. The Race:

SW 10.8M This rule now specifically precludes devices or swimsuits which may aid performance including power bands and adhesive substances. Taping on the body for medical reasons is acceptable with approval from the Meet referee. SW 10.10M Split times achieved by the first swimmer in mixed relay events cannot be used for FINA records and/or entry purposes. They are still acceptable for MSA records. World Records: SW 12.5M This is a new rule which confirms that applications for Masters World Records must conform to the provisions of FINA Masters Rule MSW 5 Records. This was always the case but FINA have revised the provisions and, most notably, World Records can now only be established at meets in which only swimmers registered in a club member of a FINA Member Federation participated i.e. when guest swimmers are not permitted, as is the case at all our State meets. MSA updates: There were also some additional updates made to MSA only rules: SW 4.6M Now confirms that the disqualifiable infraction for delaying a start applies from the referee's whistle or starter's command. SW 10.17M Was SW 5.4M, an MSA only rule which allowed swimmers to nominate a form stroke in freestyle events for record purposes etc. They can now do so only if the nominated form stroke/distance event is not already on the program. FINA RULE No MSA RULE No WORDING / COMMENT in blue below wording. SW 6 SW 6 BACKSTROKE SW 6.3 SW 6.3 Some part of the swimmer must break the surface of the water throughout the race. It is permissible for the swimmer to be completely submerged during the turn, at the finish and for a distance of not more than 15 metres after the start and each turn. By that point the head must have broken the surface. This means swimmers must not submerge at finish. SW 6.4 SW 6.4 When executing the turn there must be a touch of the wall with some part of the swimmer s body in his/her their respective lane. During the turn the shoulders may be turned over the vertical to the breast after which a an immediate continuous single arm pull or a immediate continuous simultaneous double arm pull may be used to initiate the turn. The swimmer must have returned to the position on the back upon leaving the wall. This means swimmer cannot glide on breast before starting their continuous arm pull. SW 7 SW 7 BREASTSTROKE SW 7.2 SW 7.2 From the beginning of the first arm stroke after the start and after each turn, the body shall be on the breast. It is not permitted to roll onto the back at any time except at the turn after the touch of the wall where it is permissible to turn in any manner as long as the body is on the breast when leaving the wall. From the start and throughout the race the stroke cycle must be one arm stroke and one leg kick in that order. All movements of the arms shall be simultaneous and on the same horizontal plane without alternating movement. This may allow a tumble turn provided touch and push off rules are complied with SW 7.5 SW 7.5M The feet must be turned outwards during the propulsive part of the kick. A scissors, flutter Alternating movements or downward butterfly kicks is are not permitted except as in SW 7.1. Breaking the surface of the water with the feet is allowed unless followed by a downward butterfly kick. SW 7.6 SW 7.6 At each turn and at the finish of the race, the touch shall be made with both hands separated and simultaneously at, above, or below the water level. At the last stroke before the turn and at the finish an arm stroke not followed by a leg kick is permitted. The head may be submerged after the last arm pull prior to the touch, provided it breaks the surface of the water at some point during the last complete or incomplete cycle preceding the touch. SW 8 SW 8 BUTTERFLY SW 8.1 SW 8.1 From the beginning of the first arm stroke after the start and each turn, the body shall be kept on the breast. Under water kicking on the side is allowed. It is not permitted to roll onto the back at any time, except at the turn after the touch of the wall where it is permissible to turn in any manner as long as the body is on the breast when leaving the wall. This may allow a tumble turn provided touch and push off rules are complied with SW 8.2 SW 8.2M Both arms shall be brought forward together simultaneously over the water and brought backward simultaneously under the water through-out the race, subject to SW 8.5. This wording is less ambiguous than the current version. MSW 3.9 SW 8.3M The FINA Masters Butterfly rule includes wording we need to incorporate. They should be added to the end of SW 8.3M as follows: All up and down movements of the legs must be simultaneous. The legs or feet need not be at the same level, but they shall not alternate in relation to each other. A breaststroke kicking movement is permitted for butterfly. After the start and after each turn, a single breaststroke kick is permitted prior to the first arm pull. SW 8.3.1M For Butterfly events up to and including 200m Butterfly, only one breaststroke kick is permitted per arm pull, except that a single breaststroke kick is permitted prior to the turn and the finish without an arm pull. SW 8.3.2M For Butterfly events longer than 200m, up to two breaststroke kicks are permitted per arm pull, except that two breaststroke kicks are permitted prior to the turn and the finish without an arm pull. Note 1: This two kick rule does not apply to Individual Medley events. Note 2: FINA rules allow only one breaststroke kick per butterfly arm stroke in all events i.e. 8.3.1M applies over all distances at meets run under FINA rules. SW 8.4 SW 8.4 At each turn and at the finish of the race, the touch shall be made with both hands separated and simultaneously, at, above or below the water surface. One hand cannot be touching the other. SW 10 SW 10 THE RACE SW 10.8 SW 10.8M No swimmer shall be permitted to use or wear any device or swimsuit that may aid his/her speed, buoyancy or endurance during a competition (such as webbed gloves, flippers, fins, power bands, or adhesive substances, etc.). Goggles may be worn. Any kind of tape on the body is not permitted unless approved by FINA Sport Medicine Committee the Meet Referee. NTC suggests we adopt but change FINA Sport Medicine Committee to the Meet Referee, the current approval practice in MSA.

SW 10.10 SW 10.10M There shall be four swimmers on each relay team. Mixed relays may be swum. Mixed Relays must consist of two (2) Men and two (2) Women. Split times achieved in these events cannot be used for records and/or entry purposes. Note records set by the first swimmer in mixed team are accepted in Masters but not in open FINA competition. Delete GR 8.3.1 from General Rules as it is no longer needed. SW 12 WORLD RECORDS MSW 5 SW 12.5M Due to changes in conditions and forms for World Record Applications we need to insert a new rule SW 12.5M Masters World Records Applications for Masters World Records must conform with the provisions of FINA Masters Rule MSW 5 Records. MSA UPDATES n/a SW 4.6M Where a swimmer makes little or no attempt to take up and /or hold a starting position following the Referee s long whistle or the Starter s command, the Starter and the Referee shall consider this to be a disqualifiable infraction. n/a SW 10.17M In freestyle events, except as in SW 3.6.2M, if a swimmer may nominates a form stroke or medley for sealed handicap, Top Ten, Award Swims or record attempt purposes, when the nominated form stroke/distance event is not available elsewhere in the program. tthe swimmer shall comply with all the rules relating to that the nominated stroke or strokes. The swimmer must notify the Meet Referee of their intention to swim other than freestyle in the event by the close of entries for the Meet.
